To qualify for federally assisted affordable housing, start with the local public housing agency (PHA) that serves the area where you want to live. The PHA—not the U.S. Department of Housing and Urban Development (HUD) directly—decides eligibility, opens and closes waitlists, applies local preferences, verifies documents, and explains how to apply.
There are two main routes: public housing, where the agency manages the home, and a Housing Choice Voucher (HCV), commonly called Section 8, which helps an eligible household rent from a participating private landlord. Because openings, income limits, preferences, and submission rules are local and change frequently, no national source can confirm that a particular application is open without your location.

Start by choosing the housing route
“Affordable housing” is not one national application. The program that fits you depends on your household, income, immigration or citizenship status, the area where you want to live, and which local waiting lists are accepting applications.

Public housing
Public housing consists of homes managed by a local PHA. The agency owns or operates the development and assigns units under its program rules. Availability depends on the agency’s properties, bedroom sizes, local preferences, and open waiting lists. An application puts you in that agency’s selection process; it does not place you in every public-housing development in the country.

Housing Choice Voucher (HCV), commonly called Section 8
An HCV does not reserve a particular apartment when you apply. After an applicant reaches the top of a waiting list and passes verification, the PHA may issue a voucher. The household then searches for a qualifying private-market unit, and the PHA reviews the proposed tenancy, the unit’s health and safety, and whether the rent is reasonable.
More than one application may be sensible
HUD says applicants may apply to more than one PHA. Each agency has its own waiting-list status, eligibility details, preferences, contact process, and response deadlines. Treat every application as a separate case and follow that agency’s instructions.
| Feature | Public housing | Housing Choice Voucher |

HUD’s rental-assistance overview explains these broad program roles. The local PHA remains the only authority that can decide whether your household qualifies.

Do not decide that you qualify from a single income figure. Eligibility combines household information, local income limits, program rules, and the PHA’s selection preferences. HUD’s national guidance identifies the following factors, while the PHA applies the rules to your specific application.
Income and household size
For HCV, annual income is considered together with family size and the income limits for the location. Public housing also considers income and household composition. There is no single nationwide dollar threshold that applies to every household, every program, and every locality. Ask the PHA which income limit and definition it is using for the program and bedroom size you are seeking.
Citizenship or eligible immigration status
HCV and public-housing applicants generally must meet the program’s citizenship or eligible non-citizen requirements. The PHA will explain which evidence it accepts and how the status of each household member affects the application.

Social Security information
HUD identifies a valid Social Security number for the head of household as a relevant HCV factor. PHAs commonly request Social Security cards or other prescribed documentation during the application and verification process.
Household category and disability or age
Public-housing eligibility can take household category into account, including households with older adults or people with disabilities. A PHA may also use preferences authorized under its local plan, so a household’s circumstances can affect its position on a waiting list even when it meets the basic eligibility rules.
Criminal-history rules
HUD identifies certain criminal-history restrictions as relevant to HCV eligibility. The specific rule, look-back period, and documentation process are handled by the PHA. Ask for the agency’s written screening policy rather than assuming that any record automatically qualifies or disqualifies you.
For authoritative program descriptions, see HUD’s Housing Choice Voucher applicant and tenant resources and its rental-assistance guidance.
How to find an application that is open
Waiting-list openings are local and volatile. The reliable method is to identify the PHA serving your target area and confirm the current notice directly with that agency.
- Choose the location where you want assistance. Identify the city, county, or region where you hope to live. A PHA’s jurisdiction and the locations of its properties or participating rentals determine which applications are relevant.
- Find the agencies serving that location. Use HUD’s Frequently Asked Questions and rental-help resources to locate the appropriate PHA or state housing-help page. HUD directs applicants to local agencies rather than taking applications itself.
- Open the PHA’s official application or waitlist page. Check whether the public-housing list, HCV list, or both are open. A page may list a closing date, a maximum number of submissions, a lottery, a residency preference, or a limit on the areas and household types accepted.
- Read the complete current notice. Confirm the opening and closing dates, eligible household or location restrictions, required submission method, acceptable languages or formats, and any lottery or preference rules. If the website is unclear, contact the PHA’s intake office using the number or address published by the agency.
- Follow only that agency’s submission method. The PHA may accept an online form, paper form, in-person submission, or another method stated in its notice. A third-party listing is not definitive if it conflicts with the PHA’s own instructions.
- Save proof that you applied. Keep the confirmation page, tracking number, date submitted, agency name, contact details, and a complete copy of what you sent.
Because the title does not specify a city or state, it is not possible to name a currently open application responsibly. Opening dates and local rules can change after a page is published; verify them with the administering PHA immediately before submitting.

Prepare the information a PHA is likely to request
Collect records before a waitlist opens so you can submit accurately and respond quickly if the agency contacts you. HUD lists these common HCV examples:
- Information for every household member, including names, dates of birth, and household relationships.
- Recent pay stubs and other records showing current income.
- Bank or other asset information requested by the PHA.
- Public-assistance records, such as SSI or SNAP documentation, when applicable.
- Proof of citizenship or eligible immigration status as required.
- Social Security cards or other Social Security documentation requested by the agency.
This is a preparation list, not a universal checklist. A PHA can request additional documents, set a date range for “recent” records, or require a particular form. Ask whether it accepts electronic uploads, paper copies, in-person delivery, or more than one method.
An accordion file or another inexpensive organizer can help keep paper copies together, but organization does not improve your priority or guarantee acceptance. Keep originals secure and submit copies or electronic files in the format the PHA specifies.
Submit carefully and protect your place on the list
Review before sending
Check that every household member is listed, income and assets are current, contact information is accurate, and required signatures or certifications are included. A missing household member or an incorrect phone number can cause problems when the PHA later verifies eligibility.
Record the application details
For each agency, maintain a simple record containing:
- The PHA’s full name and intake contact information.
- The program applied for: public housing, HCV, or both if the agency permits separate applications.
- The submission date and confirmation or tracking number.
- A copy of the application, uploaded files, and any confirmation email or receipt.
- The agency’s instructions for reporting changes and responding to notices.
Keep contact and household information current
Tell every PHA promptly when your mailing address, phone number, email address, or household composition changes. HUD warns that failing to update contact or household information can result in removal from a waiting list. Do not assume that updating one PHA updates another; notify each agency separately and retain proof of the update.

Respond by the stated deadline
Watch your mail, voicemail, email, and any applicant portal associated with the PHA. When the agency requests verification or an eligibility update, follow the deadline and submission instructions in that notice. If you cannot meet a deadline, contact the agency immediately and ask what procedure it provides for an extension or corrected submission.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCan you apply outside your current area?
HUD says applicants do not have to live in the jurisdiction where they apply. That makes it practical to consider more than one PHA when a nearby or preferred agency has an open list. However, a PHA may require a family that applied from outside its area to live within the jurisdiction for the first 12 months of assistance. Confirm that condition with the selected PHA before relying on an out-of-area application.
Geography also affects the practical value of an application. For public housing, ask where the agency’s eligible developments are located and whether the list is property-specific. For HCV, ask which areas the PHA serves, whether it has portability procedures, and whether any residency preference changes selection order. These are agency-specific questions; do not infer the answer from another PHA’s rules.

Eligibility and income verification
Reaching the top of a list is not the same as receiving housing. The PHA contacts the household, reviews eligibility, and verifies income and other required information. Provide the requested records by the deadline and report changes that occurred since the initial application.
Voucher briefing and issuance
For HCV, an eligible household attends a voucher briefing. The PHA may then issue a voucher with a search period of 60 to 120 days, as determined by that agency. The length is not a universal promise, so read the voucher and briefing materials for the exact deadline and any extension policy.

Finding a unit and requesting approval
The voucher holder searches for a home that meets the program’s requirements. The owner and applicant complete the PHA’s Request for Tenancy Approval process. The PHA evaluates the unit for health and safety and reviews the proposed rent for reasonableness before approving the tenancy.

Understanding the tenant share
HUD describes the tenant’s HCV rent portion as usually about 30% of adjusted monthly income, although it can be as high as 40% in some circumstances. The local payment standard and utility allowances also affect the calculation. Only the PHA can calculate your household’s amount for a particular unit, so do not treat the 30% figure as a guaranteed rent or a promise that every unit will fit your budget.
How to choose among open lists
If several agencies or programs are available, compare them on the factors that affect your actual chance of receiving assistance and your ability to use it:
- Housing model: Decide whether an agency-managed unit meets your needs or whether searching the private market with a voucher is more workable.
- Local eligibility limits: Compare the income-limit rules for your household size and the program, along with citizenship or immigration documentation requirements.
- Access and timing: Check whether the list is open, closes on a stated date, uses a lottery, or applies preferences that change selection order.
- Geography: Confirm where units or participating rentals are located, whether there is a residency preference, and whether an out-of-area applicant faces a first-year residency condition.
- Follow-through: Compare document checklists, update procedures, contact methods, and response deadlines. The list that is easiest to submit is not useful if you cannot keep the agency informed.
Applying to multiple PHAs can improve your range of opportunities, but it also creates more records and more deadlines. Use a separate tracking entry for every agency and update each one independently.

“The list is closed.”
A closed list means that agency is not accepting applications for that program at that moment. Check whether it offers a separate public-housing or HCV list, whether another PHA serves the same area, and whether the agency publishes an alert or reopening schedule. Do not submit through an unofficial form that is not identified in the PHA’s current notice.
“I do not know which income limit applies.”
Ask the PHA for the current income-limit category for your location, household size, and program. A national income number cannot establish your eligibility because limits and definitions vary by locality and program.
“My circumstances changed after I applied.”
Notify every PHA where you have an application. Report a new address, phone number, email address, household member, or other change the agency asks you to report. Keep the confirmation that you sent the update.
“I applied but have not heard anything.”
Use the agency’s published intake contact and your confirmation number to ask whether the application is active and whether any notice was returned or requires a response. Keep contact information current while you wait; a PHA may remove an applicant who cannot be reached.
“I received a voucher but cannot find a unit in time.”
Check the search-period end date on the voucher and contact the PHA before it expires. Ask what extension process, if any, the agency provides. A voucher is not an immediate apartment; the unit still must pass the PHA’s approval, health-and-safety, and rent-review steps.
A one-day application checklist
- Write down the city, county, or region where you want to live.
- Use HUD’s official resources to identify the PHA or PHAs serving that area.
- Open each PHA’s current waitlist notice and record the opening date, closing date, program, location restrictions, preferences, and submission method.
- Gather household, income, asset, public-assistance, citizenship or immigration, and Social Security records that the notice requests.
- Submit through the specified official method and save the confirmation or tracking number.
- Calendar the agency’s update rules and check mail, email, voicemail, or the applicant portal for notices.
- Report every address, phone, email, or household change to every PHA where you applied.
- If selected, complete verification, attend the HCV briefing when required, and follow the agency’s next deadline.
The most reliable starting point is the local PHA. HUD’s official FAQ states: “To apply for public housing or Housing Choice (Section 8) vouchers, you will need to visit your local public housing authority.” Use the agency’s current notice—not a stale listing—to determine whether an application is open and what your household must do next.
