How to Protect a Home or Worksite From River Flooding During Bridge Construction

Learn how to coordinate with a bridge project, prepare evacuation routes, and use temporary flood barriers cautiously when river levels rise.

Start by coordinating with the bridge project team and local emergency-management authorities: get the project’s flood contingency plan, learn what temporary features could affect the river or access, and agree on how warnings and evacuation decisions will reach you. Plan to leave before rising water cuts off your route. Sandbags and temporary barriers may help in a site-specific, prepared setup, but they are not a substitute for evacuation or engineering when a major river flood threatens.

Coordinate with the project team before construction begins

Bridge construction can change flood exposure during the work period. Temporary bridges, causeways, access fills, cofferdams, and river diversions may be vulnerable to flooding and can affect flood profiles. FHWA’s Hydraulic Design of Safe Bridges, HDS-7, Second Edition (2024), discusses assessing construction-period risk, considering seasonal scheduling, using long-term stream-gage records where available, and preparing to remove temporary features when a defined threshold is exceeded. It also recommends clarifying who bears flood damage risk to work, equipment, and schedule in the contract documents. Read FHWA HDS-7.

Ask the construction manager or project engineer for the flood contingency plan and get clear answers to these questions:

  • Which temporary structures or fills are in the river, floodplain, or on routes used to reach the property?
  • What river-stage or forecast condition triggers action, who can order removal, and how quickly can temporary features be cleared?
  • How does the project monitor river levels and forecasts, and how will nearby residents, businesses, and site managers receive warnings?
  • What happens if floodwater blocks access before equipment or temporary works can be removed?
  • Who is responsible for damage to temporary works, nearby property, contractor equipment, and schedule delays?

FHWA’s accelerated bridge construction guidance also recommends contingency planning for unplanned incidents and early coordination with relevant entities. See FHWA’s planning guidance. Prepare to evacuate before water rises

People and escape routes come first. Mark more than one route to a safe destination, including a route that remains usable if the nearest road or bridge closes. Decide who can call for evacuation, who checks workers and visitors, where people meet, and how you will account for anyone who needs help leaving. OSHA’s flood preparedness guidance calls for plans that cover activation conditions, responsibilities, routes, equipment, and personnel accounting. Review OSHA’s flood preparedness guidance.

Do not wait until water reaches the property or access road to decide what to do. OSHA’s instruction is direct: “if advised to evacuate, do so immediately.” Keep people away from riverbanks, excavations, cofferdams, and temporary access fills as water rises. Follow project and emergency-authority instructions, and never enter floodwater to deploy or retrieve materials.

Use barriers only as part of a site-specific plan

Sandbags and manufactured temporary barriers can be emergency measures, but their effectiveness depends on the site, the flood conditions, and how they are deployed. FEMA warns that sandbag walls are not reliable protection when they are installed without advance planning and trained personnel. Manufactured systems also need to be sized for the site, stored appropriately, and supported by training and drills. Check a particular system’s tested depth and intended conditions; a general product description does not establish that it is suitable for a river flood at your property. See FEMA P-936.

If a qualified project or property plan calls for a temporary barrier, the complete setup may include a firm placement area, enough footprint, staggered and compacted rows, suitable sheeting, a seepage plan, and dependable pump power or fuel. USACE flood-fighting guidance describes these considerations for typical sandbag setups; it is not a universal design specification for every home or worksite. When comparing a temporary barrier system, check its intended riverine or coastal use, tested protection depth, allowable flow and debris conditions, anchoring and ground requirements, deployment time and training needs, storage and reuse requirements, seepage and pumping needs, and whether the project engineer or local authority approves it for the site. Buying sandbags, sheeting, or a pump alone does not provide flood protection.

Set project-specific triggers and responsibilities

There is no generic safe barrier height or river-stage trigger for every bridge project. The right threshold, removal deadline, and response depend on river hydraulics, warning time, ground and building conditions, temporary works, and local requirements. Get numerical triggers and assigned responsibilities from the project engineer and local authorities rather than choosing a level yourself. FHWA also describes bridge-specific public-safety monitoring, inspection, closure instructions, and countermeasure planning in its Plan of Action guidance.

Keep longer-term property protection separate

A construction emergency plan addresses immediate risks during the project; it does not replace a property’s broader flood-risk and recovery planning. Review local flood insurance, property-specific mitigation options, and recovery arrangements separately. USACE’s National Nonstructural Committee describes warning and evacuation planning as risk reduction and relocation as the most dependable protection for a structure, a broader consideration for long-term planning rather than an immediate construction-period instruction.
