The most effective flood protection combines immediate safety actions, routine maintenance, protected utilities, basement safeguards, and a site-specific retrofit plan. When flooding is imminent, people and pets come first; move belongings only when officials say it is safe. Permanent work—such as elevating utilities, improving drainage, installing a sump-and-alarm system, or elevating the structure—must match the building, expected flood depth, local code, permits, and your floodplain requirements.

This guidance is for U.S. homeowners and uses Federal Emergency Management Agency (FEMA) and National Flood Insurance Program (NFIP) terminology. A lower-risk map designation does not mean zero risk, and no measure guarantees a dry home.

Put personal safety ahead of property

Floodwater can hide moving debris, open manholes, electrical hazards, sewage, and unstable ground. Follow local emergency alerts and evacuation orders, and do not enter a flooded building or attempt electrical, pumping, or cleanup work unless authorities and qualified professionals say conditions are safe. Never drive or walk through moving water. Keep children, older adults, people with disabilities, and pets out of the area first.

Property protection is secondary to life safety. If a flood watch or warning is issued, use only the time and access that conditions safely allow to move belongings or shut down systems. If officials direct you to leave, evacuate rather than staying to defend the house.

Routine preparation that reduces avoidable damage

Understand the home’s exposure

Flood risk is shaped by more than a map line. FEMA and NFIP identify location, ground and finished-floor elevation, foundation type, building characteristics, and the placement of equipment as important factors. Check current FEMA flood maps and local alerts, ask your building department about the designated floodplain and base flood elevation, and learn the community’s evacuation routes and warning methods. A property-specific survey or elevation certificate can provide information needed for design and insurance assessment, but it is not a guarantee of a premium reduction.

Keep roof drainage working

Clear gutters, downspouts, roof drains, and nearby inlets so leaves and sediment do not block runoff. Make sure downspouts discharge where they will not erode the foundation or send water toward a basement. Inspect these systems before the wet season and after major storms. Use a ladder only in safe weather and with proper support; do not climb or perform exterior maintenance during lightning, high winds, or rising water.

Document belongings and protect records

Photograph or video valuable items, record model and serial numbers, and keep receipts when available. Store the inventory, deeds, identification, medical information, and insurance records in a safe, dry location. NFIP suggests a watertight safety-deposit box for original documents. Keep a digital copy that can be reached if the house is inaccessible.

Review flood insurance before a storm

Most standard homeowners policies do not cover flood damage. NFIP separates building coverage from contents coverage, so check whether both are appropriate for your house and possessions. Ask a licensed insurance professional about waiting periods, exclusions, deductibles, limits, and the definition of flood in your policy. Mitigation can change an insurer’s risk assessment, but neither eligibility for a discount nor a particular premium should be assumed.

What to do during a flood watch or warning

  1. Read official instructions. Confirm whether your address is under a watch, warning, evacuation order, or shelter instruction. Prepare to leave before roads become impassable.
  2. Move portable property if it is safe. Put electronics, documents, medications, furniture, and other valuables on the highest practical floor or another location above expected water. Do not carry heavy items on wet or unstable stairs.
  3. Protect openings only when conditions permit. Sandbags, sand or gravel for temporary levees, pumps, plastic sheeting, and lumber appear on NFIP lists of potentially eligible flood-avoidance expenses under current rules. Suitability, reimbursement limits, and eligibility depend on the policy and circumstances; confirm current terms with NFIP rather than treating payment as assured.
  4. Use utilities cautiously. Do not touch electrical equipment while standing in water. Only a qualified person following utility-company and emergency guidance should disconnect services.
  5. Leave when told. Take people, pets, essential medicines, identification, and insurance information. Do not delay evacuation to finish property work.

Permanent measures that lower water exposure

Elevate or relocate utilities

Electrical panels, branch wiring, outlets, heating and cooling equipment, water heaters, appliances, propane tanks, and other critical systems are often damaged before the main structure fails. Where feasible, place them above the expected flood level or move them to a higher floor or a less exposed part of the property. Anchor tanks and equipment so buoyancy and moving water cannot shift them. All alterations require review of electrical, fuel, mechanical, accessibility, and floodplain requirements; permits and inspections may be mandatory.

FEMA/NFIP’s Protecting Building Utility Systems from Flood Damage (2017) states: “Thus, elevating utility systems is often the only practical option for flood protection.” That advice does not prescribe one height for every house. A designer must account for the applicable flood elevation, freeboard rules, equipment clearances, service access, and the way utilities enter the building.

Install a sump pump, alarm, and backup

For a basement or below-grade area, maintain a working sump pump with a properly sized discharge line and a check valve where appropriate. Add a water alarm that alerts occupants when the pit or floor begins to rise; an alarm is an alerting device, not a barrier that stops water. NFIP also suggests a battery-operated backup pump for power outages. Test the primary pump, backup, float switch, alarm, and battery on a schedule, and keep the discharge from draining back toward the foundation.

These systems reduce the chance and duration of basement flooding but cannot overcome groundwater, sewer backup, blocked discharge, a dead battery, or a flood that exceeds system capacity. A professional can determine whether a second pump, generator connection, backflow protection, or other drainage work is appropriate.

Consider basement filling only as a major project

NFIP discusses filling a basement as a possible mitigation option in some circumstances. Filling changes the building’s loads, drainage, access, utilities, floor area, and future use; it is not a weekend repair. Before proceeding, obtain a structural evaluation, review floodplain and building regulations, address fuel and electrical systems, and understand how the change affects insurance, egress, and resale.

Elevate the entire home or move it

Raising a structure above expected flood levels can reduce the depth and duration of interior water, but feasibility depends on foundation type, soil, access, utilities, wind and seismic requirements, and the elevation standard adopted locally. The work normally requires licensed design, permits, temporary support, utility reconnection, and substantial construction planning.

Relocating the home to higher or less exposed ground may provide lower residual risk than protecting it in place, especially for utility systems, but land, zoning, access, financing, and environmental constraints can make relocation impractical. FEMA guidance treats both elevation and relocation as site-specific decisions, not universal recommendations.

Use flood openings only in suitable enclosures

Engineered flood openings in an enclosed crawlspace or other appropriate enclosure can let water enter and exit, reducing pressure differences on walls. Openings must be sized, located, and installed for the enclosure and the applicable flood requirements; utilities and finishes inside the area must also tolerate flood exposure. Vents are not a universal retrofit for living areas, basements, or every foundation. Have a qualified designer verify the enclosure, opening area, net open area, elevation, screens, and local approval.

Treat dry floodproofing as a specialized design

Sealing a residence against floodwater sounds simple but is technically difficult. FEMA’s utility guidance explains that complete watertightness is extremely hard to achieve and that NFIP rules place significant restrictions on residential dry floodproofing, particularly for new construction and substantial improvements. Walls, joints, doors, windows, penetrations, buoyancy, drainage, and structural loads all require engineering. Do not apply coatings, removable barriers, or sealants as a substitute for a code-compliant design review.

Match the measure to the problem

Measure Best timing What it addresses Key limitation or requirement
Move valuables to a high location Flood watch or warning Reduces loss of portable contents Only when access is safe; cannot protect people or fixed equipment
Clear gutters and downspouts Routine maintenance Improves ordinary roof and site drainage Does not stop river, coastal, or deep surface flooding
Sump pump, water alarm, battery backup Permanent basement preparation Limits seepage and alerts occupants to rising water Needs testing, power or battery, and suitable discharge; not a guarantee of a dry basement
Elevate or relocate utilities Permanent retrofit Reduces damage to electrical, mechanical, fuel, and appliance systems Requires design, permits, safe service access, and compliance with flood elevations
Home elevation Major structural project Reduces exposure of the whole building Feasibility and required height are site-specific
Relocation Major land and construction decision Can reduce residual risk by moving to less exposed ground Land, zoning, utilities, cost, and access may prevent it
Flood openings in an enclosure Designed construction or retrofit Reduces hydrostatic pressure differences Only for suitable enclosures and correctly engineered openings
Dry floodproofing Specialized design Attempts to keep water out of a structure Very difficult to make watertight and restricted for many residences

Mitigation reduces damage; insurance addresses covered loss

Physical improvements and insurance solve different parts of the problem. Mitigation can reduce the amount of water and the cost of repairs; flood insurance can help pay for covered building and contents losses after a qualifying event. One does not replace the other.

NFIP reports that 29% of its flood claims during 2014–2024 came from areas outside current high-risk flood areas. Its published average payment for all NFIP claims between 2020 and 2024 was $82,614. These figures describe NFIP claims, not every U.S. flood or every home. NFIP also states that 99% of U.S. counties experienced a flood event over the past 20 years; the cited page was accessed in 2026 and does not establish a more specific publication year.

Keep photographs, inventories, receipts, policy declarations, and mitigation records together. After a loss, follow the insurer’s notice and documentation requirements, avoid unsafe entry, and photograph damage before discarding materials when authorities and health guidance permit.

Plan the work with qualified local professionals

Before committing to a retrofit, ask a licensed contractor, engineer, architect, surveyor, or other qualified specialist to evaluate the structure and site. The right team depends on the measure: utility elevation may require electrical and mechanical professionals; home elevation needs structural and floodplain design; drainage and basement work may require geotechnical or waterproofing expertise.

  • Obtain the current flood zone, base flood elevation, finished-floor elevation, and any required freeboard from authoritative local or FEMA sources.
  • Ask the building official which permits, substantial-improvement rules, flood-resistant materials, and inspection stages apply.
  • Request a written scope that identifies expected flood depth, utility clearances, access for maintenance, anchoring, drainage, and emergency shutoffs.
  • Confirm how the project affects egress, accessibility, septic or sewer connections, fuel systems, and insurance documentation.
  • Keep permits, elevation certificates, invoices, photographs, and equipment specifications for future repairs, resale, and insurance questions.

Because flood conditions and regulations differ from one property to another, there is no universal retrofit package or reliable price estimate. A local review is the step that turns general measures into a safe, code-compliant plan.
