For most building-site dust and construction or demolition noise in Ireland, report the problem to the environmental section of the city or county council where the site is located. If the site is operated under an Environmental Protection Agency (EPA) licence, permit or authorisation, contact the EPA about it. If you cannot tell who regulates the site, start with the council: the EPA says it normally gives the local authority an opportunity to investigate an ordinary environmental complaint before it considers taking the matter further.
A report is more likely to lead to a useful response when it identifies the site, records dates and duration, describes the noise or dust precisely, and explains the effect on people or property. You do not need a household sound meter or dust sensor to make a complaint.

The EPA’s instruction is: “If you know that the source of the problem is a site that operates under an EPA licence, permit or authorisation, contact the EPA.” EPA environmental-complaint guidance |
| You are unsure whether the source is EPA-regulated | Your city or county council | Give the site address or name and ask the council to route the complaint if another regulator is responsible. |
| The council has not dealt with your complaint in a reasonable period, or you believe it did not investigate properly | EPA complaint route about council performance | Provide the original complaint, dates and records of council contact, and any progress. The EPA reviews whether the council performed its duties; it does not guarantee a particular enforcement result. |
There is no single national council form. Check the local authority’s current website for its accepted online form, email, telephone route and any information it asks you to provide. A council’s published noise policy should explain what it handles and how to complain.

How to report construction dust
Visible dust can come from demolition, excavation, crushing, cutting, vehicle movements, stockpiles or dry surfaces. You do not need to identify the technical cause. Describe what you can actually see and where it is affecting you.
What belongs in a dust complaint
- The exact site address, development name, nearby road or another location reference that lets an officer find it.
- The operator or contractor’s name, if displayed on the hoarding or planning sign.
- The dates and start and finish times of each episode, or the frequency if it is continuous.
- What you observed: clouds of dust, dust leaving the boundary, deposits on windows or vehicles, or dust entering a home or workplace.
- Weather or site conditions that are directly observable, such as dry ground or heavy vehicle movements, without asserting an unverified legal breach.
- The practical impact, such as having to keep windows closed, cleaning deposits, difficulty using an outdoor area, or concern about breathing dust.
- Any conversation with the site operator, the response you received and whether the problem continued.
Photographs or short videos can help show visible deposits or dust crossing a boundary. Take them from a safe place, do not enter the site and do not put yourself near moving plant or traffic. Keep the original files and note when and where each was taken. Send only material requested by the receiving authority and avoid publishing identifiable people or private information unnecessarily.
How to report construction or demolition noise
The EPA lists construction and demolition among noise complaints handled by local authorities. A complaint can concern loud or intrusive activity at any time, including repeated episodes that interfere with sleep or normal use of your home. Do not assume that a particular time automatically proves a breach: describe the timing and effect, then let the council assess applicable planning, nuisance or other controls.

Record the noise in a dated log
Start a simple incident log as soon as the problem becomes recurring. For every episode, write:
- date;
- start and finish time and, if it stops and starts, each interval;
- the character of the noise (for example, reversing alarms, breakers, piling, cutting, generators, deliveries or demolition);
- where you heard it and whether doors or windows were open;
- how loud or intrusive it seemed in practical terms, without presenting a personal description as a calibrated measurement;
- the effect, such as interrupted sleep, inability to work, conversations being drowned out or disturbance to a child or vulnerable person; and
- whether you contacted the operator or council and what happened next.
A consistent log helps an officer see a pattern and plan any inspection. Preserve emails, web-form confirmations, reference numbers, letters and notes of telephone calls. Record the name or department you contacted and the date of each follow-up.

Noise outside expected working times
If work is especially disruptive early in the morning, late at night, on a weekend or on a public holiday, record those exact times and report it. The relevant restrictions and the council’s response depend on the site and applicable permissions; the time alone is not proof of a statutory offence. A precise log gives the council something concrete to check rather than a general allegation that work is “always too loud.”
What to include in the complaint
The EPA asks complainants to explain the nature, duration and impact of an unresolved problem, along with contact history and progress to date. Use the following structure in a web form, email or telephone call.
- Identify the source. Give the site address, name, operator, nearest junction and any planning or licence reference shown on the sign.
- State the problem in plain language. Separate dust and noise if both occur. Name the activity you observed, but do not guess at a technical cause or legal violation.
- Give dates and duration. Attach or summarise your incident log, including the first date noticed and the most recent episode.
- Explain the impact. Say what happened to your sleep, work, access, windows, vehicles, garden or other property. Include health concerns as observations and seek medical advice for symptoms.
- Describe steps already taken. Include any discussion with the operator, the response, your council reference number and follow-up dates.
- Ask for a practical response. For example, ask the authority to investigate, tell you who is responsible, provide a reference number and explain the next step or expected update.
- Attach useful records. Include photographs, videos, correspondence and the log in the format accepted by the council or EPA. Keep copies of everything sent.
Do not exaggerate frequency, volume or health effects. A factual account is easier to verify and protects the credibility of the complaint.
Optional contact with the site operator
If it is safe and appropriate, you can tell the operator what is happening and what change would resolve it. The EPA suggests explaining the issue, asking for a timescale and asking to be told when the work is complete. This is an informal option, not a prerequisite to reporting the matter to the council.
- Use the contact details on the site notice or hoarding.
- Describe one or two dated examples rather than making a broad accusation.
- Ask whether the noisy or dusty activity can be limited, rescheduled or better controlled, and request a clear timescale.
- Do not enter a restricted site, confront workers or place yourself in danger.
- Keep a note of the conversation and whether conditions improve.
You may report directly to the council even if you do not contact the operator, particularly where the disturbance is severe, ongoing or unsafe to approach.

How to submit the complaint
Through your local authority
- Find the city or county council in which the site is physically located, not necessarily the council where you live.
- Open its current environmental, pollution or noise-complaints page and check whether it requires an online form, email, phone call, photographs or a specific reference.
- Submit the factual account, incident log and requested attachments.
- Save the confirmation page or email and note the complaint number and submission date.
- Follow the council’s stated contact method when providing additional incidents. Keep a dated record of every update.
If you cannot find the correct department, use the council’s general contact route and state that the issue concerns construction dust or construction/demolition noise. Ask for the environmental or pollution team.

National environmental complaint contacts
The Department of Climate, Energy and the Environment lists the National Environmental Complaints Line, 1800 365 123, as open 24 hours. The Government service page also points to the See It? Say It! app. Check the current Government environmental-complaint page for the available route and any current instructions.
For an EPA-licensed or authorised site, use the EPA’s complaint instructions at Make an environmental complaint. If you are uncertain about the site’s regulatory status, start with the council rather than sending the same complaint repeatedly to multiple bodies.
What happens if the council does not respond?
Allow the council a reasonable opportunity to investigate, while continuing to log new episodes. If there is no meaningful response or you believe the investigation was inadequate, you can complain to the EPA about the council’s handling of the environmental complaint. This is a complaint about the council’s performance, not a request for the EPA to guarantee that the construction work will stop.
Information to send when escalating council handling
- your original complaint and its reference number;
- the date you submitted it and every follow-up date;
- copies of emails, letters, web confirmations and notes of calls;
- the nature, duration and impact of the dust or noise;
- your interaction with the operator, if any;
- what the council said it would do, what it actually did and any outstanding response; and
- recent incident-log entries showing whether the problem continues.
The EPA assesses whether the local authority carried out its responsibilities. It does not promise a particular enforcement action, compensation or a finding that the site breached a law.

Legal escalation for unresolved noise
Where local-authority handling or local mediation has not resolved a noise complaint, the EPA says a person may seek a District Court order under section 108 of the Environmental Protection Agency Act 1992. That route has statutory conditions and notice requirements, so it is a possible later escalation rather than a routine first step. Read the Act and obtain independent legal advice before relying on it. The text is available from the Irish Statute Book.
A court application is different from an administrative complaint: you must satisfy the legal procedure and present evidence suitable for the court. Keep your incident log, correspondence and other records if you are considering this option.
Do you need a sound meter or dust monitor?
No. The EPA’s complaint instructions do not require a household sound meter, particulate monitor or other consumer device. A phone recording, photograph or written log may be useful supporting material, but none by itself proves a statutory breach.
The EPA’s Draft Guidance Note for Noise: NG4, dated November 2024, describes noise diagnostics as complex and says they should be carried out by a competent person. It is draft guidance, not a requirement that residents purchase measuring equipment. A consumer reading can be affected by microphone quality, placement, wind, background noise and calibration, and should not be presented as a formal compliance measurement or a substitute for technical assessment. The draft is available at EPA Draft NG4 guidance (November 2024).

How common are noise complaints?
National figures show the scale of general noise complaints received by local authorities, but they are not construction-only statistics. The EPA’s Ireland’s State of the Environment Report 2024, Chapter 3, records:
| Year | General noise complaints to local authorities | Complaints about EPA-licensed sites received by EPA |
|---|---|---|
| 2019 | 1,717 | 184 |
| 2020 | 1,937 | 313 |
| 2021 | 2,274 | 663 |
| 2022 | 1,991 | 729 |
These totals include all relevant general or licensed-site noise complaints, not just building and demolition work. The report does not provide a national construction-only count, and no comparable national dust total is established. Read the source at Ireland’s State of the Environment Report 2024, Chapter 3.
Common mistakes that weaken a complaint
- Sending it to the wrong body. Ordinary construction noise and dust normally begin with the local authority; an EPA route is direct when the site is EPA-licensed or authorised.
- Giving no location. “The building site near me” is not enough. Include the address, site name and a nearby landmark.
- Using only conclusions. Replace “illegal noise” with the activity, times, duration and effect you observed.
- Failing to record duration. A dated log is more actionable than “it happens all the time.”
- Assuming equipment is mandatory. Do not delay a complaint while buying a meter or sensor.
- Submitting without retaining proof. Keep confirmation emails, reference numbers, attachments and follow-up notes.
- Approaching an unsafe site. Do not trespass, obstruct vehicles or confront workers.
- Expecting an instant enforcement outcome. The authority may need to verify the source, inspect conditions, contact the operator or determine which rules apply.
A practical checklist before you press send
- Have I identified the site precisely?
- Have I chosen the council or EPA route based on the site’s regulatory status?
- Have I listed dates, start and finish times, frequency and the type of noise or dust?
- Have I explained the practical impact without exaggeration?
- Have I attached a dated log and relevant photographs or correspondence?
- Have I recorded any contact with the operator or council?
- Have I saved the submission confirmation and reference number?
- Do I know when and how I will follow up if the issue continues?
What to expect after reporting
The receiving authority may ask for clarification, request further dates, contact the operator, inspect the site or refer the matter to another body. Continue recording incidents while the complaint is open and send material through the channel the authority specifies. If circumstances change—for example, demolition ends but crushing begins—describe the new activity as a separate update while retaining the original reference.
