The safest way to protect hurricane-exposed windows is to install a tested, properly anchored shutter system or impact-resistant glazing before the storm. If permanent protection is not practical, pre-cut and pre-drilled exterior-grade plywood can provide a temporary alternative when it is attached to suitable structural framing. Tape does not meaningfully strengthen glass, and no window covering makes a home hurricane-proof.

Window protection has one specific job: help prevent windborne debris from breaking the glass and opening the building envelope. Once a window fails, wind and rain can enter, interior pressure can increase, and damage may spread to other parts of the building. Protection does not eliminate risks from storm surge, flooding, roof failure, garage-door failure, falling trees, or evacuation conditions.

1. Choose the right type of protection

Permanent shutters or impact-resistant glazing

For homes in hurricane-prone areas, professionally installed protection is usually the most dependable long-term approach. FEMA identifies storm shutters and impact-resistant glazing as the principal options for protecting glazed openings.

Common shutter systems include:

  • Roll-down shutters: permanently mounted and lowered when needed, often with manual or powered operation.
  • Accordion shutters: stored beside the opening and pulled across it.
  • Bahama and colonial shutters: hinged systems that can also provide shade or architectural character.
  • Removable storm panels: panels fitted into tracks, channels, or approved attachment hardware before a storm.

Impact-resistant windows and doors are a passive option: they do not require storm-by-storm installation. However, “hurricane,” “storm,” or “impact” in a product name is not proof that the product is suitable for your house. Verify the product’s test or approval documentation, impact rating, design-pressure rating, dimensions, installation instructions, and compatibility with the wall and opening.

Requirements depend on location, wind exposure, building type, opening size, and the code adopted by the local authority. Florida and Miami-Dade County maintain product-approval systems that allow homeowners and contractors to check approved windows, shutters, doors, skylights, and related opening-protection assemblies. Those systems demonstrate an important rule: approval applies to a particular product and installation—not to every product in a broad marketing category.

FEMA also stresses that shutters must be securely connected to wall framing or another approved structural substrate. A shutter attached only to siding, decorative trim, or an inadequate surface may fail even if the shutter material itself is strong enough.

Pre-cut plywood: a temporary or budget option

When permanent shutters are unavailable, properly prepared and secured plywood can be a practical temporary option. FEMA homeowner guidance specifies 5/8-inch exterior-grade plywood; National Weather Service guidance likewise recommends exterior-grade CDX plywood at least 5/8 inch thick with sturdy lag bolts.

Plywood is not automatically equivalent to a tested shutter. Its performance depends on the panel’s condition, span, fastener spacing, edge distance, attachment substrate, and the way the entire opening is covered. Thicker plywood can improve protection but becomes heavier and more difficult to handle. A poorly attached panel can fail or create a false sense of security.

For a lighter and translucent alternative, polycarbonate storm panels may be suitable for some openings. They can allow daylight through and may be easier to handle than plywood, but their suitability still depends on thickness, panel size, attachment method, design loads, and local requirements. Do not treat a generic clear panel as a universal substitute for an approved system.

2. Protect the complete opening—not just the glass

A covering should protect the full window or door opening, including the edges and attachment points. Covering only the center of the glass leaves vulnerable perimeter areas, and a covering that is too small may allow debris or wind pressure to breach the opening.

Include every applicable glazed opening in your plan:

  • standard windows;
  • picture windows and unusually wide openings;
  • sliding-glass doors;
  • French or glazed exterior doors;
  • skylights; and
  • any other opening containing glazing.

Sliding-glass doors and other large openings deserve special attention. A single sheet of plywood may be too large to handle and too flexible to attach effectively. Large panels may need bracing, engineered attachment, or a manufactured system designed for that opening. If you cannot safely move, position, and secure the panel without ladders, roof access, or excessive lifting, obtain a professional assessment rather than improvising.

3. If using plywood, prepare it before hurricane season

Buying sheets after a warning is issued is not a complete protection plan. Measure and prepare the system while conditions are safe.

  1. Inventory every opening. Record the width and height of each window, door, skylight, and other glazed opening. Note obstacles such as exterior lights, trim, screens, shutters, and uneven masonry.
  2. Cut a panel for each opening. Label every panel with its location—such as “front bedroom” or “rear slider”—so no time is lost identifying pieces.
  3. Plan the attachment. Determine whether the fasteners will connect to wood framing, masonry, or another approved substrate. Do not rely on siding, stucco veneer, thin trim, or decorative material unless the manufacturer or an engineer specifically approves that attachment.
  4. Install anchors ahead of time. Pre-drill holes and install compatible anchors, bolts, clips, washers, tracks, or other hardware before the season. The exact hardware depends on the substrate and the protection system.
  5. Store everything together. Keep panels, hardware, tools, labels, instructions, and any lifting or bracing equipment in an accessible, dry location. Do not store panels where floodwater or a blocked garage could make them unreachable.
  6. Practice the installation. Install at least representative panels before a storm. Confirm that the hardware is complete, panels fit, and the work can be performed safely without last-minute ladder or roof access.

For homeowners sourcing materials, 5/8-inch exterior-grade plywood may be appropriate for planned temporary panels, but it should be purchased and prepared well in advance—not treated as an emergency fix. Likewise, hurricane shutter clips and structural fasteners must match the panel system, opening, substrate, and required loads. A generic clip is not automatically code-compliant.

4. Verify local requirements before buying

Before selecting a product, ask your local building department or emergency-management office:

  • Is the home in a windborne-debris region?
  • Are impact-resistant windows or approved impact-protection devices required?
  • What design pressures apply to the property and each opening?
  • Are permits, inspections, or product approvals required?
  • Does the installation need to be performed by a licensed contractor?
  • Are there insurance documentation requirements?

Do not generalize Florida or Miami-Dade requirements to other states or municipalities. Even within one state, requirements can vary by county, coastal exposure, construction type, and the edition of the adopted building code. A local building official, licensed contractor, or product manufacturer can help determine whether a proposed system is acceptable. Ask the insurer separately about any documentation or discount rules; never assume that installing shutters guarantees a premium reduction.

5. Use the right product for the goal

For most homeowners, the decision is between convenience, permanence, cost, and installation complexity:

Option Advantages Limitations
Impact-resistant glazing Passive protection; no storm-by-storm deployment Higher project cost; must be properly rated and installed
Permanent shutters Reusable and faster to deploy; several operating styles Higher initial cost; requires correct structural installation and maintenance
Removable storm panels Can provide tested protection with less permanent visual impact Requires storage, handling, hardware, and advance installation planning
Plywood panels Relatively accessible temporary option Heavy, labor-intensive, storage-dependent, and sensitive to attachment quality
Polycarbonate panels Lighter and may preserve daylight Still requires correct sizing, thickness, attachment, and code evaluation

If you are comparing permanent systems, start with hurricane window shutters as a product category, not as a claim that one model fits every home. Verify dimensions, impact and design-pressure ratings, attachment requirements, installation method, and local approval before purchasing.

6. Prepare the rest of the exterior

Window coverings cannot stop a patio chair or grill from becoming a projectile. Before the storm threatens, bring inside or securely store:

  • patio furniture and umbrellas;
  • grills and propane equipment, following fire-safety guidance;
  • planters and hanging baskets;
  • trash and recycling containers;
  • yard tools, ladders, toys, decorations, and building materials; and
  • anything loose that could strike a window, door, roof, or vehicle.

Also check that shutters, tracks, fasteners, seals, and operating mechanisms are in serviceable condition. Repair or replace damaged components before the season. Keep doors closed and secured according to the manufacturer’s instructions; do not assume window protection compensates for a weak garage door or an unsecured exterior door.

7. Install protection while it is safe

Window protection is a before-the-season or early-preparation task. Once a Hurricane Watch or Warning is issued, use the remaining safe time to deploy a prepared system—but do not wait until tropical-storm-force or hurricane-force winds arrive.

Active shutters and removable panels require time, labor, tools, and sometimes more than one person. Ladders, heavy plywood, roof access, wet surfaces, and gusty conditions turn installation into a serious fall and lifting hazard. Finish outdoor work before dangerous winds begin. If you cannot deploy the system safely, move to a protected interior location and follow official emergency instructions rather than taking a last-minute risk.

8. What to do during the hurricane

  • Monitor official weather and emergency-management alerts.
  • Follow evacuation orders immediately; window protection is not a reason to remain in an evacuation zone.
  • Stay away from windows, skylights, glass doors, and exterior doors.
  • Use a small interior room or hallway on the lowest safe level, away from windows and not subject to flooding.
  • Do not open windows to “equalize pressure.” Opening them allows wind and rain into the building and does not make the storm safer.
  • Do not go outside to adjust panels, retrieve belongings, or inspect damage once dangerous winds arrive.

After the storm, avoid damaged wires, unstable structures, broken glass, and floodwater. Wait for authorities to say conditions are safe before removing protection or beginning exterior inspection.

Common mistakes to avoid

  • Taping the glass: it does not provide meaningful debris protection.
  • Covering only the middle of a window: the entire opening and its perimeter need protection.
  • Fastening into trim or siding alone: attachment must reach suitable structural framing or an approved substrate.
  • Buying an unverified “hurricane” product: check the exact approval, ratings, dimensions, and installation instructions.
  • Waiting for the warning to start measuring: panels and hardware should be prepared and tested before the season.
  • Using one large plywood sheet for a sliding door without assessment: large spans may require bracing or a tested manufactured system.
  • Assuming protected windows make the home safe: flood, surge, roof, tree, door, and evacuation risks remain.

Hurricane window protection checklist

  • Identify every glazed opening, including doors and skylights.
  • Check windborne-debris requirements, local code, and insurance documentation rules.
  • Prefer tested permanent shutters or impact-resistant glazing when feasible.
  • If using temporary panels, measure, cut, label, pre-drill, and store them before hurricane season.
  • Attach protection to structural framing or an approved substrate—not decorative trim.
  • Practice installing the system and confirm all fasteners and tools are present.
  • Bring in outdoor objects before conditions deteriorate.
  • Deploy panels while it is safe to work outside.
  • Stay away from windows during the storm and obey evacuation orders.

Frequently Asked Questions

What is the best way to protect windows from a hurricane?

Use tested, properly installed storm shutters or impact-resistant glazing. FEMA also recognizes properly secured exterior-grade plywood as a temporary option when permanent protection is unavailable. The system must cover the entire opening and connect to suitable structural framing or an approved substrate.

Does taping windows help during a hurricane?

No. Tape provides little added strength and does not stop windborne debris. Use properly secured shutters, impact-resistant glazing, or a prepared panel system instead.

What thickness plywood is used for hurricane window protection?

FEMA guidance specifies 5/8-inch exterior-grade plywood for temporary panels. Plywood must be measured, cut, labeled, pre-drilled, and securely attached before the storm; it is not automatically equivalent to a tested shutter system.

When should hurricane window shutters be installed?

Install or deploy protection before dangerous winds arrive. Permanent systems should be prepared before hurricane season, while removable panels should be installed during the safe preparation period after official alerts—not during tropical-storm-force or hurricane-force winds.

Do hurricane shutters protect sliding-glass doors and skylights?

Yes. Sliding-glass doors, French doors, skylights, and large windows need protection where applicable. Large openings can require bracing, stronger attachment, or a tested manufactured system, so professional advice may be appropriate.

The Bottom Line

Plan window protection before hurricane season, favor tested and properly installed shutters or impact-resistant glazing, and use pre-cut plywood only as a carefully attached temporary system. Never rely on tape, never wait for dangerous winds, and never let protected windows override an evacuation order.
