Start with the agency that owns or manages the road—usually your city’s transportation or public works department, 311 service, or a local councillor. Ask for a traffic-calming evaluation for the exact block or intersection, describe the safety problem with times and locations, and follow that agency’s eligibility and neighborhood-support rules. A request begins a review; it does not guarantee that a speed hump, cushion, narrowing, or other device will be installed.
1. Identify who controls the street
The correct process depends on the road owner. A city street is commonly handled by a transportation department, public works department, municipal 311 service, or councillor’s office. County roads, state or provincial routes, private roads, and roads managed by a transit or development authority may use different procedures.

Search the local government site first
Use the street’s city or county website and search for the exact phrases “traffic calming,” “neighborhood traffic management,” “speed hump request,” or “speed bump request.” Agencies may use different names for similar devices, so try more than one term. Look for a current application page, eligibility map, program policy, or service-request form.

Use 311 or public works when the website is unclear
Tell the operator that you want a traffic-calming evaluation, not merely a complaint about a single speeding vehicle. Ask which department owns the road and whether the request must be submitted online, through 311, or by a councillor. Keep the service-request number and the date of submission.

When a councillor is the entry point
Some municipalities route resident requests through the councillor for the ward. Toronto’s process, for example, directs residents to their local councillor, who can refer a location for evaluation. This is a local administrative arrangement, not a universal requirement.
2. Define the location precisely
A vague request such as “drivers speed on our street” is difficult to screen. Give the street name, affected block, nearest addresses or cross streets, and the direction of travel. State whether the issue is at an intersection, mid-block crossing, curve, school frontage, park entrance, transit stop, or another specific segment.
Information to include
- Street name and the exact block or segment.
- Nearest intersection, landmark, or address range.
- Whether the road is local, collector, arterial, or another classification, if the municipality publishes that information.
- Any nearby school, senior housing, park, trail, bus stop, cycling route, curb ramp, or crossing.
- Whether the concern affects one direction, both directions, or turning traffic.
Some programs require you to select an eligible location on an online map before the form will proceed. Minneapolis, for example, uses an eligibility map in its traffic-calming request workflow. If the map does not show your location, ask the agency whether the road is excluded or whether a different department handles it.

Describe observable conditions rather than making an unsupported demand for a particular device. Explain where conflicts occur, when they occur, and who is exposed. A useful report might state that vehicles accelerate after a particular intersection during school arrival, fail to yield at a marked crossing in the evening, or pass people cycling with little lateral clearance on a narrow segment.
Record time and pattern
- List typical days and time windows, such as weekday school arrival or weekend evening periods.
- Describe recurring behavior: speeding, shortcutting, failure to yield, red-light running, illegal turns, or vehicles mounting the sidewalk.
- Note weather, lighting, construction, or events that change the pattern.
- Identify people walking, cycling, using mobility devices, children, or older adults who face the conflict.
Use lawful, useful evidence
Provide dated photographs or a simple location sketch if the authority accepts attachments. Do not stand in the roadway, confront drivers, or record private information unnecessarily. A short log showing date, time, location, and observed behavior is more useful than a collection of unverified speed estimates. The road authority may conduct its own speed and volume study; its measurements, not a resident’s informal estimate, normally determine eligibility.
Ask explicitly for an evaluation. The agency decides whether the location qualifies and which treatment is suitable. Rochester’s procedure, for example, screens street characteristics and uses traffic-speed and traffic-volume studies before advancing a speed-hump request.

4. Check eligibility before organizing a petition
Do not assume that every street can receive a physical traffic-calming treatment. Agencies may screen for road classification, width, grade, drainage, intersections, emergency routes, transit operations, pedestrian facilities, collision history, traffic speed, and traffic volume. A road that carries through traffic or serves as an arterial may be handled through a different safety program.
Road classification matters
Toronto’s 2023 traffic-calming policy enables speed humps and cushions on local and collector roadways and excludes arterial roadways. That policy is specific to Toronto; it should not be treated as a general rule for other cities. Ask your authority which classifications are eligible under its current policy.
Physical and operational constraints
The agency may reject or redesign a treatment because of bus routes, emergency response, drainage, steep grades, winter maintenance, driveways, underground utilities, bicycle routes, or required sight distance. These constraints do not necessarily end the request. They may lead to a different treatment or to a separate engineering review.
Ask what problem the program is designed to solve
A physical traffic-calming program may address excessive speeds and cut-through traffic, while signs, pavement markings, sidewalks, crossings, signal timing, parking controls, or enforcement are handled elsewhere. If your principal concern is a missing sidewalk or dangerous crossing, ask the agency to route the request to the appropriate program rather than forcing it into a speed-hump process.
5. Understand neighborhood-support requirements
Resident support rules vary substantially. Some programs require an application from a neighborhood association; others require signatures from abutting property owners. A councillor may decide whether evidence of support is needed, while another city may require a verified percentage after a technical screening.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Example program | Support rule described by the authority | What it means for a resident |
|---|---|---|
| Nashville Department of Transportation and Multimodal Infrastructure | An application approved by a neighborhood organization or at least four separate property owners whose property abuts the street; the agency page was updated May 8, 2026. | Confirm that the signers meet the abutting-owner definition and that the application uses the current form. |
| City of Rochester, New York | A verified petition showing 75% support is described as a stage in the speed-hump procedure. | Wait for the city’s screening instructions before collecting signatures, then follow its verification method. |
| City of Toronto | Individual councillors may decide whether to require evidence of neighborhood support before referring a request. | Ask the councillor’s office what evidence it wants and whether a petition is necessary. |
| Other jurisdictions | No single universal threshold applies. | Use the local policy rather than copying a rule from another city. |
Collecting signatures too early can waste time if the street is ineligible or if the form requires a particular signer category. First ask whether support is required, who may sign, how signatures are verified, and when the petition is due.

6. Submit a complete request
Use the authority’s current online form, 311 request, or councillor intake process. Keep your description factual and specific. A concise submission can contain the following:
- Location: street, block, intersection, and direction of concern.
- Problem: the behavior observed and the people or facilities exposed.
- Timing: dates, recurring time windows, and any seasonal or event pattern.
- Evidence: a lawful observation log, photographs, map, or prior service-request numbers.
- Requested action: a traffic-calming evaluation, with flexibility about the final treatment.
- Contact details: a reliable email or telephone number for follow-up.
Sample wording
“Please evaluate the block of [street] between [cross street] and [cross street] for traffic calming. From [time] on [days], vehicles regularly travel at speeds that create conflicts at [crossing, park, school, or other feature]. People walking, cycling, and using mobility devices are affected, especially [specific condition]. I have attached a dated observation log and location map. Please advise whether this segment is eligible, whether neighborhood support is required, and which program should handle any related crossing, sidewalk, sign, or enforcement concern.”
Put the actual street and cross-street names in the form; do not rely on a general neighborhood label. Save a copy of the submission and note the case number.

7. Know what happens after submission
A request normally moves through several decisions rather than directly to construction. The exact order differs by jurisdiction, but the stages below describe the sequence published by Toronto and reflected in other municipal programs.
Initial screening
Staff confirm the road owner, location, program scope, and basic eligibility. They may ask for clarification or redirect the request to signs, paving, sidewalks, traffic engineering, or enforcement.
Warrant or eligibility evaluation
The authority reviews road classification, geometry, traffic conditions, pedestrian and cycling context, and other policy criteria. A traffic-speed or volume study may be performed. Rochester describes this type of screening before a petition stage.

Prioritization
Eligible locations may be ranked against other requests. A technically eligible site may wait while the agency addresses locations with greater risk, available funding, or a higher program priority.
Detailed design
Engineers select the location, dimensions, drainage approach, markings, signs, and related features. They consider driveways, crossings, buses, bicycles, emergency vehicles, snow clearance, and accessibility.
Emergency-service and other agency review
Fire, ambulance, transit, utilities, accessibility staff, or other departments may review the design. Their comments can change the device, spacing, or placement.
Formal approval and funding
Some jurisdictions require a council, committee, or by-law approval for a road alteration. Toronto lists Community Council approval of a road-alteration by-law among its six stages. Funding must also be identified before installation can be scheduled.
Installation and follow-up
Once approved and funded, the authority schedules construction or installation. Ask whether the agency will monitor speeds or operations afterward and how to report a problem with signs, drainage, markings, or access.

“Traffic calming” describes a family of physical road features intended to encourage lower speeds and improve safety. The UK Department for Transport identifies road humps and road narrowings as examples in guidance applying to England, Scotland, and Wales. Local agencies may also consider speed cushions or other locally approved designs.

| Treatment term | Basic function | Questions to ask the authority |
|---|---|---|
| Speed hump | A raised section extending across the lane or roadway to encourage lower operating speeds. | Is the road classification eligible? How will drainage, crossings, bicycles, buses, and emergency response be handled? |
| Speed cushion | A raised treatment designed with gaps or segmented placement; the exact design is local. | Which vehicles can pass through the layout, and how will buses, bicycles, motorcycles, and emergency vehicles be affected? |
| Road narrowing | A physical reduction in the apparent or usable roadway width to influence speed and driver behavior. | Will it preserve accessible sidewalks, turning space, sight distance, deliveries, and winter maintenance? |
| Other local measures | Additional treatments may be approved under the municipality’s traffic-management policy. | What treatment addresses the documented problem, and what separate program covers signs, markings, crossings, or sidewalks? |
Do not demand a specific device before the engineering review. The appropriate comparison is whether the road permits the treatment, which road users it protects, how it may affect speeds and traffic flow, whether emergency and transit needs can be met, and what funding and timing are available. The reviewed government guidance does not establish one transferable percentage reduction in speed or crashes, so treat any predicted benefit as location-specific unless your authority provides measured evidence.
9. If the request is rejected or redirected
Ask for the written reason and the next appropriate channel. Common outcomes include an ineligible road classification, insufficient data, a missing support requirement, a conflict with transit or emergency operations, or a finding that another program better fits the problem.
Questions that keep the request moving
- Which eligibility criterion was not met?
- Was the location measured for speed or volume, and can the results be shared?
- Is there an appeal, resubmission, or future review date?
- Would a different block, intersection, or treatment be eligible?
- Should the issue be submitted as a sign, crossing, sidewalk, paving, lighting, parking, or enforcement request?
- Is a neighborhood petition required for a resubmission, and what percentage or signer category applies?
Keep the original case number when filing a related request so staff can connect the records. A rejection of a physical device is not necessarily a finding that the safety concern is unimportant; it may mean the concern belongs in another program.
10. Coordinate with neighbors without creating new risks
Neighbor support can make a request easier to understand, but signatures do not replace the authority’s technical review. Share the exact location, the documented problem, and the agency’s eligibility rules. Ask neighbors to describe their own observations honestly rather than repeating a target speed or crash claim they did not verify.
Do not block traffic, place unofficial signs or devices in the roadway, follow drivers, or confront people accused of speeding. Report immediate hazards or suspected crimes through the appropriate emergency or non-emergency channel; a traffic-calming application is not an emergency response.
11. A practical checklist
- Identify the road owner and current traffic-calming program.
- Confirm whether the road is local, collector, arterial, county, state, private, or otherwise controlled.
- Pinpoint the block, intersection, or segment on the agency’s map or form.
- Record dates, times, locations, traffic behavior, and affected road users.
- Attach only lawful, relevant photographs, maps, and logs.
- Ask whether the agency will conduct a speed and volume study.
- Check support rules before collecting signatures.
- Submit an evaluation request, not an assumption that one device will be installed.
- Save the confirmation number and monitor follow-up messages.
- Ask which alternative program applies if the location is ineligible.
12. How the examples differ by place
The official examples illustrate why a city-specific search is essential. Toronto uses a councillor route and publishes a six-stage process from location identification through installation. Minneapolis provides an online request form tied to an eligibility map. Nashville specifies support from an approved neighborhood organization or four separate abutting property owners. Rochester describes screening, traffic studies, and a verified 75% petition. Richmond publishes a neighborhood traffic-calming inquiry and evaluation process. These examples demonstrate possible approaches, not a nationwide standard.
The UK Department for Transport’s December 5, 2023 guidance explains the general concept and names humps and narrowings, but it does not supply the application rules for a particular city, county, or road. Before acting, check the current page of the authority responsible for your street; policies, forms, contacts, and funding cycles can change.
13. What a successful request can and cannot promise
A well-documented request gives the road authority enough information to identify the location, test eligibility, select an appropriate treatment, and coordinate design and funding. It cannot promise a speed hump, a particular construction date, or a measurable reduction in crashes. Those outcomes depend on the road’s classification and design, the agency’s findings, neighborhood-support rules, emergency and transit review, formal approvals, and available funds.
