How to Read a School Construction Tender and Understand What Work Is Included

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A school construction tender is not a single scope-of-work page. It is a coordinated pack of instructions, contract conditions, pricing documents, drawings, specifications, schedules and site information. To identify what is included, establish the live document set, determine who carries each design and construction responsibility, trace every deliverable through the technical documents, and record anything that is excluded, provisional or unresolved before pricing or accepting a bid.

What a school construction tender actually contains

The first mistake is treating the bill of quantities (BOQ), a scope page or a drawing as the contract. Each document answers a different question, and the documents are intended to be read together. An Eastern Cape public-school tender, for example, separates tendering procedures and returnables from the contract documents and identifies contract data, pricing instructions and BOQ, scope of work and site information. That organization is a useful model for reading, not a universal document list or hierarchy.

Document group What to look for Question it answers
Tender invitation and instructions Reference number, eligibility, deadline, submission method, mandatory forms, enquiry route and evaluation method How must a compliant tender be submitted?
Tender data and contract conditions Contract form, amendments, precedence, notices, payment, extensions, insurance, bonds, warranties and claims What legal and commercial rules govern the work?
Employer’s requirements or scope Required outcomes, work packages, interfaces, performance standards, phasing and handover obligations What must the contractor deliver?
Drawings and schedules Revision-controlled plans, elevations, details, room data, door and ironmongery schedules, equipment schedules and site plans Where is the work, and what quantity or configuration is shown?
Specifications and referenced standards Materials, workmanship, testing, tolerances, performance, approved systems and installation requirements To what quality and method must it be built?
BOQ or pricing schedules Description, unit, quantity, rate, total, preliminaries, allowances and measurement rules How is the tender price assembled and measured?
Site information Surveys, existing services, ground information, access, working hours, constraints, surveys and site-visit arrangements What existing conditions and restrictions affect delivery?
Addenda and clarifications Revised pages, answers issued to all tenderers and changed closing dates What has changed since the original issue?

Use the pack as a connected set. A missing item in one pricing sheet does not prove that the work is excluded; it may be described in a specification, shown on a detail, included in preliminaries or assigned to another party.

Step 1: Confirm the tender identity and live version

Before interpreting scope, prove that you are reading the right issue. Create a document register and record the following for every file or printed section:

  • Contract form and any named standard conditions.
  • Issue date, revision, amendment number and page count.
  • Closing date and time, time zone and submission portal or address.
  • Referenced appendices, schedules, drawings and external standards.
  • All addenda, clarification notices and revised pages received.

Compare the register with the official tender portal or issuer’s distribution list. A superseded drawing can change room layouts, service routes or quantities while leaving the file name almost unchanged. Keep the original issue, each addendum and the final consolidated set in a read-only archive so you can demonstrate which information was available when a price was submitted.

Check whether attendance at a site visit is mandatory, whether access is restricted during school hours and which contact may arrange access. Victorian public-construction guidance specifically expects tender documents to state the submission method and time and to provide relevant site-visit contact details. Treat those instructions as compliance requirements, not optional background information.

Step 2: Read the invitation and tender data before the drawings

The invitation and tender data establish the rules under which every later document must be interpreted. Extract the requirements into a one-page compliance checklist before studying quantities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the submission rules

  • Deadline, time zone and permitted submission channel.
  • Required file format, naming convention, signatures, witnessing, encryption or hard-copy binding.
  • Mandatory forms, declarations, certificates, programmes, method statements and evidence of experience.
  • Word, page or file-size limits and whether links to supplementary material will be ignored.
  • Question deadline, permitted contact and whether answers will be circulated as addenda.
  • Currency, tax treatment, validity period and the instructed pricing basis.
  • Site-visit, security, safeguarding and working-hour requirements.

Victorian Department of Treasury and Finance guidance states: “Tender Documentation released to the market should ensure tender participants clearly understand what the Agency is seeking to procure and promote fair and efficient competition.” In practical terms, ambiguity in the invitation is a reason to ask a formal question, not an invitation to make a private assumption.

Find the tender’s own interpretation rules

Look for clauses headed precedence, order of documents, discrepancies, ambiguities, interpretation, addenda or instructions to tenderers. An Eastern Cape example gives its Tender Data precedence over identified standard provisions when an ambiguity arises. That is an example-specific rule. It does not support a general statement that drawings always override specifications, or that specifications always override drawings.

Write the actual hierarchy from the live tender in your register. Include any amendment that changes it. If no hierarchy resolves a conflict, submit a clarification through the named channel before closing and retain the answer with the tender record.

Step 3: Identify the contract and responsibility split

“School construction” does not identify who designs, supplies, approves or installs each element. The procurement model controls how much design is complete at tender and which risks are transferred to the contractor.

Design-and-build or contractor-designed work

Some routes require the contractor to develop part of the design from an employer’s brief. The Department for Education’s England Construction Framework 2025 includes routes beginning at RIBA Stage 2 in which the contractor develops design, subject to the route documents and project-specific requirements. The contractor may therefore carry design coordination, performance design, specialist design, calculations, approvals and responsibility for making systems work together. Confirm the exact design portions rather than assuming that every drawing is construction-ready.

Construct-only work

In a construct-only arrangement, the client generally retains design responsibility for the issued design, although the contract can still require contractor-designed elements such as temporary works, specialist systems, shop drawings, builders-work details or design development needed for manufacture. Victorian guidance explains that construct-only documentation may contain detailed drawings, specifications and a BOQ, while other procurement models may use outcome-based requirements with less resolved design.

  • Protection of pupils and staff, safeguarding, noise, dust, access and work sequencing in a live school.

For each responsibility, note the document and clause that assigns it, the required deliverable and the date or approval gate. If the assignment is unclear, classify it as an unresolved commercial risk rather than silently pricing it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Read the scope and technical documents together

Start with the employer’s requirements or scope, then follow every reference into drawings, schedules and specifications. Mark each deliverable as you find it. The scope should tell you what outcome is required; the technical documents should tell you location, quantity, quality, interfaces and verification.

Use a traceability method

  1. Number each scope paragraph or work package.
  2. Highlight every noun that represents a deliverable: classroom, roof, door set, heat pump, drainage run, fire alarm, furniture connection or record.
  3. Record the drawing number and revision showing its location.
  4. Record the specification section, performance requirement and referenced standard.
  5. Find the corresponding BOQ or schedule line, unit and quantity.
  6. Identify dependencies, such as builders-work openings, electrical supplies, controls, foundations, testing or access.
  7. Assign the responsible party and note any approval, sample or inspection hold point.

Do not infer a complete system from a single symbol. A mechanical plant item may require bases, isolators, pipework, insulation, controls, power, drainage, testing and commissioning elsewhere in the pack. A new classroom may require fire-stopping, accessibility details, external works, utility capacity and handover records even when those words do not appear in the room title.

Check school-specific constraints

Search for phasing, sectional completion, holiday working, exam periods, safeguarding, separation of construction routes, emergency access, noise limits, dust control, temporary classrooms, shutdowns and continuity of utilities. Confirm who provides temporary accommodation, furniture moves, security staff and communications with the school community. These obligations may appear in preliminaries, site information or contract data rather than in the architectural scope.

How to read a bill of quantities

A BOQ helps describe and price work; it is not the entire scope and it is not automatically a materials-ordering list. The cited Eastern Cape BOQ instructs tenderers to read it with the conditions, specifications, drawings and full descriptions in referenced documents and expressly says it is not intended for ordering materials.

Read each line as a controlled data record

Field What to verify
Item description Exact wording, location, grade, performance and reference to another document
Unit Whether the item is measured by number, metre, square metre, cubic metre, kilogram, lump sum or another basis
Quantity Whether it is stated, measured, estimated, provisional or subject to remeasurement
Rate and amount What the rate includes, how extensions are calculated and whether tax is treated as instructed
Preliminaries Site establishment, supervision, protection, temporary works, access, security, testing and other project-wide costs
Allowances Provisional sums, prime-cost items, contingencies or client-supplied items and the rules for using them
Reference Drawing, specification section, schedule, measurement rule or clarification that completes the description

Cross-check, do not shop from, the BOQ

For every line, locate the physical work on the drawings and the quality requirement in the specification. Then look for associated work that a line may not spell out: excavation and disposal, bedding, supports, fixings, penetrations, fire-stopping, making good, protection, temporary works, commissioning and records. Conversely, do not add an item solely because it is customary in another contract; the live documents and their measurement rules govern.

Keep “not found,” “excluded,” “by others,” “included elsewhere,” “provisional” and “to be confirmed” as separate statuses. An unpriced line may be an omission, a lump-sum inclusion, a preliminary, a client supply or a deliberate exclusion. Only the tender documents or a formal clarification can establish which.

Build an inclusion, exclusion and uncertainty matrix

A matrix turns a large pack into an auditable scope decision. Use one row per work item or interface and add a reference for every conclusion.

Work item Scope or drawing reference Specification or standard BOQ or allowance Responsible party Status Question or action
Example: temporary pupil access route Site logistics plan, revision recorded in register Site and safeguarding requirements Preliminaries line or not stated Contractor unless stated otherwise Included, excluded, provisional or unclear Confirm route, barriers, signage and maintenance
Example: specialist controls design Mechanical and electrical drawings Controls specification Relevant equipment or lump-sum line Client, contractor or specialist designer Design responsibility to verify Ask who produces calculations, software and commissioning records

Use “not stated in the tender documents reviewed” when a value or responsibility genuinely cannot be found. Do not convert an absence into an exclusion. During bid evaluation, compare each tenderer’s qualifications and assumptions with this matrix so that a low headline price is not simply a price that omits required work.

What to do when drawings and specifications do not match

  1. Freeze the affected assumption. Do not price the cheaper, easier or more familiar interpretation without recording the conflict.
  2. Identify both sources precisely. Note document title, number, revision, page, drawing detail, specification clause and the affected location or quantity.
  3. Check addenda and precedence. A later clarification or the tender’s stated hierarchy may already resolve the issue.
  4. Describe the consequence. Explain whether the conflict changes quantity, performance, programme, safety, statutory compliance or price.
  5. Ask one decision-focused question. Request the required interpretation, revised document or instruction for pricing.
  6. Use the official channel. Send the question to the named contact before the enquiry deadline, not to an informal individual.
  7. Distribute and archive the answer. Confirm whether the issuer will issue an addendum to all tenderers and update your register and matrix.
  8. Reprice and recheck. Apply the answer to drawings, specifications, BOQ, programme, method and exclusions, not just to one line.

Victorian guidance emphasizes consistent terminology and documents that avoid ambiguity. In the Department for Education’s framework evaluation standard, an apparent failure to price an essential pre-construction or construction item requires a clarification to that bidder. That is a procedure for that framework, not a universal rule for every public tender, but it illustrates why an apparent omission should be tested before a bid is rejected or accepted.

Final completeness check before submitting or accepting a tender

For a bidder

  • Every mandatory returnable is present, signed and in the required format.
  • The price uses the instructed measurement, currency, tax, validity and allowance rules.
  • All BOQ extensions, totals and arithmetic have been independently checked.
  • Preliminaries, temporary works, protection, access, testing, commissioning and handover are accounted for where the documents require them.
  • Design responsibilities, approvals and specialist design deliverables are included in the programme and price.
  • Exclusions, qualifications and assumptions are explicit, limited and linked to document references.
  • Clarifications and addenda have been incorporated and the final revision register is attached where required.
  • The method, programme and resources reflect live-school constraints and sectional completion.

For a client or evaluator

  • Confirm that each bid responds to the same issued documents and addenda.
  • Separate a genuine alternative from an unpriced omission.
  • Compare included work, exclusions, allowances, design responsibility, programme and compliance before comparing totals.
  • Check whether a bidder’s qualification transfers a risk that the contract assigns to the contractor.
  • Issue formal clarifications consistently and retain the question and answer.
  • Apply the tender’s published evaluation criteria and price rules; do not invent a normalization method after bids arrive.

The Department for Education’s 2025 evaluation standard describes a compliance check for required documents and word limits, says links to supplementary documents will not be evaluated in that framework process, and instructs evaluators not to normalize price responses. Those are framework-specific procedures. The live tender’s instructions always control.

How to compare tenders on a like-for-like basis

Headline price is meaningful only after scope alignment. Build a comparison table with one row per material difference.

Comparison axis Questions to ask
Included and excluded work Has every required package and interface been priced, or has work been qualified or omitted?
Design responsibility Who develops, checks, approves and certifies each design element?
Allowances and provisional sums Are the same allowances used, and are the rules for drawing them down understood?
Quantities and measurement Are rates based on the instructed units and quantities, and is remeasurement permitted?
Programme and phasing Does the programme protect school operations, holidays, examinations and sectional completion?
Site and safeguarding controls Are access, separation, security, noise, dust, utilities and emergency routes addressed?
Technical compliance Do materials, systems, testing and performance meet the specification and standards?
Returnables and qualifications Are mandatory forms complete, and are alternatives or assumptions permitted by the instructions?
Clarifications and addenda Has each bidder priced the same answer and latest revision?

Use the evaluation weights and criteria stated in the tender. The DfE framework publishes route-specific quality criteria and pricing guidance; another authority may use different rules, weightings or thresholds.

Jurisdiction, governing documents and date

The Department for Education framework page cited here was published on 23 March 2026 and applies to England. Its handbook and appendices identify school and further-education schemes and require DfE employer’s requirements for schemes under that framework. It is current England framework context, not a universal school-tender standard.

Victorian public-construction guidance supplies general principles for clear documentation, submission information and procurement-model-appropriate design resolution. It is not the governing law for an English, South African or other tender. The Eastern Cape examples illustrate one local pack structure, BOQ instruction and precedence clause; their labels and hierarchy must not be copied into another contract.

Always identify the governing law, contract form, issuing authority, amendments and dispute provisions in the tender you are actually reading. Where a material scope or responsibility issue remains uncertain, obtain a written clarification or professional contract and quantity-surveying review before committing to a price or award.

A compact reading checklist

  1. Register the project, issue, revisions, addenda, deadline and submission route.
  2. Read invitation, tender data, evaluation rules and clarification procedure.
  3. Write the contract-document hierarchy stated by that tender.
  4. Identify procurement route and every design, approval, supply, installation and handover responsibility.
  5. Trace scope paragraphs to drawings, schedules, specifications and standards.
  6. Cross-check each BOQ line against location, quality, quantity and associated work.
  7. Record included, excluded, by-others, provisional and unresolved items separately.
  8. Resolve conflicts through the formal channel and update all affected documents.
  9. Test each bid against the same matrix, addenda, programme and school constraints.
  10. Submit or award only after the compliance, arithmetic, scope and responsibility checks are complete.
