Compare protective coatings by product, substrate, exposure, and job—not by the logo on the can. A stain-blocking primer, a rust-converting primer, a direct-to-metal enamel, a waterproofing coating, and a high-solids epoxy are different tools. The right choice depends on what the surface is made of, what condition it is in, what it will face, and which topcoat or coating system must follow.
Rust-Oleum and Zinsser are related product lines within Rust-Oleum Corporation, but their individual formulas serve different purposes. Manufacturer descriptions can identify intended uses and application limits; they do not constitute an independent, standardized brand-versus-brand durability test. Use the framework below to compare specific products on an equivalent basis, then confirm the current technical data sheet (TDS), safety data sheet (SDS), label and local requirements for the exact product.

Start with the coating job
Write down the primary problem before looking at brands. A coating selected for the wrong job can fail even when it is a high-quality product.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Stain blocking: Water, smoke, grease, marker and other discoloration may bleed through an ordinary wall primer.
- Tannin or resin bleed: Cedar, redwood and some other woods need a primer formulated to lock in extractives.
- Odor sealing: Persistent smoke, pet or fire odors require a sealer designed for odor control, not simply a high-hiding white paint.
- Adhesion: Glossy, hard or previously coated surfaces may need a bonding primer and specific cleaning or abrasion.
- Rust inhibition: Iron and steel need corrosion protection suited to the amount of rust and the intended topcoat.
- Direct-to-metal finishing: A DTM enamel is a finish coating formulated to go directly on prepared metal; it is not interchangeable with a general-purpose primer.
- Waterproofing, floor or industrial protection: These jobs involve different film builds, chemical resistance and preparation standards than household wall painting.
Zinsser’s Primers at-a-glance chart organizes products by problems such as stains, mold, odor, drywall, masonry, wood, metal and rust. Use that type of problem-to-product mapping as your first filter.

Use a repeatable comparison method
When two or more products remain plausible, compare them in the same order. This prevents a familiar brand name or a dramatic claim on a front label from deciding the project.
1. Identify the substrate and its condition
Record whether the surface is bare or previously coated wood, drywall, plaster, masonry, iron or steel, galvanized metal, or another material. Note porosity, gloss, chalking, peeling paint, rust, grease, stains, mold and moisture. A product may be suitable for “metal” generally but excluded for galvanized steel or for surfaces that remain wet.
2. Define exposure and service conditions
Interior walls, exterior siding, a sheltered handrail and an industrial tank do not impose the same demands. Consider ultraviolet light, rain, condensation, standing water, abrasion, impact, chemicals, heat, freeze-thaw cycles and expected cleaning. The more severe the exposure, the more important it is to compare a complete coating system rather than a single can.
3. Decide whether you need a primer, finish or system
A primer prepares the substrate and controls a problem; a finish supplies color, sheen and much of the final wear resistance. Some products combine functions, while others require a specified topcoat. Rust-Oleum recommends Professional Enamel over its rusty-metal primer for maximum performance, so the primer and finish should be evaluated together rather than as unrelated purchases.
4. Check chemistry and application method
Record whether each candidate is water-base, oil-base, epoxy, alkyd, aerosol or intended for brush, roller or spray application. Chemistry affects odor, cleanup, drying, recoat behavior, adhesion and compatibility. Never assume that a water-base topcoat can be applied immediately over an oil-base primer, or that an aerosol and a brush-grade product have equivalent film properties; follow the exact product directions.
5. Compare measurable technical fields
Use the TDS to compare wet and dry film thickness, practical coverage, drying and recoat windows, pot life for multi-component products, heat resistance, volatile organic compound (VOC) content, flash point and application-temperature range. A number without its test method, edition, region and conditions is not an apples-to-apples comparison.

6. Verify preparation, safety and local availability
Read the current label and SDS before buying. Rust-Oleum’s primers resource and SDS/TDS search can be searched by product name, SKU or UPC. Formulas, permitted VOC levels, regional names and availability can change, so a specification printed on an old listing may not describe the can in your market.
Concrete product examples
The following products show why a brand-level verdict is misleading. Each is designed around a different task.
| Product | Manufacturer-described role | Substrates or problems mentioned | Key timing or limitation |
|---|---|---|---|
| Zinsser Bulls Eye 1-2-3 Water-Base Primer | Interior and exterior wall primer and sealer | Multiple surfaces; stain and tannin-bleed sealing; mold/mildew-resistant barrier; rust inhibition on new metal | Rust-Oleum describes one-hour drying before recoating; confirm the exact label and version |
| Zinsser Cover-Stain Oil-Base Primer | Interior/exterior oil-base primer | Dark colors, stains, cedar and redwood bleed; exterior-wood sealing | Product page lists one-hour drying; verify current TDS and substrate directions |
| Rust-Oleum Stops Rust Rusty Metal Primer | Rusty-metal primer | Bonds tightly to rust and creates a corrosion-resistant surface for a topcoat | Professional Enamel is recommended for maximum performance |
| Rust-Oleum Professional DTM Alkyd Enamel | Direct-to-metal finish enamel | Prepared metal; oil-modified alkyd intended to prevent rust, resist chipping and retain color | Technical data explicitly says it is not for galvanized steel |
| Zinsser Bulls Eye 1-2-3 PLUS Primer | Separate water-base primer product | See its own label and technical data; do not substitute the standard product’s timing automatically | Its product page gives a two-hour next-coat direction, unlike the one-hour direction cited for standard Bulls Eye 1-2-3 |
These descriptions establish intended uses, not universal superiority. For example, the standard Bulls Eye 1-2-3 page describes adhesion to multiple surfaces without sanding, stain and tannin-bleed sealing, a mold/mildew-resistant barrier and rust inhibition on new metal. Those features do not mean it is the best choice for every stain, every exterior exposure or heavily corroded steel.
Choose by substrate and problem
Drywall, plaster and previously painted walls
For new drywall, select a product whose label covers porous gypsum and specifies how it handles joint compound and suction. For a previously painted wall, determine whether the paint is sound, glossy, chalky or contaminated. Clean first; then use a bonding or problem-solving primer when the label calls for it. If the wall has water, smoke or marker stains, choose a stain-blocking formulation rather than adding coats of ordinary wall paint.
Interior and exterior wood
Bare wood can release tannins or resins that discolor a light finish. Cover-Stain is described for blocking cedar and redwood bleed and sealing exterior wood, while Bulls Eye 1-2-3 is described as a water-base option for several surfaces. Compare the products’ permitted substrates, drying conditions, cleanup, odor and topcoat compatibility. On exterior wood, fix moisture entry and allow the surface to dry; primer cannot compensate for persistent wetting.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Masonry and porous mineral surfaces
Concrete, block and brick vary in alkalinity and porosity. Confirm that the selected primer or coating is rated for masonry and that the surface is sufficiently dry and sound. Efflorescence, dust and curing compounds can defeat adhesion. Waterproofing products and decorative masonry coatings should be compared as their own category, not against a wall primer.

New, bare or lightly rusted steel
First determine whether the product is a primer or a finish. Rust-Oleum Stops Rust Rusty Metal Primer is described as bonding to tightly adhered rust and providing a corrosion-resistant surface for a topcoat. A DTM alkyd enamel is a finish intended to prevent rust when applied directly to prepared metal. If rust is loose, flaky or layered, preparation must remove the unsound material before either product is applied.
Galvanized metal and nonferrous metals
Do not infer suitability from a general “metal” claim. The DTM Alkyd Enamel technical data explicitly excludes galvanized steel. Zinc-coated and other nonferrous surfaces may require a specific pretreatment or bonding primer. The exact label and TDS control; if galvanized steel is not listed, treat that as an exclusion until the manufacturer confirms otherwise.
Industrial assets and severe exposure
Industrial systems can require blast-cleaning standards, specified dry-film thickness, induction time, recoat windows and chemical-resistance data. Rust-Oleum’s Architectural Primers and Coatings catalog includes specialized systems. Its ROCEpoxy 9100 example is a two-component, high-solids epoxy mastic designed for demanding industrial environments. It should not be compared casually with a consumer aerosol or household primer: the preparation, mixing, application equipment and inspection requirements are fundamentally different.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWater-base, oil-base, alkyd and epoxy: what changes?
Water-base primers
Water-base products generally offer water cleanup and often lower odor than oil-base alternatives, but the specific VOC and performance depend on the formulation and region. Bulls Eye 1-2-3 is described as a water-base primer for interior and exterior use. Respect its stated drying and recoat conditions; cool, damp or poorly ventilated conditions can extend them.
Oil-base primers
Oil-base primers are commonly selected for difficult stains, tannin bleed and exterior-wood sealing. Cover-Stain is described for those uses and lists one-hour drying on its product page. Oil-base products require the ventilation, cleanup solvent and flammability precautions stated on the label and SDS.
Alkyd direct-to-metal enamels
The DTM technical data describes an oil-modified alkyd with rust prevention when applied directly to metal, plus chip resistance and color retention. “Direct” does not mean “no preparation”: clean and abrade as directed, remove loose rust and paint, and verify that the substrate is one the product permits.

Two-component epoxies
Two-component epoxies have a base and curing component that must be mixed in the specified ratio and used within the stated pot life. They can provide high-build, chemically resistant films, but errors in mixing, induction, film thickness or recoat timing can cause soft or poorly bonded coatings. Compare them only with other industrial systems that publish equivalent test data.

Build a technical comparison sheet
Copy values from the current TDS into one worksheet. Keep the qualification beside every number.
| Field | What to record | Why it affects the decision |
|---|---|---|
| Intended use | Primer, stain blocker, rust primer, DTM finish, waterproofing, floor or industrial system | Prevents using a product outside its design role |
| Substrate | Bare or coated wood, drywall, masonry, iron/steel, galvanized metal and exclusions | Adhesion and corrosion behavior depend on the substrate |
| Surface preparation | Cleaning, abrasion, rust removal, moisture limits and profile requirements | Preparation is often the largest controllable factor in coating life |
| Chemistry and components | Water-base, oil-base, alkyd, epoxy, aerosol; one or two components | Controls cleanup, compatibility, mixing and cure |
| Application method | Brush, roller, spray, nozzle, thinning and equipment requirements | Changes achievable film thickness and finish |
| Coverage and film build | Published coverage plus wet/dry film targets and test conditions | A coverage number without film thickness can mislead |
| Dry and recoat time | Temperature, humidity and ventilation conditions attached to each time | Determines scheduling and risk of trapping solvent or moisture |
| Pot life | For multi-component products, the usable time after mixing | Dictates batch size and waste |
| Performance limits | Heat, abrasion, chemical, UV, immersion and corrosion claims | Matches the coating to actual exposure |
| Safety and regulatory data | VOC, flash point, PPE, ventilation, disposal and local restrictions | Protects workers and keeps the specification legal |
| System compatibility | Required or recommended topcoat and recoat limits | A primer’s result depends on the finish over it |
Do not average or rank figures measured under different conditions. A laboratory dry time at a specified temperature and humidity is not a promise for a cold, damp jobsite. Likewise, a one-time promotional allowance, a regional VOC value and a recurring product specification must not be presented as interchangeable facts.

Prepare the substrate
- Inspect for active leaks, condensation, structural movement and contamination. Correct moisture sources before coating.
- Remove dirt, oil, wax, salts and chalk using the cleaner and rinsing method permitted by the product label.
- Scrape or sand loose paint and rust to a sound edge. Do not coat over blistered or flaking material.
- Feather sharp edges, repair defects and allow fillers or patching compounds to cure.
- Verify dryness, surface temperature and ambient conditions against the TDS.
- Mask adjacent areas and select brush, roller or spray equipment specified for the product.
Rust-Oleum’s DTM instructions direct users to clean surfaces and remove loose paint and rust. Disturbing old paint can release lead dust; follow applicable lead-safe work practices and the product’s safety instructions rather than dry-sanding blindly.
Apply the coating system
- Stir or mix exactly as directed. Do not add thinner, water or a second component unless the TDS permits it.
- Apply the first coat at the specified wet-film thickness. Excessively heavy coats can wrinkle, remain soft or trap solvent.
- Observe the full recoat window under the actual temperature and humidity. “Dry to touch” is not always “ready to recoat.”
- Apply the compatible topcoat or subsequent layer within its stated window. If the window is missed, follow the required sanding or reactivation procedure.
- Clean tools, store leftovers and dispose of rags and containers according to the SDS and local rules.
Common comparison mistakes and fixes
Mistake: choosing a brand before defining the problem
Fix: Write the substrate, exposure and failure mode first. Then shortlist products whose labels explicitly cover all three.

Mistake: treating a primer and a finish as substitutes
Fix: Decide whether you need stain control, corrosion control, adhesion or final wear resistance. Specify the complete primer/topcoat system when the manufacturer recommends one.

Mistake: assuming all versions share the same timing
Fix: Check the exact product name, size, sheen, VOC edition and region. Standard Bulls Eye 1-2-3 and Bulls Eye 1-2-3 PLUS have different next-coat directions in their product information.
Mistake: ignoring exclusions
Fix: Read the “do not use” section as carefully as the feature list. The DTM Alkyd Enamel’s galvanized-steel exclusion is a decisive compatibility limit.
Mistake: comparing consumer and industrial products by price per gallon
Fix: Include preparation, mixing labor, equipment, required coats, downtime, inspection and expected service conditions. A high-solids industrial epoxy and a household primer solve different problems and have different installation costs.
Mistake: trusting an old online listing
Fix: Match the SKU or UPC to the current manufacturer TDS and SDS, then confirm local stock and regulatory status. Retail price, sellers and availability vary and are not established by the product pages cited here.
How to make the final selection
- Describe the surface: material, existing coating, gloss, porosity, rust, stains and moisture.
- Describe the exposure: interior or exterior, weather, heat, chemicals, abrasion and immersion.
- Set the job objective: stain block, odor seal, adhesion, rust inhibition, waterproofing or durable finish.
- Shortlist products with explicit label coverage: remove any candidate with a substrate or exposure exclusion.
- Compare the TDS fields: preparation, film build, coverage, dry/recoat, pot life, safety and topcoat compatibility.
- Confirm the complete system: primer, finish, application method and required number of coats.
- Validate the current documents: product name, SKU, geography, VOC rules and jobsite conditions.
- Document the specification: record the chosen product, lot or batch where relevant, preparation standard, application conditions and recoat timing.
This process gives you a defensible choice without pretending that one brand wins every category. Manufacturer pages are useful for intended use and limitations; independent comparative durability, value and brand rankings are not established here.
