The most reliable way to prevent delay is to test supply before the specification is locked. Identify schedule-sensitive materials at project initiation, engage suppliers early, verify quantity and quality for the required location and delivery window, and pre-approve technically acceptable alternatives. Keep those checks active as the design changes. Environmental credentials alone do not prove that a product can be delivered or installed on your project.
Why sustainable-material shortages become schedule problems
A low-carbon, circular, natural or reclaimed product can be excellent environmentally and still be unusable for a particular programme. The project may need a specific performance class, quantity, source location, delivery sequence or installation method that the market cannot provide in time. A product may also have an environmental product declaration (EPD) while no stock is available locally, or have good availability without the carbon evidence required by the client or governing standard.

Delay risk rises when sustainability is treated as a late procurement preference rather than an initiation decision. The project team then discovers supply constraints after drawings, specifications, approvals and subcontract packages have been issued. Changing the material at that point can trigger redesign, client approval, regulatory review, re-pricing, testing and resequencing.

There is no reliable universal number of days saved by early engagement. Lead times depend on the material, project geography, order size, quality requirements, transport and supplier commitments. Use supplier-specific evidence and the project programme rather than generic industry averages.

Start with a schedule-sensitive materials register
During project initiation, list every material whose availability could affect a critical activity. Include conventional products as well as sustainable options; a familiar material can also become a risk when a particular performance grade or quantity is required.
- Material and intended use: identify the component, specification section and activity that depends on it.
- Performance: record structural, fire, moisture, acoustic, thermal, durability and compatibility requirements.
- Quantity and quality: state the calculated quantity, acceptable tolerances, grade, dimensions, finish and test requirements.
- Location: define the delivery site, source region and any restrictions on transport, storage or handling.
- Programme: show the procurement decision date, approval milestone, required-on-site date and installation sequence.
- Evidence: note the EPD, life-cycle assessment (LCA), chain-of-custody, recycled-content or other documentation the contract requires.
- Fallback: identify who can approve an alternative and what technical and carbon checks that decision requires.
Bring sustainability targets into the same initiation discussion as time, cost and quality. A target that cannot be reconciled with the programme, budget or performance criteria is not a procurement strategy. Record the trade-off explicitly so the team can make a controlled decision rather than an emergency substitution.
Test the market before narrowing the specification
Use early market engagement
Before committing to a narrow product description, speak with manufacturers, distributors, specialist contractors and relevant trade bodies. Ask what can actually be supplied for the project’s location, quantity, quality and date. Early market dialogue is not a promise to award work; it is a way to write a specification that the market can meet.

Scottish Government project-initiation guidance recommends early supply-chain viability testing to consider lower-embodied-carbon products, circular products and natural materials. Scottish Procurement guidance similarly recommends allowing time for early market dialogue and a market-intelligence exercise before procurement. These are jurisdiction-specific examples of a general planning principle, not a universal legal requirement.
Ask operational questions, not only environmental questions
- Which supplier will contractually provide the material, and from which facility or source?
- Is the stated quantity available for this project, or is it only an indicative catalogue volume?
- What quality records, testing and batch consistency can be provided?
- What is the earliest realistic delivery window after design approval and order placement?
- What production slots, minimum order quantities, deposits or storage conditions apply?
- Can the supplier maintain supply if the design changes or the programme moves?
- Which EPD or LCA covers the actual product, manufacturing location and declared unit?
- What transport, processing or refurbishment is included in the carbon information?
Request written answers and retain dated quotations, capacity statements and technical data. A conversation that is not recorded can be difficult to rely on when the programme is under pressure.
Reclaimed materials need a local availability check
Reclaimed brick, stone, timber, fixtures and other salvaged products vary in size, condition, provenance and quantity. Scottish Procurement recommends contacting dealers, salvage experts or the strip-out contractor early to establish whether enough material of the required quality exists. The same check should identify cleaning, grading, testing, storage and transport requirements. Local stock can change quickly, so treat a dealer’s statement as time-bound evidence and agree when it will be reconfirmed.

Write an approval-ready alternative route
Define the non-negotiable criteria
For each high-risk material, separate essential performance requirements from preferences. Essential criteria might include a fire rating, compressive strength, moisture content, dimensional tolerance, compatibility with adjacent products or a warranty condition. Preferences might include a particular finish, local source or higher recycled content. This distinction gives the team room to change products without weakening safety or compliance.

Set the evidence and decision owner in advance
State what an alternative supplier must submit: technical datasheets, test reports, samples, declarations, EPD or verified LCA, installation instructions, maintenance information and warranty terms. Name the person or body that can accept the substitution, such as the designer, engineer, client representative or building-control authority. Include review durations in the programme.
Allow flexibility where reclaimed stock varies
A reclaimed-material specification that demands one exact dimension, colour or surface can eliminate viable stock. Scottish guidance advises enough flexibility to reflect variations in reclaimed materials. Flexibility must still be bounded: define acceptable ranges, repair methods, testing and visual approval so that a substitute is not accepted merely because it is available.
Do not call a product a substitute until two tests pass
- Technical acceptance: the design team confirms performance, compatibility, compliance, installation and warranty requirements.
- Supply confirmation: a supplier confirms the required quantity, quality, source and delivery window for this project.
An alternative that passes only one test is a candidate, not an approved substitute. Keep the original and fallback options visible until both tests are complete.
Match carbon evidence to the project’s rules
EPD and LCA evidence in Canada
Projects governed by the Treasury Board of Canada Secretariat’s Standard on Embodied Carbon in Construction must follow that standard’s definitions, scope and material-specific provisions. The standard was last amended on 20 March 2025, with specified additional requirements taking effect on 1 September 2025. Covered disclosures are required before project completion.
For structural-material disclosures, the standard uses EPDs that meet its requirements. Where an EPD is not readily available, a verified LCA report complying with the cited standards can be accepted as an equivalent disclosure form. The amended standard also contains material-specific rules and limited exceptions connected to availability or performance. Confirm that the project is covered and check the current text before relying on an exception; these provisions are not an international rule.

EPD availability is not product availability
An EPD describes environmental impacts for a defined product, facility, declared unit and life-cycle scope. It does not reserve production capacity, prove that a distributor has stock or guarantee delivery to your site. Record the EPD review and the physical supply check as separate actions with separate owners.
Support for teams preparing disclosures
The U.S. Environmental Protection Agency describes advisory services for organisations developing or using EPDs, including data collection and incorporating EPD information into procurement. Such assistance can reduce a documentation bottleneck, but it does not establish that a particular material is available, technically suitable or deliverable for a project.
Other jurisdictions require their own checks
Government of Ireland guidance for covered public projects says low-carbon methods and cement should be specified as far as practicable and calls for a suitable embodied-carbon methodology. Apply that advice only where the project falls within the relevant Irish requirements. ISO 22058:2022 provides guidance on market engagement and procurement strategies across construction contexts; it does not replace local procurement law, contract conditions or carbon-disclosure rules.
Compare viable options with one decision record
When two or more options pass the initial screen, use the same evidence for each. A simple comparison record prevents a low price or attractive carbon figure from hiding a programme risk.
| Decision factor | Evidence to record | Decision question |
|---|---|---|
| Availability | Supplier, source location, confirmed quantity, quality and delivery window | Can the required material reach the site when the installation sequence needs it? |
| Technical fit | Performance data, compatibility review, samples, tests and approval status | Does it meet the design and compliance requirements without unplanned redesign? |
| Carbon evidence | EPD or verified LCA, scope, declared unit, data resolution and applicability | Does the evidence satisfy the project’s governing rules and client target? |
| Schedule exposure | Procurement milestone, production slot, transport plan and consequence of late delivery | What activity moves if supply slips, and is there a workable resequencing plan? |
| Cost and quality | Purchase, testing, transport, storage, installation and quality-control impacts | What time, cost or quality effect does the sustainable choice create? |
| Circularity and sourcing | Reclaimed content, local quantity and quality, processing and transport impacts | Does the option’s wider life-cycle benefit remain credible after preparation and delivery? |
Use the project schedule and written supplier commitments for schedule exposure. The available official guidance does not provide generic lead-time benchmarks or a guaranteed number of days saved.
Keep the procurement plan live during design development
Design development can invalidate an earlier supply assumption. Recheck material viability after a significant change to the brief, specification, dimensions, performance class, quantities, site sequence or construction method. Scottish Government guidance calls for continued stakeholder engagement and sustainability assessment through development.

Maintain a decision log with:
- the design revision and date;
- the supplier and source contacted;
- quantity, quality and delivery information received;
- carbon documents reviewed;
- alternatives considered and their technical findings;
- the approving person and date;
- the reason for any change; and
- the programme and cost consequences.
Set review points at concept completion, developed design, pre-tender, contract award and before placing the final order. Add an immediate review when a supplier reports a capacity change or when the programme moves a critical installation date.
Build schedule protection into procurement and contracts
Align order dates with approvals
Do not set a required-on-site date without allowing time for technical submittals, samples, carbon-document review, client approval, manufacture, transport and inspection. If a material is made to order, identify the latest approval date that preserves the production slot.
Define what happens when supply changes
Procurement documents should state notification duties, evidence for proposed substitutions, approval times, storage responsibilities and the effect of late information. A supplier’s notice that a product is unavailable should trigger a defined review, not an informal replacement.
Protect quality during storage and delivery
Natural and reclaimed materials may need dry storage, segregation, protection from contamination or additional inspection. Include those requirements in the logistics plan. A delivery that arrives on time but fails inspection can create the same delay as a late delivery.
Coordinate sustainability and commercial decisions
Evaluate whole-life carbon goals alongside price, programme and quality before award. If the lowest-carbon option requires extra processing, longer transport or specialist installation, record those effects and decide whether the target, sequence or specification needs adjustment. Do not wait until a shortage forces the issue.

Scenario: no supplier can confirm the required quantity
Freeze the affected procurement decision, confirm whether the quantity can be reduced through redesign without compromising performance, and contact additional local and regional sources. For reclaimed products, ask whether a mixed batch can meet the defined acceptance range. If not, move to the pre-planned alternative route and begin technical review immediately.

Scenario: the product is available, but its carbon document is missing
Ask the manufacturer for the applicable EPD or for the information needed for a verified LCA where the governing rule permits that route. Confirm declared unit, facility, validity and scope. Do not claim compliance from a generic product brochure or an EPD for a different manufacturing site.
Scenario: the alternative meets performance but changes the programme
Compare the new delivery date with the installation sequence, temporary works, labour availability and follow-on trades. Consider resequencing unaffected work while the approval proceeds. Document the time, cost and quality effects and obtain the required client and designer approval before ordering.
Scenario: a design change increases quantity or changes the grade
Return to the materials register and repeat the supplier confirmation. A previous assurance covers only the earlier quantity, quality and date unless the supplier confirms otherwise.

Assign one accountable owner for each risk rather than treating supply as everyone’s concern and no one’s task.
- Client or sponsor: approves sustainability targets, acceptable trade-offs and decision deadlines.
- Designer and engineer: define essential performance criteria and assess technical alternatives.
- Quantity surveyor or commercial lead: tests cost, allowances, escalation and substitution effects.
- Procurement lead: conducts market engagement, obtains commitments and tracks order milestones.
- Sustainability specialist: checks EPD/LCA scope, carbon methodology and target alignment.
- Main contractor and logistics team: confirms storage, sequencing, inspection and delivery capacity.
- Document controller: maintains the decision log and evidence register.
Before releasing a high-risk package, confirm that:
- the required quantity, quality, source and delivery window are written down;
- the supplier has confirmed capacity for this project, not merely advertised a product;
- technical and carbon evidence has been reviewed by the right people;
- at least one acceptable alternative has an approval route;
- the programme includes review, manufacture, transport and inspection time;
- storage and handling requirements are funded and scheduled; and
- a design-change trigger will reopen the supply and carbon checks.
The central principle
Sustainable procurement reduces delay risk when it is managed as an evidence-based supply decision. Start before the specification is fixed, test the local market, distinguish environmental documentation from physical availability, define alternatives with clear approval criteria, and revisit every assumption when the design changes. This approach cannot eliminate shortages, but it gives the team time to make a controlled technical and commercial choice instead of discovering the problem on the critical path.
