Use your local emergency number when a hazard poses an immediate threat—for example, vehicles are swerving to avoid an object in a driving lane. NYC311 gives that example and says to call 911 for immediate danger or a construction condition likely to cause an accident. Non-emergency: the road authority or responsible project contact
For a hazard that does not require an emergency response, contact the authority responsible for the road. Depending on the road and location, that may be a city or county 311 or public works service, a state department of transportation, or an official contact for the project. In New York City, NYC DOT directs reports about hazardous street, sidewalk, or roadway construction to NYC311 online or by calling 311; DOT says it contacts the company, government agency, or utility responsible for fixing the street. If you do not know who owns the road
Start with the municipality or county where the road is located, or the state transportation agency if it is a state route. Use official government information to find the relevant contact, then confirm the reporting channel on that authority’s own website. USAGov provides links to state and local government contacts: State and local governments.

Work-zone response can involve emergency dispatch, law enforcement, transportation or public works agencies, and construction contractors. The Federal Highway Administration (FHWA) describes these roles in its work-zone incident guidance and notes that infrastructure damage can affect work-zone traffic plans. - Location: road name, direction of travel, nearest cross street or landmark, and an address or mile marker if available.

- Traffic impact: say whether a lane is blocked, a detour is in place, or drivers are swerving to avoid the hazard.
- Timing: note when you saw the problem and whether it appears to be ongoing.
- Supporting details: if you can do so safely, provide a photo or other useful information. Do not enter an active work zone or stand in traffic to collect evidence.
FHWA’s incident-coordination checklist includes location, operational impacts such as closures, damage, detours, follow-up actions, and supporting images. How to choose among reporting channels
If several non-emergency options are available, choose one that serves the road’s jurisdiction and accepts the kind of problem you are reporting. A construction traffic-control issue and pavement damage may be handled by different units, even when they involve the same work site.
