How to report construction noise, dust, or blocked sidewalks in Chicago

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For most Chicago construction complaints, start with CHI311. Use the service-request category that matches the problem, or call 311 (or 312-744-5000) when construction noise is happening after hours or when you need a public-way inspection. Dust and odors belong in the city’s Air Pollution, Odor or Dust Complaint route. A sidewalk blocked by fencing, debris, equipment, signs, a dumpster, or unfinished restoration is different: Chicago says the Inspect Public Way request is not available in the CHI311 app or web portal, so call 311 or contact your alderman’s office.

Give the city a precise location, dates and times, a factual description, and any immediate access or safety risk. Save the service-request number so you can track the case and provide additional information.

Prepare the information before you report

You do not need special equipment, a noise meter or an air-quality monitor to file a report. Clear observations are more useful than uncertain technical conclusions.

Pin down the location

  • Write the full street address of the work site when it is posted or otherwise known.
  • If there is no visible address, record the nearest intersection and the side of the block.
  • For a blocked sidewalk, say whether the obstruction is on the north, south, east or west side of the street and identify the nearest cross street.
  • Note whether people using wheelchairs, walkers, strollers or bicycles are being forced into the street or into a travel lane.
  • For the dust form, select the exact service location and address offered by the city’s address-based form.

Keep a factual incident log

Record each occurrence rather than relying on memory. Include:

  • Date and the exact time the condition began and ended, if known.
  • Whether the activity is continuous, intermittent or tied to deliveries or a particular machine.
  • The equipment or work involved, such as a jackhammer, generator, compressor, concrete saw, demolition, excavation, loading or material handling.
  • What you can observe: vibration, banging, reversing alarms, visible dust, a chemical or sewage-like odor, standing debris, fencing, a dumpster, a missing ramp or a narrowed path.
  • Weather or wind conditions when they materially affect where dust travels.
  • Any immediate access problem, blocked curb ramp, obscured crossing, exposed trench or conflict with traffic.

Do not label a contractor’s conduct “illegal” unless you are reporting a specific fact you can explain. Say what happened, when and where; the inspecting department determines which rule applies.

Take photographs or video safely

Images can show the obstruction, dust plume, equipment and signs more clearly than a paragraph. Photograph only from a safe public position. Do not enter a fenced work area, stand in a roadway, climb on equipment or confront workers to obtain evidence. If a person’s face, license plate or private property is incidental, avoid publishing the image publicly; provide it to the city only when relevant to the complaint.

How to file a CHI311 request online or in the app

  1. Open CHI311. Use the city’s CHI311 web service-request system or mobile app. Choose a service request rather than a general information search.
  2. Select the matching category. Choose Construction & Demolition Complaint for a site or work-practice complaint, Air Pollution, Odor or Dust Complaint for dust or odors, or Equipment Noise Complaint for a commercial or industrial machine.
  3. Enter the service location. Provide the street address or nearest intersection. For dust and air complaints, select the address offered by the form so the request is tied to the correct site.
  4. Describe the condition in specific terms. Include the dates, start and end times, equipment, activity, frequency and effect on residents or pedestrians. A useful description says, for example, “A diesel generator on the east side of the site has run continuously from 6:30 a.m. to 9:15 p.m. on three dates,” rather than simply “construction is loud.”
  5. Identify access or safety impacts. Explain if a sidewalk is narrowed, if a curb ramp is blocked, or if people must enter traffic. Do not use the online categories for a public-way inspection request; use the phone route described below.
  6. Attach relevant images if the system permits. Keep captions factual and identify when and where each image was taken.
  7. Provide contact information if you want updates. CHI311 says requests are reviewed, assigned or scheduled, and users who provide contact information can receive status updates.
  8. Save the service-request number. Take a screenshot or write it in your incident log. The number is the key to checking status and adding information later.

How to report after-hours construction noise by phone

Chicago’s service catalog directs residents to call 311 when construction or demolition noise occurs between 8 p.m. and 8 a.m. Use 312-744-5000 if you are calling from outside the city’s 311 calling area or if that number is the practical alternative for your phone service.

  1. Call while the noise is occurring when possible. Tell the operator it is construction or demolition noise and give the exact address or intersection.
  2. State the current time, when the noise started, whether it has stopped before, and the equipment or operation producing it.
  3. Explain the distance and setting if known, such as a residence or hospital nearby. The city’s construction-noise rule uses a 600-foot distance from a residential building or hospital.
  4. Describe any related obstruction, dust or access hazard separately so the operator can create the appropriate request.
  5. Ask for the service-request number and record the operator’s instructions. If you provide contact information, ask how updates will be delivered.

A routine 311 request is not a substitute for an emergency response. If a collapse, fire, exposed live utility, serious injury, or other immediate threat requires police, fire or medical assistance, call 911.

How to report dust, odors and air pollution

Use the city’s Air Pollution, Odor or Dust Complaint category when construction activity creates airborne dust, smoke or an odor. It is an address-based form intended for construction-site air complaints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to include

  • The source address and the part of the site where the material appears to originate.
  • The dates and times of visible dust or odor events, including how long each event lasts.
  • The activity causing it, such as demolition, concrete cutting, excavation, truck movement, sweeping or loading.
  • How far the dust or odor travels and whether it enters homes, businesses, schools or other occupied spaces.
  • Whether the condition affects breathing, visibility, entrances, windows or pedestrian travel.
  • Photos taken from a safe public location, if available.

Avoid diagnosing a substance from appearance or smell. “White dust entered the sidewalk and covered parked vehicles during concrete cutting” is more useful and safer than claiming a particular chemical without evidence. If anyone is having a medical emergency, call 911; a 311 report does not provide medical evaluation.

How to report a blocked sidewalk or other public-way obstruction

Sidewalk blockages require a different process from a construction-site complaint. Chicago’s Inspect Public Way guidance says the public-way service request is not available through the CHI311 app or 311 web portal. To request it, call 311 or 312-744-5000, or contact your alderman’s office.

What counts as useful public-way information

  • Exact address or nearest intersection and the side of the street.
  • What blocks the route: fencing, barricades, debris, signs, equipment, a dumpster, parked vehicles, construction materials or a failure to restore the sidewalk.
  • How much of the walkway remains open, if any.
  • Whether a curb ramp, crosswalk, bus stop, building entrance or alley access is blocked.
  • Whether pedestrians, wheelchair users, people with visual impairments or cyclists are being forced into traffic.
  • Whether the obstruction is present now and whether it moves or changes during deliveries.

Tell the operator plainly if the obstruction creates immediate danger. For an illegally parked vehicle in the public right-of-way, Chicago’s public-way guidance says to call 311 immediately. Do not move barriers or enter a roadway to get around them.

What happens after a public-way request

A public-way inspection may be routed to the Chicago Department of Transportation, another city department or a private contractor. The city says timing varies with the complexity of the issue and the labor and materials required. A request number lets you ask for a status update without starting over.

Understand Chicago’s construction-noise hours

Chicago Municipal Code §8-32-140(a) states: “No person shall use or cause the use of any mechanical equipment or tool operated by fuel or electric power in building, construction, repair or demolition operations between the hours of 8:00 p.m. and 8:00 a.m. within 600 feet of any residential building or hospital.”

The rule applies to the specified fuel- or electrically powered mechanical equipment and tools. It does not mean every sound at every construction site is automatically prohibited, nor does it require a resident to determine the legal distance before calling. Give 311 the facts and let the city assess the applicable provision.

Exceptions in the code

Section 8-32-140(a) exempts construction, demolition or repair work of an emergency nature and work on public improvements authorized by a governmental body or agency. If the operator or crew says the work is an emergency or public improvement, record that explanation and report the time, location and activity; an exemption is a matter for the city to verify.

Loading and material-handling noise

Section 8-32-130 separately states that loading, unloading, opening, closing or handling building materials and similar objects may not cause a noise disturbance in a residential district or noise-sensitive zone between 10 p.m. and 7 a.m. That period is different from the 8 p.m.–8 a.m. rule for powered construction equipment. When you report late-night deliveries or material handling, describe the specific action and the resulting noise rather than assuming the two provisions are identical.

Check the project in ChiStreetWork and permit records

After filing a complaint, search the address or intersection in ChiStreetWork. The tool can show active projects and permits, which may explain a lane closure, sidewalk routing or scheduled public work. It does not replace a complaint when conditions are unsafe or the work is occurring outside permitted limits.

The Chicago Department of Buildings provides online permit-application and inspection-status tools. The department says permits are required before most construction, demolition and repair work. Use the address to check whether a permit application or inspection record exists, and include any relevant permit or project information in a follow-up to 311. A permit record alone does not establish that every activity at the site complies with noise, dust or public-way requirements.

What to do if the problem continues

  1. Keep the original request number. Use it whenever you call back or submit additional information.
  2. Update the record with new dates and times. A concise log showing recurring events is more useful than repeatedly submitting the same description without new facts.
  3. Report a changed condition under the correct category. For example, add a dust request if a previously reported noise problem now includes a visible plume, and call for an Inspect Public Way request if a new barricade blocks the route.
  4. Contact the alderman’s office for a public-way blockage. This is one of the city’s stated routes because Inspect Public Way is not available online or in the app.
  5. Escalate immediate danger to 911. Do not wait for a 311 inspection when there is an active life-safety emergency.

City departments may assign, schedule or route a request differently depending on the issue. Inspection timing can vary, particularly for public-way work requiring specialized labor or materials, so keep documenting the condition while you wait.

A concise script for a 311 call

Having a prepared description helps the operator create the right request:

“I am reporting [noise/dust/public-way obstruction] at [full address or nearest intersection]. It began on [date] at [time] and is [ongoing/intermittent]. The source is [equipment or activity]. The condition affects [residents, entrances, sidewalk, curb ramp or traffic]. For the sidewalk, [state which side of the street and what is blocked]. There is [no immediate danger/an immediate danger because …]. Please create the appropriate service request and give me the tracking number.”

For a blocked sidewalk, add whether people using wheelchairs or other mobility aids must enter traffic. For after-hours noise, say the current time and that the activity is construction or demolition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common reporting mistakes and how to avoid them

  • Using the app for a sidewalk inspection: Chicago says Inspect Public Way is not available there. Call 311 or contact the alderman’s office.
  • Choosing a generic noise category: Use Equipment Noise Complaint for a generator, compressor, air conditioner or similar equipment; call 311 for construction or demolition noise occurring 8 p.m.–8 a.m.
  • Leaving out the exact location: An address, nearest intersection and side of the street allow the city to find the condition.
  • Reporting only an opinion: Replace “the contractor is terrible” with dates, times, equipment, dust, odor, obstruction and access effects.
  • Entering the work zone for evidence: Stay in a safe public place and do not put yourself or workers at risk.
  • Assuming a permit makes the complaint invalid: Permitted work can still create a reportable noise, dust or public-way problem. The city decides whether the activity complies with the applicable rules.
  • Expecting 311 to handle an emergency: Use 911 for police, fire or medical emergencies.
  • Losing the tracking number: Without it, follow-up calls and status checks take longer.

Quick decision checklist

  • Do you have the exact address or nearest intersection?
  • Have you recorded dates, start and end times, equipment and visible effects?
  • Is the complaint about a construction site, dust or odor, equipment noise, or a public-way obstruction?
  • Are you using the correct channel: CHI311 web/app for the first three categories, and 311 or the alderman’s office for Inspect Public Way?
  • Have you explained any blocked curb ramp, forced entry into traffic or other immediate access risk?
  • Did you save the service-request number?
  • Is there an emergency requiring 911 instead of a routine 311 request?
