To report recurring dust from an industrial facility in the United States, start with the air-pollution agency serving the facility’s location and use its current complaint process. You can also submit a possible environmental-law violation through the U.S. Environmental Protection Agency’s national form. Keep a dated log of what you observe; if an event may pose an immediate threat to human health or the environment, call 911 first, then the National Response Center.
Choose the right reporting route
Air-pollution responsibilities and complaint procedures vary by state, locality, and Tribal lands. The agency responsible for a facility is generally the best starting point for a recurring local air-quality concern. EPA advises people with specific concerns to contact their state or local agency: EPA air-quality information.

State, local, or Tribal air-pollution agency
Look up the air-pollution or environmental agency responsible for the facility’s location and follow its current complaint instructions. The agency’s process may specify how to submit a complaint and what information it needs. Verify the current channel and requirements rather than relying on an old form or a procedure used in another jurisdiction.
The facility’s location matters because the relevant agency is tied to the place where the concern is occurring, not necessarily to where you live or work. If the facility sits near a jurisdictional boundary, or you are unsure which office handles air complaints, contact the relevant state or local agency for direction. Do not assume that a complaint process in one city, county, state, or Tribal area applies elsewhere.

Before submitting, read the agency’s current instructions and use the contact method it identifies. Procedures can change, and the available guidance does not establish a single nationwide local complaint form or list of required fields. If the form asks for information you do not know, distinguish unknown facts from estimates or suspicions rather than filling gaps with guesses.
EPA’s national environmental-violation form
If you suspect a possible environmental-law violation, you can use EPA’s Report Environmental Violations form. It includes air as a violation category, allows users to search for a facility or enter its location, and says submissions are forwarded to EPA enforcement personnel or the appropriate regulatory authority. This is a federal reporting route; it does not establish that EPA will inspect or take enforcement action.
The national form can be useful when you want to report what appears to be a possible violation or when you are not certain which authority will handle the information. It asks for suspected violator and location information and distinguishes emergency reports from possible violations. It is not a promise that EPA itself will manage every local air-quality concern: the form states that information may be forwarded to the appropriate regulatory authority.

When the event may be an emergency
For an event that may pose an immediate threat to human health or the environment, EPA directs people to call 911, then report it to the National Response Center at 1-800-424-8802. EPA’s instruction is: “If you are seeing an environmental event that may lead to an immediate threat to human health or the environment, call 911, then report it to the National Response Center at: 1-800-424-8802.” A routine complaint is not a substitute for emergency response.
This emergency direction is different from reporting a recurring nuisance or documenting a past event. If you believe the situation may pose an immediate threat, do not wait for an online complaint to be reviewed before seeking emergency help. Once the immediate emergency route is addressed, you may also use the appropriate complaint channel to report the event as directed by the relevant agency.

Record observations that help an agency understand the problem
A clear, factual account is more useful than an unsupported conclusion about what the dust contains or who caused it. EPA historical complaint-investigation and training materials identify details such as source and location, frequency, timing, duration, affected people, property impacts, and visible particle fallout as potentially relevant to investigations. Those materials are not current local filing requirements, so use the complaint form for the agency you contact.
The goal of a log is to make a recurring pattern understandable. A single entry may describe one dusty period; several dated entries can show when you have noticed the issue, how often it returns, and whether there are places where particles appear to settle. Record what you can observe, and leave agency staff to decide what it means or whether more investigation is appropriate.
Keep a dated event log
For each occurrence, record the following details as soon as you safely can:
- Possible source and location: Note the facility name if known, its address or location, and where you were when you observed the dust. If you do not know the source, say so.
- Date, time, and recurrence: Record when the event began and ended, how long it lasted, and how often you have seen similar events. Include the time you first noticed the recurring problem.
- What you saw: Describe the plume’s apparent color and direction, whether particles visibly settled, and where you saw them. Report appearance rather than identifying a chemical or material you have not measured.
- Conditions and activity: Note wind or weather conditions if known and whether the facility appeared to be operating. These details provide context; they do not prove the facility caused the dust.
- Places and people affected: List locations where dust was visible and, if others witnessed it, include their names or contact details only if they consent to being identified.
- Visible property effects: Describe soiling or damage and, where safe and lawful, take dated photographs.
- Personal symptoms: If relevant, record what you experienced and when. Present this as a time-linked personal observation, not a medical diagnosis or proof of cause.
For each entry, make the time window as clear as you can. If you did not see the start of an event, say when you first noticed it rather than guessing when it began. If you do not know how long it continued, record that limitation. If you estimate the duration or frequency, label it as an estimate. A careful account of what you do not know is more useful than false precision.

Use consistent descriptions from one entry to the next. For instance, note the same observation points or landmarks when possible, such as the side of a property where visible fallout appeared. Record the apparent direction of a plume and its apparent color as observations, not measurements. You do not need to make a technical analysis; the aim is to help someone understand what was visible, where, and when.

Include more than one affected location if you directly observed dust in multiple places. Describe each place plainly and keep the distinction between what you saw yourself and what someone else told you. If another person witnessed the event, ask whether they consent to being identified before sharing their contact details. The agency’s current form may ask for other information; follow those instructions rather than assuming this list covers every local requirement.
Use photos as documentation, not measurement
A phone camera can help document the appearance and timing of visible dust. A photograph cannot determine particle composition or concentration, establish health effects, prove a facility caused the dust, or determine whether a rule was violated. Do not trespass or put yourself at risk to take a picture. A written log may be enough; do not buy equipment on the assumption that it will measure pollution.
If you take a photograph, connect it to the relevant log entry with the date, approximate time, and location where it was taken. Capture the visible condition from a place you are allowed to be, and do not move closer to a facility or into a potentially unsafe area to improve the image. A photograph can show an appearance at a moment; it cannot answer what material the particles are, how much is in the air, or where they originated.

Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →There is no need to purchase an outdoor camera to make a complaint. A phone camera and a free written log may be enough to organize visible observations. A dated outdoor camera is, at most, an optional way to record visible recurring events. It should not be described or treated as a pollution monitor, a way to measure concentration, or proof that a particular source caused the dust.
Separate observations from conclusions
“Dust” describes what you see; it is not a chemical identification. Write down observable details and let agency staff determine whether investigation or sampling is appropriate. For example, report that visible particles settled on a particular area at a particular time rather than stating that a specific contaminant was present if you have not measured it. Similarly, note that a facility appeared to be operating without presenting that observation as proof of causation.
The same distinction applies to possible effects. You can record that you experienced a symptom at a particular time, but that personal observation does not establish a medical diagnosis or prove that the dust caused it. If you report property soiling or damage, describe what you saw and where; do not claim that a specific substance caused the damage unless you have a basis for that conclusion.

Wind, weather, and facility activity can be useful context. They may help an investigator understand what you observed, but a plume moving in a certain direction or a facility appearing to operate at the same time does not by itself prove the source. Keep the observations and your interpretation separate. Use words such as “appeared,” “I observed,” or “I suspect” where appropriate, and do not present an unverified cause or chemical identity as a fact.
Submit the complaint and keep a record
- Identify the facility’s jurisdiction. Find the state, local, or Tribal air-pollution agency responsible for the facility’s location. EPA’s air-quality information directs people with specific concerns to state or local agencies.
- Check the agency’s current instructions. Use its current complaint channel and follow the information it requests. Requirements vary, and historical EPA manuals do not set present-day local filing rules.
- Organize your facts. Use your log to report the suspected source and location, dates and times, recurrence and duration, affected places, visible impacts, and any other details requested. Label estimates as estimates and distinguish what you observed from what you suspect.
- Choose the federal route if appropriate. For a possible environmental-law violation, submit the concern through EPA’s national form, which accepts air-related reports. You can search for a facility or enter its location.
- Retain what you submitted. Keep a copy of your complaint, log, and any photographs you chose to include so you can refer to the same dates and observations later.
Before sending a report, review it for clarity. Check that dates and locations are included where you know them; that uncertain details are labeled as uncertain; and that the description does not turn appearance, timing, or a personal symptom into a claim about chemical identity or causation. If the form has its own instructions or fields, use those rather than treating this article’s checklist as a replacement.
Keep a copy of the submitted complaint and any materials you included. Retaining them helps you refer to the same observations if you make a later report or need to clarify what you previously sent. The reviewed guidance does not establish a specific follow-up schedule, response time, or outcome, so do not assume that filing will automatically trigger an inspection or enforcement action.
EPA says information submitted through its national form is forwarded to EPA enforcement personnel or the appropriate regulatory authority. The reviewed guidance does not promise a response time, inspection, or enforcement outcome. If the event becomes an immediate threat, use the emergency route instead of waiting for a routine complaint process.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Understand what a dust complaint can and cannot establish
A complaint communicates an observed concern; it is not a laboratory analysis or a legal finding. Dust may be visible without its composition being apparent, and a photograph or coincidence in timing cannot by itself establish source, exposure, health impact, or a violation. Provide a precise account and avoid stating uncertain conclusions as facts.
Filing a complaint does not itself determine whether a law or permit requirement was violated. That assessment belongs to the relevant authority, which may decide what information or investigation is appropriate. The available sources do not say that every report receives an inspection, that a complainant will receive a particular result, or that a particular agency will respond within a fixed period.

EPA has specialized materials that apply only in defined circumstances. Its Federal Air Rules for Reservations guidance concerns covered sources in Idaho, Oregon, and Washington, while its fugitive particulate matter survey documentation requirements are not a nationwide public complaint rule. EPA’s fugitive-dust best-practices publication also cautions that following its practices does not guarantee compliance with the Clean Air Act, implementing regulations, or state and local requirements. These specialized materials should not be mistaken for a universal complaint procedure or a determination about a particular facility.
In particular, a publication about dust-control practices is not a substitute for the complaint channel in the jurisdiction where you observed the problem. Likewise, documentation rules for a specific survey or covered source should not be treated as a general requirement for every resident making a report. For your situation, follow the current instructions from the air-pollution agency responsible for the facility’s location.
Frequently Asked Questions
How do I report a factory dust problem?
Start with the state, local, or Tribal air-pollution agency responsible for the facility’s location and use its current complaint process. You can also use EPA’s Report Environmental Violations form for a possible environmental-law violation; it accepts air-related reports and forwards submissions to EPA enforcement personnel or the appropriate regulatory authority.

Who do I call about dust from a nearby industrial facility?
For a recurring local air-quality concern, contact the air-pollution agency serving the facility’s location. Procedures vary by jurisdiction, so verify the current complaint channel. If the event may pose an immediate threat to human health or the environment, call 911, then the National Response Center at 1-800-424-8802.
What information should I include in an air pollution complaint?
Include the suspected source and location if known, when you first noticed the issue, dates and times of occurrences, how often they recur, how long they last, what was visibly present, places affected, and visible property impacts. Note weather or facility activity only as context, label estimates, and distinguish observations from conclusions. Follow the agency’s current form for any additional requirements.
Should I use EPA’s form or my local air agency?
For a recurring concern tied to a facility in your area, the state, local, or Tribal air-pollution agency is a practical starting point. EPA’s national form is another route for a possible environmental-law violation and may forward information to the appropriate authority. The sources do not establish that one non-emergency route is always faster or more effective.
Can a photo prove what the dust is or where it came from?
No. A photo can document the visible appearance of an event, but it cannot determine particle composition or concentration, establish health effects, prove a facility caused the dust, or determine whether a rule was violated. Take pictures only where safe and lawful; a written log may be enough.
