How to Prequalify Subcontractors Before Inviting Them to Bid

Prequalification is a documented screening decision made before you send a bid invitation. Define the exact work package and its risks, ask every candidate for comparable evidence, verify the claims that matter most, apply the same published gates and scoring method, and invite only firms that meet the threshold. Then carry the information into onboarding, contract controls, coordination and supervision.

This process is not a substitute for evaluating the bid or managing the work. It establishes whether a subcontractor is capable, eligible and suitably controlled to compete for the package.

What subcontractor prequalification decides

A prequalification decision answers a limited question: can this firm responsibly perform this particular package under the project’s conditions? It is not a general endorsement, a guarantee of award, or a ranking of bid prices.

The answer must be tied to the work. A firm that is suitable for interior finishes may not have the people, plant, controls or financial capacity for a deep excavation, live-services diversion or complex process installation. Requirements should therefore be proportionate to the package’s nature, complexity, value and risk.

Keep three decisions separate:

  • Eligibility: Is the firm legally permitted and properly licensed to do the work?
  • Capability: Can it supply competent people, equipment, methods, capacity and financial resources for the planned start and milestones?
  • Bid evaluation: Once invited, which compliant offer provides the best value under the tender rules?

UK procurement guidance distinguishes supplier conditions from tender award criteria. Do not use a prequalification questionnaire to score the bid itself; use it to establish whether a supplier may proceed to the tender stage.

Choose the depth of screening from the package risk

Start with a written risk profile before asking for documents. Record the trade or work package, interfaces with other contractors, site conditions, schedule constraints, required licences, foreseeable safety hazards, quality requirements and the evidence needed to test those risks.

A short-form screen can be appropriate for a low-risk, familiar package with many capable firms. A fuller process is warranted when a failure could cause serious injury, major delay, environmental harm, rework or a material financial loss.

Decision factor Short-form screen Full prequalification
Project risk and complexity Lower consequence work with straightforward interfaces and methods High-hazard, technically complex, tightly coordinated or high-consequence work
Evidence depth Core eligibility, relevant experience, capacity, insurance ability and safety controls Detailed project evidence, named personnel, methods, audits or site visits, financial evidence and independent checks where justified
Verification cost and time Desk review and targeted reference calls More extensive corroboration, such as audits, site visits or third-party verification
Market and small-business impact Minimal documentation that does not exclude capable small and medium-sized firms Additional evidence only where the risk requires it, with equivalent forms of proof accepted
Repeatability and records Standard form retained for the package file Versioned questionnaire, evidence log, clarification record, decision and expiry or refresh date
Refresh frequency Refresh when material circumstances change or before a new high-risk engagement Set a review point for expiring licences, insurance, financial information, workload and safety performance

The objective is the smallest evidence set that answers the actual risk. More paperwork is not automatically better control.

Step 1: Define the work package and acceptance threshold

Describe the work precisely

Write a package description that a candidate can answer without guessing. Include quantities or performance requirements where known, the planned work sequence, interfaces with your team and other trades, access restrictions, working hours, temporary works, testing and handover obligations.

State the anticipated start date, key milestones and the conditions that could affect production. A subcontractor’s capacity is meaningful only against a real mobilisation date and schedule, not an abstract statement that it is “available.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Map hazards and failure consequences

List the hazards that drive the screen: for example, work at height, excavation, lifting, electrical isolation, confined spaces, traffic management, hazardous substances, occupied premises or critical commissioning. Link each hazard to the control or evidence you expect, such as a risk assessment example, training record, competent supervisor or inspection process.

Write pass/fail gates before contacting firms

Identify non-negotiables in advance. Typical gates are legal eligibility, the required trade licence, minimum safety controls, ability to obtain the required insurance, and capacity to meet the programme. A candidate that fails a gate should not be advanced by compensating for it with a high experience score.

Step 2: Set fair, work-related qualification criteria

Use criteria that test the firm’s ability to perform this package, rather than its ability to produce impressive paperwork. The following evidence areas cover the factors identified in public procurement and construction safety guidance.

Criterion What to ask for What to verify
Legal identity and integrity Registered name, ownership and contact details; conflicts of interest; exclusion or debarment declarations where applicable Identity against authoritative records, disclosed conflicts and any required exclusion checks
Relevant experience and past performance Comparable projects with scope, value, dates, client, role, outcomes and contactable references That the firm performed the stated scope, the dates and role are accurate, and references can discuss delivery and close-out
People and competence Organisation chart, named project manager and supervisors, trade licences, qualifications and required certifications Credentials, experience of the named people and their availability for the proposed dates
Equipment and plant Equipment list, ownership or access arrangements, capacity and maintenance approach That critical plant will be available, suitable and maintained for the method and schedule
Technical method and quality Proposed methods, inspection and testing approach, quality controls, document control and sample method statements Whether the controls address the package risks and can be implemented by the proposed team
Health and safety Policy, risk-assessment process, training, incident history, reporting and examples of controls used in practice Consistency between the documents, references and observed practice; investigate material incidents rather than relying on a declaration
Financial capacity Financial information appropriate to the firm’s size, ability to fund mobilisation and evidence of resources for the package Capacity for the planned workload and payment cycle; use an equivalent form of evidence for smaller firms where appropriate
Organisation and schedule capacity Current workload, committed projects, proposed workforce, subcontracting plan and mobilisation date Conflicts with the project programme, over-allocation of key staff and reliance on unconfirmed labour or plant
Insurance Current cover or evidence that required cover can be obtained at contract commencement Policy status, limits, exclusions and expiry dates, subject to local law and the contract requirements
Licensing and certifications Trade, regulatory and product-specific licences or certifications required for the package Issuing body, scope, holder, expiry and any conditions on use

U.S. Federal Acquisition Regulation (FAR) Part 9 describes responsibility in similar terms, including financial resources, schedule ability, satisfactory performance, integrity, organisation, accounting and operational controls, technical skills, quality assurance and safety programs. Pakistan’s PPRA rules identify relevant experience, personnel and equipment or plant, financial position and managerial capability. These are useful reference points, not universal law.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Step 3: Issue a concise questionnaire

Send one version-controlled questionnaire to every candidate for the package. Explain the response deadline, permitted file formats, contact for clarifications, treatment of confidential information and the fact that meeting the minimums permits an invitation but does not guarantee award.

Company and declarations

  • Legal entity name, trading name, address and primary contacts.
  • Ownership or control information and an organisation chart.
  • Conflicts of interest, related-party relationships and required exclusion declarations.
  • Confirmation that submitted information is current and authorised by a responsible officer.

Comparable project schedule

Ask for several projects that genuinely match the package. For each, require the client, location, contract or package value, start and completion dates, scope performed, the candidate’s role, key personnel, delivery outcome, major change or claim history where relevant, and a reference contact. A project is not comparable merely because it carries the same trade label; scale, constraints, interfaces and hazards matter.

People, plant and capacity

Request the names and roles of the proposed project manager, supervisor and technical leads. Ask for their relevant experience, licences and certifications, plus confirmation of availability for the planned dates. Require an equipment and plant schedule for items that are critical to production or safety, including whether each item is owned, leased or supplied by another party.

Ask candidates to list current and awarded work, planned labour, key plant commitments and any intended lower-tier subcontracting. Require them to identify what they will self-perform and what they will subcontract. This exposes schedule conflicts that a simple headcount can hide.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Methods, quality and document control

Ask how the firm will plan the work, control interfaces, inspect and test installations, manage nonconformances, maintain records and hand over information. For higher-risk packages, request a sample method statement or risk assessment that demonstrates how controls are selected and reviewed, rather than accepting a generic policy alone.

Safety evidence

Request the safety policy, risk-assessment and incident-reporting process, training approach, relevant licences, recent incident information and examples showing that controls were used in practice. Ask how the supervisor will brief workers, manage changes and stop unsafe work. Give the candidate a way to explain corrective actions and lessons learned; an unexplained omission is more concerning than a disclosed event with credible controls.

Commercial capacity and insurance

Ask for financial evidence proportionate to the package and the firm’s legal reporting obligations. The purpose is to test whether it can fund mobilisation, payroll, materials and the payment cycle without creating a delivery risk. Do not demand audited accounts from a firm that is not legally required to produce them when an equivalent, reliable form of evidence can answer the question.

State the insurance types and limits required by the project and local law. Accept evidence of current cover or evidence that the required cover can be obtained by contract commencement. Do not assume that a certificate proves every required condition; check the named insured, policy period, limits, exclusions and any endorsements that affect the package.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Verify the evidence instead of treating answers as proof

Desk review is the starting point, not the finish line. Build an evidence log with the question, document received, issue date, expiry date, verifier, result and follow-up action.

  1. Check identity and authority. Confirm that the legal entity submitting the response is the entity that would sign the subcontract and hold the licences and insurance.
  2. Validate licences and certifications. Check the issuing body, scope and expiry. Record any conditions or limits that affect the proposed work.
  3. Confirm insurance. Contact the insurer, broker or issuing source when the risk warrants it, and record the cover that will exist at contract commencement.
  4. Call references consistently. Use the same core questions: what scope did the firm perform, did it meet the programme, how did it manage safety and quality, how did it respond to defects or changes, and would the client engage it again for comparable work?
  5. Test capacity against the programme. Compare named staff, plant and workload with the mobilisation date and milestones. Resolve double-booking, contingent resources and unconfirmed lower-tier suppliers.
  6. Examine safety in practice. For high-risk work, use a site visit, audit or independent verification when proportionate. Compare written procedures with observed controls, training records and incident follow-up.
  7. Resolve discrepancies. Give the candidate a documented clarification opportunity. Record the original answer, the explanation, evidence supplied and the final determination.

UK guidance allows certifications, site visits, audits and third-party verification where proportionate. A self-certified answer should not be treated as final proof when the consequence of being wrong is high.

Step 5: Score every candidate by the same method

Apply pass/fail gates first

Mark each non-negotiable as pass, fail or clarification required. Examples include a required licence, legal eligibility, minimum safety controls, required insurance ability and the capacity to meet the programme. Document the evidence supporting each mark. A failed gate should normally end the assessment for that package unless the requirement itself is revised for everyone before decisions are made.

Use a simple weighted assessment for comparative capability

After the gates, assess experience, proposed method, people and equipment, references, schedule capacity, financial capacity and commercial or integrity information. Use a published scale and define what weak, acceptable and strong evidence means before reviewers begin. Weight only the factors that distinguish the package’s real risks; do not let a low-risk administrative item outweigh a critical safety or technical deficiency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Assessment record Entry to make
Criterion The published requirement, such as comparable excavation experience or inspection control
Evidence Document name, project example, reference note, certificate, audit observation or clarification
Result Pass/fail gate result or defined comparative rating
Risk and mitigation Specific gap, proposed control, owner and deadline
Reviewer and date Named reviewer, review date and any second-person check required
Decision Invite, do not invite, or hold pending a defined clarification

Keep conflicts of interest and reviewer recusals with the record. If two candidates provide different forms of evidence, assess whether each proves the requirement rather than favouring a particular document format.

Step 6: Invite only firms that meet the published minimums

Send the invitation to bid to firms that have passed the gates and met the comparative threshold. The invitation should identify the package, tender instructions, site information, programme, pricing structure, clarifications process and required return documents.

State that prequalification is a condition of receiving the invitation, while final award remains subject to tender evaluation, due diligence and contract checks. Do not quietly add a new prequalification requirement after reviewing responses. If the scope or risk changes, issue the same revised requirement to every affected candidate and preserve the reason for the change.

Retain the questionnaire, supplied evidence, verification notes, reference records, clarification correspondence, conflicts declarations, scoring sheet and decision approval. This audit trail supports consistent treatment, later challenge resolution and a defensible explanation of why a firm was or was not invited.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 7: Turn prequalification into onboarding and supervision

Prequalification is a snapshot of capability before tender. It does not replace project controls. WorkSafe New Zealand describes prequalification as an assessment of a contractor’s general ability and competence, including health-and-safety risk management; it should sit alongside onboarding, clear contracts and expectations, coordination and ongoing management.

  • Repeat the package-specific induction and verify that the people arriving are the people assessed.
  • Transfer agreed methods, risk controls, inspection and testing points, reporting routes and document requirements into the subcontract and project plan.
  • Confirm responsibilities at interfaces with other trades, including permits, isolations, temporary works, lifting plans and handover records where applicable.
  • Monitor safety, quality, programme, labour and plant against the assumptions used in the prequalification.
  • Record material changes in ownership, key staff, insurance, workload, lower-tier subcontractors or financial condition and reassess when they affect delivery risk.

A supplier that passes prequalification but later loses a key supervisor, lets insurance expire or falls behind on a critical predecessor is no longer operating under the assumptions that supported the invitation.

Proportionality, fairness and small-business access

Requirements must relate to legal or financial capacity or technical ability for the package. Ask for the least burdensome evidence that answers the risk, accept equivalent qualifications or proof where appropriate, and explain why any additional verification is needed.

Examples of disproportionate practice include demanding audited accounts from every firm regardless of legal obligation, requiring a level of insurance unrelated to the package, or insisting on contract-performance insurance before award where local rules prohibit that practice. Such conditions can exclude capable small and medium-sized firms without improving project control.

Use the same questionnaire, deadline, clarification rules, gates and scoring definitions for every candidate. Keep commercially sensitive information restricted to the people who need it, and record how conflicts or suspected exclusion grounds were handled.

How the rules differ by jurisdiction

The official sources that inform this workflow do not have identical scope or legal effect. Treat them as examples of sound control, then confirm the rules that apply to your project, client and location before publishing a jurisdiction-specific form.

Source What it contributes How to use it
U.S. FAR Part 9 Responsibility factors including resources, schedule ability, performance, integrity, organisation, controls, technical skills, quality assurance and safety Use as a reference for a responsibility review on U.S. federal work; confirm the applicable acquisition rules and contract clauses
UK Procurement Act guidance Conditions should address legal or financial capacity or technical ability, be proportionate, and may use certifications, audits, site visits or third-party verification Apply the proportionality and separation of supplier conditions from award criteria required for the relevant UK procurement
Pakistan PPRA rules Prequalification is based on the interested party’s ability to perform the particular work satisfactorily, with factors such as experience, personnel or plant, financial position and managerial capability Check the applicable PPRA rules, thresholds and documentation for the procuring entity
WorkSafe New Zealand guidance Prequalification examines general ability and competence, including health-and-safety risk management, and works with onboarding and ongoing management Use it to connect the screen to site induction, coordination, contracts and supervision rather than treating approval as permanent

Licensing, insurance, privacy, safety and public-procurement obligations can change by country, state, client and contract value. Obtain local legal or procurement advice before relying on a form developed for another jurisdiction.

Common failure modes and practical fixes

Asking for everything

Failure: A long document request consumes time and filters out capable firms without testing the package’s real risks.
Fix: Map each question to a hazard, legal requirement, capacity risk or technical control. Remove questions that do not change the decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting certificates without checking scope

Failure: A certificate is current but covers a different trade, entity, location or level of work.
Fix: Verify the holder, scope, issuing body, conditions and expiry, and check that the named people will be available.

Relying on a self-declaration for a high-consequence risk

Failure: The form says the firm is competent, but there is no corroboration for safety, critical plant or specialist experience.
Fix: Use references, records, an audit, site visit or independent check proportionate to the consequence of failure.

Scoring before setting gates

Failure: Strong references compensate for a missing licence or unacceptable safety control.
Fix: Resolve non-negotiable pass/fail conditions first, then compare firms that meet them.

Ignoring current workload

Failure: A firm has excellent historic projects but cannot mobilise the promised crew or plant when your work starts.
Fix: Compare committed workload, named resources, plant bookings and lower-tier dependencies with each milestone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing prequalification with award

Failure: Reviewers score questionnaire answers as if they were tender prices or award criteria.
Fix: Use prequalification only to establish eligibility and capability; apply the published tender evaluation after invitations are issued.

Stopping at approval

Failure: Conditions change after the screen, but the project team never revisits them.
Fix: Set refresh triggers for expiring insurance or licences, key-person changes, major workload changes, incidents and material scope changes, and monitor performance during delivery.

A reusable prequalification decision sequence

  1. Write the package, interfaces, hazards, schedule and legal requirements.
  2. Choose a proportionate short-form or full process and document why.
  3. Publish the pass/fail gates and comparative criteria before inviting responses.
  4. Issue the same concise questionnaire and response instructions to every candidate.
  5. Log each document, expiry, reference, clarification and verification action.
  6. Apply gates first, then the defined comparative assessment.
  7. Approve the decision, record conflicts and notify candidates consistently.
  8. Invite successful firms with clear tender instructions and the statement that award is still subject to evaluation and contract checks.
  9. Transfer the assessed controls into onboarding, the subcontract and the project plan.
  10. Monitor delivery and refresh the assessment when the risk assumptions change.

Pakistan’s PPRA captures the central principle in a single sentence: “Such pre-qualification shall solely be based upon the ability of the interested parties to perform that particular work satisfactorily.” FAR Part 9 similarly states: “A prospective contractor must affirmatively demonstrate its responsibility, including, when necessary, the responsibility of its proposed subcontractors.” Those principles keep the screen focused: evidence should show that this firm can perform this package, under these conditions, at the time you need it.
