Look for a sustained change from a worker’s usual behaviour rather than one “universal” symptom. Increased absence or lateness, nervousness, withdrawal, mood swings, loss of motivation or confidence, and unusually strong emotional reactions are possible warning signs. On a team, arguments, turnover, sickness absence, complaints and falling performance can signal that work pressures need attention. None of these observations diagnoses stress, anxiety or burnout; they are prompts for a respectful conversation and a check of working conditions.
This guide uses Great Britain’s Health and Safety Executive (HSE), World Health Organization (WHO) and European Agency for Safety and Health at Work (EU-OSHA) definitions and evidence. Legal duties, emergency contacts and clinical services differ elsewhere, so workers outside Great Britain should use their local occupational-safety and health services.

What the terms mean
Stress, anxiety and burnout overlap, but they are not interchangeable labels. Understanding the distinction helps a colleague or supervisor respond without diagnosing someone.

Stress is a reaction to excessive demands
The HSE defines stress as “the adverse reaction people have to excessive pressures or other types of demand placed on them.” Stress is not an illness in itself. It can produce physical and mental symptoms and can contribute to ill health when pressures persist or are not managed. A demanding shift, an argument or a short-term deadline may cause a stress reaction; concern rises when pressure is excessive, repeated or clearly affecting a person’s health, behaviour or ability to work safely.

Anxiety is a mental-health problem with different possible causes
Anxiety may be caused or aggravated by work, may follow events outside work, or may occur without an obvious cause. Work-related stress and anxiety can therefore occur together, but one does not automatically explain the other. A worker’s behaviour cannot establish whether anxiety is present or what caused it. Only an appropriately qualified health professional can assess a mental-health condition.
Burnout is specifically occupational
WHO’s ICD-11 describes burnout as “a syndrome conceptualized as resulting from chronic workplace stress that has not been successfully managed.” It has three dimensions:
- feelings of energy depletion or exhaustion;
- increased mental distance from the job, or job-related negativism or cynicism; and
- reduced professional efficacy.
WHO classifies burnout as an occupational phenomenon, not a medical condition, and says the term should not be applied to experiences in other areas of life. Someone can be exhausted for reasons unrelated to work, or have a medical or mental-health condition that resembles burnout. Use the term carefully and focus on support rather than a label.

How the experiences can overlap
| Term | What it describes | What it does not establish |
|---|---|---|
| Stress | An adverse reaction to excessive pressure or other demands. | It does not by itself identify an illness or prove that work is the cause. |
| Anxiety | A mental-health problem that may have work, non-work or no obvious causes. | It cannot be confirmed from a single behaviour or workplace observation. |
| Burnout | An occupational syndrome linked to chronic workplace stress that has not been successfully managed, involving exhaustion, mental distance or cynicism, and reduced professional efficacy. | It is not a medical diagnosis and should not describe non-work areas of life. |
HSE notes that stress and mental-health problems can have similar symptoms and can aggravate one another. Sometimes they are difficult to separate. A useful response is therefore to describe what has changed, ask what is happening and encourage appropriate support, rather than deciding which term applies.
Signs that a construction worker may be struggling
The most useful signal is a noticeable change from the person’s normal pattern. Compare the worker with their own previous behaviour, not with a stereotype of how a construction worker “should” act.

Changes in an individual
- Taking more time off, arriving late or leaving unexpectedly.
- Appearing twitchy, nervous or unusually on edge.
- Rapid or marked mood changes.
- Withdrawing from colleagues, conversations or normal activities.
- Losing motivation, commitment or confidence in tasks they previously handled.
- Stronger emotional reactions, including tearfulness, unusual sensitivity or aggression.
- Other changes in concentration, communication or reliability that colleagues notice as a departure from the usual pattern.
These signs can have many explanations, including home circumstances, physical illness, medication, another mental-health problem or more than one factor. Do not treat a single late arrival, quiet day or mistake as proof of a condition. Look for a pattern, a significant change or an effect on safety and work, then check in privately.
Signals across a team or project
Managers and supervisors may see a wider pattern before any one worker raises a concern. HSE lists arguments, higher turnover, more reports of stress, sickness absence, decreased performance, complaints and grievances as possible team-level signs. A cluster can indicate problems with workload, supervision, relationships or project organisation. It still does not identify an individual diagnosis; it indicates that the employer should examine work-related risks.
When a sign also has a safety implication
Construction work combines moving plant, vehicles, heights, electricity, tools and changing site conditions. If a worker appears impaired, acutely distressed or unable to follow a critical control, pause the task and follow the site’s established safety and supervision procedures. Do this as a safety measure, not as a public judgment about the worker’s mental health. Arrange a private conversation and appropriate support once immediate hazards are controlled.
Why construction work can create psychosocial pressure
EU-OSHA describes construction as project-based and fragmented, with pressures that vary by role, employer and employment status. A worker may experience several at once:
- high physical and psychological demands, including long or intense work periods;
- unrealistic targets, deadlines or production expectations;
- low control over how work is planned or carried out;
- limited management support, unclear communication or role conflict;
- job or financial insecurity;
- temporary worksites, changing crews and fragmented project arrangements;
- subcontracting and uncertainty about who controls work or provides support;
- travel, accommodation and separation from normal support networks;
- outdoor work in adverse weather; and
- the combined demands of manual, skilled, supervisory, technical and office-based work.
These are potential exposures, not assumptions about every worker. EU-OSHA notes that experiences can differ by gender, age, nationality, experience and employment status. Self-employed workers may face insecurity and workload pressures; some migrant workers may encounter language or access barriers; discrimination or harassment can affect some groups. Office-based construction staff and higher-skilled site professionals can also face significant psychosocial risks. Examine the actual job and arrangements instead of assuming that only a particular trade is affected.

What the current construction figures do—and do not—tell you
The HSE’s 2025 estimate counted 15,000 workers with work-related stress, depression or anxiety, new or long-standing, representing 19% of all ill health in construction. It is an average estimate from Labour Force Survey data covering 2022/23 to 2024/25.

| Workers with work-related stress, depression or anxiety | 15,000 | Not stated in this estimate | New or long-standing cases; HSE 2025 estimate averaged over 2022/23–2024/25. |
| Share of all ill health in the sector | 19% | Not stated | Construction-specific proportion of reported ill health. |
| Estimated rate | About 0.7% | 2.0% | The construction rate was statistically significantly lower in the same survey period. |
The figures are a survey measure of self-reported work-related stress, depression or anxiety. They are not a clinical count, do not measure every mental-health condition and do not predict an individual worker’s risk. A lower sector rate than the all-industry comparison does not mean construction workers are free from mental-health risk, nor that a worker’s concern is less important.
How to approach a worker you are worried about
A supportive conversation should be private, specific and non-judgmental. The aim is to understand what has changed and what help the person wants, not to assign a diagnosis.
- Choose a suitable setting. Speak away from the crew and active hazards, with enough time to listen. A supervisor may need to arrange cover so the conversation is not rushed.
- Describe observations. Use factual, recent examples: “You have arrived late several times and seem quieter than usual.” Avoid “You are burned out” or “You have anxiety.”
- Ask an open question. Try, “How are you doing?” or “Is anything at work adding pressure at the moment?” Do not demand private details or an immediate explanation.
- Listen without arguing. Let the worker speak, acknowledge that the concern is serious and avoid minimising it with comparisons or jokes. Ask what support would make work safer or more manageable.
- Discuss practical options. Depending on the situation, this may include speaking with a line manager, trade-union representative, GP or occupational-health team. Explain available workplace routes without forcing disclosure.
- Agree a follow-up. Confirm what will happen, who will do it and when you will check back. Respect confidentiality while explaining any safety information that must be shared under site procedures.
If the person does not want to talk, keep the door open and continue to manage observable work risks. A single conversation is not a substitute for correcting harmful conditions.
What employers and project leaders should change
When work may be contributing, the response must address the work as well as offering individual support. HSE’s approach uses six work-design areas.

Demands
Check workload, hours, deadlines, staffing, travel and physical demands. Compare planned resources with actual conditions, including weather delays and late design changes. Remove unrealistic targets, sequence work safely and provide recovery time where needed.
Control
Ask whether workers have a reasonable say in how tasks are organised, whether instructions change without explanation and whether they can raise concerns without retaliation. Clarify decision authority for employees, agency workers, subcontractors and self-employed people.
Support
Make supervision, induction, welfare facilities and access to advice reliable across temporary sites and changing crews. Ensure workers know whom to approach and how to reach a manager, union representative, GP or occupational-health service.
Relationships
Address bullying, harassment, discrimination, intimidation and persistent conflict promptly. Set behavioural expectations for principal contractors, subcontractors and agency arrangements, and provide a route for complaints that does not depend on the person’s immediate supervisor.

Change
Plan communication for changes in programme, employer, site, shift pattern, accommodation or work method. Give people time to understand new arrangements, explain why they are happening and monitor the effect after implementation.
HSE says employers should assess and control work-related mental-health risks so far as reasonably practicable. Record the hazards, consult workers, implement controls and review whether they work; do not rely on an informal “be resilient” message.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Using stress talking toolkits appropriately
HSE’s Stress Talking Toolkits can help a manager start a conversation, identify possible causes and explore solutions. HSE also links a construction-specific talking toolkit. A toolkit is a conversation aid, not a complete prevention programme. If it reveals excessive demands, poor support, conflict or another risk, the employer still needs to assess and manage that risk. Offering a form or checklist without changing harmful work arrangements can leave the underlying problem in place.
Common mistakes and better alternatives
| Mistake | Better approach |
|---|---|
| Assuming one sign proves burnout or anxiety. | Look for a change from usual behaviour, ask privately and avoid diagnosis. |
| Blaming a worker for reduced performance. | Check demands, control, support, relationships, role and recent change before judging capability. |
| Discussing the concern in front of the crew. | Protect dignity with a confidential conversation away from hazards and spectators. |
| Offering only an employee-assistance contact or leaflet. | Provide support routes and correct identified work-related risks. |
| Treating subcontractors, agency staff or self-employed people as outside the issue. | Include every role and employment status in risk assessment and communication. |
| Using the lower construction survey rate to dismiss concerns. | Explain the survey’s scope and respond to the person and conditions in front of you. |
A practical check-in checklist
- What specific change have I observed, and over what period?
- Could a work demand, relationship, role change or site condition be contributing?
- Can I speak privately without exposing the person to embarrassment or a hazard?
- Have I asked an open question and listened without diagnosing?
- What support routes are available: manager, union representative, GP or occupational health?
- What immediate work adjustment or safety control is needed?
- Have I recorded and acted on the underlying work risk?
- When will I follow up?
When to seek professional help
Encourage a worker to contact their GP when you are concerned, as HSE advises. A GP or occupational-health professional can consider physical health, mental health, work factors and suitable support. A trade-union representative or manager can help with workplace arrangements. The worker decides what personal information to share, subject to necessary safety procedures and applicable law.
Do not wait for a label before reducing a clear work hazard. If a person’s distress or impairment creates an immediate danger, follow the site’s emergency and safeguarding procedures and obtain urgent professional help through the appropriate local service.
Quick Recap
Key points for construction teams
- Notice changes from a person’s normal behaviour, not a stereotype or one isolated symptom.
- Stress is a reaction to excessive demands; anxiety is a mental-health problem with varied causes; burnout is an occupational phenomenon linked to chronic unmanaged workplace stress.
- Construction’s project-based, mobile and fragmented nature can increase psychosocial pressures, but exposure differs by role and employment status.
- Talk privately, listen, offer support routes and avoid diagnosing.
- Employers must assess and control work-related risks, using the six HSE areas of demands, control, support, relationships, role and change.
- Use conversation toolkits to identify issues, never as a replacement for fixing identified risks.
