Ask where crews may work, whether they will enter private land, how temporary access will be provided, and how restoration and damage reports are handled.
Construction methods, notice periods, easement rights and responsibility for damage vary by utility and location. Treat city guidance as an example, then obtain the written plan for your address. Keep children, pets, vehicles and deliveries out of barricaded areas, never enter a trench, and report new damage promptly with photographs and a factual description.

Start with a written project plan for your address
Before crews arrive, contact the utility or project owner rather than relying only on a general neighborhood flyer. Ask for the project name or number, the expected work dates, the contractor and field-supervisor contact, and an after-hours or emergency number. Keep the notice, emails, text messages and notes in one folder.
Questions to ask the utility or contractor
- On which dates and at what times could the crew work in front of your home?
- When might the driveway, sidewalk or street be closed, and for how long at a time?
- Where may residents park during a closure, and what pedestrian route should they use?
- Should deliveries, medical transport, school drop-offs or contractor visits be rescheduled?
- Is a temporary water-service interruption expected? How much notice will be given, and what sequence will the crew follow?
- Will workers enter your lot, and where are the public right-of-way, construction limits and any easement shown?
- Who receives reports of cracks, settlement, landscape damage, damaged private improvements or unexpected access?
- What is the timetable for temporary surfaces, final paving and repair of sidewalks, curbs, lawns and plantings?
Request answers in writing when practical. A named contact and a project number make it easier to connect a later report with the correct work package.

Document the driveway, home and landscaping before work
Photograph existing conditions before mobilization, not after the first truck arrives. Portland Water Bureau explains that inspectors take extensive pre-work photographs of areas that may be affected. The bureau says, “This photographic documentation may be used to determine whether reported damages were present before construction began or occurred during construction.” Your own record does not replace the utility’s inspection, but it gives you a dated baseline.
What to photograph
- Take wide views from the street and from your property so the location of each feature is clear.
- Take close-ups of driveway cracks, patched areas, edge breaks, settlement, stains, loose pavers and the transition at the sidewalk or curb.
- Photograph the apron, sidewalk, curb, street edge, lawn borders, planting beds, trees, fences, retaining walls, mailbox supports and exterior steps near the work.
- Include existing drainage features, irrigation heads, lighting, utility boxes and any private paving or decorative work.
- Keep the original files with their dates and back them up to a second location. Do not edit the originals; you can make annotated copies for a report.
Walk the frontage with a notebook or phone note. Record the location and approximate size of notable defects, but do not attempt to prove a cause before construction starts. If the utility offers a preconstruction inspection, attend if you can and ask how its photographs will be stored and referenced.
Check work limits, rights-of-way and easements
A waterline can run in a public street, a public right-of-way, a recorded utility easement or a combination of locations. The fact that a crew needs access does not by itself tell you which part of your parcel is affected. Cobb County advises property owners to consult plats, deeds and easement documents for boundary and easement information. Use those records to understand the location and terms that apply to your property; they are not a substitute for the project’s current plan.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow to clarify where crews may work
- Ask the utility for a plan, exhibit or marked-up map showing the proposed main, service connection, access route and restoration limits.
- Compare that information with your deed, recorded plat and easement documents. If you do not have them, ask the local property-records office or utility how to obtain copies.
- Mark private features that are close to the stated limits, such as gates, fences, irrigation, trees, drainage structures and privately installed paving.
- Ask who will contact you if the field conditions require work outside the original limits.
- If a boundary or easement interpretation remains disputed, obtain advice from a qualified local property professional. The municipal examples do not establish a nationwide rule about access or liability.
Do not move survey stakes, paint, barricades or other project markings. Tell the site contact if a mark is missing or appears to conflict with a gate, driveway or other feature.
Protect surfaces and landscaping without interfering with the crew
Most effective homeowner protection is organizational: clear the work area, preserve records and follow the approved traffic plan. Do not place boards, rubber mats, cones or other objects over a proposed work zone unless the project supervisor expressly approves them. An improvised driveway barrier can interfere with excavation, equipment, emergency access or inspection.

Before mobilization
- Move vehicles, trailers, bins, sports equipment and movable planters away from the frontage and any route shown on the plan.
- Secure gates and tell the contractor about access codes, pets and alarm systems before workers arrive.
- Trim or relocate only what you are authorized to change. Ask the utility before pruning a tree, removing a plant or disconnecting irrigation.
- Identify fragile items near vibration or equipment routes, including decorative masonry, freestanding signs and low landscape lighting.
- Keep your own maintenance crews, delivery services and guests informed of the closure plan.
Austin inspection guidance for covered utility cuts identifies utility locations, property and easement lines, sedimentation controls, tree and landscaping protection, traffic and pedestrian controls, and permit and inspection requirements. Those are inspection elements for that city, not a universal homeowner standard, but they are useful prompts when you ask what controls the contractor will use.
Expect staged construction rather than one continuous excavation
Construction details differ, but understanding a typical sequence helps you interpret temporary conditions. Portland describes open-trench replacement as cutting pavement, excavating to the required depth, installing the new pipe, backfilling and restoring the surface. Its sequence includes:
- Saw-cutting pavement and excavating trenches for the main and service lines.
- Installing the pipe, then backfilling the excavation.
- Covering trenches each day with steel plates or gravel topped with temporary asphalt, where that method is used.
- Testing and sanitizing the new main.
- Notifying neighbors about an upcoming shutoff.
- Connecting individual services.
- Returning later for permanent paving and repairs to sidewalks, curbs and vegetation.
San Francisco Public Utilities Commission project information similarly describes utility potholing to confirm underground locations, mobilization, pavement saw-cutting and removal, trenching, pipe placement, backfill, temporary asphalt and possible temporary water-service impacts. Your project may use a different sequence or cover system. Ask which stage is planned at your frontage and what condition is considered temporary.
Why temporary surfaces can look unfinished
Steel plates, gravel and temporary asphalt are intended to keep a route usable or safe while testing, service connections and inspections continue. They can feel or sound different from the final pavement and may be adjusted more than once. Ask for the trigger for final restoration—such as completion of testing or all service connections—and the expected timing, rather than assuming the first patch is the finished driveway.
Plan for driveway closures and pedestrian changes
Racine Water Utility warns that a driveway may be inaccessible while crews work directly in front of a home. Its public guidance gives a short-duration example specific to that city’s project information; it is not a guarantee for another project. Ask the field contact for the access plan for each day. As Racine puts it, “Please be patient and plan ahead, and do not be afraid to talk to the contractor should they be in your way.”

Make an access plan
- Park outside the closure before the crew arrives, and keep enough clearance for emergency access.
- Arrange an alternative location for residents, caregivers, tradespeople and visitors who normally use the driveway.
- Reschedule deliveries that require a truck to reach the house. Tell the carrier where a safe handoff is permitted.
- Ask whether the crew can provide a daily window for vehicle movement. Never drive over plates, fresh asphalt, excavation or a barricade without permission.
- Use the designated pedestrian route. If a sidewalk is closed, ask where the accessible alternative is and report blocked or unsafe paths.
Keep children and pets away from equipment, spoil piles, plates and open excavations. Do not move barriers, walk into a trench or ask a worker to make an unofficial opening in the closure.

Prepare for possible water-service interruptions
Water-main replacement often requires testing, sanitizing and service connections before the old system is fully retired. Portland describes installing and testing the new main before notifying neighbors of an upcoming shutoff and connecting services. Other utilities may use a different order or notice period.
Before a planned interruption
- Confirm the date, estimated duration and whether the interruption affects only your address or a larger block.
- Ask whether you should close an interior shutoff, protect water-using equipment or flush lines after service returns.
- Store only the amount of water recommended by your utility and follow its instructions for drinking-water precautions.
- Plan for toilets, medical equipment, pets and any business or tenant needs that depend on water.
If the water changes color, pressure or odor after service returns, contact the utility and follow its current instructions. Do not assume a temporary change proves that a private pipe was damaged; let the utility check the system.
Monitor the site and report new conditions promptly
Observe from a safe, permitted location. A daily note can establish what you saw without putting you in conflict with the crew or entering a controlled area.
Record facts, not conclusions
- Write the date and time, precise location and the stage of work.
- Describe what changed: for example, a new crack, a depression, a broken edging stone, a damaged plant or an unexpected loss of access.
- Take clear photographs from outside the barricade and preserve the original files.
- Send the report to the project contact, include the project number and ask for a reference number or written acknowledgment.
- Keep a log of the response, promised inspection and any temporary measure.
Report urgent hazards immediately through the project’s emergency number or local emergency service. A leaking gas line, exposed electrical conductor, unstable trench or blocked emergency route requires a different response from a cosmetic surface concern.

What the sources do—and do not—establish about payment
The municipal guidance supports documenting pre-existing conditions and using the project contact for concerns. It does not establish a universal claims process or promise reimbursement for every driveway or landscape defect. If responsibility is disputed after you have reported the condition, preserve the project record and consult your insurer or a qualified local property professional about local procedures.
Inspect restoration in stages
Do not wait until all crews have demobilized to compare the site with your baseline. Check after temporary covering, after service work and again after final paving or landscape restoration.
Use this restoration checklist
- Compare the driveway, apron, curb and sidewalk with the dated pre-work photographs.
- Look for new settlement, rocking slabs, edge breaks, drainage changes, loose joints and damage to private paving.
- Check lawns, planting beds, trees, fences, irrigation and lighting near the work limits.
- Ask when temporary asphalt, plates or gravel will be replaced and who schedules the final visit.
- Confirm who handles concerns about the apron or other private improvements, which may follow a different process from public pavement.
- Keep the project number, photographs, inspection notes and correspondence until all agreed restoration and follow-up are complete.
Some restoration cannot occur immediately because pavement, soil, weather or plantings require a later phase. Ask for the condition that ends the temporary phase and the person responsible for scheduling the final work.

Use local rules, not another city’s promise
Portland, Racine, Austin, San Diego, Cobb County and San Francisco publish useful examples, but none governs a project in another jurisdiction. Confirm dates, contacts, permit conditions, property boundaries, access arrangements, water notices, damage procedures and restoration commitments with the project owner serving your address.
Examples of local requirements
- San Diego’s March 2026 bulletin says a Right-of-Way Permit is required for work within the public right-of-way or a water/sewer easement, and that submitted plans include nearby utilities and improvements such as driveways. This illustrates why the local permit and plan matter; it does not establish the same rule elsewhere.
- Austin’s inspection guidance lists controls and documentation inspectors may check for covered utility cuts, including sedimentation, trees, traffic and pedestrians.
- Fairfax County’s cited consumer page dates from 2009. Treat it only as general background on checking land records and easements, not as current legal advice.
No reviewed authority supplies a nationwide rule assigning payment for driveway damage. The project contract, local ordinance, easement terms, documented condition and applicable claims process can all affect the result.
Problem-solving guide for common situations
The driveway is blocked unexpectedly
Do not move barriers or drive through the work. Call the site contact listed in the notice, explain the immediate need and ask for the approved safe route or next access window. If the contact is unavailable, use the project’s after-hours number and document the time and response.

You see a new crack or depression
Photograph it from a safe location, note when you first observed it and compare it with the baseline images. Report it promptly with the project number. Avoid patching, filling or altering the area before the utility or its inspector has had an opportunity to document it, unless an urgent safety measure is necessary.
The crew wants to enter private property
Ask to see the work limit or authorization and identify the easement or other basis for access. Do not obstruct lawful work, but request clarification before moving personal property or allowing work beyond the stated area. If the boundary remains disputed, seek local professional advice.
Temporary paving remains longer than expected
Ask what project milestone controls final restoration and whether testing, service connections, weather or another inspection is pending. Request the responsible contact and a written update. Keep the temporary condition in your project log.
Water service does not return normally
Call the utility’s service number, describe the pressure, color or odor change and follow its instructions. If you suspect a private-side leak, shut off water only if you can do so safely and notify the utility or a qualified plumber.
A simple timeline for homeowners
- As soon as you receive notice: save every document, identify the project contact and request the plan for your address.
- Before mobilization: photograph and back up existing conditions, clear movable items and arrange parking and delivery alternatives.
- Before each workday: check the day’s access and pedestrian route, keep people and pets clear, and follow posted directions.
- During excavation and connections: observe only from safe areas, log changes and report new conditions promptly.
- After temporary covering: verify that access is safe and ask when final paving and other restoration will occur.
- After final work: compare the completed area with your baseline, report unresolved concerns and retain the record until follow-up is complete.
Bottom line for protecting your property
You cannot control the excavation sequence, but you can control your preparation. Get the local plan and contacts, establish a dated photographic baseline, understand the right-of-way or easement, arrange for closure and water interruptions, stay out of controlled areas, and report changes with precise records. Because each utility sets its own notices, permits, restoration schedule and claims process, the written commitments for your address are more reliable than a promise made for a different city.
