Then prepare a conforming technical and commercial response using the solicitation’s scope, forms, deadlines and published evaluation method.
There is no worldwide qualification checklist or universal prequalification threshold. Licences, financial tests, insurance, bid security, approved-list rules, portals and submission formats vary by jurisdiction and project. Treat the live solicitation and its incorporated documents as controlling, and use the process below to prepare without relying on assumptions from another agency.

Qualification is different from winning a tender
Public procurement normally asks two separate questions:
- Can this supplier participate? The authority may test legal status, financial capacity, technical ability, registrations, licences, safety systems or other conditions of participation.
- Which conforming offer should be selected? The authority evaluates the bid submitted for this project against the published price, technical and price-related criteria.
UK Cabinet Office guidance under the Procurement Act 2023 describes participation conditions as relating to a supplier’s legal and financial capacity or technical ability, and says they must be proportionate and clear in the tender notice and supporting documents. The guidance states: “The conditions must only relate to the supplier’s: a. legal and financial capacity; or b. technical ability to perform the public contract.” Read the current guidance at GOV.UK’s Conditions of Participation guidance, updated 17 August 2026.

Passing a prequalification stage does not guarantee an award. Conversely, a strong project method and competitive price cannot cure an eligibility failure, a missing mandatory form or a late submission. Keep your qualification evidence current, then tailor it to the opportunity being advertised.
Find the governing notice before preparing documents
Identify the contracting authority, jurisdiction, infrastructure sector, procurement route and contract package. Download the notice and every incorporated document from the official source. Read them together rather than relying on an advertisement summary.
Record these details in a bid calendar:
- Whether supplier registration, an approved list, prequalification or a separate eligibility check is required.
- Question and clarification deadlines, site visits, industry briefings and mandatory conferences.
- The final submission date, time zone and portal closing time.
- Required file formats, naming conventions, page limits, signatures, encryption or upload rules.
- Bid security, performance security, insurance, declarations and other executed documents.
- Scope, specifications, drawings, schedules, pricing forms, contract conditions and addenda.
- The stated evaluation and award method.
For federal sealed bidding in the United States, Federal Acquisition Regulation Part 14 requires invitations to describe requirements clearly, accurately and completely and sets out how award is made under the stated basis. That federal rule does not replace state, municipal or international procedures, but it illustrates why the issued invitation controls your response.

| Decision area | Questions to answer | Evidence or action |
|---|---|---|
| Eligibility and qualification | Do our registrations, licences, financial capacity and work classifications satisfy every stated condition? | Map each condition to a current certificate, declaration or record. |
| Technical and geographic fit | Have we delivered comparable infrastructure, and can we perform in the project location? | Identify relevant contracts, references, methods and local delivery arrangements. |
| Capacity and workload | Can we supply the required managers, crews, equipment, specialist trades and supervision while meeting existing commitments? | Prepare a resource and concurrent-project plan; verify subcontractor availability. |
| Schedule and commercial feasibility | Can we meet milestones, finance mobilisation and absorb the payment profile? | Check programme logic, cash-flow exposure, escalation assumptions and pricing instructions. |
| Risk, security and insurance | Are indemnities, warranties, liquidated damages, bonds, insurance limits and site risks acceptable? | Have contract counsel, insurers and sureties review the requirements before bid approval. |
| Delivery structure | Are proposed subcontracting, joint venture or consortium arrangements permitted, and how will partners’ capacity be assessed? | Confirm roles, evidence, responsibility and required approvals in the tender documents. |
| Evaluation and award | Can we produce a credible offer against every published criterion rather than assuming lowest price wins? | Build a response plan tied to the actual evaluation method. |
Stop or seek clarification when a mandatory condition cannot be met, a critical resource is unavailable, or the risk-adjusted margin is unacceptable. Do not assume a waiver will be granted unless the authority expressly provides for one.
Maintain a reusable qualification evidence file
A standing evidence file reduces last-minute errors, but it is a preparation framework rather than a universal mandatory list. Keep an owner, approval date and expiry date for every item. Submit only what the solicitation requests; unnecessary sensitive records create privacy and version-control risks.
Corporate and legal records
- Registered legal name, business number, ownership and authorised signatories.
- Current registrations, construction licences, trade licences and work classifications applicable to the project.
- Declarations concerning conflicts of interest, exclusion grounds, sanctions or integrity matters when required.
- Organisation chart and authority to enter the contract.
Financial capacity
- Audited statements, reviewed accounts, bank letters, credit information or other evidence specified by the authority.
- Details of bonding or security capacity where the contract requires bid, performance or payment security.
- Cash-flow assumptions for mobilisation, retainage, progress payments and long-lead procurement.
Relevant experience and references
- Completed and current projects with client, value, dates, scope, location and contract role.
- Evidence of comparable roads, bridges, utilities, transport systems or other infrastructure work relevant to the stated scope.
- Client references and records of completion, quality, safety or performance where requested.
Technical personnel and methods
- CVs and availability of project managers, superintendents, engineers, surveyors and other named key staff.
- Construction methodology, quality controls, sequencing, traffic or public-interface plans and commissioning approach where relevant.
- Technical licences, certifications and training required by the specification.
Resources, safety and compliance
- Owned or committed equipment, facilities, specialist suppliers and subcontractors needed for the work.
- Health and safety systems, incident records or risk-management evidence when requested.
- Quality, environmental and other management systems required by the contract or participation conditions.
- Insurance certificates and policy limits matching the current tender, not an expired corporate template.
New Zealand Government Procurement’s construction procurement guidelines say prequalification should be proportionate to risk, complexity and value, and limited to essential information. That principle is useful when deciding what to keep ready and what to submit: provide relevant proof, not a data dump.

Prequalification is not a universal prerequisite. Some authorities use an approved register or a two-stage process; others allow all eligible firms to submit directly. The applicable threshold, work class and evidence depend on the authority and current procurement.

| United Kingdom | Participation conditions concern legal and financial capacity or technical ability, must be proportionate, and should be stated in the tender notice and supporting documents. Industry questionnaires such as the Common Assessment Standard may be used for works when they satisfy the Act’s requirements. Suppliers also need to share certain information through the central digital platform. | Read the live notice, the current Procurement Act guidance and any questionnaire instructions; confirm registrations and platform steps for this procurement. |
| New Zealand | Construction prequalification can assess capability, including health and safety risk management, and should be proportionate to risk, complexity and value. | Check which essential information the agency requests and whether a separate prequalification stage precedes the tender. |
| United States federal | FAR Part 14 governs sealed bidding for construction and other acquisitions, including clear invitations and award to a responsible bidder whose conforming bid is most advantageous under the stated price and price-related factors. | Confirm whether the procurement is sealed bidding or another federal route, then follow the issued solicitation and applicable federal clauses. |
| Florida | The Florida Department of Transportation describes prequalification for certain road, bridge and public transportation construction contracts, with approved work classes and a maximum capacity rating. | Check the current FDOT prequalification information and governing Florida requirements for the project’s work class, capacity and threshold. |
| Connecticut | The Department of Administrative Services describes a contractor-prequalification program for specified work classifications and state contract estimates above the applicable threshold. | Review current categories, thresholds and submission requirements on the Connecticut DAS contractor prequalification page. |
The examples show why copying another state’s threshold, form or approved-list status is unsafe. An agency can also change a process between procurements. Confirm the current rule directly with the issuing authority.
Build a compliance matrix for the specific tender
Create one row for every instruction, condition, deliverable and evaluation criterion. A useful matrix contains:
- Requirement: quote the section number or exact instruction from the notice, specification or contract.
- Response owner: assign estimating, engineering, legal, finance, safety or a named executive.
- Evidence location: identify the file, form, page, drawing, schedule or portal field that answers it.
- Status: mark draft, reviewed, signed, uploaded or blocked, with an internal due date before the authority’s deadline.
- Conformance check: verify format, page count, signature, version, currency, translation and addendum references.
Reconcile every addendum and official clarification with the matrix. If an answer changes price, method, quantity or schedule, update all affected sections rather than editing one isolated page. Have a person who did not write the response perform a final compliance review.
Develop a credible, conforming response
Technical response
Answer the published requirement in the same order the evaluator will read it. Connect each promise to a project example, named person, method, resource and measurable deliverable where the tender asks for one. Explain sequencing, interfaces with utilities or the public, quality controls, safety management, environmental controls and contingency arrangements only to the level relevant to the scope.

Do not substitute generic corporate capability for project-specific planning. If the authority asks how you will maintain traffic, protect existing services or stage work around operations, describe the proposed approach and identify assumptions that the tender permits you to state.
Commercial response
Use the prescribed pricing schedules and units. Price the defined scope, allowances and options exactly as instructed, and make assumptions visible where the form allows them. Check arithmetic, tax treatment, escalation provisions, provisional sums, alternates and validity periods. An unrequested exclusion or qualification can make a bid non-conforming, so raise uncertainty during the permitted clarification period instead of inserting a unilateral exception.
Never assume that the lowest number always wins. The authority applies the evaluation and award basis published for that procurement; it may include technical or other price-related factors in addition to price.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Submit early and preserve the record
- Complete an executive sign-off confirming eligibility, price approval, risk acceptance and authority to sign.
- Run the final matrix review against the latest addenda and clarification log.
- Upload files before the portal’s closing time, allowing for large files, authentication, virus scanning or user-permission problems.
- Confirm that the portal shows successful receipt and retain the timestamp, confirmation number or receipt screen.
- Save the exact submitted package, forms, signatures, addenda, clarifications and calculation files in a read-only bid record.
- After the decision, request or review any feedback the rules permit, then update your evidence file, templates and go/no-go criteria.
A submission that is complete but late is generally no safer than one that was never uploaded. Keep an internal deadline that leaves time to resolve portal or document failures.

Common failure modes and how to prevent them
Using a generic checklist
Problem: A checklist from another country or agency omits a local form, classification or portal step. Fix: derive the matrix from the live notice and incorporated documents, then use your reusable file only as a starting point.
Confusing prequalification with bid evaluation
Problem: The team assumes approval on a register guarantees award, or spends bid effort before confirming eligibility. Fix: document the participation decision separately from the project-offer evaluation.
Submitting stale evidence
Problem: expired insurance, licences, financial statements or staff commitments undermine an otherwise strong response. Fix: assign expiry owners and obtain project-specific confirmations before submission.
Ignoring capacity and concurrent work
Problem: The proposal promises personnel or equipment already committed elsewhere. Fix: test the programme against the company’s live workload and obtain written commitments from key subcontractors.
Making an unpermitted exception
Problem: A price qualification, alternate warranty or scope exclusion conflicts with mandatory terms. Fix: ask a formal clarification question and follow the authority’s permitted response format.
Missing addenda or the deadline time zone
Problem: The final upload uses superseded quantities or arrives after the portal closes. Fix: nominate one addenda owner, log every revision and schedule an early upload with independent receipt verification.
