Report suspected construction without a required permit to the building department or code-enforcement office that serves the property. First confirm whether the address is inside a city, town, or unincorporated county area. Then use that authority’s official complaint form, 311 service, telephone line, or mail process; provide the exact location and a factual description; save the confirmation or case number; and use the agency’s status-search or phone instructions to follow up. A report is an allegation for the authority to investigate, not a finding that a violation occurred.
1. Confirm which authority has jurisdiction
Jurisdiction is the most common source of delay. A county may enforce codes only in unincorporated territory, while an incorporated city or town has its own building department. Use the property’s official municipal or county lookup, assessor record, or planning-and-building contact page. If you are unsure, call the building department and ask which agency accepts a complaint for that address.

King County, Washington, illustrates the boundary: its complaint process is for unincorporated county territory and tells people outside that area to contact their city or town. Do not assume that a county office can issue orders inside every city in the county.

- The city, town, village, or county containing the property.
- Whether the property is in an incorporated area or an unincorporated district.
- The agency’s current category for “work without a permit,” “unpermitted construction,” or “building-code complaint.”
- Whether a separate planning, zoning, fire, environmental, or historic-preservation office handles the issue.
Check the agency’s service page on the day you file. Phone numbers, web forms, and accepted complaint categories can change, and a general contact page may send you to a specialized intake route. If the property has more than one address, such as a corner lot or a development with a separate unit and building number, record every identifier that appears on the official map.

If the work presents an immediate threat to life, fire safety, structural stability, or a utility, use the emergency number or urgent building-safety route published by the authority. Do not enter the site or confront workers.
2. Check whether a permit may already exist
Construction can look unauthorized while an approval is pending, posted elsewhere on the site, or recorded under a different parcel or project name. Look for the locality’s official permit and licensing database. New Orleans, for example, encourages residents to check its permitting and licensing database before submitting a construction complaint.
Search the exact address as well as the parcel or lot number, and check nearby unit or project identifiers when the database permits it. A permit record may identify the approved scope, applicant, status, or expiration date. Do not treat an empty search as conclusive: records can be delayed, indexed differently, or held by another department.
A database entry does not decide whether the work complies. It may show an active permit, an expired permit, a permit for a different scope of work, or no obvious record. The agency—not the complainant—determines whether the work violates the applicable building, zoning, or safety rules. In your report, describe what you observed and say that you are requesting a permit and code review rather than declaring the owner guilty.
3. Gather precise, lawful information
Specific information allows an inspector to locate the work and distinguish it from a permitted project. Prepare the following before opening the form or calling:
- Location: street address, unit or suite, cross-street, and parcel or lot number if available.
- Observed work: additions, demolition, excavation, foundation work, electrical or plumbing work, new windows, structural alterations, grading, or a change of use.
- Where on the property: front, rear, side yard, roof, basement, interior unit, or a detached structure.
- Timing: approximate start date, dates and times you observed work, and whether activity is continuing.
- Why review appears warranted: for example, no permit placard was visible, work appears to exceed a posted permit, or a structure is being altered in a way that normally requires approval.
- Evidence: photographs, notices, plans, or other documents, only when obtained lawfully and accepted by the agency.
- Your contact details: include them when required or when you want the agency to ask questions or provide updates.
Write down observations rather than conclusions. Note the date and approximate time, the direction from which you viewed the site, and whether a permit notice was visible. Distinguish repeated observations from something a neighbor told you. If several structures share one address, identify the building, floor, or side of the lot.

4. Choose the official reporting channel
Local procedures differ. Use the channel listed on the responsible authority’s current service page; sending the same complaint to unrelated offices can create duplicate records or delay routing. An online form may provide an immediate receipt, while 311 or a telephone line may be preferable when the form does not accept your property type or when the situation is urgent. Mail can be appropriate where the agency expressly lists it, but it may not provide an instant tracking number.
| Local example | Published intake method | Identity or feedback detail |
|---|---|---|
| Philadelphia Department of Licenses and Inspections | Unpermitted-work complaints are directed to the city’s 311 service. | Use the 311 reference or incident details for follow-up. |
| Seattle Department of Construction and Inspections | Online, telephone, and mail reporting options. | Anonymous complaints are allowed, but anonymous reporters do not receive feedback. |
| King County, Washington | Official online complaint process for unincorporated county territory. | Duplicate complaints may be marked void; new information should go to the assigned officer. |
| New Orleans | Construction-complaint form with date, time, description, and document or photo-upload fields. | Use the form’s required fields and retain its submission confirmation. |
| Orlando | City code-enforcement reporting process. | The stated procedure requires the reporter’s name and address for investigation. |
These are local examples, not a national standard. A city may route building complaints through 311, while a county may require a specialized form or telephone intake. Compare available options by jurisdiction, accepted attachments, identity rules, tracking key, and whether the channel offers status updates.
5. Submit the complaint without overclaiming
- Open the agency’s current complaint page. Select the category closest to unpermitted construction or building-code enforcement. If no category fits, call the published number and ask where to route it.
- Enter the exact property location. Include the address and parcel number when known. Check the map pin, unit number, and municipality before submitting.
- Write a chronological, observable description. State what you saw, where, and when. “Framing for a second-story addition has been underway on the rear of the house since approximately 6 October; no permit placard was visible from the sidewalk” is more useful than “The owner is breaking every rule.”
- Attach accepted evidence. Keep original files and note when and from where each image was taken. Do not upload private information that the agency does not need.
- Provide contact information if appropriate. A phone number or email lets an investigator clarify the location. If you request confidentiality, read the agency’s warning about public-records disclosure.
- Review and submit once. Save the confirmation screen, email, receipt, or 311 reference. Avoid filing duplicates merely because an acknowledgement has not arrived.
King County advises submitting specific, accurate, and complete information. If genuinely new or different work occurs after filing, send that information to the assigned officer or through the agency’s stated update method instead of opening repeated cases.
6. Understand anonymity, confidentiality, and inspection access
Anonymous is not the same as confidential
An anonymous complaint omits your identity. A confidential complaint gives the agency your identity but asks that it not be disclosed. Whether either option exists depends on local rules and public-records law. King County says confidentiality is maintained only as far as Washington public-records law allows.
Seattle permits anonymous complaints or a request for confidentiality, but warns that anonymous reporters receive no feedback. It also cautions that a missing contact may prevent processing if staff need clarification. Orlando provides a contrasting local example: its stated procedure requires the reporter’s name and address to investigate, citing Florida Statute 162.21. Neither policy should be generalized to another jurisdiction.

Before choosing anonymity, decide whether you need a follow-up channel. If you want to answer an inspector’s questions or learn whether a case was assigned, provide contact information where allowed and read the agency’s disclosure warning. Do not assume that a request for confidentiality overrides public-records requirements.
Interior inspections require lawful access
An inspector may need to enter a dwelling or other private interior to investigate an interior violation. Seattle explains that access usually requires permission from an occupant or manager. A complainant cannot authorize entry to someone else’s property. Tell the agency if the suspected work is inside, then let it arrange consent or other lawful access.
7. Preserve the tracking information
Keep the confirmation email, screenshot, receipt, date and time of submission, property address, and every case, incident, or 311 number. Use a simple log with columns for the date, agency, channel, reference number, follow-up, and response. Store copies of photographs and the text you submitted so a later call does not depend on memory.

Common ways to check status
| Tracking key | Where it may work | What to do if there is no result |
|---|---|---|
| Case number | Agency complaint portal or telephone status line. | Confirm that the number was entered exactly and allow time for intake processing. |
| Incident number | Some municipal code-enforcement systems, including Orlando’s stated lookup process. | Call the published line with the address and submission date. |
| Property address | Seattle and some other portals permit address searches. | Try the standardized street format and unit number; then contact intake. |
| Parcel number | County systems and permit databases. | Verify that the parcel belongs to the reported structure. |
| 311 reference | Municipal 311 systems such as Philadelphia’s. | Ask 311 which department received the referral and whether a separate case number was assigned. |
Seattle states: “To track our investigation and findings of your complaint, you need either the address of the property or case number.” Portland provides PortlandMaps and telephone follow-up options. Orlando lists lookup by address or incident number. These systems may not update immediately after online submission.
If the portal shows nothing
- Check the confirmation for a second reference number or a note that staff must review the submission first.
- Wait through the agency’s stated intake period, if one is published.
- Contact the complaint line with the submission date, exact address, confirmation details, and a concise description.
- Ask whether the report was transferred, combined with an existing case, rejected as outside jurisdiction, or still awaiting assignment.
No universal status label exists. A blank search result or silence does not prove that a complaint was rejected, closed, or resolved. Ask what the displayed status means in that agency’s system and whether records are removed after closure.
8. Interpret response times correctly
Response priorities depend on risk, workload, category, and jurisdiction. Philadelphia publishes these category-specific targets: five business days for dangerous-building and demolition complaints, 10 business days for work without a permit or work exceeding a permit’s scope, and 20 business days for certain other categories. Those figures describe Philadelphia’s published response targets; they are not nationwide deadlines, guaranteed inspections, or promised resolution dates.

When an authority publishes no target, ask what “response” means. It may mean intake acknowledgement, assignment to an inspector, an initial inspection, or a written finding. A target also may exclude weekends, holidays, or time needed to obtain interior access. Do not promise a neighbor that an order, stop-work notice, fine, or correction will result. The agency must evaluate evidence, applicable code, permits, and access.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches9. Follow up without creating duplicate cases
Use the assigned officer’s contact method when one is provided. If no officer is listed, call the published complaint line and give the existing reference number. Report genuinely new conditions—such as excavation reaching a neighboring foundation, a newly posted permit, or continuing work after an official notice—through the agency’s update process.
Keep communications factual and dated. Do not pressure staff to disclose protected information, demand a particular penalty, or contact workers at the site. If you believe the work creates an immediate danger, state the specific hazard and use the authority’s urgent channel. One complete case with clear updates is usually easier for staff to manage than multiple near-identical submissions.
10. Escalate only when a specialized route applies
Failure by a local enforcement program
Some states offer oversight procedures when a city, town, village, or county allegedly fails to administer or enforce a state code. New York State, for example, has a complaint form for alleged failure to enforce the Uniform Code or Energy Code to minimum standards. It also provides a separate route for allegations that an individual code-enforcement official or building-safety inspector materially failed to perform required duties. These are New York-specific processes, not a universal appeal channel.
Contractor permit referrals
California’s Contractors State License Board offers a building-permit violation referral form for a contractor who fails to obtain a permit. A specialized state referral may supplement—but does not automatically replace—the local building department’s role. Confirm the state’s eligibility rules and submit the local case number or documents if requested.

- Suspected contractor licensing violations: state licensing board.
- Immediate fire or structural danger: emergency services or the authority’s urgent building-safety line.
- Land-use or zoning-only issues: planning or zoning enforcement.
- Work affecting a protected historic property: the local historic-preservation office.
Do not escalate simply because the first portal has not updated. First verify that the original agency received the complaint and ask whether it was transferred. Escalation is most useful when the specialized office’s stated jurisdiction matches the issue, such as a state complaint about a local program’s failure to enforce a state code.

11. A practical checklist
- ☐ Confirm the municipality or unincorporated county jurisdiction.
- ☐ Identify the correct complaint category and official channel.
- ☐ Check the public permit database when available.
- ☐ Record address, parcel number, work description, dates, and location on the site.
- ☐ Take only lawful photographs or gather documents the agency accepts.
- ☐ Decide whether to provide contact details, request confidentiality, or file anonymously where allowed.
- ☐ Submit one complete report and save every confirmation or reference number.
- ☐ Search by the available case, incident, address, or parcel key.
- ☐ Follow up through the published line, supplying the original submission details.
- ☐ Send new information to the assigned officer rather than filing duplicates.
- ☐ Use a state oversight or licensing route only when its stated jurisdiction fits the problem.
What a well-documented report accomplishes
A strong complaint puts the right property, suspected work, timing, and supporting material in front of the agency that can legally inspect it. It does not require you to prove a violation, enter private property, identify the correct penalty, or guarantee an outcome. Your responsibility is to report accurately, preserve the tracking key, respect access and confidentiality rules, and use the local status process until the authority records its response.
Frequently Asked Questions
Can I report construction if I am not sure a permit is required?
Yes. Describe the work and ask the building or code-enforcement agency to review permit and code requirements. You do not need to prove that a violation occurred, and an official permit database may not show every current approval.
Should I file anonymously or give my name?
Follow the local agency’s rule. Seattle accepts anonymous complaints but says anonymous reporters receive no feedback; Orlando’s stated procedure requires a reporter’s name and address. A confidential request is different from anonymity and may be limited by public-records law.
Recommended Free Tools
What if the property is inside a city but I contact the county?
The county may redirect you or close the complaint if it handles only unincorporated territory. Confirm the municipality first, then submit through the city or town’s listed channel.
How long will an inspection or resolution take?
There is no universal deadline. Philadelphia publishes five-business-day, 10-business-day, and 20-business-day response targets for specified categories, but those are local targets and may describe intake or initial response rather than a final resolution.
What should I do if my case number does not work online?
Allow for intake processing, check whether the confirmation lists another reference number, and call the published complaint line with the address, submission date, and confirmation details. Ask whether the report was transferred, combined, outside jurisdiction, or awaiting assignment.
Can I enter the property to photograph suspected work?
No. Do not trespass or confront workers. Submit photographs taken lawfully from a place where you are permitted to be, and tell the agency if an interior inspection may require permission from an occupant or manager.
