How to reduce the impact of late building materials on a construction project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reduce the damage from late materials by treating procurement as a controlled part of the construction schedule, not as a purchasing task that sits outside it. Identify long-lead and schedule-critical items, involve suppliers and subcontractors before design and sequencing are fixed, connect orders and deliveries to schedule activities, verify every reported shortage, and compare recovery options with the designer, site team and commercial team. Preserve the evidence and review notice and entitlement requirements under the actual contract and governing law. These steps can limit disruption, but no remedy guarantees recovery of time or money.

Why a late delivery becomes a project problem

A material is schedule-critical when the work that needs it cannot start, finish or pass inspection without it and no practical alternative work is available. The effect is therefore not measured only by the number of days between the promised and actual delivery dates. It depends on where the activity sits in the programme, how much float remains, whether crews and equipment can be moved to other work, and whether a later trade or inspection is blocked.

Late materials can create several costs at once: idle labour and plant, remobilisation, temporary protection or storage, overtime, expediting charges, redesign and approval work, disrupted trade interfaces, and extended supervision or site overhead. A delay can also force work into a different season or interrupt a sequence that was planned for a single mobilisation. The first management task is to expose these dependencies before a supplier misses a date.

Put procurement inside the baseline schedule

Create a procurement register that is linked to the activities in the construction programme. For each significant item, record the information that determines whether the order will support the planned installation date.

Control field What to record Why it matters
Item and specification Exact description, grade, dimensions, performance requirements and approved manufacturer or source criteria Prevents a supposedly available substitute from being treated as compliant without review
Design and submittals Required drawings, samples, calculations, review duration and approval date An item cannot be ordered or installed on the programme date if its design information is still being reviewed
Order milestones Release date, purchase order, supplier acknowledgement, fabrication slot and payment or credit prerequisites Shows whether the project ordered early enough for the stated lead time
Delivery logistics Committed date, delivery window, transport constraints, unloading method, storage capacity and inspection requirements Reveals risks after fabrication, including access and handling constraints
Installation relationship Activities, predecessor work, successor trades, required plant and the latest acceptable arrival date Connects procurement to the controlling path and available float
Owner and evidence Responsible buyer or subcontractor, latest confirmation, and the document supporting each date Creates accountability and an auditable status history

US federal construction schedule clauses expressly include procurement activities in the project schedule. Federal acquisition guidance also says a completion schedule should account for material and equipment availability, project complexity, construction seasons, required completion dates and contractor capacity. Those principles are useful on private projects too: a procurement list that is not tied to schedule logic cannot show the real consequence of a missed date.

Identify long-lead items before the design is frozen

Ask the design and construction teams to flag items with unusual fabrication, approval, shipping or commissioning periods. Examples may include switchgear, transformers, elevators, specialist façades, large mechanical equipment, custom joinery and products requiring imported components. “Long lead” is project-specific; use written supplier information and the required installation date rather than a generic industry label.

Maintain a live forecast, not a one-time plan

Set a regular procurement-status meeting and require immediate escalation when a confirmed date slips. Update the programme with actual order, fabrication and delivery information, explain changes to completion dates and float, and retain the prior forecast so the reason for each revision is visible. A schedule update should show both the procurement activity and the field activity it drives.

Bring suppliers and subcontractors in early

Early supply-chain involvement can expose capacity limits, production-slot rules, stock locations, transport restrictions and viable alternatives while the team can still change design or sequence. UK government collaborative procurement guidance, discussing the Construction Playbook, describes early supply chain involvement as “key to reducing end-to-end programme timescales, identifying opportunity and mitigating risk early and accessing the industry experts’ knowledge and experience in all tiers of the supply chain early in the project or programme lifecycle.”

Use that involvement as a structured planning exercise rather than an informal promise. Ask each critical supplier or subcontractor:

  • Which approvals, deposits, drawings, testing or credit checks must occur first?
  • Can the order be split, shipped from another location, or produced to an approved alternative specification?
  • What delivery, storage, unloading and inspection arrangements are required?
  • Which other trades or suppliers must coordinate with the delivery?

Include these answers in design reviews, logistics planning and change-control decisions. ISO 22058:2022 describes procurement strategy and tactics for acquiring goods and services in public and private construction; the applicable procurement strategy and contract rules still determine how a particular project should implement that planning.

1. Confirm the facts

Identify the exact item, specification, quantity, reason for the change, original promised date, current committed date and the evidence supporting the update. Obtain the purchase order, order acknowledgement, production or allocation record and recent correspondence. Check whether the order was placed in time for the ordinary lead time stated when the programme was prepared. Distinguish a manufacturing or transport shortage from an order, payment, credit, design-release or fabrication issue.

2. Trace the schedule impact

Map the material to every activity that needs it. Determine whether the affected activity controls completion, how much float remains, whether inspections or commissioning are also affected, and what safe, productive work can proceed without the item. Update the schedule logic and record the assumptions used to calculate the forecast impact; do not rely on a narrative statement that the project is “a week late.”

3. Verify stock and alternative sources

Ask the original supplier about inventory, partial shipments, another production line, a different dispatch point and a revised transport mode. Seek quotations and delivery commitments from other sources, including available stock, but compare actual dates and confidence levels. An alternate source can be slower than the original order once approval, manufacturing, testing and transport are included. Caltrans guidance specifically emphasises proof of order dates and documented efforts to obtain material from alternate sources.

4. Review any substitution through the design process

A product that appears interchangeable may differ in dimensions, fire performance, energy performance, corrosion resistance, warranty, testing or regulatory approval. Send the proposed substitute to the responsible design professionals and follow the specifications, submittal requirements, authority approvals and project change-control procedure. Do not allow a field substitution merely because a salesperson says it is equivalent. Record who approved it, what evidence was reviewed and whether the change affects cost, sequence or maintenance obligations.

5. Build a recovery plan with all affected disciplines

Possible measures include resequencing unaffected work, allocating scarce stock to the activity that controls completion, accepting split deliveries, coordinating a different supplier and subcontractor date, or expediting transport or fabrication. Before committing, check labour availability, plant, access, safety, quality inspections, weather exposure, temporary works, storage capacity and the cost of working out of sequence. A recovery plan is a project decision, not a universal remedy: it may reduce delay while increasing direct cost or creating a later interface risk.

6. Preserve a contemporaneous record

Keep the order and acknowledgement, supplier notices, meeting minutes, delivery tickets, photographs of stock, requests for quotations, alternative-source enquiries, design reviews, approvals, schedule updates, cost records and mitigation decisions. Scottish Government guidance calls for evidence of delay and information about sources, stocks and supply-chain reliability. A clear chronology allows the team to test causation and responsibility rather than arguing from memory.

7. Check contractual steps immediately

Review the notice period, form of notice, substantiation requirements, schedule-update obligations, time-extension clauses, price-adjustment mechanisms, suspension rights, force-majeure wording and risk allocation. Send any required notice while the facts are still developing, using the contract’s specified method. Obtain advice from the project’s contract and legal professionals; a material shortage does not automatically establish entitlement.

Compare recovery options on the same decision criteria

When more than one response is possible, use a written comparison so that the fastest-sounding option is not selected without considering technical or commercial consequences.

Criterion Questions to answer
Expected delivery and confidence What is the earliest realistic date for the original supplier, an alternate source, a partial shipment or an approved substitute? What evidence supports each date?
Schedule effect Does the option protect a controlling activity, consume float, release another trade, or create a new interface? Show the result in the current programme.
Technical and regulatory acceptability Does the item meet the specification, design intent, testing, code, warranty and authority requirements? Who must approve it?
Cost and contract effect What are the price difference, expediting, storage, testing, redesign, overtime and remobilisation costs? Which party bears each item under the contract?
Operational feasibility Are labour, plant, access, lifting, storage, safe sequencing and other trades available when the option requires them?

Alternate source or partial delivery

An alternate source may protect the programme if it has verified stock and a compliant product. A partial delivery can release a controlling zone while the balance follows, but it may increase handling, storage and inspection work. Confirm quantities, batch consistency and the effect on warranties before accepting either approach.

Expediting

Air freight, premium fabrication, overtime or dedicated transport can shorten a lead time, but only if the supplier confirms that production or allocation is the actual constraint. Price the measure against the value of the time saved and document whether the contract permits recovery.

Resequencing

Move crews to unaffected work only after checking that the alternative sequence is safe, buildable and productive. Resequencing can protect the completion date while increasing temporary protection, supervision, access or rework costs. Update predecessors and successors so the revised plan is understood by every trade.

Control cost and schedule while the issue is open

Assign one person to maintain the material-risk register and one accountable owner for each recovery action. Use a short review cadence for critical items and escalate a missed commitment on the same day rather than waiting for the next monthly report. Track committed, forecast and actual dates separately; collapsing them into one date hides deterioration.

Record costs against the material event: supplier price changes, freight, storage, testing, design time, overtime, idle resources, remobilisation and extended site overhead. Keep invoices and timesheets linked to the decision that caused the cost. This does not prove entitlement, but it prevents genuine costs from becoming impossible to quantify.

Communicate a single approved forecast to the owner, design team, subcontractors and affected authorities. Explain what has changed, which work is controlling, what decisions are required and the date by which a decision is needed. Avoid promising a recovery date until the supplier, design approver and site team have confirmed their parts of the plan.

Separate mitigation from contractual entitlement

Rerouting an order, accepting a substitute or resequencing work may be sensible mitigation even when the contract ultimately assigns the risk to the contractor. Conversely, a delay that appears outside the contractor’s control may qualify for time or money only if the governing contract, amendments, notice provisions and jurisdictional rules support it.

Caltrans material-shortage guidance and Scottish Government CPN 3/2021 describe context-specific evidence and mitigation practices; they are not universal contract rules. Irish Office of Government Procurement guidance on supply-chain delay cooperation is expressly limited to identified Irish public works contract forms and versions. Use those documents only where the project’s contract and jurisdiction match their scope.

Have the contract administrator or lawyer assess causation, concurrency, required notices, extensions of time, compensation, price adjustment and any duty to mitigate. Keep commercial discussions separate from technical approval: agreeing to investigate an alternate source is not the same as admitting responsibility or entitlement.

What historical price statistics can—and cannot—tell you

Material volatility explains why supplier dates and prices need current confirmation, but historical indices are not forecasts. A Scottish Government 2023 infrastructure progress report, citing BEIS monthly statistics, said the UK all-work material price index increased by 24.5% in March 2022 compared with March 2021. An Office of Government Procurement note dated 13 July 2022 reported that CSO building and construction materials wholesale indices showed 12-month increases above 60% for timber and reinforcing steel at that time. Those figures describe the cited periods and materials; they do not represent today’s market or every project. Base current decisions on current supplier quotations, allocation information and delivery evidence.

Common failure modes and corrections

  • Procurement is kept in a separate spreadsheet. Link each order and delivery milestone to schedule activities, predecessors and successors.
  • A supplier’s revised date is accepted without evidence. Request the reason, quantity affected, production status and written commitment.
  • The team waits for certainty before notifying the contract administrator. Give the contractually required notice while continuing to investigate; update the substantiation as facts develop.
  • A substitute is installed informally. Obtain design, compliance and client approvals through the specified change process before procurement or installation.
  • Everyone is moved to another task. Test labour, access, safety, quality and productivity before resequencing.
  • An alternate source is assumed to be faster. Compare complete, verified delivery paths, including approval, testing and transport.
  • Records are reconstructed at the end. Preserve orders, messages, minutes, schedule versions and cost evidence as the event occurs.
  • Historical market data is used as a current forecast. Obtain current quotations and lead-time commitments for the actual specification and location.

Practical late-material checklist

  1. List every long-lead and schedule-critical item with its approval, order, delivery and installation dates.
  2. Confirm supplier capacity, stock, production slots, logistics and alternatives before the baseline is approved.
  3. Run a live procurement review and escalate any slipped commitment immediately.
  4. When a delay is reported, verify the order history, reason, quantity, committed date and supporting documents.
  5. Trace the affected activities, controlling path, float and safe remaining work in the current schedule.
  6. Obtain alternate-source, partial-delivery and substitute information, then have the design team review compliance.
  7. Compare options for date confidence, schedule effect, technical acceptability, cost, contract risk and operational feasibility.
  8. Approve a coordinated recovery plan and record its safety, quality, storage, labour and cost consequences.
  9. Preserve the chronology, issue any required notices and obtain contract advice on time and money.

Bottom line

The most reliable protection against late materials is early, evidence-based coordination: schedule procurement with the work, involve the supply chain while choices remain open, verify every shortage, and make recovery decisions through design, site and contract controls. That discipline can reduce disruption and improve the project’s position, but the governing contract and applicable law decide whether any additional time or cost is recoverable.
