How do I report unfinished roadwork?
- Identify the road and project. Note the street or route, nearest cross street, and any project number or contact details on signs. Road responsibility depends on location and road type; a state transportation department may handle state routes while a city or county handles local roads. Verify the responsible agency through your jurisdiction’s official road or project map or agency directory.
- Choose the right contact. For a question about when work will resume or finish, start with the project contact on the sign or project page. For a hazard or incomplete condition, use the responsible agency’s official reporting form, 311 service, or listed phone line. If you cannot tell which agency is responsible, ask the agency you reached to identify or forward the report; some jurisdictions do this, but a handoff is not guaranteed everywhere.
- Describe what you observed. Include a precise location, date and time, the work or defect that remains, and any effect on traffic or pedestrians. Add the project number and contractor name if known.
- Save the confirmation. Keep the request number and a copy of your submission. If the condition persists, follow up through the same official channel and refer to the original report.
Who is responsible for the road?
Road ownership and maintenance vary by jurisdiction, so do not assume the state DOT handles every road. In Indiana, for example, INDOT maintains interstates, U.S. routes, and state roads, while city and county roads are handled locally. INDOT states: “INDOT is NOT responsible for construction and maintenance of county or city roads.” That statement describes Indiana’s division of responsibility, not a universal rule. Check INDOT’s guidance if the road is in Indiana; elsewhere, consult the relevant state DOT, municipal public works department, or county highway department.
Signs at a work site may help identify the project and its contact. NYC DOT says contractors are required to post the project number, estimated duration, and a phone number at work locations. NYC DOT’s construction guidance is specific to New York City, but the sign details can be useful to look for elsewhere.

A project being quiet or visibly inactive does not by itself establish that it has been abandoned or is overdue: schedules may change or work may be phased. Report what you can observe rather than asserting negligence or a contract violation. There is no universal completion grace period or standard public escalation process established by the agencies cited here.

What information should I include?
- Exact location: road name or route, direction of travel if relevant, nearest cross street, and a recognizable landmark.
- When you saw it: date and time, and whether the condition is ongoing or intermittent.
- Observable details: what remains incomplete or defective, such as an exposed excavation, uneven surface, missing barricade, blocked path, or confusing detour.
- Impact: explain specifically how it affects safety, access, or traffic.
- Project identifiers: posted project number, contact phone, agency, or contractor name, if available.
Portland’s hazard form asks for a specific location, time of day, description, and contractor name if known. Portland’s street-hazard reporting page provides a local example of the details that help route a report. A photo is optional; take one only from a lawful, safe public location. Do not enter a work area or step into traffic to gather evidence.
How do I report a dangerous construction zone?
Call 911 if there is immediate danger or a condition likely to cause a crash. NYC311 gives vehicles swerving to avoid an object in a driving lane as an example of a dangerous condition. NYC311’s dangerous-condition guidance applies to New York City; use emergency services for immediate danger wherever you are.

For an urgent hazard that is not an emergency, use the road agency’s listed dispatch or urgent line if it provides one. Portland directs urgent hazards to PDX311 Dispatch, and INDOT identifies a phone line for urgent issues. Use the project contact or official intake to ask for status, and keep the request confirmation. The official pages cited here do not establish a guaranteed response time or repair deadline. If the problem remains, follow up through the same channel with the request number and an updated description. If the agency says it is not responsible, ask which road owner or project sponsor should receive the report, then verify that contact through an official directory.
