For a routine pothole, debris, damaged sign, bridge problem, or other PennDOT roadway concern, submit a report through the PennDOT Customer Care Center or call 1-800-FIX-ROAD. Give a precise location—county, municipality, route or street, nearest intersection, and a useful landmark—so crews can find the problem. The online form lets you place the concern on a map, describe it, attach an optional picture, provide contact details, and receive a reference number for later status checks.
Do not use the online form as an emergency-dispatch service. PennDOT says emergencies or unsafe conditions belong with 9-1-1. Urgent but non-emergency roadway issues should go to the associated PennDOT county office. Online Customer Care Center submissions are not monitored outside Monday through Friday, 8 a.m. to 4:30 p.m.

Choose the right reporting route first
The fastest way to get the right response is to match the channel to the danger and the agency responsible for the facility. PennDOT’s roadway-reporting service is designed for maintenance and service concerns, not immediate emergency dispatch.

|---|---|---|
| Routine PennDOT road or bridge maintenance concern | Customer Care Center or 1-800-FIX-ROAD | Creates a detailed concern report; the online route supplies a reference number and status lookup. |
| Urgent, non-emergency roadway issue | Associated PennDOT county office | PennDOT directs urgent issues to the local county office rather than relying on an unattended online submission. |
| Emergency or unsafe condition | 9-1-1 | Emergency services can handle an immediate threat to life or safety. |
| Traffic-signal repair | Local municipality | Municipalities own and maintain traffic signals; PennDOT is the permitting agency. |
When to call 9-1-1
Call 9-1-1 when the condition is an emergency or makes the roadway unsafe right now—for example, a hazard that presents an immediate threat to people or a crash scene requiring emergency help. PennDOT’s contact guidance states, “For emergencies or unsafe conditions you should always call 9-1-1.” The Customer Care Center likewise says, “For life-threatening emergencies, call 9-1-1.”

When to use the PennDOT county office
An urgent problem that is not a 9-1-1 emergency should be directed to the PennDOT county office associated with the location. PennDOT’s roadway-concern page and Customer Care Center both distinguish urgent issues from routine reports. Use the county-office route when waiting for normal Customer Care Center monitoring could leave a serious roadway problem unaddressed.
How do I report a pothole to PennDOT?
Use the Customer Care Center’s new-concern form or call 1-800-FIX-ROAD. The following process gives PennDOT enough information to identify the location and understand what needs attention.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Decide whether it is routine, urgent, or an emergency. Call 9-1-1 for an emergency or unsafe condition. For an urgent but non-emergency issue, contact the associated county office. Continue with the online form or telephone line for a routine concern.
- Open the reporting service. Start at Report a Roadway Concern, which routes you to the Customer Care Center, or call 1-800-FIX-ROAD. The service covers more than potholes, including road and bridge conditions, objects that should be removed from the roadway, traffic or sign concerns, signals, ongoing roadwork, and other listed categories.
- Submit one concern at a time. If you see a pothole and a separate damaged sign, make separate reports. Distinct reports give each issue its own description and reference number instead of combining unrelated maintenance needs into one record.
- Place the problem on the map. The web form supports a mapped location. Move the map marker to the actual problem, not merely the nearest town or the start of a long road.
- Describe what you observed. State the problem type, its position relative to the road or intersection, and any details that affect safety or access. Explain whether the defect is in a travel lane, shoulder, ramp, bridge deck, or another identifiable part of the roadway.
- Add a picture only if it is safe. The form accepts an optional image. Never stop in traffic, stand on a shoulder that is not safe, or approach the hazard just to take a photograph.
- Enter contact details if you want PennDOT to have them. The form allows contact information along with the concern description. Check your entries before sending.
- Save the reference number. The submission returns a reference number. Keep it in a note, email, or screenshot so you can look up the existing concern through the Customer Care Center.
The reviewed PennDOT guidance does not promise a universal response time, repair deadline, guaranteed repair, or particular follow-up method. A reference number identifies your report; it is not a commitment to complete work by a specific date.
What information do I need to report a pothole?
A precise location is the most important part of a useful report. PennDOT’s frequently asked questions and pothole guidance emphasize enough identifying information for staff to locate the site.

Give the core location details
- County. Name the Pennsylvania county where the problem is located.
- Municipality. Include the city, borough, township, or other municipality.
- Road or route. Provide the street name or route number. If both are known, include both.
- Nearest intersection. Identify the closest cross street or intersection, and say whether the issue is before or after it.
- Landmark. Add a bridge, business, park, interchange, building, or other visible landmark when it will help someone recognize the site.
The form’s map can supplement these written details, but do not rely on a pin alone. A written description remains useful if the marker is imprecise or the hazard shifts.
Add highway-specific clues when you know them
For a limited-access highway or another long route, include your direction of travel and a nearby exit or mile marker when known. These are practical ways to narrow the search; they are not presented as universal quoted requirements of the form. If you do not know an exit or mile marker, provide the nearest intersection, interchange, or landmark instead.
Explain the problem in observable terms
Describe what is wrong and where it sits in relation to the roadway. For a pothole, note whether it is in a lane, shoulder, ramp, or bridge approach and whether there are multiple defects. For debris, identify the object and the lane or shoulder it affects. For a damaged sign, describe the sign’s message or position and whether it is missing, bent, blocked, or unreadable. For bridge or pavement damage, describe the visible condition without guessing at the cause.
Include information that changes the risk to drivers—such as a lane obstruction, poor visibility, or a condition encountered in a particular direction of travel—but only report what you can observe safely.
Use photographs carefully
An image can help illustrate the defect, and the online form makes attaching one optional. Do not create a second hazard while taking it. A passenger can photograph from inside a stopped vehicle only when stopping is lawful and safe; otherwise, submit the written location and description without a picture.

What number do I call to report a road problem?
Call 1-800-FIX-ROAD for a routine PennDOT road or bridge concern. You can also submit the concern through the PennDOT Customer Care Center online service. The web route is useful when you want to place the issue on a map, attach an optional image, include a written description, and retain a reference number for a status check.
Customer Care Center submissions are not monitored outside Monday through Friday, 8 a.m. to 4:30 p.m. That schedule is why PennDOT directs urgent non-emergency issues to the associated county office and emergencies or unsafe conditions to 9-1-1. Do not assume an online submission will trigger immediate dispatch after hours.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who do I call about a broken traffic signal?
Contact the municipality that owns and maintains the signal. PennDOT’s live New Concern form states that traffic signals are owned and maintained by municipalities and recommends contacting the municipality for signal repairs. PennDOT acts as the permitting agency, but that does not make it the repair authority for every signal.
Identify the correct municipality
Use the intersection, municipality, county, and a nearby landmark to identify the signal. If you are unsure which local government is responsible, the location details can help the municipality route the request.
Escalate an immediate danger
If a signal failure creates an immediate unsafe condition, follow the emergency rule and call 9-1-1. For a non-emergency signal repair, contact the municipality rather than filing a PennDOT roadway report as though PennDOT owns the device.

How do I check a PennDOT road report?
When you submit through the online Customer Care Center, save the reference number returned by the form. The Customer Care Center provides a way to look up an existing concern using that identifier. Keep the number with the date, location, and description you submitted so you can distinguish it from later reports.
PennDOT’s published guidance does not establish a single statewide response deadline or promise that every report will receive a particular repair or notification. If conditions worsen after you submit, reassess the urgency: call the county office for an urgent non-emergency issue or 9-1-1 for an emergency or unsafe condition.
What PennDOT does—and does not—cover
The reporting instructions apply to PennDOT roadway concerns, especially facilities under state responsibility. PennDOT does not maintain every local street, road feature, or traffic device in Pennsylvania. A municipality may be the appropriate agency for a local road, local sign, or traffic signal.
Before submitting, identify the road owner when you can. If the issue is a traffic signal, use the municipal route described above. If the concern is on a state roadway, the PennDOT Customer Care Center or 1-800-FIX-ROAD is the appropriate routine channel.
Common reporting mistakes and how to avoid them
- Using the form for an emergency: Call 9-1-1 for emergencies or unsafe conditions; the online service is not an emergency-dispatch channel.
- Leaving out the municipality or county: Add both, even when the route name seems obvious.
- Writing only “pothole on Route Pennsylvania”: Include the nearest intersection, direction, lane or shoulder, and landmark when available.
- Combining unrelated defects: Submit a separate report for each concern so each one has a clear description and reference number.
- Taking a dangerous photograph: Skip the image if getting it would require stopping in traffic or approaching the hazard.
- Reporting a municipal signal to PennDOT: Contact the municipality because it owns and maintains the signal.
- Expecting an immediate after-hours response: Customer Care Center submissions are not monitored outside Monday–Friday, 8 a.m.–4:30 p.m.; use the county office for urgent non-emergency issues and 9-1-1 for emergencies.
- Confusing 511PA with a maintenance report: PennDOT’s contact guidance identifies 511PA as a source for current traffic and travel conditions, not a substitute for filing a roadway-maintenance concern.
A practical example of a complete report
A useful routine report might identify the county and municipality, name the route, state the nearest cross street, and describe the defect’s exact position: for example, a pothole in the eastbound right lane just beyond an intersection, near a named bridge or interchange. If known, add the direction of travel and mile marker. Place the map pin on the defect, attach a safe photograph if one is available, and save the reference number after submission.
This format gives PennDOT both a geographic target and an observable description without asking the driver to approach the hazard or make assumptions about its cause.
Where to start
Use the official Report a Roadway Concern page for a routine PennDOT issue, or call 1-800-FIX-ROAD. Have the county, municipality, route or street, nearest intersection, landmark, and a concise description ready. Use the county office for urgent non-emergency conditions, 9-1-1 for emergencies or unsafe conditions, and the municipality for traffic-signal repairs.
