Start with the project notice, not a guess about the schedule. Save it, identify the project manager, work limits, phases, hours, parking restrictions and update channel, then make a household plan for vehicles, walking routes, deliveries, waste collection and any medical or mobility needs. Move cars and personal items before the posted restriction begins, keep everyone and every pet outside the work zone, and confirm access changes with the local project contact.
Street projects differ by city and phase. You may face noise, vibration, dust, traffic delays, equipment staging, parking changes or a utility interruption, while another project affects only through traffic. The notice and its contact person are the authority for your block.

Read the project notice as an operating plan
A construction notice is more useful when you extract the details that affect your daily routine. Keep a paper copy and a digital photo where everyone in the household can find them.
Mark the work limits and phases
Note which side of the street, intersections, sidewalks, driveways and public right-of-way are included. A project can move through excavation, utility work, drainage, concrete, paving and striping in separate phases. A quiet period does not necessarily mean the job is finished; crews may pause between phases and return later.

Record hours, parking rules and updates
Write down the stated work hours and the channel for changes, such as a project webpage, email, text alert or telephone line. Hours are local examples, not a universal rule: Portland Environmental Services describes general construction hours of 7 a.m. to 6 p.m. on weekdays, with some Saturday work possible. Raleigh stormwater guidance lists 7 a.m. to 5 p.m. weekdays as standard and says later or weekend work can occur. Your notice may set different hours or exceptions.
Find the human contact
Identify the project manager or office that handles access questions. Ask before work starts about driveway and pedestrian access, alternate parking, deliveries, waste-bin placement, transit changes and planned water or utility interruptions. Seattle guidance specifically asks residents with accessibility or other access needs to tell the project manager.

Plan access, parking and transportation before the first closure
Move vehicles from the affected area
Move a car before the posted no-parking period and before a driveway is blocked. Seattle tells residents to place a vehicle outside the construction area when a street or driveway will be closed. Raleigh’s street-resurfacing guidance says its no-parking signs are placed at least 24 hours before resurfacing; that notice period applies to Raleigh’s resurfacing operations, not to every municipality or type of work.
Do not rely on seeing a crew arrive before moving a car. A truck, asphalt delivery or concrete pour can require the space earlier than the most visible activity. If you have more than one vehicle, decide in advance which one must remain closest to the home and where the others will go.
Ask for an alternative when normal parking will not work
Ask the project contact whether temporary parking, permits, a nearby lot, a staging-free side of the block or a timed access window is available. Get the arrangement in writing or through the stated update channel. Do not assume an open-looking space is approved parking; signs and flagger directions control on the day.

Make a mobility and medical plan
Tell the project office before the affected phase if anyone uses a wheelchair, walker, oxygen equipment, home health visits or regular medical transport. Explain the minimum clear route and vehicle proximity needed. Toledo provides a local contact route for residents with medical or mobility limitations; other cities may use a different process. Confirm how a caregiver, ambulance, paratransit vehicle or accessible taxi will reach the property if the usual route closes.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Keep deliveries and waste service moving
Contact the project manager and each service provider about a safe drop-off point, delivery window and bin location. A temporary arrangement may require placing bins at an approved corner or moving them only when a flagger says it is safe. Tell couriers where to stop rather than asking them to enter an active work zone.
Plan a walking route
Identify a route that remains open and has a usable surface for children, older adults and mobility devices. Check it again each day because a sidewalk or crossing can change as crews advance. If no safe route is available, ask the project contact for the approved detour instead of stepping around barricades.
Clear the public right-of-way and protect items that remain
Remove belongings when instructed
Take planters, furniture, decorations, hoses, toys and other personal items out of the work area when the notice asks. Items left in the public right-of-way can obstruct crews or be damaged by equipment. Store them on private property, not on another sidewalk or in a temporary travel lane.
Mark irrigation and other hidden features
Locate sprinkler heads, valve boxes and private lines near the curb or sidewalk. Mark sprinkler heads in the manner the local notice specifies. Toledo warns that an unmarked sprinkler system damaged during work may be the property owner’s responsibility under its project guidance. Marking does not authorize a crew to ignore a utility locate; it simply identifies a private feature that municipal plans may not show.

Document a specific property concern
If you are worried about a fence, retaining edge, mailbox, tree, paving, irrigation component or other nearby personal property, take dated photographs before work begins and keep the project notice. Ask the municipality how to report damage and what evidence it requires. Raleigh’s resurfacing guidance directs residents to its Risk Management Department for construction-related personal-property damage claims. Photographs support a report but do not guarantee compensation.

Do not alter public infrastructure yourself
Do not remove signs, cones, barricades or survey marks, and do not cut roots, move utility covers or fill an excavation. Report a problem to the project office or the emergency number listed in the notice.
Prepare for noise, dust, vibration and service interruptions
Adjust the household schedule
Expect some combination of equipment noise, vibration, dust, traffic delay, construction lighting and changing access. Move sleep, remote-work calls, lessons or outdoor activities away from the loudest stated hours when possible. Close windows during dusty operations and use the ventilation setting that your appliance manufacturer recommends; do not block required combustion or safety vents.
Protect vulnerable household members
Plan a quieter location for infants, people who work nights and anyone sensitive to vibration or dust. If a resident has a respiratory or other medical condition, ask their clinician about practical precautions rather than treating general construction guidance as medical advice. Keep medications, mobility equipment and emergency contact information accessible if a room or entry route changes.

Expect utilities to be affected only if the notice says so
Some projects include water, sewer, drainage, gas, power or communications work; others do not. Ask whether an interruption is planned, how much notice will be provided, where to get updates and what to do if a service changes unexpectedly. Fill containers or arrange another plan only when the utility or project office confirms an interruption; do not assume one from the presence of heavy equipment.
Keep children, pets and visitors out of the work zone
Set a clear boundary
Explain that cones, tape, fencing, excavations, stockpiled soil, tools, trucks and equipment are off-limits, including when crews have gone home. Equipment and materials may remain overnight. Use a private-yard barrier or indoor play area if the normal route passes close to the work.
Control pets and bikes
Keep dogs leashed and away from machinery, haul routes and open trenches; keep cats indoors while the work is active. Do not allow children to ride bikes, scooters or skateboards through a closed street. Arrange a different playground or walking route rather than crossing a barricade.

Use signs and flaggers exactly as directed
Follow posted signs, detours and flagger instructions even when the route appears clear. Never move a cone or barricade to make a shortcut. If you need to reach your home or business, wait for on-site staff to provide a safe passage; Seattle advises following staff if passage through a work zone is necessary. Do not approach a crew in an active area to ask a question. Call the project office or speak with staff only from a safe location.
Understand driveway access and concrete curing limits
Ask what “access maintained” means
A contractor may try to keep a driveway usable, but that does not promise continuous access for every vehicle or every phase. Clarify whether access will be open all day, limited to a window, available only from one direction or closed during excavation, concrete placement or paving. Confirm the point at which a vehicle must be moved and when it can return.
Plan for a complete temporary closure
Arrange parking, rides, deliveries and emergency access before a closure begins. Do not drive over fresh concrete, asphalt, trench plates or a newly restored surface unless the project representative explicitly says it is open. Ask where a caregiver or emergency vehicle should wait if the driveway is inaccessible.
Use local curing information, not a universal promise
Toledo’s project guidance says a driveway may be inaccessible for up to seven days after new concrete is poured. That is a Toledo example tied to its work and conditions, not a general estimate for every street project. The project notice or manager should give the applicable reopening time for your material, weather and phase.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Drive safely around the moving work zone
Choose the official detour
Follow the signed route and any flagger. Do not drive through an excavation, around a barricade or between parked construction vehicles. Seattle advises not driving through a construction site and following on-site staff when access through a work zone is unavoidable.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteExpect the layout to change
Lane shifts, temporary signals, one-way operation, truck entrances and pedestrian crossings can change during the day. Slow down, leave extra space, avoid phone use and assume a worker or machine may be hidden by dust, darkness or a parked truck. Give pedestrians and flaggers priority.

Do not treat an empty site as an open site
A crew may pause for weather, traffic, equipment trouble or a scheduled phase break while trenches, uneven surfaces or materials remain. The absence of workers does not remove the closure. Use the latest official update before changing your route.
Manage changing schedules and repeated notifications
Why dates move
Weather, traffic, inspections, material deliveries and equipment problems can delay or reorder work. A project may stop after one phase and restart later. Treat an estimated date as provisional unless the notice identifies a firm closure.
Check the current channel
Use the update method named in the notice rather than an old flyer, neighbor’s estimate or social-media comment. Recheck before moving a vehicle, scheduling a delivery or sending a child along a detour. Save messages that describe a promised access arrangement.
Report a problem with useful details
Give the project name or address, date and time, exact location, sign or barricade involved, and whether anyone faces an immediate safety or access risk. Send photographs only from a safe place. For an urgent hazard, use the emergency number supplied by the municipality; do not wait for a routine email response.
Compare what your local notice actually promises
Two projects on adjacent streets can offer different protections. Use this checklist to compare the notice with your household needs before work starts.
| Question | What to verify | Why it matters |
|---|---|---|
| What is physically affected? | Driveway, sidewalk, crossing, curb, parking lane, travel lane or only through traffic | Determines whether you need a new entrance, parking location or walking route |
| How much notice is promised? | Timing for no-parking signs, driveway closure and utility interruption | Shows when a vehicle or service must be moved; local rules differ |
| Is alternate access available? | Temporary driveway, pedestrian detour, parking permit, access window or nearby lot | Prevents assumptions about continuous entry |
| Are utilities or services involved? | Water, sewer, drainage, power, communications, deliveries and waste collection | Allows you to arrange supplies, appointments and bin placement |
| What are the work hours? | Weekday, Saturday, evening or emergency exceptions | Helps you plan sleep, work, school and pet care |
| Who provides updates? | Project manager, hotline, webpage, email or text alert | Lets you verify a changed date or route quickly |
| Who handles special needs? | Medical, mobility, caregiver, accessible transport or delivery contact | Creates an accommodation before the closure, not during it |
| How are property concerns reported? | Inspection contact, claim office, required photographs and deadline | Gives you a defined way to document a suspected loss |
A practical timeline for the household
As soon as the notice arrives
- Save the notice and enter the project contact and update channel in your phone.
- Mark the work limits, phases, stated hours, parking restrictions and possible utility interruptions.
- Ask about driveway, pedestrian, delivery, waste and emergency access.
- Tell the project manager about medical, mobility or accessibility requirements.
- Photograph nearby personal property if you have a specific concern and ask how reports are handled.
Before each posted phase
- Move vehicles from no-parking areas and from any driveway scheduled to close.
- Remove planters, decorations, hoses and other belongings from the public right-of-way when instructed.
- Mark sprinkler heads or other private features exactly as the local notice requests.
- Confirm the walking detour, delivery point, bin location and any promised access window.
- Tell visitors, caregivers and service providers about the temporary route.
Each day work is active
- Check the current update before leaving or sending a delivery.
- Keep children, pets, bikes and vehicles outside the barricaded area.
- Follow signs, detours and flaggers; never move traffic-control equipment.
- Use the project contact for questions instead of entering the work area.
- Recheck the route after weather, a phase change or an overnight equipment move.
Common mistakes and the safer alternative
- Waiting for a truck to arrive before moving a car: Move it by the notice deadline because staging and deliveries can begin before the main operation is visible.
- Assuming a driveway will stay open: Ask whether access is continuous, timed or fully closed for excavation and curing.
- Using a gap in a barricade: Treat every marked area as closed until staff or the official notice confirms a safe route.
- Leaving belongings at the curb: Remove them from the right-of-way and store them on private property.
- Relying on an old schedule: Check the current update channel because weather and equipment can change the sequence.
- Asking a crew member from inside the work area: Call the project office or speak from a safe location.
- Assuming photographs guarantee payment: Document carefully, then follow the municipality’s stated damage-reporting or claims process.
When to contact the project office immediately
Contact the listed project manager before the next phase if a promised route is unusable, a medical or mobility accommodation has not been arranged, a driveway closure conflicts with an essential appointment, a utility interruption was not communicated, or signs and barricades do not match the notice. Report an immediate danger, exposed excavation or collision risk through the emergency route provided by the municipality. Keep out of the work zone while making the report.
