How to Report a Damaged Road and Document the Problem Safely

Report a damaged road to the authority that maintains that specific road, not automatically to the nearest council. First decide whether the defect is an immediate danger; use an urgent hazard or emergency channel when it is, and use the authority’s routine reporting service for ordinary maintenance. Give an exact location, describe the defect and its severity, and take photographs only from a safe place.

A maintenance report and a vehicle-damage compensation claim are separate matters. Reporting helps the authority investigate a road condition; it does not establish liability or guarantee a repair or payment. Claim procedures, evidence rules and deadlines depend on the jurisdiction.

1. Check for immediate danger before collecting evidence

Do not walk into traffic, stop on a live highway, trespass, or return to a dangerous place for a better photograph. Your safety takes priority over documenting the defect.

Use an emergency or urgent-hazard channel when necessary

If the damage is creating an immediate threat—such as a large hole in a traffic lane, a collapsed section, debris, a damaged barrier, an exposed utility cover, or a condition likely to cause a collision—contact the local emergency number or the road authority’s urgent-hazard line. A routine web form may not be monitored continuously.

For example, California’s transportation department says its service-request form is not for highway emergencies and directs callers to 911 or the California Highway Patrol. Saitama guidance tells people to call the relevant office for large damage or a situation requiring urgent action. Those instructions are specific to those jurisdictions; use the emergency and road-agency contacts published for your location.

When a routine report is appropriate

Use the normal online, telephone, postal or in-person reporting route when the defect is a maintenance issue and there is no immediate threat. You can report it without approaching the road. If you are driving, pull over legally in a safe place before recording notes or using a phone.

2. Identify who maintains the road

Roads within the same town or county can belong to different authorities. Road class, route number and jurisdiction usually determine who can inspect and repair a defect. Check an official road-ownership lookup, your local authority’s website, or the reporting portal’s postcode or address search before submitting.

Location or road class Example of the responsible route Important qualification
England and Wales Many local roads are reported to the local council through the GOV.UK postcode service; specified motorways and A roads in England are handled by National Highways. Scotland and Northern Ireland use different routes. Confirm the road type and nation before choosing a service.
New South Wales Transport for NSW manages state and regional roads; councils maintain local roads within their local government areas. Transport for NSW says local-road reports can be passed to the relevant authority, but the council may still be the correct first contact.
California Caltrans accepts concerns on or near the California State Highway System. Caltrans says concerns outside its property should go to the appropriate city or county.
Other countries and regions The national road agency, regional government, municipality or a private operator may be responsible. Do not infer responsibility from the nearest administrative boundary. Use the official local lookup.

These are examples of how responsibility is divided, not a universal directory. A road that passes through a city may still be a state, regional or national route. If the portal asks for a postcode, route number or map point, use that information rather than selecting an authority by guesswork.

3. Make the location unambiguous

An inspector must be able to find the exact defect without searching an entire road. Supply several independent location clues, even when the form accepts a map pin.

  • Road name and route number, if displayed.
  • Direction of travel, such as northbound, eastbound or toward a named town.
  • Lane, shoulder, verge, footway, cycle track or other affected side.
  • Nearest junction, cross street, address, kilometre or mile marker, bus stop, bridge or other landmark.
  • A map pin or coordinates when the official form allows them.
  • The district, suburb, postcode or local government area requested by the form.

Caltrans’s reporting form asks for a map location, route, direction and nearest cross street, with separate description fields. Northern Ireland guidance distinguishes a road defect from a footway defect and asks whether it is near a junction or in a particular lane. Hong Kong’s form requests the road, district, direction and a nearby reference point. Providing the same level of precision makes a report useful even when your local form has different labels.

Describe where the defect begins and ends

For a long damaged section, state its approximate length and the point at which it starts and finishes. For a single pothole or cover, describe its position within the lane—for example, “about one metre from the kerb, just before the junction.” If several defects are close together, list them separately or explain their spacing so the authority knows whether one repair or several inspections are needed.

  • All of our products are stowed inside a high quality bag to keep our products in the trunk. Perfect for teens, novices, and experienced car enthusiasts

4. Describe the defect and its severity

Use a plain, specific description rather than only writing “bad road.” Name the defect, estimate its dimensions and explain how it affects people using the road.

Useful defect categories

  • Pothole, pavement hole or broken asphalt.
  • Uneven surface, raised or sunken section, rutting or a level change.
  • Damaged drain, utility cover or gutter cover.
  • Broken kerb, footway, tactile paving or cycle-path surface.
  • Damaged guardrail, barrier, sign support or other roadside protection.
  • Loose material, debris, flooding or a section that has collapsed.

Give an approximate width, length and depth for a hole or level change. Northern Ireland’s reporting guidance specifically asks for approximate size and depth. If you cannot measure safely, state that the figures are estimates and explain how you judged them; never step into traffic to obtain a measurement.

Explain the immediate effect

Say whether vehicles must swerve, whether the defect occupies a wheel track, whether pedestrians or wheelchair users are forced into the road, or whether water hides the damage. Note a damaged barrier or cover that appears unstable. Include when you noticed it and whether conditions such as darkness, rain or heavy traffic made it difficult to see. Avoid declaring that the authority is legally at fault; report observable conditions.

5. Take useful photographs without taking risks

Photographs can help an inspector understand both the defect and its setting, but only take them where you can remain safely off the carriageway and public path. Do not stop in a live lane, climb a barrier, enter a closed area or stand on a motorway shoulder solely to obtain evidence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use two complementary views when safe

  • Close view: shows the surface, broken edge, cover or barrier in detail.
  • Wide view: shows the lane or footway, junction, landmark and the defect’s relationship to traffic.

Saitama’s official guidance asks for at least two photographs, one close and one wide. Keep the original files so their date and location information remain available if the service accepts that metadata. Do not edit a photograph in a way that removes context or suggests a scale you did not record. A ruler or familiar object can indicate size only when placing it does not expose you to danger.

If you later seek compensation for vehicle damage on a motorway, UK guidance warns against returning to the location to photograph it. Use photographs already taken safely, the authority’s inspection record, dash-camera footage obtained lawfully, witness details and other documents instead.

6. Submit through the authority’s official channel

Use the road owner’s published website, telephone line, postal address or service centre. The available choices differ by jurisdiction, and a general city contact form may not reach a highway agency.

Reporting option When it is useful What to check
Online form or map portal Best for a precise pin, structured defect fields and photo uploads. Confirm that the form covers the road class and accepts the file type and size of your photographs.
Telephone Useful for urgent hazards, people who cannot use the web form or situations needing clarification. Ask whether the number is an emergency line, a routine service or an out-of-hours answering service.
In person or post Available in some jurisdictions when online access is limited. Keep a copy of everything sent and record the delivery or receipt date.

Service NSW lists online, telephone, in-person and postal options for road-damage reports. GOV.UK routes many reports by postcode and road type. Follow the fields on the form rather than placing every detail in one narrative box; attach the map point and photographs where requested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A clear report format

You can adapt this wording to the authority’s fields:

Location: [road and route number], [direction], [lane or footway], near [junction or landmark], [district/postcode].
Defect: [type], approximately [length × width × depth] if safe to estimate.
Effect: [what road or footway users must do; any blocked or dangerous feature].
Observed: [date and approximate time]; [weather or visibility condition if relevant].
Evidence: [close and wide photographs/map pin attached, if taken safely].

Do not include a template placeholder in the submitted report. Replace every bracketed item with a verified detail or write that the information is unknown.

7. Save the submission and understand what happens next

Save the confirmation page, reference number, date and time of submission, photographs and the exact text you sent. A screenshot or downloaded receipt is useful if the portal does not email a copy. If you called, note the number, the time and any incident or service reference.

Do not promise yourself a repair date unless the authority has published a current service commitment for that road and defect category. An online form may accept reports at any hour while staff review them only during office hours. Saitama’s guidance illustrates this distinction: submissions can be sent at any time, but review occurs during stated weekday office hours.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the condition worsens

Make a new urgent-hazard contact if the defect becomes an immediate threat. Refer to the earlier reference number, explain what changed and state the current risk. Do not create multiple routine reports merely to increase visibility; duplicates can make it harder to identify the latest information.

If the portal rejects the report

Check that you selected the correct road class, entered a recognized address or postcode and met the photograph-size limits. If the site still rejects a valid report, use the authority’s published telephone or postal alternative and say that the online route failed. Keep a record of the failed attempt and the replacement submission.

8. Reporting a defect is not the same as claiming for vehicle damage

If your vehicle was damaged, notify the road authority about the defect and separately find its current claims procedure. A maintenance report alerts an agency to a condition; a claim asks for compensation under local law. The two processes can require different forms, evidence and deadlines, and neither guarantees a favorable outcome.

Preserve claim evidence

  • Date and time of the incident.
  • Exact road, direction, lane and nearby landmark.
  • A description of the impact and the vehicle damage.
  • Repair estimates, invoices and proof of payment where available.
  • Photographs taken safely at the time, plus witness or dash-camera information obtained lawfully.
  • The maintenance-report reference and any later correspondence.

Explain why you believe the authority is responsible, but do not assume that a reported defect proves negligence or liability. Caltrans says its claims process requires proof of the condition, time, location and state-highway jurisdiction, and that submitting a claim does not automatically mean reimbursement. Its published statement says: “Caltrans does not pay for any and all damages to vehicles traveling on the state highway, and all drivers must carry adequate insurance.” That is Caltrans’s position, not a rule for every road authority.

Deadlines vary sharply

Example jurisdiction or agency Published claim detail in the cited material How to use the example
Connecticut Department of Transportation One specified state-highway defect process describes a 90-day written notice period. Verify that the road, claim type and current law match your situation before relying on the period.
Rhode Island A page reports a seven-day receipt period for its pothole claims and a statutory cap. These are jurisdiction-specific terms that may change; confirm the current page and applicability.
United Kingdom motorway incidents Guidance warns claimants not to revisit a motorway to photograph the location after vehicle damage. Rely on safely collected evidence and the authority’s claim instructions.

Because notice periods can be short, check the current claim page or obtain qualified local advice promptly. Do not substitute a routine defect report for any required written notice, claim form or insurer notification.

9. Common mistakes and how to correct them

Sending the report to the nearest council

Problem: The road is a state, regional or national route and the council cannot dispatch the correct crew.

Correction: Check the route number and official ownership lookup. Resubmit to the road agency and retain the first reference in case it is transferred.

Writing only “pothole on Main Street”

Problem: The crew cannot tell which direction, lane or junction you mean.

Photographing from an unsafe position

Problem: You create a collision or trespass risk while trying to improve the evidence.

Correction: Use a wide view from a legal, protected location, or submit without a photograph. Safety is not a condition of making a valid report.

Assuming a report starts a compensation claim

Problem: A maintenance reference may not satisfy a separate notice deadline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Open the authority’s claims page and preserve incident, damage and repair records independently.

Expecting 24-hour review

Problem: A form accepts submissions overnight but staff inspect them later.

Correction: Use the published urgent contact for immediate hazards and do not rely on a routine form for emergency response.

10. A practical decision path

  1. Protect yourself and others. Move to a safe place and call the local emergency or urgent-hazard channel if there is an immediate threat.
  2. Identify the road owner. Use the official postcode, address or route lookup and confirm the road class.
  3. Record the location. Note road, route, direction, lane or side, junction, landmark, district and map pin if available.
  4. Describe what is present. Name the defect, estimate size or depth without entering danger, and explain its effect on users.
  5. Collect safe evidence. Take close and wide photographs only from a lawful, protected position.
  6. Submit once through the correct channel. Attach the requested information and state whether the report is routine or urgent.
  7. Keep the record. Save the reference, submission time, text and files; separately follow any vehicle-damage claim process.

This sequence works across different reporting systems because it separates the decisions that change by jurisdiction—road ownership, urgency and claim rules—from the information every inspector needs to locate and understand a defect.
