Start by identifying exactly which fixture is causing the problem, then document when and where the light reaches your property. Ask the site operator to verify the light’s purpose, re-aim or shield it, lower its output, and add scheduling or occupancy controls where safety permits. If the problem continues, use your local planning or code-enforcement process and, for a large or disputed installation, request an assessment by a qualified lighting professional.

What counts as industrial light pollution?

Industrial sites can affect nearby homes in three different ways. Light trespass is unwanted illumination crossing a property line into a bedroom, yard, window, or neighboring work area. Glare is excessive brightness or a direct view of a luminous source that makes it difficult to see comfortably. Sky glow is light scattered upward by poorly aimed or unshielded fixtures, creating a bright horizon or washed-out night sky.

The same installation can create all three effects. A high-output wall pack aimed toward a house may shine directly through a window (trespass), appear painfully bright from the street (glare), and send some of its beam above the horizon (sky glow). The remedy depends on the effect, the task the light is meant to support, the operating schedule, and the rules that apply at that location.

There is no single illuminance number that is appropriate for every factory, yard, loading bay, access road, or security application. CIE 150:2017 provides a framework for assessing obtrusive-light effects and includes remedial measures for existing installations; the relevant limits depend on the site, surrounding environment, lighting application, and jurisdiction.

First, identify the source and the affected area

Trace the light to a fixture or activity

Walk the affected boundary during the period when the problem is most noticeable. Look for fixed floodlights, wall-mounted fixtures, high-mast poles, illuminated signs, parking-lot luminaires, loading-area lighting, vehicle headlights, or temporary work lights. Note whether the source is constant, switches on with movement, brightens at certain hours, or appears only during deliveries or overnight operations.

Do not assume the brightest visible object is the source. Light can reflect from metal cladding, white roofs, storage tanks, snow, or paved surfaces. A fixture that appears dim from your property may still be producing a broad reflected glow, while a bright-looking lamp may be properly aimed and not responsible for the light entering your room.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Map where the impact occurs

Record the rooms, windows, balconies, gardens, driveways, or neighboring work areas that are affected. Mark the direction from which the light arrives and whether the problem is direct glare, a bright patch on the ground, general sky brightness, or changing light from vehicles and loading operations. A simple sketch or annotated photograph can help the operator find the relevant fixture.

Separate a lighting problem from a vehicle problem

Vehicle headlights, reversing lights, and rotating beacons may be governed by different operational requirements from fixed outdoor lighting. Log them separately. A request to shield a permanently mounted floodlight will be more effective when it is not mixed with an unrelated complaint about truck movements.

Document the problem so it can be acted on

Keep a factual light log

For at least several representative nights, record:

  • the date and local time the light turns on, changes level, or turns off;
  • the exact room or outdoor area affected;
  • whether curtains, blinds, or ordinary indoor lighting change the impact;
  • weather and surface conditions, such as fog, rain, snow, or wet pavement;
  • the apparent source and whether it is fixed, moving, or reflected;
  • whether the impact prevents sleep, interferes with visibility, or affects a specific task; and
  • any changes after the site alters its schedule, equipment, or operations.

Describe observable effects rather than assigning a legal conclusion. “A beam enters the second-floor bedroom from approximately 22:15 until 05:30” is more useful than “the site is violating the light-pollution law,” unless a local authority has already made that determination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use photographs carefully

Photographs can show the direction of a beam, the fixture’s relationship to your window, and the area being illuminated. Take them from the affected room and from the property boundary, and keep the date and time with each image. Camera exposure, automatic brightness, and phone processing can make a light look brighter or dimmer than it appears to the eye. A photograph is evidence of the condition, not a measurement of legal compliance.

When a measurement is justified

If the issue is technically disputed, ask whether a qualified lighting professional should perform a site assessment. Before agreeing to the work, confirm the scope: affected properties, measurement locations, operating conditions, relevant standards, equipment calibration, and the form of the final report. A professional assessment is most useful when it connects measured or modeled conditions to practical remedial actions.

Ask the operator for a targeted fix

Contact the facility manager, property operator, landlord, or security manager with a concise description and your log. Ask for an assessment rather than demanding that every light be extinguished. The operator needs to understand what task the fixture serves, when that task occurs, and what change would solve the problem without creating an unsafe work area.

DarkSky International and the Illuminating Engineering Society describe five principles for responsible outdoor lighting: make lighting useful, target it carefully, use the lowest level required, control when it operates, and consider warmer-colored light. DarkSky’s guidance states: “Use shielding and careful aiming to target the direction of the light beam so that it points downward and does not spill beyond where it is needed.” It also states: “Use the lowest light level required.”

A request that gives the operator options

You can ask the operator to:

  • confirm the purpose of the fixture and whether it is needed for the full period it operates;
  • re-aim the fixture downward or toward the task area;
  • add, repair, or extend a shield so the source is not visible from neighboring windows and the beam stays on the site;
  • reduce the lamp or LED output when the area is over-lit;
  • use a timer, dimming schedule, or occupancy control when the task and safety requirements allow it; and
  • consider a warmer light source during replacement, while preserving the visibility and color recognition required for the work.

Include the dates and locations from your log, a photograph or sketch showing the direction of the spill, and a preferred contact method. Ask when the operator will inspect the installation and how you will be told about the result. Keep the tone factual; a specific request is easier to route to a facilities or electrical team than a general accusation.

Choose the mitigation that fits the actual problem

Different remedies act at different points in the lighting system. The table below compares the main approaches without assuming that one option is suitable for every industrial site.

Approach What it changes Best fit Important checks
Remove or switch off unnecessary lighting Eliminates the source during periods or in areas with no current need An empty yard, unused sign, or lighting left on after an operation ends Confirm security, emergency, inspection, and work requirements before switching it off
Re-aim an existing fixture Changes the beam direction while retaining the fixture Light aimed at a neighboring property, window, or the horizon Verify that the required task area remains illuminated and that adjustment is mechanically secure
Add or improve shielding Blocks high-angle and side spill and can hide the bright source from view Direct glare or trespass from a fixture that otherwise has adequate output Check shadows, heat management, access for maintenance, and the manufacturer’s installation requirements
Reduce output Lowers the amount of light while keeping the task illuminated Over-lighting where the area is visible but unnecessarily bright Set the level for the actual task, not a universal number; confirm visibility and camera or safety needs
Add schedules, dimming, or occupancy controls Limits duration or reduces the level when the site is inactive Intermittent work, low-traffic periods, or areas that need light only when occupied Account for patrols, alarms, response times, worker access, and nuisance triggering
Replace the fixture Can improve optical distribution, shielding, output, and controllability A failed, obsolete, poorly controlled, or fundamentally unsuitable luminaire Match the replacement to the application, mounting height, environment, controls, maintenance plan, and local requirements
Professional assessment Creates a documented technical evaluation and remedial plan Large sites, multiple sources, repeated complaints, or disagreement about the cause Define the affected area, operating conditions, methods, standards, deliverables, and follow-up

How to control an existing industrial installation

Start with a fixture inventory

Site operators should list every exterior luminaire and illuminated sign, its mounting height and location, the task it serves, its light output, its optical distribution, its operating hours, and its control method. Include fixtures that are rarely noticed during the day but operate all night. Mark which units are visible from neighboring properties and which send light toward the horizon.

Test necessity by operating period

For each fixture, ask what happens if it is off, dimmed, or motion-controlled during each part of the night. A loading bay may need full light during a delivery but not after the last vehicle leaves. A pedestrian route may need a lower level between patrols. A safety-critical area may require continuous illumination. The answer should come from the site’s risk assessment and operating procedures, not from a blanket rule to turn everything off.

Correct direction and spill before adding power

Re-aim fixtures so their useful beam falls on the work surface, roadway, or access route. Add shielding where the lamp or LED array is visible from adjacent properties or where high-angle light escapes. Inspect after dark from the neighboring side of the property line; a change that looks correct from below the pole can still send glare toward an upper-floor window.

Set the lowest useful level

Output should be high enough for the identified task and no higher. Lowering output can reduce glare and sky glow without eliminating useful illumination. Check the result during the busiest and quietest operating periods, because a level that is adequate for a clean, dry yard may not be adequate during rain, fog, dust, or a night shift that requires color recognition.

Program controls around real activity

Timers, dimming, and occupancy sensors are practical ways to reduce unnecessary operation. DarkSky recommends controls such as timers or motion detectors, and its policy calls for active controls on new installations to reduce illumination or switch it off based on time or occupancy. Controls must be configured around safety, security, worker access, alarm response, and the time needed for a fixture to reach its operating level. Test false triggers and dark periods before treating a control change as complete.

Consider color only after direction, level, and timing

Warmer-colored light can reduce short-wavelength content, but changing color does not correct a badly aimed or overpowered fixture. Treat color as one part of a complete design. Preserve the color rendering needed for inspection, vehicle movement, identification, and emergency work.

When replacing fixtures is the right move

A retrofit is more involved than fitting a shield or changing a schedule, but it can solve several problems at once when the existing luminaire has poor optics, no useful dimming interface, excessive output, or a mounting arrangement that cannot be corrected.

Compare a replacement by:

  • the intended application, such as a yard, loading dock, access road, or perimeter;
  • optical distribution and the ability to keep light on the task;
  • shielding and the visibility of the luminous surface from neighboring properties;
  • light output and available dimming or scheduling controls;
  • environmental ratings, mounting compatibility, maintenance access, and service life; and
  • certification or program status relevant to commercial and industrial luminaires.

DarkSky’s Approved Luminaires guidelines, version 3.1 updated in October 2025, include commercial luminaires for commercial and industrial properties. The program is a useful selection signal because it addresses upward-directed light, glare, over-lighting, and short-wavelength light. Approval does not replace correct application, installation, aiming, control settings, maintenance, or compliance with local requirements. Verify the current criteria and the status of the specific model before describing a product as approved.

A shielded commercial outdoor LED luminaire may be an appropriate category for a retrofit, but the fixture alone is not the solution. Mounting height, aiming, output, controls, surrounding surfaces, and the task all determine whether spill is actually reduced.

What to do when the operator does not respond

Follow up once with a defined request

Send a short follow-up that restates the affected location, the operating times, the requested inspection, and the date by which you would appreciate a response. Attach the log and the clearest photograph. Ask whether the site has a facilities, environmental, health-and-safety, or property contact who should handle the matter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the rules that apply where you live

Outdoor-lighting requirements vary by jurisdiction. Some places regulate fixture shielding, glare, operating hours, signs, building permits, or environmental impacts; others rely on general nuisance, planning, or property provisions. The applicable code and complaint route must be checked locally. Illuminating Engineering Society position statement PS-06-24, issued June 17, 2024, discusses legislation and ordinances but does not endorse or provide a universal ordinance prescription.

Look for the local planning department, building or electrical authority, code-enforcement office, environmental agency, or non-emergency municipal service that handles outdoor lighting. Ask which rule applies to an industrial site and what evidence the office needs. Do not assume that a curfew, maximum brightness, property-line limit, or private right to demand shielding exists unless the local authority confirms it.

Make a formal complaint factual and complete

Provide the site address, your address or affected location, dates and times, the type of impact, photographs, a description of attempts to contact the operator, and any immediate safety concern. State what outcome would solve the problem, such as shielding a fixture away from a bedroom or reducing operation after a stated period. Keep copies of everything you submit and record any inspection reference number.

When to hire a lighting professional

Professional help is sensible when a site has many fixtures, multiple neighboring properties, elevated poles, illuminated signs, complex controls, or a disagreement about whether the light reaches the boundary. It is also useful when a proposed fix could affect worker safety, vehicle movement, security coverage, or emergency operations.

CIE 150:2017, Guide on the Limitation of the Effects of Obtrusive Light from Outdoor Lighting Installations, provides guidance for assessing environmental impacts and recommended limits for relevant parameters, and includes remedial measures for existing lighting. Ask the consultant to explain which parts of the guidance apply, what conditions will be assessed, and how the recommendations will be implemented.

Questions to ask before commissioning an assessment

  • Will the assessment cover the homes or properties that are actually affected?
  • Will it examine fixed fixtures, signs, vehicle areas, reflections, and operating schedules?
  • What will be measured or modeled, and under what weather and operating conditions?
  • Which standards or local requirements will be used, and are they advisory or enforceable in this jurisdiction?
  • Will the report include specific aiming, shielding, output, control, or replacement options?
  • How will the consultant verify that a remedy preserves worker safety and the intended lighting task?

For an existing installation, a useful report should do more than label the site bright or dark. It should identify the source, explain the pathway to the affected property, distinguish trespass from glare or sky glow, and set out practical remedial steps with their operational trade-offs.

Troubleshooting common failed fixes

“We turned down one lamp, but the bedroom is still bright.”

Check for a second fixture, reflected light, an illuminated sign, or a vehicle route. Walk the boundary from several angles and compare the log before and after the change. A partial reduction may also reveal that the remaining source is aimed directly at the window.

“The shield made the yard too dark.”

The shield may be blocking useful light as well as spill. Re-aim the fixture, use a shield designed for the luminaire, or redistribute light among more suitable mounting points. Verify illumination at the actual work locations rather than judging the result from the property boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The motion sensor keeps the light on all night.”

Review sensitivity, detection range, hold time, and the direction in which the sensor points. Vehicle movement, wildlife, weather, or a road outside the site can trigger it. Pair occupancy control with a maximum run time or a lower overnight level when safety procedures permit.

“The new LED is still causing glare.”

LED technology does not automatically prevent obtrusive light. The array may be visible, the output may be excessive, or the optical distribution may not suit the mounting height. Recheck shielding, aiming, output, and control settings before assuming another technology is required.

“The operator says there is no legal limit.”

Ask the relevant local authority rather than relying on an informal statement. A jurisdiction may regulate the issue through a lighting ordinance, planning condition, sign rule, nuisance provision, permit, or another code. The absence of one specific outdoor-lighting limit does not establish that every installation is unrestricted, and the existence of a general rule does not guarantee that it applies to your site.

Practical checklists

Resident checklist

  • Identify the fixture, sign, or activity producing the light.
  • Log dates, times, affected rooms or outdoor areas, weather, and operating changes.
  • Take photographs that show direction and context; do not present camera exposure as a legal measurement.
  • Ask the operator to verify necessity, aiming, shielding, output, timing, and controls.
  • Keep copies of correspondence and note the response date.
  • Find the local planning or code-enforcement office and ask which rule and complaint route apply.
  • Request a qualified lighting assessment when the site is complex or the technical facts are disputed.

Site-operator checklist

  • Inventory exterior fixtures and illuminated signs, including mounting, output, optics, and schedules.
  • Define the task and safety requirement for each operating period.
  • Inspect from neighboring properties after dark for direct glare and spill.
  • Re-aim and shield before increasing output or adding more fixtures.
  • Set the lowest level that supports the actual task.
  • Use time, dimming, or occupancy controls where operations and safety allow.
  • Consider warmer-colored light as part of a complete design, not as a substitute for shielding.
  • For replacements, verify application, optics, controls, certification status, installation, and local compliance.
  • Document the change and check the result under normal and peak operating conditions.

How to judge whether the fix worked

Evaluate the same locations and operating periods that established the original complaint. Compare the bedroom, yard, boundary, and any affected work area before and after the change. Confirm that the light no longer enters the affected window or creates direct glare, while required tasks, security checks, vehicle movements, and emergency procedures still function.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the final fixture position, shield, output setting, control schedule, and date of implementation. If the problem is reduced but not eliminated, use the new observations to identify the remaining source instead of repeating the entire complaint from the beginning. A durable solution is one that controls useful light at the source and remains appropriate when the site’s operating pattern changes.
