Match frost protection to the plant and the forecast: cover tender growth with horticultural fleece, shelter or move vulnerable pots, and use mulch to insulate perennial roots and bulbs. Covers reduce exposure, but they do not guarantee survival in severe or prolonged cold.

Which plants need frost protection?

Start with the plants most exposed to cold: tender plants, seedlings, and plants in containers. Established hardy plants may need less intervention, while wind exposure, soil moisture, and the garden’s microclimate can change what is safe. Use a sheltered position where possible, and move vulnerable containers to a warmer protected spot when frost is likely. The RHS winter-damage guidance and its advice on growing vegetables in containers discuss these considerations.

Choose a protection method

Method Best suited to What to know
Horticultural fleece Tender plants, seedlings, or rows that need a modest cold buffer Heavier grades provide about 2°C of frost protection, according to the RHS fleece guidance. Fleece can be doubled or used under a cloche or in a cold frame, but it is not a dependable substitute for frost-free shelter in severe cold.
Floating row cover Garden rows exposed to cold or wind Choose cover weight for the conditions, anchor its edges, and leave room for plants to grow. Heavy covers reduce light and may overheat plants on warm days.
Mulch Perennial roots and bulbs In Minnesota Extension guidance, protective mulch is applied once soil begins to freeze and removed as it thaws in spring. This timing is specific to that guidance and should not be treated as a universal rule.
Cloches and cold frames Individual tender plants or seedlings A cloche is portable protection; the RHS says it provides less protection than a cold frame. Ventilation and local conditions affect suitability.
Shelter or moving pots Container plants and exposed or tender plants A sheltered position or warmer protected location can reduce exposure when frost is forecast, provided suitable space is available.

How to use fleece and row covers

  1. Choose the cover for the job. Heavier fleece provides about 2°C of frost protection, according to the RHS. For row covers, Minnesota Extension says heavy covers block 40–50% of available sunlight, while medium covers transmit 75–85%. Those figures describe light transmission, not a guaranteed temperature increase. See the University of Minnesota Extension growing-season guide.
  2. Cover plants before frost reaches them. Drape the material over the plants or supports, leaving enough slack for growth. Secure the edges so wind cannot lift the cover.
  3. Check conditions under the cover. Heavy row covers can reduce light and overheat plants on warm sunny days; vent or remove them as conditions require.
  4. Uncover insect-pollinated crops when flowers open. Pollinators need access to the flowers, so remove row covers at that stage, as Minnesota Extension advises.

A cover can reduce exposure without ensuring survival. The RHS notes that without solar gain, temperatures around covered plants can fall toward ambient temperature. Treat fleece as a buffer rather than a promise of frost-free conditions.

Use mulch for roots and bulbs

Mulch insulates soil, roots, and bulbs; it is not a substitute for covering tender foliage. Minnesota Extension recommends applying protective mulch to perennials and bulbs once the soil begins to freeze, then removing it as the soil thaws in spring. Its mulching guidance is aimed at those plants and a Minnesota context, so adapt timing to local conditions and plant needs. The RHS defines mulch as a layer at least 5 cm (2 in) thick in its watering guidance; that definition is not a universal prescription for every frost-protection application.

Plan ahead for tender plants

Harden off tender plants before moving them outdoors, and take local frost timing into account. As a general precaution, the RHS advises not planting tender plants out before the local last-frost date; that date varies by region. Follow the RHS hardening-off guidance for the process rather than assuming one calendar date applies everywhere.

How to decide what to use

  • Plant and exposure: consider hardiness, whether the plant is in a pot, and how exposed or sheltered its position is.
  • Forecast: match the protection to the expected severity and duration of cold; a modest cover buffer is not a guarantee during prolonged or severe frost.
  • Cover design: weigh fabric weight against light transmission, ventilation, area to cover, wind exposure, and anchoring.
  • Plant needs: allow for growth and remove covers from insect-pollinated crops when flowers open.
  • Materials and reuse: consider whether the cover can be reused and whether its material suits your preferences.
