Con Edison uses different procedures for neighborhood undergrounding, gas-service replacement or meter relocation, and emergency work, so the right preparation depends on which project your notice describes. Read the flyer or email, follow its contact instructions, and ask the listed project representative about dates, access, parking, interruptions, and restoration. Do not assume that guidance for one type of work applies to another.
Identify the project before you make plans
“Construction work on your block” is not a single Con Edison job. A neighborhood may be receiving underground electric infrastructure, a gas service may be replaced while a meter is moved outdoors, or a homeowner may be planning separate excavation. The locations affected, the action expected from you, and the possible disruption are different in each case.

| What your notice or situation says | Where work may occur | Your main preparation |
|---|---|---|
| Undergrounding or underground utility construction | Roadway, curb or sidewalk, and areas marked with survey or right-of-way stakes | Keep stakes in place, read the local schedule, and plan parking and travel around the notice |
| Gas service replacement or gas-meter relocation | Street, sidewalk, property, and potentially inside the home | Arrange access to the meter, confirm the appointment and scope, and ask about any interior work or interruption |
| Your own excavation or a contractor’s digging | Public or private property where you plan to dig | Call 811 two to 10 days before excavation; this is separate from Con Edison’s scheduled project |
| Suspected gas leak | Any location where gas may be escaping | Leave immediately, then call 911 or Con Edison at 1-800-752-6633 from a safe location |
If the notice uses unfamiliar terms or does not make the scope clear, use the phone number, email address, or web contact printed on that notice. The general project pages do not establish an address-specific schedule, appointment, outage, or restoration plan.
Read the notice and build a project-day plan
Record the details that apply to your address
Save the paper notice, email, or project flyer where everyone responsible for the property can find it. Write down the project name, the stated work area, the expected dates or phases, the contact information, and any instructions about vehicles, gates, pets, or access. Con Edison’s undergrounding guidance says residents are notified about 10 days before construction in their neighborhood; treat that as advance notice for planning, not as a promise that every address will be worked on a particular day.

- For gas work, ask when someone must be present and how the crew will reach the meter.
- Ask whether the project contact expects a planned gas or electric interruption at your address. Do not infer one from a general neighborhood notice.
- Ask how schedule changes will be communicated and whom to call if the crew cannot access the property.
- Keep the notice available for building staff, tenants, caregivers, and anyone who may answer the door.
Make ordinary household logistics easier
The following are practical household steps, not universal Con Edison requirements. Move vehicles before the restricted period shown on the notice, keep a clear route to an outdoor meter or gate, and tell tenants or visitors about possible equipment and noise. Secure items that could obstruct a walkway and arrange for children, pets, or mobility-sensitive occupants to avoid an active work area. If a business, medical service, delivery, or school transport depends on curb access, make a backup arrangement using the local dates in your notice.
Do not remove, move, paint over, or cover survey markings while waiting for work. If a mark or stake is damaged accidentally, report it through the project contact rather than replacing it yourself.
If the notice describes undergrounding
Con Edison’s undergrounding program involves neighborhood survey and construction activity. The company says crews may use roadway equipment, temporarily close lanes, and store materials on the street. It asks residents not to remove stakes that mark the right-of-way. The project page is the controlling source for local instructions: Con Edison undergrounding guidance.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Before equipment arrives
- Keep every survey or right-of-way stake in place. A stake can identify the area in which the utility has surveyed or expects to work. Do not treat it as disposable landscaping material.
- Read the local flyer or email again. Note the stated start window, phases, parking restrictions, and contact method. The approximately 10-day notification described by Con Edison is neighborhood-level guidance; it does not provide an address-specific daily schedule.
- Plan alternate parking and travel. Allow extra time for lane closures, trucks, and temporary on-street material storage. If you need curb access for a disability, delivery, or service appointment, ask the project contact what accommodation process applies.
- Keep expectations address-specific. The general undergrounding page does not say whether a particular home’s electric service will be interrupted or whether work will occur directly in front of that home. Ask the contact listed on your notice instead of assuming either outcome.
During roadway and sidewalk work
- Stay outside barricaded or actively excavated areas and follow posted directions from flaggers and crews.
- Do not drive around a closure or move cones, plates, fencing, equipment, or stored materials.
- Use the access route identified by the crew if a walkway is temporarily redirected.
- Call the project contact if an emergency vehicle, caregiver, or required service cannot reach the property; do not attempt to create your own opening through the work zone.
What the general guidance does not establish
It does not establish a universal construction duration, a guaranteed restoration date, or a particular home’s service status. Those details depend on the project notice and field conditions. Keep the contact information handy until the work in front of your property is complete and the temporary restrictions have been removed.
If the notice describes gas service replacement or meter relocation
Gas-meter relocation work is a different process from undergrounding. Con Edison says its crew or a qualified contractor may need access to the gas meter while replacing the gas service and moving the meter outdoors. Excavation may involve the street, sidewalk, or possibly your property. The company says any required interior work will be discussed with the customer before construction. Review the current Con Edison gas meter relocation FAQ and confirm details with the contact on your notice.
Confirm access and the work area
- Confirm the appointment or access window. Ask whether an adult must be present, how the crew will enter, and what identification or contractor information you should expect.
- Identify the meter route. Unlock or arrange access to gates, utility rooms, basements, or other areas needed to reach the meter. Do not block the route with vehicles, stored materials, or landscaping items.
- Ask where excavation may occur. The FAQ allows for work in the street, sidewalk, and possibly on the property. Request an explanation of the expected location and how access will be maintained.
- Discuss interior work before construction. If a pipe, meter, wall, or other interior element must be changed, ask what will be done, where, and when. Con Edison’s stated process is to discuss required interior work with the customer before work begins.
- Ask about service interruptions. The general FAQ does not provide a universal duration or outage schedule. Have the project representative explain whether your address is expected to lose gas or another utility service and how you will be notified.
Charges and refusal conditions
Con Edison’s FAQ says relocating an outdoor meter has no charge, but it also describes a charge when a customer refuses relocation that is needed for the service-line inspection. The page lists $255 for a one-to-three-family home and $475 for a four-or-more-family home in that specific refusal-and-inspection context. These terms and amounts can change and may depend on the circumstances, so verify the current FAQ and your notice before relying on them. Do not treat the figures as a general fee for ordinary relocation work.

Protect the household while access is arranged
Keep children and pets away from the meter and any excavation. If a tenant, caregiver, or property manager controls access, give that person the appointment details and the project contact. Ask the crew before work begins where residents should walk and whether any temporary barrier, cover, or alternate entrance will be used. Do not enter an excavation or handle gas piping, meter equipment, or temporary protective materials yourself.

When you are doing separate digging: call 811
811 applies when you or your contractor will excavate on public or private property. Con Edison says the person doing the digging must call 811 two to 10 days before excavation so approximate utility locations can be marked. This requirement is distinct from a Con Edison crew carrying out the utility’s own scheduled project. You do not call 811 merely because a utility notice says Con Edison will be working on your block.
Use the 811 process for your own project
- Define the digging area. Mark the proposed path or footprint as requested by the 811 service, including work on private property.
- Call two to 10 days before excavation. Build this lead time into a fence, planting, drainage, paving, deck, or other project. A last-minute call may not satisfy the required window.
- Wait for the utility marks and respect them. The marks show approximate locations, not a guarantee that every line is exposed or located with construction-level precision. Keep them visible until the excavation is finished.
- Reconfirm after changes. If the digging area, route, or start date changes materially, ask 811 or the relevant utility what new notification is required.
- Stop if conditions are unclear. Do not dig through an unmarked or conflicting area to “check” for a line. Contact 811 or the utility for clarification.
Peter Corredor of Con Edison’s Construction–Quality Assurance Group said, “Calling 811 helps avoid fines, potentially expensive repairs, and most importantly keeps us all safe.” The statement appeared in Con Edison’s April 20, 2026 release, “Protect Yourself and the Public, Dial 811 Before You Dig; Its the Law.”

If digging damages a utility
Stop work, move away from the area, and keep other people away. For an accident involving a Con Edison line or other immediate hazard, call 911 or Con Edison at 1-800-752-6633. Do not attempt to repair, cover, move, or inspect a damaged line yourself.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Gas-leak instructions override routine construction planning
A construction notice is not a reason to investigate a suspected leak. If you smell gas, leave immediately. Once you are safely away, call 911 or Con Edison at 1-800-752-6633. Con Edison’s gas-leak FAQ says not to light matches or operate electronic appliances that could create a spark and not to investigate the leak yourself.

- Do not turn lights, switches, thermostats, appliances, or phones on or off in the affected area.
- Do not smoke, light a match, start a vehicle nearby, or use another ignition source.
- Do not search for the leak, close a valve, or re-enter to collect belongings.
- Call only after reaching a safe location, and tell emergency responders that construction or excavation is occurring if that is relevant.
Use these emergency instructions even if the odor appears near a work zone, meter, sidewalk, or temporary excavation. Routine project contacts are not a substitute for 911 or the emergency number.

Questions to ask the project contact
Keep this checklist beside the notice. It helps distinguish confirmed local information from assumptions based on a general webpage.
- What is the exact project type at my address: undergrounding, gas-service replacement, meter relocation, or another job?
- What are the expected work dates and daily access hours, and how will changes be announced?
- Will the crew need access inside the home, through a gate, or to a basement or utility room?
- Which part of the street, sidewalk, yard, or building may be excavated?
- Will gas, electric, water, heating, internet, or another service be interrupted at my address?
- What parking, driveway, loading, or pedestrian restrictions apply, and when do they begin?
- How should I report a blocked entrance, damaged stake, unsafe condition, or missed appointment?
- What temporary protection or restoration should I expect, and who is the contact for a property concern after the crew leaves?
- If I have a separate digging project, what 811 notification and timing must my contractor follow?
Day-of-work checklist
- Re-read the current notice and confirm that the date and work area match what the contact told you.
- Move vehicles and personal property out of the stated work zone; never move a survey stake or barricade.
- Provide the agreed access to the meter or interior areas, or make sure the designated adult is present.
- Keep people and pets away from equipment, excavations, stored materials, and temporary traffic controls.
- Use only the pedestrian or vehicle route provided by the crew or posted signs.
- Ask before entering an area that appears complete but still has fencing, plates, cones, or open work.
- Report urgent hazards through 911 or the emergency number, not through a routine scheduling email.
After the crew leaves
Wait for the crew or project representative to indicate that the area is safe and access restrictions are lifted. Check that gates, doors, and normal routes can be secured, and report an unresolved access problem through the notice’s contact information. If your own project will involve additional digging after utility work, make a new 811 plan rather than relying on older marks; utility locations and surface conditions may have changed.
For any continuing gas odor, damaged gas equipment, or suspected line damage, leave and use the emergency instructions above. For ordinary questions about dates, restoration, or property conditions, use the local project contact because the general Con Edison pages do not provide a universal schedule or address-level restoration promise.
