How to Report Construction Runoff or a Blocked Storm Drain Near Your Home

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start with the city or county office that handles stormwater, drainage, public works, or environmental complaints. Search its official website for “report stormwater pollution,” “illicit discharge,” “blocked storm drain,” “drainage concern,” or “construction runoff.” If the street or drain belongs to a state transportation agency, use that agency’s maintenance or stormwater reporting channel instead. Describe what you can safely observe, provide the exact location and time, and do not enter traffic, a construction site, or unknown water to collect evidence.

Choose the right reporting route first

The best contact depends on whether you are seeing pollution from a construction site, a blocked public drain, or an immediate hazard. Local government is usually the practical first stop because municipal stormwater programs commonly handle construction-site runoff controls and illicit-discharge detection. Ownership of the road or drainage asset can change the correct destination.

What you see Begin with When another route may be needed
Muddy or discolored water, sediment, debris, or a visible flow from a construction area City or county stormwater, environmental-compliance, code-enforcement, or public-works complaint channel State environmental agency’s stormwater or NPDES complaint process when state permitting authority is relevant or the local report does not resolve the problem
A blocked storm-drain inlet, ditch, or culvert on a local street City or county public works, drainage, or stormwater maintenance channel Road-owning agency’s maintenance channel if the street is controlled by a state transportation department or another authority
Flooding, exposed wires, dangerous traffic conditions, chemical exposure, or another immediate threat to health or safety Emergency services, following your local emergency instructions Make a non-emergency stormwater report afterward if the underlying drainage or pollution issue remains

These routes are not interchangeable. A public-works crew may be able to clear or inspect a drain, while an environmental or permitting office may need to assess sediment controls or a possible illicit discharge. If you know who owns the street or drain, use that information. If you do not, submit the report to the municipality and explain the uncertainty; staff can route it.

Use emergency services only for an immediate danger

Do not use a routine online form for an urgent threat such as rapidly rising water trapping people, a crash hazard, exposed electrical equipment, or suspected dangerous chemicals. Monroe County, Indiana, for example, directs health and safety emergencies to 911. That is a local instruction, not a nationwide rule, so check your own city or county’s emergency guidance. Never stand in a travel lane, walk into floodwater, or handle an unknown liquid or container to document the situation.

How to decide between local and state contacts

For a blocked inlet, the key question is who maintains the road. A neighborhood street may be a city or county responsibility, while a numbered state route can belong to the state transportation department. Search the road owner’s official site for maintenance, drainage, or stormwater reporting. If you cannot determine ownership, the local municipality is still a sensible first report; include the road name and nearest intersection so staff can forward it.

For construction runoff, begin locally when the site is nearby and the concern is a visible drainage condition. Local staff can connect a complaint to the stormwater network, code-enforcement process, or a known development project. A state environmental agency becomes more relevant when it administers the project’s permit, when the local office cannot resolve the issue, or when you need the formal water-pollution complaint route. EPA’s National Pollutant Discharge Elimination System (NPDES) materials explain that federal, state, and tribal roles vary by jurisdiction.

Recognize what should be reported

Construction runoff

Construction sites can expose soil, stockpiles, and materials to rain. Runoff may carry sediment, mud, debris, and chemicals into a storm drain, ditch, stream, or neighboring property. Urban runoff can also pick up dirt and sediment from streets and other hard surfaces. A report is useful even when you cannot determine whether a permit condition or law has been violated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Report observable conditions rather than declaring a legal conclusion. “Cloudy brown water is flowing from the site entrance into the inlet at 14 Oak Street” is stronger and safer than “the contractor is illegally polluting.” Note the apparent source as an observation: a silt fence that appears damaged, a soil pile with water flowing around it, tracked mud at a driveway, or a pipe discharging colored water. The U.S. Environmental Protection Agency’s construction guidance identifies erosion and sediment controls, including storm-drain inlet protection, as measures intended to keep these materials out of waterways.

Construction operators covered by the federal Construction General Permit generally must use required controls and maintain a stormwater pollution prevention plan (SWPPP), but the permit authority and exact requirements depend on the project and location. You do not need to inspect a SWPPP, decide whether a control meets a technical standard, or identify the permit number before reporting. Simply explain what is visible and where it is going. Staff can determine which permit and controls apply.

Blocked storm drains

A blocked inlet may be covered by leaves, trash, construction sediment, gravel, mud, or an object that is not safe to touch. Describe whether water is pooling, backing into a street or property, or failing to drain after rain. Say whether the blockage persists during dry weather or appears only during storms. A visible obstruction at a public inlet should be reported even if flooding has not yet occurred, because the next rainfall may create a larger hazard.

Separate a blocked grate from a broader drainage failure in your description. If the grate is clear but water remains, mention ponding, erosion, a damaged curb, a collapsed ditch, or water coming from an unusual direction. If sediment from a construction site is filling the inlet, file the report as both a maintenance concern and a possible runoff concern so the receiving offices can coordinate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not open a grate, reach into a catch basin, use a tool, or enter the roadway to clear it. Unknown materials may be contaminated, and traffic, fast-moving water, and unstable covers create serious risks. Public agencies have the equipment and authority to inspect and clear public infrastructure.

Prepare a report that staff can act on

Before opening a form or calling, gather the details below. You do not need to prove the cause or identify a responsible party.

  • Exact location: Give the street address, nearest intersection, side of the road, direction of travel, and a landmark such as a named park, bridge, or business. For a site, include the construction address if it is visible.
  • Date and approximate time: Record when you first noticed the issue and, if different, when you observed it most recently.
  • Current status: Say whether the flow or blockage is still present, stopped, worsening, or recurring after rain.
  • What you saw: Describe color, cloudiness, sediment, mud, odor, debris, pooling, flooding, the apparent flow path, and the receiving drain, ditch, stream, or property.
  • Possible source: Identify a construction entrance, lot, pipe, stockpile, or street segment only as an apparent source unless you have verified ownership.
  • Safety conditions: Mention traffic, deep or fast water, exposed utilities, strong odors, or other hazards so responders can plan safely.

Weather and sequence can make a report more useful. Note whether rain had just begun, whether the condition appeared after a particular storm, and whether muddy water continued after rainfall ended. If you saw a change—such as a clear inlet becoming covered with sediment—describe the before-and-after timing without speculating about who caused it.

If a form asks whether you can identify a responsible party, provide a contractor or business name only when it is plainly visible on a sign or vehicle. Do not enter a fenced site or approach workers to obtain a name.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the condition without putting yourself at risk

Photographs

When you can stand safely on public property, take a wide photograph that establishes the street, inlet, or site entrance and a closer photograph showing the sediment, water color, debris, or obstruction. Keep the original files rather than relying only on screenshots or edited copies. Note the date and time recorded by your phone and, if useful, the weather or recent rainfall.

Include a visible street sign, address number, landmark, or construction sign when one is already in view. Do not trespass to make the location obvious. If the image includes private homes, license plates, or people, crop or avoid those details when possible without altering the condition itself.

Photographs are optional. A precise written description is better than a dangerous attempt to get a closer view. Do not climb over barriers, walk through a construction area, stand in a road, or step into floodwater. Avoid photographing people in a way that creates a confrontation; the condition and its location are what the agency needs.

Video and repeat observations

A short video from a safe public location can show the direction and speed of a flow, but it is not required. If the issue recurs, make a new note for each observation rather than altering the original record. Tell the agency whether the problem follows rainfall, a particular construction activity, or a predictable time of day. Repeated observations can help staff schedule an inspection without requiring you to monitor the site continuously.

Submit the complaint through the official local channel

  1. Find the responsible office. On your municipality or county’s official website, search for “report stormwater pollution,” “illicit discharge,” “construction runoff,” “blocked storm drain,” or “drainage concern.” Public-works, stormwater, environmental-compliance, and drainage pages may use different labels for the same intake system.
  2. Check ownership. If the road is a state route, search the state transportation agency’s maintenance or stormwater reporting page. If ownership is unclear, report to the city or county and state the road name and nearest intersection.
  3. Choose the available intake method. Use the online form, service-request application, telephone line, or email listed on the official page. Avoid third-party directories that may contain outdated numbers or send the report to the wrong jurisdiction.
  4. Enter facts in location-first order. Put the address or intersection in the first field or sentence. Then add timing, current status, observed condition, apparent source, and where the water or debris is going.
  5. Attach safe evidence. Upload original photographs if the system accepts them. Do not include images that reveal private information unnecessarily, and never delay an urgent safety call while preparing attachments.
  6. Choose whether to identify yourself. Some local programs accept anonymous reports. Raleigh’s water-pollution reporting guidance notes that a report may be anonymous, while contact information helps staff follow up. If you provide an email or phone number, ask how it will be used and record any privacy notice.
  7. Save the confirmation. Write down the submission date, time, confirmation or case number, and the office that received it. Save a copy of the text and attachments for your records.

A concise report format

Location: [street address or nearest intersection]
Observed: [muddy water, sediment, debris, blocked inlet, pooling, or other visible condition]
Date/time: [when observed]
Still occurring: [yes/no; recurring after rain or persistent in dry weather]
Apparent flow path: [from where, to which drain, ditch, stream, or property]
Possible source: [construction entrance, lot, pipe, or other observation]
Safety issue: [traffic, flooding, odor, exposed utility, or none observed]
Evidence: [photos taken safely from public property]
Contact: [optional name and preferred follow-up method]

Replace the bracketed prompts with your own details before submitting. Do not present an assumption as a confirmed cause. If you are unsure whether the receiving feature is a storm drain, ditch, creek, or private drainage channel, describe what you can see instead of guessing its legal classification.

What happens after you report

The receiving office may route the concern to drainage maintenance, stormwater inspection, code enforcement, environmental staff, or a transportation agency. Staff may review the location, inspect during or after rainfall, contact the site operator, or request additional information. Local procedures differ, and a report does not guarantee an inspection or a particular response time.

Keep your case number and watch for a follow-up request. If the problem continues, use the same official channel, cite the original case number, and add only new observations: a later date, a changed flow path, continuing sediment, or a blockage that remains after rainfall. Avoid submitting numerous duplicate reports with no new information, because duplicates can make routing harder.

A lack of an immediate reply does not tell you whether the complaint was accepted or rejected. Agencies may prioritize an active safety hazard, wait for suitable weather to observe a discharge, or transfer the matter to another owner. If you receive a transfer notice, keep it with your original confirmation and use the new agency’s instructions for follow-up.

Escalate construction pollution through the NPDES system when appropriate

Construction stormwater permits operate under the federal National Pollutant Discharge Elimination System (NPDES). The EPA’s construction-permit guidance explains that responsibility can be divided among EPA, state, and tribal permitting authorities, and most states are authorized to run their own stormwater programs. The correct agency therefore depends on your location and the project’s permit.

EPA’s municipal stormwater guidance describes local programs that include construction-site runoff control and detection and elimination of illicit discharges. That is why a city or county complaint can be the fastest practical starting point even when a state agency ultimately administers the permit.

For a nearby construction site, start with the local stormwater or environmental complaint route so the concern reaches the people who know the site and drainage network. If the local office cannot resolve the issue, if the project appears tied to a state-issued permit, or if you need to make a formal water-pollution complaint, identify your state environmental agency’s stormwater or NPDES reporting process. EPA’s NPDES program materials explain the roles of federal, state, and tribal authorities, but EPA is not automatically the first-line office for every neighborhood drain problem.

When escalating, include your local case number, the original submission date, the exact location, and new evidence. Ask which authority administers the permit for that project. Do not claim that a permit violation occurred solely because water looked muddy; describe the conditions and let the permitting authority determine compliance.

Common mistakes and safer alternatives

  • Calling a generic emergency number for a routine blockage: Use the public-works or stormwater channel unless there is an immediate threat to life or safety.
  • Assuming every drain belongs to the city: State routes and other roads may have separate maintenance systems. Check ownership or report the uncertainty.
  • Clearing an unfamiliar public drain yourself: Unknown material, traffic, and unstable grates can injure you. Report it instead.
  • Entering a construction site for proof: Stay outside fences and barriers. A public-view photograph and precise location are sufficient to begin an investigation.
  • Making a legal accusation: Use neutral descriptions of color, sediment, debris, flow, timing, and destination. Agencies decide whether a rule or permit applies.
  • Leaving out timing: “There is mud” is less actionable than “cloudy water began flowing from the west entrance at about 4 p.m. during rain and is still entering the inlet.”
  • Expecting a guaranteed deadline: Agencies prioritize work differently. Keep the reference number and follow up with new facts if the condition persists.
  • Using an unofficial directory: A stale phone number or wrong jurisdiction can delay routing. Start with the current official municipal, county, transportation, or environmental-agency page.

Quick checklist before you press Submit

  • Exact address or nearest intersection is included.
  • Date, approximate time, and whether the condition is ongoing are recorded.
  • The description separates observations from assumptions about the source.
  • The receiving drain, ditch, stream, roadway, or property is identified.
  • Photos, if any, were taken from a safe public place and originals were saved.
  • You used the municipality, county, or road owner’s official channel.
  • You recorded the confirmation number or contact details.
  • You know which state environmental or NPDES office to consult if local follow-up does not resolve a construction-runoff concern.

Frequently Asked Questions

Who do I call about construction mud washing into a storm drain?

Start with your city or county stormwater, public-works, environmental-compliance, or code-enforcement reporting channel. Give the exact location, timing, visible sediment or muddy water, and where the flow is going. If the project is under state or tribal permitting authority, or local follow-up does not resolve it, use the applicable environmental agency’s NPDES complaint process.

How do I report a blocked storm drain?

Use the public-works, drainage, or stormwater maintenance channel for the agency that owns the street. Describe the obstruction, pooling or flooding, whether it follows rain, and whether it remains in dry weather. If it is a state route, use the state transportation agency’s maintenance channel instead.

Can I report stormwater pollution anonymously?

Some local programs accept anonymous reports. Raleigh’s water-pollution guidance gives that option, while noting that contact information helps staff follow up. Check your local form and privacy notice before deciding.

Should I call 911 for a blocked drain?

Use emergency services only for an immediate health or safety threat, such as dangerous flooding, exposed electrical equipment, a crash hazard, or suspected hazardous chemicals. A routine blockage belongs in the public-works or stormwater channel. Follow your own local emergency instructions; Monroe County, Indiana, is one example that directs emergencies to 911.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need to prove a permit violation?

No. Report what you can observe—color, cloudiness, sediment, debris, flow path, timing, and destination—and label a construction site or pipe as an apparent source. The responsible agency determines whether a permit or rule applies.

Can I clear the drain myself before reporting it?

Do not open a grate, reach into a catch basin, enter traffic, or handle unknown material. Public drains may contain contaminated debris, fast water, or unstable covers. Report the obstruction and let the responsible agency inspect it.

What if the city does not respond?

Keep the confirmation or case number, follow up through the same official channel with new observations, and identify the state environmental agency’s stormwater or NPDES process if the concern involves construction pollution. Response times and escalation procedures vary by jurisdiction.

The Bottom Line

Report a blocked drain to the agency that maintains the road, and report construction runoff first to your local stormwater or public-works office. Give a precise location, timing, current status, flow path, and safe photographs if available. Do not enter traffic, floodwater, or a construction site. If local handling does not resolve a construction-pollution concern, use the state, tribal, or federal NPDES route that applies where you live.
