Review every AI-coded construction expense against its original receipt, transaction, business purpose and project records before approving or posting it. Treat extracted fields and duplicate flags as suggestions—not proof. A reliable review verifies the amount first, checks job-cost coding against company rules, investigates possible duplicates, and records how each exception was resolved.
This process is for construction controllers, AP reviewers, project accountants, owners and project managers who need to decide whether an expense is supported, coded to the right work, and safe to approve. The goal is not to let a flag make the decision. It is to connect the receipt and transaction to the project and preserve a clear record of the human review.

What to verify before approving an expense
AI can reduce manual entry, but extracted receipt data and suggested categories may need correction. The review should connect the original evidence to the proposed coding and the eventual approval or payment. Keep the company’s chart of accounts, project structure, purchasing rules and approval policy as the authority; there is no universal construction cost-code mapping.
Think of the review as two linked tests. First, establish what transaction occurred: who paid, to whom, when, for what, and for how much. Then decide where that transaction belongs: which project or job, phase, cost code and general-ledger account are supported by the business purpose and company rules. If the extracted transaction facts are wrong, a reasonable-looking cost-code suggestion may still be wrong because it was based on bad inputs.

Assemble the supporting records
For each expense, collect the original receipt image or document, extracted fields and line items, employee and stated business purpose, and the related card charge or invoice. Add any applicable purchase order, delivery or receiving evidence, project assignment and cost-code reference. Reviewing this set together helps distinguish a valid project expense from an incomplete submission or a charge that belongs elsewhere.
- Receipt or invoice, including item-level detail where available
- Transaction evidence, such as a card charge or reimbursement claim
- Employee, business purpose and project assignment
- Relevant purchase order and proof of receipt or delivery
- The company’s applicable project, phase, cost-code and GL rules
Not every record applies to every expense. A card purchase may have no purchase order, while a vendor invoice may be tied to a PO and receiving process. Use the organization’s actual purchasing and approval policy to determine which supporting documents are expected. The point is to identify what evidence should exist for this transaction before treating a missing item as an exception.
Correct the source data before judging the coding
Compare the extracted merchant, date, currency, subtotal, tax, total and line descriptions with the original receipt. Correct extraction errors before deciding whether the project or account classification is wrong; otherwise, the review may be evaluating a coding suggestion built on inaccurate inputs. Microsoft’s documentation says users may need to correct extracted data, and unclear or incomplete receipts can fail processing. Its described receipt feature supports English-language receipts, and category suggestions can be adjusted. See Microsoft’s Responsible AI FAQ for the Expense Entry feature, updated January 24, 2026.

Confirm that the total is consistent with the listed subtotal and tax, that the date belongs to the transaction rather than an unrelated document date, and that the merchant name corresponds to the receipt. If a field is unreadable or absent, do not silently accept an inferred value. Seek a clearer copy or clarification, and hold the expense if the evidence needed to verify it is not available under your process.
Extraction is not the same as verification. A system may present a field confidently even when the image is unclear, and an item can fail processing if the receipt is incomplete. Microsoft’s documentation describes review and editing as part of the workflow rather than suggesting that every extracted value is final. Its English-only support statement applies to the feature described in that FAQ; do not assume the same language coverage for another product without checking its documentation.
How to review AI-proposed construction coding
- Confirm the business purpose. Check whether the employee’s explanation and supporting records establish why the purchase was made and whether it relates to the assigned project. If the purpose does not explain the connection to the project, ask for clarification rather than allowing a generic description to stand in for evidence.
- Validate the job and cost dimensions. Compare the proposed project or job, phase, cost code and GL account with the project assignment, approved commitment and company coding rules. Do not accept a generic overhead or miscellaneous classification merely because the system suggested it.
- Inspect mixed receipts at line level. If a receipt combines different kinds of purchases, assess each line separately when the accounting system and policy support that level of detail. A single total may not belong to one cost category.
- Check purchase and receiving evidence where relevant. For an invoice tied to a purchase order, compare the order, evidence that goods or services were received, and the invoice. Apply the company’s purchasing policy to determine when this check is required; it should not be assumed mandatory for every expense.
- Record corrections and rationale. Preserve the suggested values, corrected values, evidence reviewed and reviewer decision so a later approver can see what changed and why.
Use the evidence to test the dimensions your organization actually maintains. A project assignment may establish which job is involved, while an approved commitment or purchase record may provide context for the intended work. The company’s chart and coding rules determine the appropriate phase, cost code and GL account. If the available records do not support the suggested values, route the item to someone with authority to resolve the coding instead of guessing at a mapping.
Construction software may support coding by job, phase, cost code and GL account, but that is a product capability, not an accounting mandate. For example, hh2 describes those dimensions for its construction expense workflow; the company’s accounting structure and policy still determine the correct assignment. See hh2’s Construction Credit Card Expense Tracking page.

Mixed receipts deserve particular care. If a receipt contains more than one type of purchase, consider whether the system and policy allow line-item allocation and whether each item has a supportable project purpose. Do not force the whole receipt into one code just because the extraction tool presents a single total. If the underlying system cannot split the transaction or policy does not permit that treatment, ask the responsible reviewer how to handle it and document the decision.
A practical coding review sequence
For a consistent review, move from evidence to classification rather than from the AI suggestion outward:
- Read the receipt or invoice and confirm that the extracted vendor, date, amounts and descriptions agree.
- Link the expense to its card charge, invoice or reimbursement claim so the transaction under review is identifiable.
- Read the stated business purpose and confirm the project assignment against project records.
- Compare the suggested job, phase, cost code and GL account with the applicable commitment and company rules.
- Check whether a PO or receipt-of-goods match applies to this transaction under policy.
- Correct the coding or route the unresolved question to the employee, project manager or controller.
This order keeps one problem from concealing another. For example, a coding question should not distract from a mismatched total, and a valid transaction amount does not establish that it belongs to the assigned job. Preserve both kinds of review in the record when both required attention.
How to investigate a possible duplicate
A duplicate flag identifies a candidate for review, not proven fraud or even a confirmed duplicate. Search records from every relevant intake route and prior period covered by the organization’s retention and audit process. A similar amount may represent a legitimate separate purchase; conversely, small edits to a receipt can make the same transaction harder for an automated check to recognize.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Duplicate searches are only as useful as the records available to them. Check what sources are in scope: expense reports, card transactions, invoices, and relevant prior submissions may live in different systems or arrive through different channels. If the check does not search a particular intake route or historical period, its silence does not establish that no earlier submission exists. Confirm the scope before relying on a match result.
Compare the records that identify the transaction
- Employee expenses and card transactions: compare employee, merchant, date, amount and receipt details. Determine whether one purchase appears both as a card charge and as a reimbursement claim.
- Vendor invoices: compare vendor, invoice number, date and amount, then check purchase-order and receiving evidence where applicable.
- Repeated submissions: determine whether a resubmitted image represents the same transaction or a separate event.
- Recurring purchases: compare the underlying dates and transaction details rather than treating similar amounts or receipts as conclusive evidence of duplication.
For an employee expense, a possible duplicate can be the same cost submitted through two routes, such as a card charge and a reimbursement claim. For a vendor payable, an invoice number and receiving or PO evidence can help distinguish a repeated invoice from a separate purchase. In either case, compare the transaction details and the underlying support rather than relying on a single similarity signal such as the amount or merchant name.
For invoices, a three-way comparison of purchase order, evidence of receipt and invoice can help establish whether a payable is supported when that process applies. Vergo’s educational article recommends three-way matching as a duplicate-payment control, but that is vendor guidance, not an independent mandate for every construction expense. Follow the organization’s purchasing policy to determine which invoices require the comparison and what to do when records do not match.

Resolve the flag and document the outcome
- Open the candidate and the original supporting record side by side.
- Check transaction identifiers and contextual evidence, not just visual similarity or amount.
- Ask the employee or responsible project contact to clarify any unresolved difference.
- Decide whether the item is supported, duplicated, incomplete, misclassified or still uncertain.
- Record whether it passed, was corrected, held, rejected or escalated, with the reason and reviewer.
Do not treat a match result as a decision. Similar receipts can be separate legitimate purchases, especially where purchases recur, and edited receipt images may evade a similarity check. If the evidence does not resolve whether the transaction is new or previously submitted, hold it and seek clarification before reimbursement or payment. If it is confirmed as a repeat, document the evidence and disposition so the same issue is not reopened without context.

SAP Concur’s official documentation describes a potential duplicate as a receipt that “may have been previously submitted” and requires an auditor validation step. It also warns that the check can produce false positives or miss duplicates, including because receipt quality, edits, repeated items within a report, recurring lookalikes and historical-data availability affect detection. Applicability depends on product edition, configuration and searched data scope. See SAP Concur’s Duplicate Receipt Check documentation, first published May 15, 2026, and modified June 5, 2026.
Route exceptions before posting or payment
Hold an expense when the receipt is incomplete, the coding is doubtful, a possible duplicate is unresolved, policy requirements are unmet, or a required purchase-order or receiving match is missing. Send it to the person who can resolve the issue: commonly the employee for receipt or business-purpose questions, the project manager for project assignment, or the controller for accounting treatment or policy exceptions. Do not let an unresolved flag silently pass into job costs or reimbursement.
Make the status explicit. An item can be supported and passed, corrected before approval, held pending evidence, rejected under policy, or escalated for a decision. Record the status and reason instead of leaving an unexplained flag in a queue. That allows the next approver to distinguish an item awaiting clarification from one that has already been resolved.
Keep entry, approval and payment release appropriately separated under the company’s controls. Vergo’s educational guidance recommends three-way matching and separation of duties for construction AP; treat those as vendor recommendations and apply the organization’s own purchasing and approval policy. See Vergo’s article on preventing duplicate invoice payments in construction AP, dated August 25, 2026.
An AP workflow can prepare and route work without making the final accounting decision. Adaptive says its AP Clerk handles vendor bills, employee expenses and card charges, supports job and cost coding and PO matching, and routes work for team review and approval rather than automatically posting it to the general ledger. This is a vendor description of that product’s workflow, not a recommendation to remove human review. Preserve the approval and release controls your company requires.
Keep an audit trail that explains the decision
Store the original receipt and transaction evidence with the AI’s suggested values, reviewer corrections, duplicate-match rationale, final decision, approver and posting or reimbursement outcome. A useful record should let another reviewer reconstruct why an item was accepted, changed, held or rejected without relying on a memory or an unexplained system flag.

For each exception, make the record answer practical questions: What did the system suggest? What did the reviewer compare it with? Which detail triggered the review? Was the transaction confirmed as a separate purchase or as a duplicate? What coding or status changed, who approved the resolution, and what happened before posting or payment? Keep the underlying documents with the decision so the explanation remains connected to evidence.
Review recurring exception patterns—such as repeated extraction errors, unclear receipts or frequent coding changes—to identify where coding rules, employee guidance or review thresholds need improvement. This is a control feedback loop, not a reason to weaken review of individual expenses. A recurring pattern may suggest that instructions or coding guidance need attention; it does not, by itself, establish that a particular expense is correct.

Vendor descriptions can help identify workflow capabilities, but they do not establish independently verified extraction accuracy or duplicate-detection performance. Ask for a demonstration using representative, anonymized construction receipts and invoices, and establish exactly which records the system searches and retains.

Ask vendors to demonstrate the specific review workflow, not only a successful extraction. Use anonymized examples representative of the organization’s receipts and invoices, including an unclear or incomplete receipt, a mixed-item receipt, a possible card-and-reimbursement repeat, and a similar-looking recurring purchase. The purpose is to see how the tool presents evidence, lets a reviewer correct fields, searches for candidates and records a disposition. These examples are evaluation prompts, not a claim that any tool will detect every issue.
Clarify whether duplicate checks span the systems and periods you need, and which matching signals are used. Ask how the product handles edits, recurring transactions and weak image quality, and how reviewers see both the candidate and the supporting record. Confirm which construction coding dimensions it can store, whether it can support the required approval path, and how the final review record can be exported or retained with the transaction.
Also confirm practical fit before comparing products: receipt and invoice inputs, language and region support, preview or availability status, ERP connections, access controls, implementation effort and total cost. The source materials reviewed here do not provide pricing comparisons, independent like-for-like accuracy tests or independently verified customer results. Avoid turning vendor examples or demonstrations into an industry accuracy rate or benchmark.
Adaptive describes an AP workflow that reviews vendor bills, employee expenses and card charges, supports job and cost coding and PO matching, and routes exceptions for team review. Its page says the AP Clerk does not automatically post to the general ledger. These are vendor-described capabilities, not independent performance findings. Frequently Asked Questions
How do I prevent duplicate invoice payments in construction?
Use a consistent intake and review process, compare the vendor, invoice number, date and amount against existing records, and check PO and receiving evidence when your purchasing policy requires it. Route possible repeats for human validation before payment, document the decision, and keep entry, approval and payment release appropriately separated under company controls. A duplicate flag is a candidate, not proof.
Does an AI duplicate flag prove that an expense is fraudulent or duplicated?
No. It identifies a possible match that needs review. Similar amounts or recurring purchases can be legitimate, and receipt edits or poor image quality can cause a system to miss a repeat. Compare the underlying transaction details and supporting records, then record whether the item passed, was held, corrected, rejected or escalated.
Free tools Windows power users keep installed
One-click scans. No signup required.
What should I compare when checking a construction expense for a duplicate?
For employee expenses and card activity, compare the employee, merchant, date, amount and receipt details, including whether the same purchase appears as both a card charge and reimbursement. For vendor invoices, compare vendor, invoice number, date and amount, and consult PO and receiving evidence where applicable. Search relevant intake routes and historical records within your organization’s retention and audit scope.
How should I verify AI-proposed job-cost coding?
First confirm the extracted receipt facts, including merchant, date, currency, subtotal, tax, total and line descriptions. Then compare the proposed project or job, phase, cost code and GL account with the business purpose, project assignment, approved commitment and company coding rules. The company’s chart and policy—not a universal mapping—determine the right code.
Should a mixed receipt be split across cost codes?
Review the lines separately when the accounting system and company policy support item-level allocation. If the system or policy does not support splitting, do not invent an allocation; route the question to the responsible reviewer and document the decision.
Is three-way matching required for every construction expense?
Not necessarily. Comparing a purchase order, evidence of receipt and invoice can help establish support for a vendor payable, and Vergo recommends it as a construction AP control. Apply your company’s purchasing policy to determine when it is required rather than assuming it applies to every expense.
What if a receipt is unclear, incomplete or not in English?
Do not treat uncertain extracted fields as verified. Request a clearer or complete copy or clarification, and hold the item when evidence needed for review is missing. Microsoft’s documentation for its described Expense Entry feature says unclear or incomplete receipts can fail processing and that the feature supports English-language receipts; check the documentation for the specific tool being used.
The Bottom Line
Before approval or posting, verify the receipt facts, confirm job-cost coding against the business purpose and company rules, and investigate duplicate candidates across relevant records. Hold unresolved exceptions, document the human decision and keep the supporting evidence together. AI extraction and duplicate checks can help organize review, but they do not replace it.
