Report the hazard to the agency that owns and maintains that particular road. Start by identifying the country or state, municipality, and road classification. A local street may be the responsibility of a city or council, while a motorway, interstate, trunk road, or state highway may belong to a separate road agency. Then use that authority’s urgent hazard channel for an immediate danger or its ordinary form or phone service for a routine defect.
Give a precise location, keep the confirmation or case number, and use the authority’s tracking route if one exists. A report requests an inspection; it does not guarantee an immediate repair or a fixed completion date.

1. Identify who maintains the road
The visible roadworks crew, nearest town, or contractor is not necessarily the organisation that can order a permanent repair. Responsibility follows the road owner and its classification. Before opening a form, establish:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- The country and state, province, county, or region.
- The municipality or local authority.
- Whether the road is a local street, county road, trunk or A road, motorway, interstate, state highway, or another designated route.
- The direction of travel and the lane or carriageway affected.
Government guidance in the United Kingdom, Minnesota, and Minneapolis all begins with this ownership check. If an authority says the location is outside its remit, redirect the report to the road owner or the agency it names rather than repeatedly filing the same report.

Use the road classification, not just the address
A postcode or street address can identify a local council, but a major route passing through that area may be managed by a national or state agency. In England, for example, a motorway or A road managed by National Highways follows a different route from a council-maintained local road. Minnesota similarly sends state highways and interstates to the Minnesota Department of Transportation (MnDOT), while city and county roads go to the relevant local government.
Ownership examples
| Location and road type | Route indicated by official guidance | Important qualification |
|---|---|---|
| England and Wales local roads | Use the GOV.UK pothole route and enter the road postcode to identify the local council. | Motorways and A roads in England managed by National Highways use that agency’s route instead of the local-council route. |
| Scotland and Northern Ireland | Use the distinct regional routes listed on the GOV.UK pothole page. | Do not assume the England route applies elsewhere in the United Kingdom. |
| Minnesota state highway or interstate | Report to MnDOT after checking that MnDOT owns the road. | City and county roads are reported to their respective local governments. |
| Minneapolis street | Check whether the city, county, or state owns the road before choosing the city report. | The Minneapolis city pothole report requests an email address and returns a case number and expected completion date. |
| New South Wales local road | Transport for NSW accepts reports and passes local-road reports to the relevant authority. | The service allows an anonymous report or a report with contact details. |
2. Decide whether the hazard is urgent
Separate an immediate threat to road users from a defect that can be inspected through the ordinary service. A collapsed section, dangerous obstruction, exposed utility, missing barrier, or condition that creates an immediate collision risk should go through the local emergency number or the authority’s urgent or 24-hour road-hazard channel. Do not wait for a routine web form to be reviewed if people are in immediate danger.
For a non-urgent issue—such as a small pothole, faded marking, fallen sign that is not creating an immediate threat, rubbish, or vegetation—use the standard reporting form or general phone service. The exact categories and response channels are local.
Victoria, Australia: a clearly stated split
Transport Victoria provides a 24/7 urgent road-hazard phone route and says to call 000 in an emergency. Its official road-issue wording is: “Always call 000 in an emergency situation.” That instruction applies to Victoria, Australia; 000 is not a universal emergency number. Transport Victoria’s form or general phone route is intended for non-urgent matters such as small potholes, faded markings, fallen signage, rubbish, and vegetation.
Report safely
- Do not stop in a live traffic lane to obtain details or photographs.
- Record the location only when you can do so safely and legally.
- If the danger is unfolding around you, contact the emergency or urgent channel first and provide the location verbally.
3. Collect the details an inspector needs
A useful report lets the authority find the defect without guessing which of several nearby hazards you mean. Prepare the following before submitting:

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Road name. Include the route number or official name if displayed.
- Direction and lane. State the travel direction, carriageway, lane, shoulder, cycle lane, footway, or junction arm affected.
- Nearest intersection, address, or locality. A postcode is helpful where the service uses one.
- Landmark or identifier. Add a nearby property, lamp column, road sign, bridge, bus stop, or pole number when available.
- Issue category. Select pothole, obstruction, damaged surface, faded marking, missing or fallen signage, temporary works, barrier, rubbish, vegetation, or the closest available category.
- Short impact description. Explain whether the defect forces drivers, cyclists, or pedestrians into another lane, blocks access, damages vehicles, reduces visibility, or creates a collision or trip risk.
- Timing and change. Note whether the condition is worsening, appeared after roadworks, or is present only at particular times, if that is relevant.
Somerset asks for a road name, postcode, parish, and a nearby property or lamp column. Hong Kong Highways Department’s form asks for the road, district, direction, and a nearby location. These examples show why a street name alone is often insufficient.
Photos and attachments
Attach photographs only where the authority’s form permits them. The services described here do not establish that every authority accepts photographs. A clear image can support the description, but it does not replace the road name, direction, and precise location.

4. Submit the report through the official channel
- Confirm the owner. Use the relevant road-owner lookup, postcode route, or local-government map for your jurisdiction.
- Choose urgency. Use the emergency or urgent hazard route for an immediate threat; use the ordinary form or phone line for a routine defect.
- Select the closest issue category. Distinguish a pothole from a road obstruction, temporary works, damaged barrier, faded marking, or fallen sign when the form provides separate choices.
- Enter the exact location. Include the road, direction or lane, nearest intersection or property, postcode or locality, and a landmark or pole number when possible.
- Describe the road-user risk. State what people must do to avoid the defect and whether it affects vehicles, cyclists, pedestrians, visibility, or access.
- Provide contact details if useful. Some services accept anonymous reports; others require an email address to create a case or send updates.
- Submit once and save the confirmation. Record the case or reference number, submission date, and any stated inspection or completion information.
- Track the existing case. Use the authority’s status or follow-up option instead of filing duplicate reports when a case can already be followed.
5. Location-specific reporting routes
England and Wales
For a pothole on a local road, GOV.UK’s route starts with the road postcode and identifies the responsible local council. For a motorway or A road in England managed by National Highways, use National Highways’ reporting service. Scotland and Northern Ireland have separate routes listed on the GOV.UK pothole page, so select the country before submitting.
For a road obstruction, GOV.UK directs local-road reports to the local council and identifies separate contacts for major roads in England, Scotland, Wales, and Northern Ireland. Check the current regional route and the road’s classification rather than sending every obstruction to the same council form.
New South Wales
Transport for NSW accepts road reports online, by phone, in person, or by post. Give the location and explain the defect. The service says local-road reports are passed to the relevant authority, so a report submitted to Transport for NSW may be referred when the road is locally managed. NSW permits an anonymous report or one that includes contact details; providing contact information can make follow-up possible where the service offers it.

Victoria, Australia
Use Transport Victoria’s urgent road-hazard phone route for a danger requiring immediate attention. In an emergency, Transport Victoria states, “Always call 000 in an emergency situation.” For non-urgent defects, use its form or general phone route. The listed examples include small potholes, faded markings, fallen signage, rubbish, and vegetation. Label any phone number or emergency instruction as Victorian when sharing it with others.
Minnesota
MnDOT asks reporters to check whether it owns the road. State highways and interstate potholes go to MnDOT. A pothole on a city or county road goes to the relevant city or county government. This ownership check matters even when the road is physically within a MnDOT-served town or near a state route.
Minneapolis
Responsibility may lie with Minneapolis, Hennepin County, or the state. Identify the owner before using the city’s report. A Minneapolis city pothole report requires an email address and returns a case number and expected completion date. Keep both, because the case number is the reference for status questions and the date is an expectation, not proof that a repair has been completed.
Somerset, England
Somerset’s road-problem service asks for the road name, postcode, parish, and a nearby property or lamp column. Somerset states that it inspects pothole reports within three working days. That is an inspection target for Somerset’s service, not a universal deadline for councils elsewhere and not a promise that a repair will be finished within three days. Repairs are planned under the council’s inspection manual.
Oxfordshire, England
Oxfordshire lists temporary works and barriers affecting public safety among reportable obstructions and provides an online reporting tool. When roadworks leave barriers, temporary equipment, or other works that create a public-safety problem, use the obstruction route and describe the exact location and impact rather than selecting only “pothole.”

6. What happens after you submit
A report starts an assessment. The authority may inspect the site, compare it with an existing record, make a temporary intervention, schedule a repair, refer it to another owner, or decide that it does not meet its intervention standard.
Inspection is not the same as repair
Somerset’s three-working-day figure concerns inspection of a pothole report. It is not a general repair deadline. Other authorities set their own inspection targets, and many publish no comparable time. Avoid treating a confirmation email or case number as an assurance that work has been ordered.
How prioritisation works
Hertfordshire says it prioritises using the safety hazard, road type, available budget, and planned work. It also says it cannot guarantee that every report will be repaired. Those criteria explain why a visible defect may remain after reporting, be repaired temporarily, or be grouped with planned works. Other authorities may apply different standards.
Keep the reference and follow up once
Save the confirmation, case number, and expected completion date where supplied. If the hazard remains, worsens, or the authority requests more information, use its status or follow-up channel and quote the existing reference. Minneapolis specifically returns a case number and expected completion date, while other authorities offer progress tracking. Do not create duplicate cases when the original can be updated.
Quick wins for a faster PC:

The authority says it is not responsible
Ask which agency owns the road and transfer the essential details: road name, direction or lane, nearest address or junction, locality, landmark, issue type, and case number if one was issued. NSW says it passes local-road reports to the relevant authority; MnDOT directs city and county road reports to those governments. A redirect is a routing decision, not proof that the hazard has been inspected.

No response or no visible change
Check the service’s published status route and quote your reference. Confirm that you used the correct road classification and that the location was precise. If the defect has become an immediate danger, stop using the routine route and contact the urgent or emergency channel for your jurisdiction.
Roadworks still obstruct the public
Use the obstruction or temporary-works category where available. Oxfordshire, for example, treats temporary works and barriers affecting public safety as reportable obstructions. Explain how the works affect a lane, footway, sight line, or access point and identify the responsible road owner if known.
8. A concise report template
You can adapt this wording to an official form or phone call:
Location: [road name and route number], [direction], [lane or footway], near [intersection, property, landmark, or pole number], [postcode or locality].
Issue: [pothole, obstruction, damaged surface, faded marking, fallen sign, barrier, temporary works, rubbish, or vegetation].
Risk: [what road users must do to avoid it and why that creates a safety, access, visibility, or damage problem].
Change: [when noticed and whether it is worsening].
Contact: [your email or phone if the service accepts or requests it].
Submit this only through the road owner’s official route. Retain the confirmation and use the existing case for any follow-up.
