Prepare construction payroll for migration by project and payroll period, then map every worker’s identity, classification, time, wage, fringe benefit, deduction, certification, and submission record into the new system without breaking its connection to the covered contract. Start by identifying the rules that apply to each project: federal Davis-Bacon requirements, state or local prevailing-wage rules, agency-specific instructions such as the General Services Administration’s current PBS deviation, and the Internal Revenue Code’s Inflation Reduction Act (IRA) prevailing-wage and apprenticeship requirements can require different data and submission methods.
Keep an unchanged source archive, restrict sensitive identifiers, validate totals and classifications, and confirm the receiving agency’s file format and signature process before cutover. The U.S. Department of Labor (DOL) generally requires Davis-Bacon records to be retained for three years after all work on the prime contract is complete, and certified payroll is due within seven days after the regular payment date for the payroll period.

Why payroll migration is a compliance project, not just a data conversion
A payroll database can be technically complete yet legally unusable if it loses the relationship between a worker, the project, the classification actually performed, the applicable wage determination, the hours worked, the fringe calculation, and the signed certification. Auditors and contracting agencies need to reconstruct that relationship for a particular contract and payroll week.
Build the migration around the records the governing rule requires, rather than around the columns your old software happens to expose. The DOL’s Employment Law Guide describes the core Davis-Bacon record set. The IRS identifies additional evidence for IRA prevailing-wage and apprenticeship compliance in its FAQ. A cited GSA rule is narrower: its XML and automated-submission provisions apply to the PBS contracts and leases covered by that deviation, not to every construction project.

There is no universal federal conversion checklist, required number of parallel payroll runs, or mandated cutover date. Treat your reconciliation, test imports, and approval gates as operational controls, and verify the contract and agency’s instructions before relying on them.
Establish the rule set for every project before exporting data
Create a project inventory before you select an export format. One contractor may have several rule sets active at once, and a single project may include prime and subcontractor records with different responsibilities.
Record the project and contract context
- Contract and task-order identifier, prime contractor, and each subcontractor tier.
- Project location, covered work dates, funding source, and the agency, owner, or recipient that receives certified payroll.
- Applicable wage determination number and revision, labor classifications, and any written classification decisions.
- Whether the work is federally funded or assisted, subject to a state or local prevailing-wage law, covered by an IRA credit, or governed by an agency-specific clause.
- The regular payment date for each payroll period and the method used to submit payroll and certifications.
Davis-Bacon coverage generally attaches to federal and federally assisted construction contracts; state and local laws can impose separate requirements. IRA guidance applies to qualifying projects claiming the relevant tax benefits. Do not mark a project simply “prevailing wage” and assume that label captures all of its obligations.
Apply the IRA wage-determination timing rule
For an IRA project, the IRS says the applicable wage determination is generally the one in effect when the construction contract is executed. If there is no contract, or its execution date cannot be determined, use the determination in effect when construction begins. A general wage determination normally remains valid for the work, but an update may be needed for additional out-of-scope work or additional time that was not originally obligated. Store the determination and the date logic with the project record so a later reviewer can see why a rate was used.
Identify GSA-specific submission rules
The GSA class deviation dated December 6, 2024 applies to the PBS contracts and leases identified in that memorandum. It permits weekly payroll data to be sent as WH-347 XML by email or through GSA’s automated system, while requiring the submitted data and certification to be identical. It also distinguishes information retained for an audit from information transmitted weekly. Confirm that your contract is within the deviation before configuring an XML workflow.
Build a source-of-truth inventory
Inventory records by worker, payroll period, project or contract, subcontractor tier, and submission status. Do not migrate only the latest payroll register. Include historical corrections, supporting fringe documentation, signed statements, and evidence of what was sent and when.
| Record area | Information to preserve | Why it matters |
|---|---|---|
| Worker identity and contact | Name, address, telephone number, email address, and the retained Social Security number (SSN) where the applicable rule requires it | Supports identity, audit requests, and the link between retained records and the worker number used in a certified payroll |
| Work performed | Correct classification or classifications actually performed, project, contract, and dates | Connects hours and rates to the wage determination that governs the work |
| Time | Daily hours, weekly total hours, payroll-period dates, and project allocation | Allows an agency to verify the reported week and the pay calculation |
| Pay and fringe | Hourly wage, fringe contributions or anticipated costs, actual wages, and bona fide fringe-benefit support | Shows whether the required prevailing wage was met in cash, fringe benefits, or both |
| Deductions | Each deduction and its effect on actual wages | Certified payroll reporting includes deductions and actual wages |
| Apprenticeship evidence | Apprentice status, program information, ratios, daily apprentice-to-journeyworker records, and apprentice payroll records when applicable | Supports IRA apprenticeship compliance and any related contract review |
| Corrections | Correction payments, dates, amounts, affected workers and periods, and proof of payment | Preserves the trail from an original error to its remedy |
| Certification and transmission | Signed Statement of Compliance, signer identity, submission file, receipt or acknowledgment, and any rejection or resubmission | Proves what was certified and delivered for each payroll period |
For Davis-Bacon work, the DOL specifically lists worker name, address, telephone number, email address, SSN, classification, hourly wage and fringe information, daily and weekly hours, deductions, actual wages, fringe-plan records, and apprenticeship records when applicable. For IRA projects, the IRS also identifies facility location and type, executed construction contracts, wage determinations, labor classifications, fringe-support records, correction-payment records, written apprenticeship requests, program agreements, required ratios, daily ratios, and apprentice payroll records.

Map fields without flattening their meaning
Make a field-mapping workbook before the first test import. For every source field, document its destination, data type, allowed values, transformation, owner, and validation rule. Preserve source codes alongside destination codes when the new system uses a different classification or project numbering scheme.
Worker and employment keys
Assign a stable internal worker key that does not change when a person moves between projects. Keep the source employee number and the destination identifier in a crosswalk. A weekly certified payroll uses an individually identifying worker number; the DOL describes a name plus an identifying number such as the last four SSN digits. Do not replace the retained identity record with the abbreviated number.
Project, contract, and payroll-period keys
Every time and earnings line should carry the project or contract key and the payroll-period start and end dates. Store the subcontractor tier and the source payroll batch or register number. This prevents a worker’s hours from being detached from the contract that determined the classification and rate.
Classification and rate fields
Map the classification actually performed, not merely the employee’s default job title. Retain the wage-determination identifier, revision or effective date, base hourly rate, fringe rate or cash equivalent, and the source rule that selected those values. If one person worked two classifications in a week, preserve separate lines or another structure that keeps the hours and rates distinct.

Keep daily hours and the weekly total, then reconcile them to regular, overtime, or other earning categories used by the destination system. Preserve gross wages, deductions, actual wages, fringe contributions, and correction payments as separate concepts. Never import a single “total pay” value in place of the components needed to reproduce the certified payroll.
Supporting documents and metadata
Link fringe-plan documents, apprenticeship records, contracts, wage determinations, correction proofs, signed statements, submission receipts, and agency correspondence to the relevant project and payroll period. Record document version, upload date, signer, and source-system location. A PDF image without searchable metadata may be difficult to retrieve during an audit, so preserve the original file and a readable archive copy.
Separate retained identifiers from transmitted identifiers
Privacy controls must be designed into the export. The DOL guide describes retaining full worker contact and SSN information while reporting an individually identifying worker number on the weekly certified payroll. The GSA deviation similarly requires contractors and subcontractors to retain full SSNs and current addresses for audit or investigation requests but excludes full SSNs and home addresses from weekly transmittals.

Create two explicit data views:
- Restricted retained record: full SSN, current address, contact details, and supporting identity documentation, accessible only to authorized personnel.
- Submission record: the worker name and permitted identifying number, classification, rates, hours, deductions, actual wages, and required certification, with prohibited identifiers removed.
Test both views. A receiving system accepting a full SSN does not mean the contract permits transmitting it. Conversely, deleting the SSN from the retained archive can make an audit response impossible. Apply the particular contract and agency rule, encrypt exports and archives, limit permissions, and log access.
Preserve certified payroll and signature history
Each Davis-Bacon certified payroll must include a Statement of Compliance signed by the contractor or an authorized wage-payment supervisor. The DOL states: “Each certified payroll submitted must be accompanied by a ‘Statement of Compliance’ using either page 2 of Form WH-347 Payroll (For Contractors Optional Use), or any form with identical wording, certifying compliance with applicable requirements.” Use the wording required by the contract or an allowed equivalent; do not assume that a generic electronic approval is sufficient.
Certified payroll submissions are due within seven days after the regular payment date for the payroll period. Store the due date, actual transmission time, signer, signature method, submitted file, and receipt or rejection response. If a payroll is corrected, retain the original, the replacement, the explanation, and proof that the corrected amount was paid.
DOL compliance principles require electronic submission systems to support legally valid electronic signatures, access to payrolls for the required period, and alternatives when a contractor cannot use or access the system. Ask the receiving agency how it handles outages, rejected files, delegated signers, and late or amended submissions before migration.
GSA’s XML example
For the PBS contracts and leases covered by GSA class deviation CD-2025-02, weekly data may be submitted as WH-347 XML by email or through GSA’s automated system. The XML must represent the same data and certification required by the applicable payroll form. This is an example of an agency-specific interface, not a general federal XML standard.

- Freeze the scope. List projects, contracts, payroll periods, prime and subcontractor records, corrections, and documents that must move. Mark records that remain in the source archive.
- Confirm governing rules. For each project, record Davis-Bacon coverage, state or local requirements, IRA status, agency instructions, wage determinations, and the receiving party.
- Extract a read-only baseline. Export worker counts, hours, wages, deductions, fringe amounts, classifications, documents, certifications, and submission history. Preserve the original export with a date and access log.
- Clean without overwriting history. Standardize dates, decimal precision, addresses, classification codes, and project identifiers in a controlled staging area. Keep the original value and a change log for every transformation.
- Create the mapping and crosswalks. Map worker, project, contract, period, classification, rate, fringe, deduction, correction, document, and certification fields. Require a business owner to approve each ambiguous mapping.
- Build restricted and submission datasets. Remove full SSNs and home addresses from weekly files where the rule excludes them, while retaining them in the protected audit record when required.
- Run a representative test import. Include a worker with multiple classifications, daily and weekly hours, fringe benefits, deductions, a correction, an apprentice record when applicable, and a signed statement. Verify that the destination can reproduce the certified payroll.
- Reconcile and obtain sign-off. Compare counts and totals by worker, period, project, subcontractor, and classification. Have payroll, compliance, project management, and information-security owners approve the results.
- Cut over with a rollback point. Record the last source payroll processed, the first destination payroll, the responsible signer, and the location of the immutable source archive. Keep the source available until the retention and audit obligations are satisfied.
Validate the migration before the first live submission
Use a reconciliation worksheet that can be rerun for every project and period. The following checks are planning controls derived from the records agencies require; they are not a universal regulatory test prescribed by DOL or GSA.
- Worker count and payroll-period count match the source, with documented explanations for additions, deletions, and merged records.
- Daily hours add to weekly hours for each worker and classification; project allocations add to the worker’s payroll total.
- Base wages, fringe amounts, gross wages, deductions, actual wages, taxes, and correction payments reconcile to the source register at the required precision.
- Every classification is valid for the project and linked to the correct wage determination and effective date.
- Apprentice records contain the program, ratio evidence, daily apprentice-to-journeyworker information, and payroll link where the IRA rules apply.
- Each submitted period has a retrievable Statement of Compliance, signer identity, transmission file, timestamp, and receipt or rejection history.
- Restricted identifiers are absent from transmission files and present, encrypted, and permission-controlled in the retained archive when required.
- A user who lacks access to the new portal can still follow the approved alternative submission process.
Reconcile exceptions instead of forcing a match
Investigate a difference when the destination total is lower, a classification disappears, an attachment cannot be opened, or a signature is shown only as an approval checkbox. Correct the mapping or source record, document the reason, rerun the affected period, and preserve both the original and corrected versions. Do not “balance” a payroll by inserting an unexplained adjustment.

Retention, archive, and access after cutover
The DOL states that Davis-Bacon records must be preserved for three years after all work on the prime contract is completed. The GSA deviation states that the agency retains submitted payrolls and compliance statements for three years after contract completion, while contractors must maintain payroll and basic records for the work and three years thereafter under the clause. Apply the retention clock to the records and contract language that govern your project; do not automatically extend one rule to every construction job.
Keep a read-only archive containing the source export, mapping versions, transformation logs, payroll registers, supporting documents, signed statements, submitted files, receipts, correction history, and access logs. Index the archive by contract, project, payroll period, worker key, and document type. Test retrieval before disabling the old system, including a request for a single worker’s full period history and a complete certified payroll package.

Common migration failures and fixes
One generic rule is applied to every project
Symptom: A payroll is assigned a single prevailing-wage flag with no agency or wage-determination detail. Fix: Rebuild the project inventory and record the federal, state, local, GSA, and IRA contexts separately.
Classification is replaced by a job title
Symptom: The new system shows “electrician” for a week in which the worker performed two covered classifications. Fix: Restore classification-level time and rates, retain the source code, and link each line to the applicable determination.
Privacy and audit needs are confused
Symptom: Full SSNs appear in a weekly upload, or they are deleted from the archive. Fix: Maintain restricted retained and permitted submission views, then test the exported file before transmission.
The signature is not legally usable
Symptom: The migration keeps a “submitted” status but no signer, wording, timestamp, or receipt. Fix: Import the signed Statement of Compliance and its metadata, confirm the agency’s accepted electronic-signature method, and preserve an approved alternative.

Symptom: A wage determination or fringe-plan file exists in storage but cannot be found from the payroll period. Fix: Re-link documents by contract, period, worker or classification as appropriate, and test retrieval with a read-only user.
How to choose a submission approach
Choose the method the receiving agency accepts, then test whether it preserves the required data and certification. Compare approaches against these questions:
- Does the agency accept the format for this exact contract?
- Does the file contain every required field and the identical Statement of Compliance wording?
- Does the electronic method capture a legally valid signer identity?
- Can authorized parties retrieve the submitted payroll and supporting records for the full retention period?
- Is there a documented alternative when a user cannot access the portal or automated system?
An agency portal may be the only accepted channel for one project, while another contract may allow an approved file attachment. For the GSA PBS contracts and leases covered by the cited deviation, WH-347 XML by email or GSA’s automated system is an expressly described option. Do not generalize that option to an unrelated agency or contract.
Final cutover checklist
- Every project has a contract, location, funding or tax-credit context, wage determination, covered dates, and receiving agency.
- Worker identity, classifications, daily and weekly hours, wages, fringe benefits, deductions, actual wages, corrections, and applicable apprenticeship evidence are mapped.
- Source codes, destination codes, transformations, and exceptions are documented.
- Restricted identifiers are protected and excluded from files where the contract requires exclusion.
- Statements of Compliance, signatures, submission files, receipts, rejections, and corrections are retrievable.
- Totals reconcile by worker, period, project, classification, and subcontractor.
- The destination’s export and signature workflow has been confirmed with the receiving agency.
- A read-only source archive and rollback record exist, with retention dates calculated from the governing contract.
Frequently Asked Questions
What are the contractors’ recordkeeping obligations on contracts subject to the Davis-Bacon prevailing wage requirements?
For covered work, retain worker identity and contact information, classification actually performed, hourly wage and fringe information, daily and weekly hours, deductions, actual wages, fringe-benefit documentation, and apprenticeship records when applicable. The DOL states that these records must be preserved for three years after all work on the prime contract is completed. See the DOL Employment Law Guide.
How soon must a certified payroll be submitted?
The DOL says certified payroll is due within seven days after the regular payment date for the payroll period. Preserve the signed Statement of Compliance, signer information, submitted file, and receipt or rejection history with that period.
What recordkeeping requirements apply with respect to the prevailing wage and apprenticeship requirements?
For qualifying IRA work, the IRS identifies contracts, wage determinations, facility and labor-classification information, fringe-benefit support, correction-payment records, and apprenticeship evidence such as written requests, program agreements, ratios, daily apprentice-to-journeyworker records, and apprentice payroll records. See IRS FAQ.
Can full Social Security numbers be included in a weekly certified payroll export?
Do not assume so. The DOL guide and the GSA deviation distinguish retained full SSNs from the individually identifying number used in weekly reporting. The GSA deviation specifically excludes full SSNs and home addresses from weekly transmittals for the covered PBS contracts and leases while requiring them to be retained for audit or investigation requests.
Is WH-347 XML required for every construction payroll migration?
No. The cited XML option is specific to the PBS contracts and leases covered by GSA class deviation CD-2025-02. Confirm the exact contract’s accepted format, signature method, and submission channel with the receiving agency before configuring the destination system.
