The most reliable way to reduce embodied carbon is to avoid unnecessary new material, use less of the material that remains, and compare functionally equivalent products with consistent whole-life data. Start the assessment during briefing and concept design, not after specifications are fixed. Retain or adapt existing structures where practical, design efficiently, then test durability, transport, maintenance and end-of-life assumptions before selecting a product.

There is no universally lowest-carbon construction material. The result depends on what the material must do, how much is required, its service life, where it is made and used, and which life-cycle stages are counted. A defensible decision therefore records the assessment boundary, performance requirements, data quality and uncertainty alongside the selected product.

What embodied carbon includes—and why the boundary matters

Embodied carbon is the greenhouse-gas emissions associated with a building’s materials and construction rather than the energy used to operate it. The U.S. Environmental Protection Agency describes production-stage embodied carbon as emissions from extraction, transport and manufacturing. A whole-life assessment can also include transport to site, construction activities, maintenance, repair, replacement and end-of-life.

RICS’ Whole life carbon assessment (WLCA) for the built environment, second edition, provides a consistent framework for assessing constructed assets. It covers embodied, operational and user carbon and took full effect on 1 July 2024 for RICS members completing WLCAs. A project may also have local policy, planning or client requirements, so record the governing method before comparing materials.

Set the assessment boundary

At briefing stage, define the asset or refurbishment scope, the life-cycle stages, the study period, the functional units and the treatment of biogenic carbon, reuse and future recycling. State whether the assessment includes foundations, temporary works, contractor activities, site transport, replacements and demolition. Two products cannot be ranked fairly if one declaration covers only manufacturing while the other includes delivery and end-of-life.

Define the function before the material

Write the performance requirement in measurable terms: structural capacity, fire rating, thermal or acoustic performance, moisture resistance, expected service life, finish, hygiene, maintenance access and relevant code approvals. A lighter or recycled product is not a lower-carbon choice if it needs more quantity, fails the required duty or must be replaced sooner.

1. Avoid new material before searching for a substitute

Retaining an existing building, structure or component is often the lowest-carbon route because it can avoid extraction, manufacturing and installation of replacement products. RICS describes retrofit or reuse, in whole or in part, as typically the lowest-carbon option. WorldGBC’s Whole Life Carbon Vision similarly emphasizes renovation, future adaptation and circularity. “Typically” is important: contamination, severe deterioration, seismic or fire constraints, poor adaptability and intensive strengthening can change the result.

Test retention and adaptation options

  1. Survey what exists. Verify structural capacity, condition, fire performance, moisture, hazardous materials, dimensions and service routes. An assumption that an element can be reused is not evidence that it can perform safely.
  2. Compare scenarios. Model retention with repair, partial replacement, deep retrofit, extension and full demolition/rebuild using the same life-cycle boundary and study period.
  3. Design for future change. Provide accessible services, regular grids, adaptable floor-to-floor heights and connections that permit future reconfiguration without discarding major components.
  4. Document what is actually retained. Quantify the structure, envelope, finishes and services kept in place; do not claim avoided carbon for elements that are removed or replaced.

Reuse components only when they are fit for purpose

Salvaged steel, timber, masonry, paving or fixtures can reduce demand for new production, but the project must establish grading, testing, dimensions, traceability, fire and moisture performance, warranties and installation requirements. Include cleaning, remanufacture, extra transport and storage in the comparison. A broad “reused” label does not prove a lower whole-life result.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

2. Reduce quantities through lean design

After deciding what must be built, reduce the amount of material needed to provide the required function. WorldGBC specifically recommends lean construction alongside low-carbon materials. Quantity reduction often has more influence than switching between products with similar manufacturing impacts.

Design and engineering checks

  • Use structural analysis to avoid conservative member sizes, unnecessary redundancy and over-thick slabs, walls or pads while retaining code safety factors.
  • Coordinate grids, spans, openings and service zones so that beams, penetrations and finishes do not require secondary framing or abortive work.
  • Standardize dimensions to match available sheet, panel, block or reinforcement sizes and reduce cutting waste.
  • Specify finishes only where they provide a defined durability, hygiene, fire, acoustic or visual function.
  • Use prefabrication or accurate digital setting-out where it reduces offcuts, rework and site damage; include factory energy and transport in the assessment.
  • Design connections for disassembly so future repairs or changes do not destroy otherwise usable components.

Record the quantity per functional unit—for example, kilograms of reinforcement per square metre of floor meeting the same capacity—not just the product’s emissions per kilogram. A product with a lower factor can produce more total carbon if the design uses substantially more of it.

3. Compare materials on an equivalent basis

For material still required, compare options that perform the same job. Use product-specific information where available, but check the declaration before treating a number as a ranking.

Comparison axis Questions to ask Why it changes the decision
Function Do the options meet the same capacity, code, fire, thermal, acoustic and finish requirements? A lower-impact product that cannot meet the brief is not an equivalent option.
Quantity How much of each product is needed for the same performance? Design efficiency can outweigh a difference in emissions per unit.
Life-cycle scope Do both figures cover the same modules, transport, construction, maintenance, replacement and end-of-life? Different boundaries can make identical products appear different.
Declared unit Are values reported per kilogram, cubic metre, square metre or functional assembly? Convert consistently and include density, thickness and ancillary materials.
Data quality Is the figure manufacturer-specific, sector-average or generic, and is the declaration current? Specific data can better represent a product, while generic data may carry greater uncertainty.
Durability What service life, maintenance interval and replacement frequency are assumed? A lower upfront value can be lost through earlier replacement.
Supply Can the approved product be obtained with acceptable lead time, transport distance and quality control? Transport, substitutions and delays can alter both carbon and project risk.
End of life Is reuse, recycling or recovery technically and contractually realistic? Potential future benefits should not be counted without a credible pathway.
Cost and delivery What are capital cost, installation effort, maintenance cost and programme effects? Carbon decisions must remain buildable and financially deliverable; cost is not a substitute for carbon evidence.

4. Use EPDs and other environmental data correctly

An Environmental Product Declaration (EPD) is a structured disclosure of a product’s life-cycle impacts under a stated product category rule and declared unit. The EPA identifies EPD resources and measurement tools as ways to support construction-material decisions. An EPD is evidence about the declared product and boundary; it is not a blanket certificate that the product is low carbon.

Check every declaration

  • Product identity: confirm the exact manufacturer, plant, formulation, strength or grade and any recycled-content assumption.
  • Declared or functional unit: convert all candidates to the same installed function, including density, thickness, reinforcement, fixings and wastage.
  • Modules and boundary: check production, transport, construction, use, replacement, demolition and end-of-life stages included in the comparison.
  • Geography and dates: verify manufacturing location, electricity mix, transport assumptions, validity period and publication date.
  • Verification and rules: check the program operator, independent verification and applicable product category rule.
  • Scenario assumptions: inspect service life, maintenance cycles, recycling rates, landfill or recovery routes and any benefits beyond the system boundary.

RICS distinguishes manufacturer-specific, sector-average and generic data. If no product-specific declaration exists, use sector-average or generic data transparently, apply it consistently and show the uncertainty. Do not combine a manufacturer-specific factory figure with a generic end-of-life credit and present the result as a precise project total.

5. Account for durability and the rest of the asset life

RICS cautions that a product’s lifetime carbon footprint can depend on durability as well as material type. Assess repairability, cleaning, recoating, replacement access and expected failure modes. Include replacement quantities and disposal of removed components. A material with slightly higher production emissions may have a lower whole-life result if it lasts materially longer in the project’s exposure conditions.

Test common trade-offs

  • Recycled content: verify the claimed content, allocation method, supply reliability and whether the recycled feedstock is available for the actual project.
  • Local sourcing: shorter delivery can help, but manufacturing energy and quantity usually matter more than distance alone; use actual route and mode assumptions where transport is material.
  • Bio-based materials: establish sourcing, moisture and fire performance, service life, biogenic-carbon accounting and end-of-life treatment under the chosen method.
  • Lightweight systems: include additional layers, connectors, fire protection, acoustic build-ups and replacement cycles needed to achieve the same performance.
  • Design life: align the assumed study period and replacement schedule with the client’s brief and maintenance plan rather than selecting a convenient default.

6. A practical workflow from concept to contract

  1. Set the brief and method. Name the asset boundary, study period, life-cycle stages, functional requirements, local rules and reporting format. Use the applicable RICS WLCA approach or another client-approved whole-life methodology.
  2. Establish a baseline. Quantify the current concept by element and material, state data sources and identify high-quantity or high-impact items. Treat early quantities as provisional.
  3. Run the avoid-and-reduce workshop. Test retention, refurbishment, adaptation, component reuse, structural optimization, standardization and finish reductions before product substitution.
  4. Create an equivalent-options schedule. For each remaining element, list two or more technically compliant options, quantities, declared units, service life, supply assumptions and data quality.
  5. Normalize the evidence. Convert declarations to the same functional unit and boundary. Separate measured or declared values from assumptions and generic factors.
  6. Model whole-life scenarios. Include transport, construction, maintenance, replacement and end-of-life where relevant. Run sensitivities for uncertain service life, quantities, electricity mix and recovery rates.
  7. Review with the design team. Have structural, architectural, services, fire, cost, procurement and construction leads confirm that the lower-carbon option is safe, code-compliant, buildable and available.
  8. Freeze requirements, not brands. Put performance, documentation, boundary, acceptance criteria and substitution rules in the specification so an unverified alternative cannot quietly change the result.
  9. Verify submittals. Check the delivered product, declaration, batch or plant information, quantities and installation records. Update the assessment when substitutions or quantities change.
  10. Report the result and uncertainty. Show the selected option, rejected alternatives, assumptions, sensitivity range, data gaps and actions required during construction and operation.

7. Put carbon requirements into procurement

Procurement documents should ask for evidence in a form the project team can evaluate, rather than relying on marketing terms such as “green,” “eco,” “carbon neutral” or “recycled.” Require bidders to submit:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the exact product, manufacturing plant, grade and intended application;
  • a valid, independently verified EPD or a clearly identified sector-average or generic source;
  • declared unit, product category rule, life-cycle modules, geography and publication or expiry date;
  • quantity, wastage, ancillary products and installation assumptions used in the calculation;
  • service-life, maintenance, replacement and end-of-life scenarios;
  • transport mode and distance assumptions where transport is included;
  • evidence of technical approval, fire and structural performance, warranties and supply capacity;
  • a substitution procedure requiring approval before any change in product, plant, formulation or quantity.

State how submissions will be normalized, who will approve them and whether the assessment uses a conservative value when data are missing. Do not claim a project-specific carbon saving until the selected product, quantities and declarations have been verified.

8. Pitfalls that produce misleading “low-carbon” choices

Choosing by material reputation

Steel, concrete, timber, masonry and composites each contain many products and applications. Comparing material labels instead of equivalent assemblies ignores quantity, strength, durability and boundary. Fix this by comparing the installed function and whole-life result.

Comparing incompatible EPDs

Different declared units, product category rules, modules or electricity mixes can dominate the apparent difference. Normalize the data or report that the comparison is inconclusive.

Counting theoretical end-of-life credits

Future recycling or reuse depends on dismantling, contamination, markets and infrastructure. Count only the scenario allowed by the chosen method and supported by a credible route; otherwise show it as an uncertainty or sensitivity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring construction waste and rework

Damage, inaccurate cutting, failed tests and late substitutions add material and transport. Coordinate design, protect stored products, set waste targets and record actual quantities for the final assessment.

Optimizing upfront carbon while increasing replacements

A lower production-stage figure can be outweighed by short service life, difficult maintenance or inaccessible components. Include the replacement schedule and the carbon of removing and installing the replacement.

Treating a generic factor as a precise result

Generic and sector-average data are useful for early options but may not represent a particular plant or supply chain. Label them clearly, use sensitivity analysis and replace them with verified product data as procurement advances.

9. How to communicate a defensible decision

Report carbon by building element and life-cycle stage, not only as one headline number. Explain what was retained, what was avoided, how quantities changed, which products were compared, and why the chosen option meets the functional brief. Show data provenance, declaration dates, geographic assumptions, service-life assumptions and material substitutions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

RICS reports that more than 1,300 public-consultation comments informed its second-edition WLCA update. That figure describes the development process, not a carbon saving or a material ranking. Similarly, Martha Dillon, sustainability consultant at Buro Happold, said, “Lowering embodied carbon is absolutely critical to net zero,” a useful statement of importance rather than a quantified claim.

No project-independent percentage saving can be assigned to a particular material choice from the available evidence. The credible result is the one calculated for this design, these quantities, this supply chain and this life-cycle boundary, with uncertainty stated openly.
