The latest U.S. industry survey shows why a single tactic is unlikely to be enough: openings remain widespread, many employers report qualification gaps, and early no-shows or quits continue to disrupt staffing.
Use the figures below as market signals, not guarantees for your company. Build your own baseline by trade, project type, location, and firm size, then test recruiting and retention changes against those local measures.

What the current construction hiring market is telling employers
The Associated General Contractors of America (AGC) and NCCER 2026 Workforce Survey, conducted in July and August 2026 with 1,830 individual respondents, found that 87% of respondents had openings for hourly craft positions and 82% had openings for salaried positions. Among firms with craft openings, 88% said those positions were as hard or harder to fill than the previous year. For salaried openings, 87% said the same.

In that survey, 42% of respondents said worker shortages had delayed projects, the most commonly reported cause of project delays, and 74% reported at least one significant project delay during the prior year. These are employer reports across an aggregated sample; they do not predict the experience of every contractor or establish that one hiring practice caused a particular outcome.

Readiness is a recurring constraint. Half of 2026 respondents said available candidates were not qualified because they lacked needed skills, certificates, or licenses. The 2025 AGC and NCCER analysis reported a similar concern from a prior respondent group: 57% said candidates lacked an essential skill or an appropriate credential. That earlier analysis also recorded 48% of firms citing new hires who failed to show or quit shortly after starting, and 41% citing missing credentials such as a driver’s license, work permit, or clean background check. Treat those percentages as survey responses, not universal prevalence.
Employers are already combining several responses. More than eight in ten 2026 respondents said they raised base pay for hourly craft and salaried workers at least as much as the year before. Thirty-six percent initiated or increased spending on training and professional development, 49% added or increased online recruiting, and 48% increased engagement with high schools, colleges, or career and technical education (CTE) institutions. In the 2025 analysis, 55% reported adding online strategies, 52% increased engagement with career-building programs, and 42% initiated or increased training and professional-development spending.
Those actions show what firms are trying, not a controlled comparison of which tactic improves retention. Your decisions should follow your local labor market and your own funnel and turnover data.

As Boyd Worsham, president and CEO of NCCER, put it in AGC’s September 3, 2026 release of the AGC and NCCER Workforce Survey: “From recruiting and training to retention and advancement, we must commit to investing in our people and making construction a first-choice career.”
Find the bottleneck before buying another recruiting service
Hiring problems that look identical on a dashboard can require very different fixes. A shortage of qualified applicants is not the same as a weak offer, a slow interview process, or an unreliable first day. Map the journey from approved requisition to a worker’s first 90 days and identify where candidates leave.
1. Demand and role design
Start with a rolling workforce plan tied to the project schedule. List the trade, level, crew assignment, start date, expected duration, shift, travel or lodging requirement, supervisor, and minimum safe-work capabilities for each opening. Separate requirements that are legally or contractually mandatory from preferences that can be taught. If every item is listed as “required,” capable applicants may self-select out and recruiters may screen out people who could become productive quickly.
2. Candidate reach
Measure how many qualified people see the job. A posting that attracts no applicants may have a channel, location, title, wage-transparency, or message problem. Compare traffic and qualified applications by source rather than judging a channel by total clicks. A small trade school cohort can be more useful than a large audience if the people reached can legally and practically perform the work.

- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
3. Qualification match
For each applicant, record which requirement is missing: craft skill, safety or technical certificate, driver’s license, work authorization, background-check eligibility, or schedule availability. This creates a training or credentialing decision instead of a vague “not qualified” rejection. It also reveals requirements that are rarely available in the local labor pool.
4. Hiring execution
Track days from application to first contact, interview completion, offer, acceptance, and start. Long gaps invite competing offers and make a contractor appear disorganized. Assign an owner for every handoff, including evenings or weekends when hourly applicants may be available.
5. Early employment
Record accepted offers, first-day attendance, first-week completion, 30-day status, and 90-day status. A candidate who accepts but never arrives needs a different intervention from a worker who leaves after discovering that travel, overtime, supervision, or pay differs from the posting.
Build a role specification candidates can trust
A credible job description is a recruiting tool and a retention control. Write it for the actual crew, not for a generic occupation.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- State the work: identify the structures, systems, materials, tools, drawings, and typical tasks.
- State the conditions: include shift, seasonality, weather exposure, travel, per diem or lodging arrangements, physical demands, and expected overtime patterns.
- Separate must-haves from learnable skills: identify credentials required on day one and skills that can be developed under supervision.
- Explain the first assignment: name the supervisor, crew or project, expected start date, and what a successful first month looks like.
- Show the progression: describe the next skill level, how competence is assessed, and which training or credentials support advancement.
Use the same requirements in the advertisement, interview scorecard, offer letter, and onboarding plan. Inconsistency between a promising posting and a harsher first-day reality is a preventable source of early turnover.
Choose recruiting channels for the role, not by habit
Most contractors need a portfolio of channels. The 2026 survey found increased use of both online recruiting and school or CTE engagement; neither should be treated as a universal winner.
| Channel | Best use | Execution choices | What to measure |
|---|---|---|---|
| Online and targeted digital recruiting | Reach active job seekers and experienced workers quickly, especially for urgent or geographically dispersed openings. | Use trade-specific titles, location and shift details, realistic pay information where permitted, mobile-friendly applications, retargeting to people who viewed a posting, and rapid response to applicants. | Qualified applications per source, contact rate, interview rate, cost per qualified applicant, offer acceptance, and 90-day retention. |
| High schools, colleges, and CTE programs | Build an entry-level and early-career pipeline for apprenticeships, internships, and structured work-based learning. | Name a company contact, offer a repeatable site visit or project, coordinate schedules with instructors, define minimum requirements, and provide a clear route from classroom completion to paid work. | Events or referrals that produce applications, credential completion, starts, training completion, and progression to the next skill level. |
| Employee referrals | Reach people who understand the work and may trust an existing worker’s description of the company. | Give employees an accurate role brief, a simple referral process, and prompt updates. Do not ask workers to promise terms that are not in the offer. | Referral volume, qualification match, show-up rate, early turnover, and performance by crew or supervisor. |
| Trade and community partnerships | Reach career changers, underrepresented groups, veterans, and people returning to the workforce. | Work with workforce boards, community organizations, and credential providers on screening, transportation, documentation, and training support. | Applicants reached, barriers resolved, starts, credential attainment, and retention by cohort. |
AGC has documented chapter campaigns in which firms received twice their usual number of resumes per job posting. That is an association-reported campaign outcome, not a guaranteed result for every employer. Treat a campaign as a test: define the normal baseline, keep the job and location comparable, and evaluate the quality and conversion of the additional resumes.

Decide when to hire for credentials and when to hire for potential
There is no single readiness model for every trade. A critical-path role with a contract-mandated license and little supervision capacity may require an already credentialed hire. A role with a stable crew, experienced foreman, and a documented training path may justify hiring for potential.
Use a credential-first approach when
- A license, certificate, permit, or clearance is required before the worker can legally or contractually perform the assignment.
- The project schedule leaves no time for supervised learning.
- The work involves specialized equipment or systems for which an unqualified worker would create unacceptable safety or quality exposure.
- Your supervisors cannot provide consistent instruction during the mobilization period.
Use a potential-first approach when
- Core requirements can be taught through a defined curriculum and supervised practice.
- The role has repeatable tasks and a realistic ramp-up period.
- You can pay for or provide the needed credential pathway and protect training time.
- You have a named mentor and an assessment method rather than relying on informal observation.
Make the trade-off explicit to candidates. Tell a potential hire which skills must be demonstrated before independent work, how long supervised progression may take, who pays for training, and what happens if a credential attempt is unsuccessful. Clarity helps candidates self-select and lets managers plan capacity.
Make online recruiting convert into completed starts
Write the first screen for a mobile reader
Put trade, location, shift, start date, employment status, pay structure, travel expectations, and the next step near the top. Avoid a long list of corporate language before the worker can determine whether the job fits. Include a contact method for questions and state how quickly applicants can expect a response.
Remove avoidable application friction
Ask only for information needed at the initial stage. Let applicants save progress, upload an existing résumé or work history, and complete the process on a phone. If a credential is required, explain the exact document and when it will be checked rather than surprising applicants after an interview.
Respond on a schedule
Set a service level for acknowledging applications, making first contact, arranging interviews, and communicating decisions. A text message may reach an hourly worker faster than an email, but use the contact method the applicant selected and protect personal information. When a role is filled, close the posting and notify candidates who are still active.
Use a realistic job preview
Show a short description, photos or video where appropriate, and a plain-language account of weather, noise, heights, travel, overtime, physical work, and supervision. The purpose is not to discourage applicants; it is to reduce surprises that appear only after a worker has accepted.
Turn school and CTE relationships into a hiring pipeline
A logo on a career-day banner is not a pipeline. Assign a relationship owner and agree with the school or program on specific activities and outcomes.
- Choose target occupations. Identify the entry roles, prerequisite math or technical skills, and credentials that matter for your projects.
- Offer a repeatable experience. Schedule jobsite tours, demonstrations, classroom talks, paid work-based learning, or internships at predictable times each term.
- Provide a clear application route. Give students a role description, application link or contact, interview dates, and a list of documents to prepare.
- Coordinate support. Discuss transportation, work schedules, protective equipment, tools, age-related restrictions, and instructor communication before a placement begins.
- Report outcomes. Share how many participants applied, started, completed training, and advanced. Use the results to improve the next cohort.
The 2025 and 2026 survey findings show that more firms are engaging with career-building programs and educational institutions. That activity is an input; it becomes valuable only when the employer can offer a safe, paid, and supervised next step.

Design selection around evidence of ability
Use a consistent scorecard for each role. A practical scorecard can include relevant task experience, technical knowledge, safety judgment, communication, attendance reliability, credential status, and willingness to learn. Weight the factors that genuinely predict success on that assignment and train interviewers to use the same questions.

Examples include reading a simple plan detail, identifying tools, explaining a sequence of work, or describing how they would stop and ask for help. Do not present a hazardous task as an audition.
Verify credentials and references consistently, explain any background or driving requirements before an offer, and give candidates a chance to correct inaccurate information. Keep a record of why applicants were screened out so that requirements can be reviewed when the qualified-applicant rate remains low.
Make the first day and first 90 days reliable
The 2025 survey analysis’s report that 48% of firms cited no-shows or quits soon after starting makes early employment a measurement priority. It does not prove a national rate of early turnover, but it does identify a failure point worth checking locally.
Before the start date
- Confirm the start time, meeting location, supervisor, clothing or equipment requirements, parking, transportation options, and contact number.
- Send paperwork and credential instructions early, with a person available to answer questions.
- Reconfirm that the project, shift, pay structure, travel, and overtime expectations match the accepted offer.
- Prepare tools, access badges, training seats, and a first assignment so the new hire is not waiting without direction.
On day one
- Introduce the worker to the crew and explain who assigns work and who answers safety questions.
- Complete required orientation and demonstrate the standards for stopping work, reporting hazards, and requesting help.
- Give a manageable first task with clear quality and time expectations.
- Schedule the next check-in before the worker leaves.
During the first 30 and 90 days
- Hold brief weekly check-ins during the first month, then regular monthly conversations through day 90.
- Compare the promised job with the actual assignment, schedule, supervision, and pay.
- Document skills demonstrated, training completed, and the next capability to develop.
- Ask what nearly caused the worker to leave and resolve issues that are within the company’s control.
Track show-up, first-week completion, 30-day status, and 90-day status by source, trade, project, supervisor, and employment type. A pattern concentrated under one supervisor or on one project calls for a local management fix rather than another broad advertising spend.
Use pay, training, and advancement as a connected retention plan
Review compensation against the actual labor market
Base pay matters, but the correct level depends on trade, experience, geography, project conditions, schedule, and the total package. Compare your offer with current local postings, recent accepted offers, and declines, then examine overtime rules, travel pay, per diem, benefits, predictable scheduling, and pay progression. The 2026 survey found that more than eight in ten respondents raised base pay for hourly craft and salaried workers at least as much as the previous year; that describes employer action, not a universal wage recommendation.
Explain how raises, differentials, bonuses, and promotions are decided. A worker should be able to understand what performance or credential moves them to the next rate and when the decision will be reviewed.

Fund training that solves a defined capability gap
The 2026 survey reported that 36% of firms initiated or increased training and professional-development spending, while the 2025 analysis reported 42%. Decide what your program is meant to change: a required credential, equipment qualification, plan-reading ability, foreman readiness, or another documented capability. Protect time for instruction and record completion and demonstrated competence.
Training should not be an informal promise. Give the worker a schedule, instructor or mentor, practice opportunities, assessment criteria, and a next step if the first attempt is unsuccessful. When a credential is required, state who pays and whether training time is paid.

Show a path beyond the current job
Write progression maps for common trades and supervisory roles. Each map can list capabilities, credentials, behaviors, typical assignments, and the person who signs off. Discuss the path during hiring and revisit it in performance conversations. Advancement is more credible when the company can point to an upcoming assignment that lets the worker practice the next skill.
Improve the work experience managers control
Ask crews about schedule predictability, material and equipment readiness, communication, respect, and the quality of supervision. Fix recurring operational friction: late mobilization notices, missing tools, unclear change orders, or inconsistent timekeeping. A higher offer may not retain someone who repeatedly encounters avoidable disorder, while a well-run project can reinforce the value of the entire employment package.
Measure recruiting and retention with one local dashboard
National survey percentages help establish urgency, but management decisions require your own denominator and time period. Review the dashboard monthly by role and project, and quarterly for longer-term retention.
| Metric | Definition | Decision it supports |
|---|---|---|
| Source of hire | Where each accepted hire first heard about the role. | Keep, improve, or pause channels based on qualified conversions rather than raw applicant volume. |
| Qualification match | Share of applicants meeting each mandatory requirement and each learnable requirement. | Rewrite requirements, add a training pathway, or target a different labor pool. |
| Time to fill | Days from approved requisition to accepted offer, reported separately by trade and urgency. | Identify slow approvals, scarce skills, or uncompetitive conditions. |
| Show-up rate | Accepted candidates who attend the scheduled first shift divided by accepted offers. | Improve pre-start contact, expectation setting, transportation support, or offer timing. |
| Early turnover | Workers leaving or being released before 30 and 90 days, with reason coded. | Find mismatches in job preview, supervision, onboarding, pay, or credential barriers. |
| Training completion | Assigned learners who complete training and demonstrate the required skill. | Check whether training capacity and instruction match the workforce plan. |
| Retention by role | Workers still employed at six and 12 months, segmented by trade, location, supervisor, and hire source. | Compare patterns without assuming that a channel or benefit caused the result. |
Protect the quality of the data. Define each metric once, use the same start and end dates, and record the reason for a departure when the worker is willing to provide it. Small teams may need to review trends over several quarters before drawing conclusions.
A practical 90-day implementation plan
Days 1–30: establish the baseline
- List every open and forecast role with trade, level, start date, location, schedule, credential, and supervisor.
- Audit the last 12 months of applicants, offers, starts, 30-day exits, and 90-day exits.
- Interview supervisors and recent hires about expectation gaps and onboarding delays.
- Rewrite the two highest-priority job descriptions and application screens.
- Set definitions for source, qualification match, show-up, early turnover, and training completion.
Days 31–60: launch focused tests
- Run one targeted online recruiting campaign with a documented baseline.
- Contact schools, colleges, or CTE programs that teach the occupations you need and schedule a specific activity.
- Introduce a pre-start confirmation checklist and a first-week schedule.
- Assign mentors and publish a skill or credential pathway for new hires.
- Review pay and total rewards for the roles with the highest decline or early-exit rates.
Days 61–90: review conversion and retention signals
- Compare qualified applicants, interview completion, offers, starts, and early retention by channel.
- Meet with supervisors whose crews show unusually strong or weak first-90-day outcomes.
- Check training attendance, assessment results, and time to independent work.
- Keep the practices that improve a defined local measure, revise those that do not, and document what changed.
- Set the next quarterly workforce target by trade and project rather than using one company-wide hiring number.
Common mistakes that waste recruiting effort
- Posting before defining the job: vague duties attract mismatched applicants and create expectation gaps.
- Requiring every credential up front: this can shrink the pool when a safe, supervised pathway is realistic.
- Adding channels without measuring conversion: more applications do not necessarily mean more qualified starts.
- Leaving applicants in limbo: slow responses allow candidates to accept another offer and signal poor organization.
- Promising development without capacity: a training promise that lacks time, instructors, or assessment damages trust.
- Ignoring the first 90 days: recruiting success is not an accepted offer; it is a worker who can perform safely and sees a reason to stay.
- Applying national figures as local facts: survey respondents represent an aggregated industry sample. Segment your own results by trade, firm size, geography, and project conditions.
How to decide what to do first
If qualified applications are scarce, clarify the role, test targeted online outreach, and build a school or CTE relationship for the trades that can be taught. If applications are plentiful but starts are low, focus on response speed, realistic previews, pre-start confirmation, and offer terms. If starts are healthy but 30- or 90-day retention is weak, examine supervision, schedule, pay alignment, training delivery, and the difference between the advertised job and the actual assignment. If retention is acceptable but the company cannot fill future foreman or specialist roles, publish progression paths and begin credential and leadership development before the vacancies become urgent.
Review those choices with the same local dashboard every month. The objective is not to copy the most popular tactic in an industry survey; it is to build a dependable path from a clear opportunity to a qualified start, productive development, and a career that skilled workers can see themselves pursuing.
