Before planning, designing, or installing a conservation practice, find the version adopted or modified for the project’s state in that state’s NRCS Field Office Technical Guide (FOTG). Do not rely on the national standard alone: NRCS warns that it should not be used to plan, design, or install a practice. State standards may reflect local soils, climate, topography, and regulations, and can be more restrictive than the national baseline.
Find the applicable standard first
Start in the Field Office Technical Guide (FOTG) for the state where the work will take place. Locate the relevant conservation practice standard (CPS) there, and check that it is the version currently adopted or modified for that state. The national CPS provides a baseline, but NRCS says it is not a substitute for the state-adapted standard when planning, designing, or installing work.
Match the document’s practice name, code, unit of measure, state, and issue date to the project. A saved copy or a national listing may be outdated or may not include the state’s adaptation. If you cannot find the relevant state standard in the FOTG, ask the NRCS State Office or your local USDA Service Center which document applies.
A CPS sets minimum technical criteria for planning, designing, installing, operating, and maintaining a conservation practice. It is not, by itself, a site-specific design or a determination that a practice is suitable for your site. The right standard and any project requirements depend on the practice, location, and site conditions.

Read the standard in a project-focused order
NRCS General Manual 450-401-B identifies nine parts in a CPS: practice name, code and unit of measure; definition; purpose; conditions where the practice applies; criteria; considerations; plans and specifications; operation and maintenance; and references. A practical first read follows those sections in sequence, while paying closest attention to the requirements that can change project scope, design, construction, or long-term responsibilities.
1. Confirm the identity and scope
Check the name, code, unit of measure, state, and issue date. The code and unit help distinguish practices or versions with similar names and establish how the standard describes the work. Then read the definition, purpose, and conditions where the practice applies. Together, these explain what the practice is intended to accomplish and the kinds of situations in which it is applicable. A familiar-sounding name alone is not evidence that the practice fits a particular site.

2. Separate required criteria from considerations
Criteria are requirements that must be met for the practice to achieve its intended purposes. Read them closely for constraints that affect site conditions, design, installation, or measurable performance. Depending on the practice and state adaptation, criteria may affect what can be built and how it must be implemented.
Considerations identify issues a planner should investigate and evaluate during planning or implementation. They can point to trade-offs or related practices, but they are not interchangeable with mandatory criteria. Keep the two categories distinct when turning the standard into a project checklist: criteria are requirements; considerations are issues to assess.

3. Find out what project documents and construction details are required
The plans and specifications section explains how the work must be described and carried out. Depending on the practice, relevant project documents may include implementation requirements, construction plans, designs, drawings, specifications, or other documentation. Look for directions about materials, methods, timing, sequence, and site-specific design details where they apply. Do not assume that the standard alone supplies every drawing or dimension needed to build the project.
4. Read operation and maintenance before committing
The standard addresses actions needed to keep the practice functioning over its lifespan. Identify inspection, management, and corrective-action responsibilities and translate them into realistic ongoing tasks for the project. Use the applicable project documents for the specific obligations; do not treat installation as the end of the work.

5. Use references to follow up on technical questions
Review the references section when a term, related requirement, or supporting resource needs clarification. It can help direct you to other relevant material, but the state-adapted CPS and project-specific documents remain central to determining what applies to the work.

These materials can help you understand context, effects, or implementation, but they do not replace the applicable state standard. Check the FOTG and the relevant document listing for availability.
Check issue dates and revisions
Compare the issue date on the document with the current state FOTG listing. NRCS publishes updates and new national standards through National Handbook of Conservation Practices (NHCP) notices, and its standards listing displays practice names, codes, units, and dates issued. For project decisions, verify the actual currently issued state document rather than assuming a national revision has automatically become the state’s applicable version.
NRCS’s information page describes proposed changes to 48 national CPS under docket NRCS-2026-0100 and lists October 1, 2026, as the comment deadline. A proposal is not proof that the changes have been adopted. Confirm the currently issued national and state documents before relying on a particular revision.
Compare standards only after confirming local applicability
If two practices appear plausible, compare their state-adapted standards against the same project conditions. Focus on the intended purpose and applicability, mandatory criteria and design constraints, resource effects and trade-offs described in CPPE or network materials, required plans and specifications, and ongoing operation and maintenance. A comparison is only useful when it reflects the site and the versions that apply there; a planner can help resolve technical interpretation.

When to involve NRCS or a qualified planner
The standard’s specific criteria, permits, dimensions, and design requirements cannot be determined in the abstract. They depend on the state, practice code, and site facts. Bring the applicable FOTG standard and your project questions to NRCS staff or a qualified planner when you need to confirm suitability, interpret a criterion, identify required plans, or resolve a local requirement. If the correct state standard is not available in the FOTG, contact the State Office or local USDA Service Center.
