How to Reuse Steel and Other Construction Materials on a Building Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reuse starts before demolition. First test whether the existing building, foundation, assemblies or components can stay in place or be adapted. Then survey candidate materials, document their condition and properties, design a safe removal sequence, arrange storage and transport, and match each recovered item to a specific new use. Structural steel is an engineered decision: its suitability, mechanical and geometrical properties, weldability, traceability and design compatibility must be assessed and accepted by the responsible engineer.

Use a project-specific comparison of retention, direct reuse, recycling and new procurement. Include testing, deconstruction labor, repairs, fabrication, storage, transport, schedule risk, design changes and documented carbon data rather than assuming that every reclaimed item is cheaper or lower-carbon.

What “reuse” means on a building project

Reuse can occur at several levels. The highest-value option is usually retaining the existing building or adapting its structure and services in place. If that is not feasible, an entire assembly may be removed for installation elsewhere, such as a curtain-wall bay, raised floor, roof truss or mechanical package. The next level is recovering individual components—beams, doors, windows, bricks, timber, fixtures or piping—for a defined second use. Materials that cannot meet a reuse specification can still be separated for recycling.

The U.S. Environmental Protection Agency (EPA) identifies preserving existing structures, buying used or recycled products and salvaging materials as ways to divert construction and demolition waste from disposal. Its guidance covers metals, wood, brick, glass, doors, windows and plumbing fixtures, but appearing on a materials list does not certify an item for a particular application. Condition, contamination, dimensions, performance requirements and local rules still govern acceptance.

A useful distinction is between reuse and recycling. Reuse keeps a product or component’s form and function with relatively limited reprocessing. Recycling converts it into feedstock, such as melting steel into new steel or crushing masonry into aggregate. Recycling is an important fallback, but it generally loses the component-level value that direct reuse can preserve.

Set the project conditions before looking for materials

Write a short reuse brief at concept stage. It should identify the jurisdiction, building type, structural system, intended occupancy, fire and accessibility requirements, programme, budget, storage area and likely end uses. State whether the project will accept reclaimed components only for nonstructural work or will consider primary structural members. Engage the architect, structural engineer, building-services designers, contractor and, where needed, a hazardous-materials professional before commitments are made.

Steel reuse is a chain rather than a single purchase. The European Commission Joint Research Centre (JRC) describes linked stages of evaluation, reclamation, storage, market integration, design, fabrication and erection in its guidance on reclaimed-steel components. A decision made during the survey affects connection design, lifting, transport, storage and final inspection, so assign an owner and approval point for every stage.

Define acceptable evidence

  • Existing drawings, inspection records, material certificates and maintenance history.
  • Measured dimensions, section sizes, connection details, coatings and observed damage.
  • Test results or calculations needed to establish relevant mechanical, geometrical, chemical or fire properties.
  • Chain-of-custody records showing where each component came from, how it was removed and how it was stored.
  • A design statement identifying the proposed use, load effects, applicable standards and acceptance criteria.

Check retention and adaptation before removal

Before planning salvage, compare it with leaving the building, foundation, frame or assemblies in place. Retention avoids removal damage, transport and much of the re-certification burden. Adaptation can include changing internal layouts, adding floors within capacity, reusing foundations, or upgrading services while preserving the shell.

EPA notes that deconstruction can range from reusing an entire structure or foundation to recovering selected assemblies or individual components. Full deconstruction is not practical for every building; a partial deconstruction followed by conventional demolition may recover the highest-value items within the programme and safety constraints.

For future projects, EPA’s design-for-adaptability advice recommends documenting as-built information and materials, making connections accessible, planning for disassembly and using mechanical fasteners where appropriate. These choices make later inspection and removal more predictable than concealed, permanently bonded or heavily damaged connections.

Survey and inventory candidate materials

Complete the survey while the building is still stable and accessible. Give every candidate an identification code and record its exact location. Photograph it in context and after exposure of concealed faces. Capture dimensions, weight or estimated weight, connection type, coatings, labels, damage, contamination indicators and any restrictions on lifting or access.

Minimum inventory fields

Field What to record Why it matters
Source and location Building, level, grid, room or elevation; component ID Supports traceability and removal planning
Physical description Material, section or product type, dimensions, thickness, mass estimate Allows design and transport checks
Condition Corrosion, cracks, distortion, rot, impact, delamination, staining or missing parts Sets inspection, repair and rejection needs
Previous use Known loads, exposure, alterations, repairs and service environment Informs suitability and testing
Connections and finishes Bolts, welds, mortar, sealants, coatings, insulation and fixings Determines removal method and compatibility
Records Drawings, certificates, inspection reports, photographs and test data Reduces uncertainty and preserves evidence
Proposed destination Specific project element or approved marketplace listing Prevents recovery without a realistic use

The Steel Construction Institute’s steel reuse protocol describes investigation and testing used to establish properties of reclaimed structural steel. Use it as a technical reference, then have the project engineer select the inspections and tests that fit the component and jurisdiction.

Assess structural steel as an engineered component

Appearance alone cannot establish whether a beam, column, plate or connection is safe to reuse. The assessment should address the component’s geometry, defects, prior exposure and loading history, material properties, weldability, connection details and intended design actions. Preserve any original identification marks and certificates, but verify that records actually describe the component being considered.

Typical steel assessment questions

  • Is the section straight, within usable tolerances and free of unacceptable local buckling, holes or cuts?
  • What corrosion loss exists, including hidden corrosion at interfaces and inside box sections?
  • Are there fatigue-sensitive details, cyclic loading history, impact damage or unknown alterations?
  • Can the grade, yield and tensile properties, toughness and weldability be demonstrated or tested?
  • Do existing holes, welds, stiffeners and end details suit the new connection design?
  • Can lifting, temporary bracing and transport occur without overstressing a weakened member?

SIS lists CEN/TS 1090-201:2024 as a current technical specification describing requirements for reusability and quality assessment, including declaration of mechanical and geometrical properties and weldability. The listing describes a scope for specified steel structures under quasi-static loading and excludes fatigue loading. Confirm national adoption, the edition in force and whether the project falls within that scope with the responsible engineer; the listing is not a substitute for a design review.

The JRC framework likewise identifies safety assessment and design rules as necessary for wider use of reclaimed steel. If evidence is insufficient for a primary structural role, a lower-consequence use may be possible, but that is a new engineering decision—not an automatic downgrade.

Assess non-steel materials for their intended use

Use the same disciplined approach for wood, masonry, glass and salvaged components, while changing the tests to suit the material and hazard profile.

Material Checks before specifying Common constraints
Timber Species, dimensions, moisture, decay, insect damage, splits, fastener holes, fire treatment and structural grade Hidden rot, altered grading and moisture changes after storage
Brick and stone Cracking, frost damage, dimensions, compressive performance, mortar contamination and cleaning method Breakage during dismantling; appearance may not match new work
Glass and windows Glass type, safety classification, seals, frame condition, thermal and acoustic requirements Current code may require performance or safety features absent from older units
Doors and hardware Fire rating, width, swing, accessibility hardware, closer condition and compatibility with new frames Certification may not transfer to a different assembly or installation
Plumbing fixtures and piping Material compatibility, pressure rating, hygiene, leakage, fittings and local code approval Internal corrosion, obsolete connections and sanitation requirements
Metal cladding and roofing Coating condition, corrosion, panel profile, fastener holes, weathering and fire classification Deformation and seal damage during removal

EPA’s construction and demolition materials overview identifies these broad reuse categories but does not approve a particular product for a particular building. The proposed application, not the material label, determines the acceptance test.

Decide whether recovery is feasible

Make a go/no-go decision before demolition mobilizes. Recovery is technically feasible only when the component can be removed without unacceptable risk, assessed to the required confidence and installed in a compliant new application. It is economically feasible only when the complete route fits the project’s cost and schedule.

EPA states that buying used construction and demolition materials can lower construction and renovation costs while maintaining function and performance. Treat that as a potential benefit, not a guaranteed saving: a component requiring extensive testing, repair or long-distance transport may cost more than a new equivalent.

Plan safe deconstruction and removal

Deconstruction is not ordinary demolition performed more slowly. Prepare a sequence that maintains structural stability, isolates services, controls falling objects and protects the component from damage. The engineer or demolition designer should define temporary works, exclusion zones, lifting points and hold points for inspection.

  1. Complete hazardous-material and service surveys. Identify asbestos, lead coatings, PCBs, contaminated dust, live utilities and other hazards before opening the structure.
  2. Make the structure safe. Isolate services, install temporary bracing and establish a controlled access and exclusion plan.
  3. Remove non-reusable finishes first. Strip coverings, sealants and insulation only where the method statement permits, keeping reusable layers protected.
  4. Expose and verify connections. Confirm that the actual connection matches the inventory before applying force or cutting.
  5. Release components in a stable sequence. Follow the engineered order; never remove a member whose loss could trigger progressive instability.
  6. Protect identification. Attach a durable component ID before it leaves its original location and photograph the mark.
  7. Inspect at removal. Record newly exposed defects, rejected items and any damage caused during extraction.
  8. Lift and move with designed gear. Use rated lifting points, edge protection and load-control procedures suited to the component’s weight and geometry.
  9. Segregate immediately. Keep reusable, repairable, recyclable and hazardous streams separate to avoid contamination and re-sorting.
  10. Update the inventory. Record final status, storage location, test requirements and the person who accepted or rejected each item.

EPA recommends accessible connections, mechanical fasteners where appropriate and plans that address worker movement and safety. Those design choices help future disassembly, but they do not remove the need for a site-specific engineered method statement.

Handle, store and transport recovered components

Arrange the receiving area before the first item is removed. Store steel off the ground on stable dunnage with drainage and ventilation; prevent standing water and isolate dissimilar metals that could create galvanic corrosion. Keep timber dry, shaded and ventilated, and maintain stickers or tags that identify grade and source. Protect brick, glass and fixtures from impact, freezing, theft and mixing with waste.

Define a quarantine area for items awaiting inspection or contamination clearance. Do not install a component merely because it arrived intact. Recheck dimensions and damage after transport, since distortion can occur during lifting or stacking. Transport plans should account for abnormal loads, route restrictions, permits, loading orientation and weather protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Match each item to a documented new use

Start with the proposed design, then test whether a recovered item fits it—not the other way around. For structural steel, compare measured section properties, verified material properties, connection capacity, fire protection, durability and erection tolerances with the design actions and applicable code. For windows, doors, fixtures and services, verify the performance class required by the new assembly and confirm that any certification applies to the complete installed system.

Design questions to close before approval

  • What exact element will receive the component, and what loads, exposure and fire requirements apply?
  • Are dimensions, tolerances, holes, welds, finishes and interfaces compatible without unsafe alteration?
  • Which properties are documented, which are measured and which remain uncertain?
  • Who is the design professional responsible for accepting the evidence?
  • What inspection, testing and hold points apply before concealment?
  • What is the approved fallback if the component fails testing or arrives damaged?

The JRC report emphasizes that design rules and safety-assessment procedures are central to structural-steel reuse. The SIS listing for CEN/TS 1090-201:2024 describes requirements for declarations of mechanical and geometrical properties and weldability; confirm the national and project-specific requirements before relying on it.

Compare reuse, recycling and new procurement with project evidence

Use one evaluation sheet for each option. The sources establish the decision areas below, but they do not prescribe universal weightings or a single best option for every building.

Decision axis Questions to answer Evidence to retain
Condition and verified properties Is the item sound, and are relevant properties known or assessable? Inspection records, tests, certificates and defect photographs
Design fit Does it meet loads, dimensions, connections, durability, fire and code requirements? Engineer’s calculations, drawings and approval notes
Recovery effort What removal, cleaning, testing, repair or fabrication is needed? Method statement, labor estimate and processing scope
Traceability Can source, prior use, assessment and handling be demonstrated? Component register, tags, chain-of-custody log
Availability and logistics Is enough material available when needed, with practical storage and transport? Inventory quantities, delivery plan and contingency stock
Whole-project cost What is the total installed cost compared with recycling or new procurement? Comparable quotations and schedule-risk allowance
Environmental evidence What does an appropriate project carbon calculation show? Declared product data, life-cycle inventory or EPDs and calculation assumptions

For applicable Canadian federal projects, the Standard on Embodied Carbon in Construction specifies disclosure and environmental product declaration (EPD) or life-cycle-inventory requirements for eligible materials and steel products. Its requirements apply in that defined context; other jurisdictions may use different rules. Do not claim a carbon reduction without stating the boundary, data source, transport assumptions, processing and avoided-product treatment.

Assign responsibilities in contracts and procurement

Reuse fails when ownership of uncertainty is unclear. Put the following in the employer’s requirements and trade contracts:

  • Who owns the inventory and who may change a component’s status.
  • Which party commissions tests, pays for retesting and accepts or rejects results.
  • Required tags, digital records, photographs and delivery documentation.
  • Permitted repair methods, prohibited cutting or welding and coating requirements.
  • Storage conditions, maximum storage duration and responsibility for damage or loss.
  • Substitution rules if recovered quantities, dimensions or dates change.
  • Inspection and hold points before loading, after arrival and before concealment.

Where a recovered item is sourced outside the project, verify title, contamination status, dimensions, quantity, test data and delivery date in writing. A “salvaged” description is not a certificate of performance.

Common failure modes and practical fixes

Demolition starts before the survey

Symptom: valuable members are cut, mixed or discarded before anyone records them. Fix: complete the inventory, tagging plan, exclusion zones and receiving arrangements before issuing the demolition release.

The team assumes appearance proves quality

Symptom: clean-looking steel or timber is specified without property evidence. Fix: have the engineer define inspection and testing based on prior use, exposure, uncertainty and intended loads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recovered material has no destination

Symptom: storage fills with items that do not fit the design. Fix: identify a proposed use, required dimensions and acceptance criteria before removal; recover only quantities with a credible route to installation or an identified market.

Storage causes new damage

Symptom: corrosion, wet timber, broken glass or lost tags appears before installation. Fix: use segregated, weather-appropriate storage, inspect on arrival and maintain the component register.

Schedule and supply do not align

Symptom: the design needs a member before testing, repair or transport is complete. Fix: release surveys early, set decision dates, hold approved alternatives and sequence procurement around verified availability.

Carbon claims use incomparable data

Symptom: a reuse option is declared lower-carbon using an undocumented estimate. Fix: define system boundaries and compare the same life-cycle stages, including testing, processing, transport, storage and the treatment of avoided new production.

Documentation package to hand over

At completion, provide a reusable-materials record that remains with the building owner and facilities team. Include:

  • As-built drawings showing retained and installed reclaimed components.
  • Component IDs linked to source location, photographs and final destination.
  • Inspection, test, repair, coating and weld records.
  • Material certificates, declarations and engineer approvals where applicable.
  • Installation tolerances, connection details and fire or durability provisions.
  • Storage, maintenance and future-disassembly instructions.
  • Quantities sent to reuse, recycling and disposal, with transport records.
  • Carbon-accounting assumptions and the data sources used for any environmental claim.

This information turns a one-time salvage effort into an asset record for the next alteration. It also supports future design for adaptation, disassembly and reuse, which EPA identifies as a way to make later recovery more practical.

How to make the next project easier to reuse

Design new work so that future teams can understand and separate it. Keep structural and service routes accessible, document hidden materials, use reversible mechanical connections where performance allows, avoid unnecessary composite bonding, and maintain a digital register of grades, finishes and maintenance interventions. Provide lifting points and safe access where large components may need replacement. These choices do not guarantee future reuse, but they reduce the uncertainty and damage that make recovery uneconomic.

Jurisdiction, standards and professional sign-off

Building, fire, accessibility, environmental, waste, lifting and occupational-safety rules vary by location. The cited EPA resources are U.S. guidance; the JRC report and CEN/TS 1090-201:2024 relate to European technical frameworks; and the Canadian embodied-carbon standard applies to its defined federal context. None automatically governs every project.

Before specifying reclaimed material, confirm the locally adopted structural and execution standards, product regulations, testing laboratories, waste and hazardous-material requirements, and authority-approval process. The responsible architect and engineer should sign off the design and acceptance criteria, while a competent contractor controls the removal sequence and site safety. When evidence or scope is uncertain, state the limitation and choose a safer, verifiable alternative rather than treating an unverified component as equivalent to new material.
