How to Reduce a Home’s Electricity Use During Grid Stress

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Short answer: When your utility announces a demand-response event, follow its stated start and end times, reduce discretionary electricity use first, and move flexible tasks to a later or lower-demand period. Pause large loads such as EV charging when requested, postpone appliance cycles, and use thermostat or water-heater controls only if your enrolled program and equipment support them. Event schedules, participation rules, incentives, and approved devices are set by the local provider—not by a generic peak-hours rule.

This approach reflects the U.S. Department of Energy’s definition of demand response as a short-term, generally voluntary reduction in customer electricity use when reliability is threatened or wholesale prices are high (DOE Federal Energy Management Program). It can also mean shifting consumption to a later time rather than eliminating it.

What grid stress and demand response mean

Grid stress occurs when electricity demand is unusually high or the system needs customers to change when they consume power. A utility may send an alert asking households to reduce use for a defined event window. The Federal Energy Regulatory Commission describes demand response as changes from normal consumption in response to electricity prices or incentive payments intended to lower use when wholesale prices are high or reliability is jeopardized (FERC’s demand-response reports).

There are two basic responses:

  • Curtailment: use less electricity during the event, such as stopping a charging session or switching off unnecessary lights.
  • Load shifting: run the same task later, such as waiting to wash clothes or run a dishwasher until the event ends.

A time-of-use rate is not automatically the same as an event-based demand-response program. Time-of-use pricing publishes recurring periods with different prices. An event program sends a provider-specific request tied to reliability or market conditions. Some programs use day-ahead or real-time prices, while others use a direct notification and an incentive. Read the notice and program terms rather than assuming that a standard “peak” period is the event window.

Participation may be voluntary and may come with a bill credit, a lower rate, or another form of remuneration, but the amount, eligibility, notice period, and consequences of opting out differ by provider. Your utility’s current instructions control.

What to do when a utility alert arrives

Use this sequence as soon as you receive an alert. Keep the provider’s message open so you can verify the exact event window and any special instructions.

  1. Confirm the event details. Note the start time, end time, requested actions, whether participation is voluntary, and whether the utility will control an enrolled device automatically. Do not infer the timing from a general peak-hours schedule.
  2. Identify loads you can safely interrupt or postpone. Prioritize discretionary equipment that is running or scheduled to start during the event. Preserve electricity for medical equipment, necessary communications, refrigeration, security, and other essential needs.
  3. Follow any EV-charging instruction. If the program asks you to stop charging, pause the session and plan to charge after the event or during a lower-price period that still meets your travel needs.
  4. Move appliance cycles. Reschedule laundry, clothes drying, dishwashing, and similar flexible cycles until the event has ended. If an appliance is already running and the manufacturer allows interruption, use its pause or delay function rather than repeatedly disconnecting it.
  5. Remove small, unnecessary loads. Turn off lights in unoccupied rooms and disconnect equipment that is not needed and continues to draw power while idle. Leave safety-critical or difficult-to-reset equipment connected.
  6. Use HVAC controls only as directed. If your enrolled thermostat program specifies a temporary adjustment, follow that instruction while considering indoor temperature, weather, occupants’ health, and the HVAC system’s requirements. If no program instruction applies, do not make an unfamiliar control change simply because an alert arrived.
  7. Treat electric water heating carefully. A storage water heater may be able to shift operation, but use only the controls and schedule supported by your equipment or utility program. Do not disable safety controls or alter unfamiliar wiring.
  8. Restore normal operation after the stated end time. Check that paused charging and delayed appliances resume when intended. If the utility gives a separate restoration instruction, follow it instead of relying on a generic timer.

Which household loads are best candidates?

The best event actions are those that are large enough to matter, flexible enough to move, and safe to interrupt. The table distinguishes what to curtail, what to shift, and what requires program-specific handling.

Load or action Preferred response during an event Important qualification
EV charging Pause charging when the event request calls for it; resume after the event or in a suitable lower-price period. The cited utility example demonstrates this behavior, but eligibility and charger compatibility are provider-specific.
Clothes dryer and laundry Delay the cycle until the event ends. Make sure the delayed run still fits household needs and any rate period that follows.
Dishwasher Use a delay-start setting or wait to run it later. Do not leave a paused appliance in an unsafe state; use the manufacturer’s controls.
Lights in unused rooms Switch them off. This is a simple conservation step; its event impact is usually smaller than shifting a large flexible load.
Idle electronics Turn off or unplug equipment that is not needed and draws power while idle. Keep essential communications, security, medical, and refrigeration equipment operating.
Thermostat Apply only the temporary adjustment specified by an enrolled program. Settings, HVAC compatibility, comfort effects, and availability vary locally.
Electric storage water heater Allow an approved schedule or control strategy to shift heating. Use compatible controls and retain normal safety functions; not every water heater can participate.

Thermostats and HVAC controls

A thermostat can reduce event demand by allowing the utility or homeowner to make a temporary temperature adjustment. In a DOE Better Buildings Residential Network presentation dated April 25, 2024, Portland General Electric was described as adjusting participating thermostats by 1–3 degrees during events. That figure is an example of one utility’s program, not a universal setting or a requirement for every home.

Before changing a setpoint, check four things:

  • Whether the thermostat is actually enrolled in the provider’s event program.
  • Whether the HVAC system is compatible with the approved control method.
  • How long the adjustment will last and how the system will recover afterward.
  • Whether occupants, pets, infants, older adults, or people with medical conditions need a narrower comfort range.

If an automatic event is active, use the thermostat’s documented override or opt-out process rather than disconnecting the device. An override may affect participation or an incentive, so consult the program terms. If you are not enrolled, a smart thermostat by itself does not create demand-response participation.

EV charging and electric water-heater flexibility

Managed EV charging

Home charging is flexible because the vehicle often remains parked for hours. A utility can ask an enrolled charger or vehicle to stop during an event and restart later. The DOE presentation cited above demonstrates that operating pattern, but it does not establish that every charger, vehicle, or service territory qualifies.

When evaluating managed charging, verify the utility’s approved equipment list, the connection between the charger and the program, the event-notice method, and what happens after an event. Keep the vehicle’s departure time and required range in mind before accepting a delay. A manual pause is appropriate only when the program asks for it or when it fits your own rate plan; do not assume that any charging delay earns a credit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Storage water heating

Electric storage water heaters can provide flexibility because water can be heated before or after the highest-demand period. The DOE Building Energy Codes Program and Pacific Northwest National Laboratory technical brief describes manual, scheduled, load-up/shed, and grid-connected control strategies. It also notes that adequate flexibility depends on having sufficient storage capacity; there is no single capacity threshold that applies to every household.

Use the control mode supplied or approved by your utility and equipment manufacturer. Never bypass temperature limits, pressure relief equipment, or other safety controls. If you are replacing a water heater, ask the utility and installer whether the proposed model and controls are eligible before purchasing.

Manual actions versus automated demand response

Automation can make participation easier, but it does not remove the need to check program rules. Compare an option across the following practical dimensions.

Option How the change is triggered What to verify before relying on it
Manual event response You read the alert and switch off or defer selected loads. Event window, requested actions, opt-out terms, and any incentive.
Scheduled control A thermostat, charger, or appliance follows a schedule you set. Whether the schedule matches the provider’s event hours and whether it will restore normal operation afterward.
Utility-connected automation The provider sends an event signal to an enrolled device. Approved-device status, HVAC or charger compatibility, comfort limits, override method, and participation terms.
Time-of-use pricing You choose when to consume based on recurring prices. The published rate periods, prices, and whether shifting use changes your bill under your specific tariff.
Real-time or day-ahead pricing Prices or notices vary with market conditions and may be communicated ahead of time or close to the event. How prices are calculated, how much notice is provided, and what exposure remains if you cannot shift the load.

For any automated product, confirm four compatibility layers: the utility program, the device itself, the HVAC or charging system it controls, and the control behavior during and after an event. A device that can connect to an app is not necessarily approved for your demand-response program.

How to prepare before the next event

Confirm the local program

Contact your electricity provider or read its current residential demand-response page. Ask whether the program is available at your address, how enrollment works, how much notice events provide, which actions are requested, and how credits or rate discounts are calculated. The provider’s terms take precedence over general advice.

Check equipment eligibility before buying

Government guidance on smart homes advises households to check with their energy provider before purchasing equipment for energy-management participation (Australian Department of Climate Change, Energy, the Environment and Water). Although that guidance is Australian and its rollout rules do not establish U.S. policy, the compatibility principle applies broadly: ask the local provider for its current approved-device list.

For a thermostat, confirm HVAC compatibility and whether the utility can receive and act on event signals. For an EV charger, confirm that the charger, vehicle, and account can participate together. For a water heater, ask whether the provider supports manual, scheduled, or connected control for that equipment.

Make manual response easy

Keep the utility’s alert number, account login, event calendar, and device instructions accessible to everyone who may be home. Learn how to use delay-start functions on the washer, dryer, and dishwasher. Label any device that should not be switched off and make sure household members know which loads are essential.

Coordinate during construction or renovation

If a home is being remodeled, discuss demand-response goals with the contractor before equipment is ordered. Ask the installer to document the HVAC, water-heating, and charging equipment models and to verify utility compatibility before final installation. This avoids treating a general-purpose “smart” feature as proof of program eligibility.

Long-term efficiency is different from event response

Efficiency improvements reduce normal electricity use over time; they do not automatically enroll a household in demand response. The DOE Home Energy Checklist includes turning off unused lights, using a programmable thermostat, and setting a water heater to 120°F as general conservation guidance. The 120°F recommendation should be considered alongside the manufacturer’s instructions, local code, household needs, and scald-protection requirements; it is not a universal event instruction.

LED bulbs are a sensible efficiency choice, particularly in fixtures used for several hours each day, but changing bulbs does not provide the same type of flexible, schedulable load as delaying a large appliance cycle. A programmable thermostat can follow a schedule, while a smart thermostat becomes a demand-response product only when the utility accepts that device and it is compatible with the HVAC system.

Water heating is a significant annual energy category. A January 2025 DOE Building Energy Codes Program/PNNL brief, citing 2018 Energy Information Administration data, reports that water heating accounts for 19% of annual energy consumption in the U.S. residential building stock (technical brief). The same brief reports a potential 60–70% reduction in annual water-heating energy for heat-pump water heaters compared with electric-resistance models. Those are national, annual context figures—not a promise of savings for one house or one grid event.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshooting common event problems

The alert does not state when the event ends

Do not guess from a standard peak period. Check the original notification, the utility account portal, or the provider’s customer-service channel. Keep flexible loads paused only for the period the provider specifies.

An enrolled device does not respond

Verify that the account is still enrolled, the device appears on the provider’s approved list, and the event is active for your service address. Follow the program’s documented manual procedure if one is provided. Contact the utility before buying replacement hardware; a new device may not solve an enrollment or compatibility problem.

The house becomes uncomfortable

Use the program’s override or opt-out process, especially when temperature affects health or safety. A thermostat adjustment used by one utility cannot be treated as a safe setting for every building, climate, HVAC system, or occupant.

A load remains paused after the event

Check the appliance, charger, thermostat, or water-heater instructions for its normal recovery behavior. Restore the setting manually if the equipment permits it and doing so is safe, then report the behavior to the utility or installer so the control schedule can be checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The bill credit or rate result is unclear

Review the enrollment terms and the bill line associated with the program. Incentives, rate structures, event frequency, and eligibility are provider-specific, so a general demand-response explanation cannot predict a particular household’s savings.

What these actions can—and cannot—do

Reducing or shifting discretionary use during a requested window helps the utility manage demand and can support system reliability. It cannot guarantee that a blackout will be prevented, that every event will produce a bill credit, or that one household will see a measurable change on every bill.

The safest rule is simple: follow the local provider’s event instructions, cut or shift loads that are genuinely flexible, protect essential equipment and occupants, and verify compatibility before enrolling a thermostat, charger, or water-heating control.
