The most effective protection plan starts before the first machine arrives: confirm the project’s exact work limits and right-of-way, photograph existing conditions, move anything portable, mark irrigation equipment, and get driveway access and restoration details in writing. Treat every boundary and promise as project-specific; a grass strip that looks private may be public right-of-way or an easement, and local rules determine who must move or restore an item.

Use the project manager, inspector, or utility representative as your point of contact. Ask them to walk the boundary with you, explain closures and access, and identify how trees, irrigation, driveway surfaces, and planting beds will be handled. The steps below help you prevent avoidable damage and create a clear record if something is damaged.

1. Confirm exactly where crews may work

Do not decide what to protect by looking at the curb and guessing where public property ends. Right-of-way widths vary, and some agencies include strips that appear to be part of a front yard. The Portland Water Bureau advises residents to ask the listed project manager or inspector to identify the work area, any easement or right-of-way, and temporary access areas before moving items or making protection plans. See Portland Water Bureau’s construction guidance.

Ask for a boundary walk-through

Contact the person named on the construction notice and request answers to these questions:

  • Where are the excavation, staging, equipment, material-storage, and pedestrian-detour limits?
  • Is the driveway apron, sidewalk, curb, or the strip between the curb and house included?
  • Which areas are public right-of-way, utility easement, temporary construction easement, or private property?
  • Will crews need temporary access beyond the normal work zone?
  • Which personal items must residents remove, and which installed features should be marked or relocated?

Write down the contact’s name, date, and answers. If the limits change, ask for an updated sketch, notice, or email. A verbal understanding is harder to use when a later crew has different instructions.

Separate the four decisions that are often confused

Question Why it matters What to do
Is it inside the work or right-of-way area? The feature may be disturbed, and ownership does not by itself establish restoration. Have the project representative point out the boundary before you move or leave anything.
Is it portable? Pots, ornaments, edging, and movable plants can usually be removed without excavation. Move it to a safe private location when the notice or project contact instructs you to do so.
Is it installed or buried? Irrigation, invisible fences, lighting, and hardscape may be damaged by digging even when they are not visible. Mark it, ask whether it must be shut off or relocated, and obtain project-specific instructions.
Is restoration promised? Some projects restore only defined surfaces or complete landscaping late in the job. Request the promised materials, finish, limits, and timing in writing.

2. Create a dated record before equipment arrives

Photograph the condition you want recognized before construction. The Portland Water Bureau says its crews photograph streets, curbs, sidewalks, driveway aprons, and other potentially affected features; your own record gives you a household-level reference. Photos do not guarantee payment or establish liability, but they make a later comparison far more precise.

Photograph wide context and close detail

  • Take wide photographs from the street and from the property showing the driveway, curb, sidewalk, lawn, beds, fences, trees, and nearby structures in context.
  • Take close images of cracks, stains, settled areas, patched asphalt or concrete, chipped edges, missing grass, exposed roots, and existing plant damage.
  • Include driveway edges and the apron, because traffic may affect a section that is not directly excavated.
  • Photograph sprinkler heads, valve boxes, irrigation controllers, visible tubing, landscape lighting, invisible-fence markers, drains, and other installed features.
  • Capture each tree near proposed excavation, grading, paving, trenching, or equipment travel. Include the trunk, surrounding soil, roots that are already visible, and the canopy where possible.

Keep the original files with their date information. Add a simple note for each image identifying the location and direction. Store the construction notice, maps, emails, text messages, access instructions, and any written restoration description in the same folder.

Make a feature inventory

A one-page inventory helps you and the project team discuss the same things. List each driveway section, planting bed, tree, irrigation zone, fence, light, drain, and other feature near the limits. Note whether it is portable, installed, or buried; whether it is in the right-of-way or on private property; and what the project contact said would happen to it.

3. Remove portable items and identify buried systems

Move personal items from the work area

Toledo’s construction guidance tells residents to remove personal items from the public right-of-way, including plants and decorative landscaping, and to mark sprinkler heads before work. That can include pots, garden ornaments, small edging, benches, temporary signs, hoses, toys, and movable planters. Move them far enough back that equipment, spoil piles, and pedestrian routes will not reach them. Do not place them in a way that blocks a sidewalk, drainage path, fire access, or the crew’s alternate route.

For plants that cannot be moved without damage, ask the project contact whether the crew or the resident is expected to relocate them. Greater Sudbury advises that some landscaping may be moved and that restoration occurs in the final stages of construction. The instruction in your notice controls; do not assume another municipality’s practice applies to your project.

Mark sprinkler heads, valves, and other irrigation features

Use highly visible sprinkler marking flags or another method approved by the project team to identify each head. Marking helps crews see the feature; it does not protect buried pipe from an excavator and does not replace the required utility-locate process. Also identify valve boxes, drip lines, irrigation controllers, landscape-lighting cable, drains, and invisible-fence loops if they are near the work.

Ask these specific questions before digging begins:

  • Should irrigation be shut off, capped, or left operating?
  • Should the system be mapped, exposed, or relocated by the resident or by the contractor?
  • Who should be called if a line is cut or a zone stops working?
  • Are there project rules for flags, paint, stakes, or other markers?

Never rely on a private sketch as a substitute for the project’s utility-location procedure. Keep markers visible but outside the excavation and never attach anything to traffic-control devices without permission.

4. Plan driveway access before the closure

Driveway disruption is often more difficult than the excavation itself. Ask for a schedule and an access plan before vehicles or equipment arrive. Toledo describes advance notice and access arrangements, but the exact notice period, alternate parking, and accommodation depend on the municipality and project.

Get the access details in writing

Topic Questions to ask the project contact
Closure timing On which dates and during what hours will vehicles be unable to enter or leave? Could the timing change?
Parking Where may residents park during the closure, and are permits or temporary spaces required?
People and deliveries How should pedestrians, deliveries, waste collection, school transport, and emergency access be handled?
Accessibility What route or accommodation is available for mobility devices, medical visits, or other access needs?
Surface limits Will the restriction apply to the apron, sidewalk crossing, or only the driveway surface?
Restoration What driveway material and finish are intended, which landscape areas are included, and when is final restoration expected?

Move vehicles before the stated closure and arrange for any car that cannot be moved independently. Keep the contact information in your vehicle and at home. If the project offers a temporary crossing or plate, use it only as directed; do not drive over fresh concrete, unsupported trenches, utility plates, or barricades.

5. Protect trees by addressing roots before excavation

A tree can be harmed without a visible trunk strike. The International Society of Arboriculture (ISA) identifies trenching, grading, paving, drainage changes, adding or removing soil, and heavy-equipment compaction as risks. Compacted soil has less pore space for water and oxygen, while cut or buried roots can impair stability and long-term health. Damage may not become visible until months or years later.

Request a tree protection zone

If a valuable or mature tree is near excavation, grading, paving, material storage, or equipment travel, raise the concern before the plan is finalized. Ask whether the project has a defined tree protection zone and whether an ISA Certified Arborist or the local urban-forestry office can assess the tree. The protection zone must fit the actual construction plan; a generic circle around the trunk is not necessarily adequate because important roots extend beyond the visible trunk area.

The ISA consumer brochure Avoiding Tree Damage During Construction (2021) states: “The sooner and more involved an ISA Certified Arborist is in the project, the greater chance of maintaining or improving tree health and survival.” Read the guidance at TreesAreGood.org.

Coordinate restrictions with the crew

Ask the project team where equipment, spoil, fuel, concrete washout, and materials may be placed. Keep those activities out of the agreed protection zone. Confirm how roots encountered during trenching will be handled and who has authority to make a field decision. Residents should not independently dig around a tree, cut roots, add or remove soil, install improvised barriers, or block a work area. Root pruning and protection methods require coordination with the construction and arborist teams.

6. Follow safe practices while work is underway

Stay out of the work zone

Observe barricades, cones, signs, flaggers, and instructions from the crew. Keep people, pets, vehicles, hoses, and personal belongings out of excavation and equipment paths. Do not move barricades or enter a trench to inspect a sprinkler line, driveway edge, or root. If you need to see a condition, ask the project representative for a safe time and location.

Keep communication factual and prompt

Use the named project contact rather than giving instructions directly to an equipment operator unless the site’s procedure directs you to do so. When something appears outside the discussed limit or a feature is damaged, record the date, exact location, nearby address or station, and what you observed. Take photographs from a safe public or private vantage point and send them through the project’s stated channel.

Do not improvise protective structures

Plywood, boards, temporary fencing, plastic sheeting, sandbags, and homemade ramps can interfere with traffic, drainage, equipment, or accessibility. Ask for approval before placing any material near the work. A measure that protects a flower bed could create a trip hazard or conceal a utility, so the contractor’s traffic and excavation plan takes priority.

7. Understand restoration and responsibility before judging the result

There is no universal rule that a city or utility must replace every lawn strip, plant, driveway edge, or irrigation component affected by street work. Responsibility can depend on the feature’s location, the easement, the project contract, local code, and whether the item was installed in public right-of-way. The following local examples show why you need the terms for your own project.

Agency example What its guidance illustrates Reader takeaway
Portland Water Bureau Right-of-way boundaries vary; features in the area may be disturbed, and the agency photographs potentially affected streets, curbs, sidewalks, and driveway aprons. Confirm the boundary and document your own condition; do not assume the visible yard edge is private or that every item will be restored. Read the guidance.
Greater Sudbury Residents may be asked to move landscaping, while driveway and landscaping restoration occurs in final stages of construction. Plan for a temporary unfinished condition and ask when final work, planting, or seeding will occur. Read the FAQ.
Fort Wayne City Utilities Owners are responsible for items placed in easements or city right-of-way under its restoration information. Location and installation history can affect responsibility; obtain the applicable local rule instead of relying on a general promise. Read the restoration information.

Ask what “restoration” means

Clarify whether the project promises replacement, repair, or only temporary stabilization. Ask about the material and finish: asphalt or concrete type, joint or edge treatment, topsoil depth, sod or seed, plant replacement, irrigation repair, grading, and drainage. Ask whether final work waits for a suitable planting season or follows completion of all utility phases. Get the limits and timing in writing, including who to call if settlement, missing sod, or a nonworking irrigation zone appears later.

8. Inspect the work and report damage promptly

Use a joint walk-through when possible

When the site is safe, walk the driveway edge and affected landscaping with the project representative. Compare the result with your dated photographs and the written restoration description. Look for:

  • New cracks, spalling, ruts, settlement, mismatched patches, or damaged driveway and apron edges.
  • Missing or compacted soil, dead or missing sod, altered grades, standing water, or blocked drainage.
  • Broken sprinkler heads, cut lines, missing valve boxes, damaged lighting, or an invisible fence that no longer works.
  • Tree wounds, exposed or severed roots, changed soil level, compacted root-zone soil, or equipment storage under the canopy.
  • Fences, edging, beds, shrubs, or portable items that were moved and not returned as agreed.

Make a clear damage report

  1. Photograph the condition from wide and close angles without entering an unsafe area.
  2. Write the date, time, exact location, affected feature, and whether the condition appeared during or after a particular operation.
  3. Attach the relevant before photographs, notice, map, and written restoration commitment.
  4. Send the report to the project manager, inspector, utility representative, or municipality’s claims channel named in the project materials.
  5. Ask for a case number, inspection date, interim safety measure, and the expected repair or restoration decision.
  6. Keep every response and follow-up date. If the project channel does not respond, consult the municipality or utility’s published escalation and claims procedure.

Claims rules and deadlines are local. Los Angeles StreetsLA publishes policies and guidelines that illustrate a municipality-specific route for property responsibility and damage claims; its process is not a general rule for other locations. See StreetsLA policies and guidelines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. A practical timeline

Before work

  • Read the notice and contact the named project manager, inspector, or utility representative.
  • Confirm the work limits, right-of-way, easement, driveway apron, temporary access area, and required resident actions.
  • Photograph the driveway, curb, lawn, beds, trees, fences, irrigation, lighting, drains, and existing defects with dates.
  • Move portable items and plants from the identified area; ask before relocating installed features.
  • Mark sprinkler heads and identify buried systems according to project instructions.
  • Obtain closure, parking, pedestrian, delivery, and accessibility arrangements.
  • Request written restoration materials, limits, timing, and the correct damage-reporting channel.
  • Raise tree concerns and request arborist or urban-forestry coordination when appropriate.

During work

  • Follow signs and barricades, keep people and belongings out, and never move traffic control.
  • Keep updates in writing and report apparent limit violations or damage promptly.
  • Do not place plywood, barriers, ramps, or other materials without project approval.
  • Watch for changes in access or schedule and confirm them with the project contact.

After work

  • Inspect only when the site is safe and compare the result with your record.
  • Walk the affected area with the representative if possible.
  • Ask when temporary stabilization becomes final restoration and who handles later settlement or irrigation failures.
  • Submit unresolved damage through the named local channel and retain dated evidence.

What cannot be promised in a general guide

Municipalities and utilities use different right-of-way definitions, contracts, restoration standards, access notices, and claims deadlines. The available local examples do not establish a nationwide rate or cost of driveway or landscaping damage, and no directly applicable universal statistic should be used to predict your risk. Your project notice, easement documents, local rules, and written instructions control. When those documents conflict or are unclear, ask the project representative to identify the controlling boundary and responsibility before work reaches the feature.
