The solicitation—not a generic checklist—determines what your HVAC package must contain, how it must be delivered, and how the agency will evaluate it. Start with the current SAM.gov notice, every attachment, and every amendment; then turn Section L (or the solicitation’s equivalent instructions) into a line-by-line compliance matrix.
Before pricing, confirm whether the acquisition is sealed bidding or another method, verify your active SAM.gov registration and eligibility, identify the applicable wage determination, and determine whether bid security, bonds, and Standard Form 1442 are required. The workflow below shows how to qualify, estimate, assemble, and submit a package without overlooking a solicitation-specific requirement.

First, determine what kind of response the government is requesting
Federal notices may ask for a sealed bid, a negotiated proposal, or another type of offer. Do not call every response a “bid.” In a sealed-bid procurement, the invitation states the opening time and place, and the government generally evaluates bids without discussions. FAR Part 14 describes those instructions and the information bidders need to submit: FAR Part 14.
A negotiated procurement may use different volumes, technical narratives, discussions, and evaluation factors. Use the solicitation’s terminology throughout your package. Section L, “Instructions, Conditions, and Notices to Bidders,” or the equivalent section tells you the required forms, page limits, file formats, delivery method, representations, and certifications. Section M or another evaluation section explains how the government will assess the response. The current notice and its amendments override any general practice described in this guide.

Qualify the opportunity before spending estimating time
Open the live opportunity in SAM.gov and record the controlling details in an opportunity brief. The federal guidance page is SAM.gov’s contract-opportunity search guidance. Confirm all of the following from the notice and attachments:
- Solicitation number, issuing agency, contracting office, and point of contact.
- Notice status, response date and exact time, time zone, and delivery destination or electronic portal.
- Acquisition method, set-aside category, and stated eligibility restrictions.
- NAICS code or codes, size standard, and any other classification the notice uses.
- Site location, project description, magnitude information if provided, and the complete HVAC scope.
- Every amendment, revised drawing, specification, pricing sheet, wage determination, and form.
Verify that the company’s SAM.gov registration is active and that the business satisfies the notice’s representations and eligibility requirements before asking suppliers for firm quotations. An HVAC package may be one portion of a larger renovation. A FEMA notice for HVAC and roof replacement, updated September 17, 2026, displayed more than one NAICS classification; its September 21, 2026 deadline has passed, so treat it only as an example of why the complete attachment set matters: FEMA HVAC and roof replacement opportunity.
Convert the solicitation into a compliance matrix
Create the matrix before estimating is complete. Give every requirement an owner and an internal due date. A practical structure is:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →| Matrix column | What to record |
|---|---|
| Requirement | Form, clause, drawing, specification paragraph, certification, attachment, or delivery rule. |
| Source | Section, page, amendment number, or file name where the requirement appears. |
| Response item | The exact document, schedule entry, signature, data sheet, price, or narrative you will submit. |
| Owner | Estimator, project manager, engineer, safety lead, surety, subcontractor, or company signatory. |
| Format and limit | File type, naming convention, page or character limit, order, and required packaging. |
| Due date and status | Internal completion date, amendment check date, review date, and final submission status. |
Download the solicitation and attachments rather than relying on a browser preview. Label the working set with the amendment number and archive superseded files separately. Recheck each matrix row against the final assembled package; a response is not complete merely because a document existed in an earlier version.
Use the required construction forms and instructions
Standard Form 1442
For construction, alteration, or repair solicitations expected to exceed the simplified acquisition threshold, FAR 53.236-1 prescribes Standard Form 1442 for soliciting offers and awarding the work. The form may also be used below that threshold. The rule is not permission to substitute a different form: complete the form the solicitation requests, in the specified version and manner. See FAR 53.236-1.
Check the offer blocks, price schedule references, acceptance period, representations, acknowledgement of amendments, signature authority, and any continuation sheets. Make sure the signer is authorized to bind the company and that every amendment is acknowledged exactly as instructed.
Sealed-bid details
For a sealed bid, record the stated bid-opening date, time, place or electronic method, packaging or marking rules, and offer acceptance period. Do not add a qualification, exception, or “clarification” that changes the invitation’s terms unless the solicitation expressly permits it. If the instructions require a separate price schedule, technical submission, or envelope, follow that arrangement rather than combining files for convenience.

Plan the HVAC takeoff and price the actual work
Federal rules do not provide a universal HVAC takeoff formula, labor rate, or dollar benchmark. Price the project documents in front of you: location, equipment schedule, quantities, performance requirements, access, phasing, wage determination, and contract clauses. FAR Part 36 recognizes that bidders need time “to inspect the site, obtain subcontract bids, examine data concerning the work, and prepare estimates based on plans and specifications.” The construction provisions are at FAR Part 36.
Read the complete technical package
Build a scope checklist from the drawings, specifications, schedules, and schedules of values. At minimum, examine:
- Demolition, capping, temporary services, disposal, and protection of occupied areas.
- Equipment type, capacity, efficiency, accessories, supports, curbs, vibration isolation, and seismic requirements.
- Ductwork, piping, insulation, dampers, louvers, fire and smoke interfaces, refrigerant work, and equipment startup.
- Controls points, sequences of operation, sensors, network or supervisory interfaces, and controls programming.
- Electrical feeders, disconnects, starters, panels, line-voltage interfaces, and responsibility boundaries with the electrical trade.
- Roof penetrations, structural supports, waterproofing coordination, ceiling restoration, and architectural patching.
- Phasing, outage windows, infection-control or dust-control measures, security access, laydown space, and working-hour restrictions.
- Testing, adjusting and balancing, commissioning, inspections, training, operation and maintenance manuals, as-builts, warranties, and closeout forms.
Inspect, clarify, and obtain quotations
Attend the site visit when offered or required. Photograph and measure conditions only in ways the solicitation permits, and record questions for the contracting officer through the stated channel. Obtain subcontractor and supplier quotations early enough to reconcile exclusions, lead times, freight, taxes, startup support, controls scope, and warranty obligations with the plans and specifications. A low equipment quote that omits controls, rigging, startup, or commissioning is not a complete HVAC price.
List assumptions and exclusions only in the format the solicitation allows. In a sealed bid, an exception that conflicts with the invitation can make the bid nonresponsive. If a drawing or specification is ambiguous, use the solicitation’s question-and-answer process and incorporate any issued amendment into the estimate.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCompare alternatives only when the documents permit them
When substitutions or multiple technical options are allowed, evaluate each against the stated requirements rather than choosing on first cost alone.
| Comparison point | Questions for the estimate |
|---|---|
| Performance and compliance | Does the proposed equipment meet capacity, efficiency, sound, controls, code, and listed specification requirements? |
| Price and availability | Are quotation validity, escalation, freight, and lead time consistent with the required schedule? |
| Interfaces | Will electrical service, structural support, controls, duct and piping connections, and commissioning change? |
| Warranty and service | Are startup, factory service, training, spare parts, and warranty duration acceptable under the contract? |
| Installation constraints | Can the item pass through the site, fit the existing structure, and be installed during the stated outage or phasing window? |
If the solicitation names a product or limits substitutions, use its substitution procedure. An alternative is not automatically acceptable because it appears to perform similarly.
Apply the correct wage and labor requirements
Determine from the solicitation whether the Davis-Bacon and Related Acts apply. If they do, identify the project-specific wage determination for the location and construction type and carry the applicable classifications into labor pricing. The Department of Labor explains that wage rates are predetermined and included in bid specifications and contracts when the acts apply; its guidance directs users to the wage-determination resources: DOL Davis-Bacon wage-determination guidance.

Do not reuse a rate from another county, construction type, or solicitation. Confirm the determination attached to the current opportunity, any modification or superseding rate, fringe-benefit treatment, and the classifications needed for sheet-metal workers, pipefitters, controls technicians, equipment operators, laborers, and other planned trades. Carry the labor requirements into subcontract flow-downs and payroll compliance planning; the solicitation’s clauses control the exact obligations.
Check bid guarantees, performance bonds, and payment protection
Search every section and amendment for “bid guarantee,” “performance bond,” “payment bond,” and “payment protection.” These requirements are conditional, not universal for every federal HVAC response. FAR Subpart 28.1 establishes the general framework and ties bid guarantees to performance-bond requirements: FAR Subpart 28.1.
Where FAR 52.228-1 is included, permitted forms can include a bid bond, postal money order, certified or cashier’s check, irrevocable letter of credit, or certain U.S. government securities, subject to the clause and the solicitation. The contracting officer sets the guarantee amount. The clause states: “Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.” Read the full clause at FAR 52.228-1.
Give the surety or financial institution the final solicitation, amendments, completion date, price, and required form early enough to issue corrected documents. Verify names, legal entity, signatures, penal sums, effective dates, obligee, and delivery method. A bond or guarantee that arrives late, names the wrong entity, uses the wrong amount, or is in an unaccepted form can fail even when the price is otherwise correct.
Assemble the package in the order the notice requires
Use the solicitation’s submission sequence, not a preferred company template. A typical assembly review may include these items when applicable:
- Cover or transmittal page required by the instructions.
- Completed SF 1442 or other specified offer form.
- Signed price schedule, schedules of values, and amendment acknowledgements.
- Technical or management volumes, if the acquisition method requires them.
- HVAC scope narrative, schedule, execution plan, and subcontractor or supplier commitments required by the notice.
- Representations, certifications, licenses, past-performance information, and responsibility documents requested by the solicitation.
- Bid guarantee, bond, payment protection, or alternative security in the exact required form and amount.
- Wage determination acknowledgement and labor-related certifications or plans required by the clauses.
- Data sheets, substitution requests, product information, safety documentation, and other attachments specifically listed.
Use the required file names, file sizes, signatures, encryption, envelope markings, and portal fields. If the notice requires hard copies, package them exactly as directed; if it requires electronic upload, allow time to upload and verify each file. The controlling delivery rule is always the current solicitation.

Common failure points and the practical fix
Using the notice summary instead of the attachments
Symptom: The estimate follows the short SAM.gov description but misses a controls specification, roof interface, wage determination, or separate pricing sheet.
Fix: Download the complete attachment set and make each drawing, specification, clause, and amendment a matrix row. The FEMA example demonstrates why a combined HVAC and roof project cannot be understood from a single summary line.
Pricing before eligibility is confirmed
Symptom: Supplier quotes are assembled for a set-aside or NAICS category the company cannot use.
Fix: Verify active SAM.gov registration, set-aside, NAICS code, size standard, location, and other stated eligibility conditions first.
Treating every federal response as a sealed bid
Symptom: A contractor submits a price-only response where the solicitation requires technical volumes, evaluation narratives, or discussions.

Reusing a bond or wage table
Symptom: The guarantee names another project or the labor rates come from a different location.
Fix: Obtain security for the current solicitation and verify the current, project-specific wage determination and classifications.
Leaving closeout and interfaces out of the HVAC price
Symptom: The equipment price is competitive but excludes controls programming, electrical work, balancing, commissioning, training, manuals, or warranty service.

Maintain a repeatable internal schedule
Set internal milestones backward from the government’s deadline. Reserve time for eligibility review, site inspection, technical takeoff, supplier and subcontractor quotations, wage and bond verification, management review, signature, upload or packaging, and receipt confirmation. Reopen SAM.gov after the question deadline and again immediately before submission to check for an amendment. If an amendment changes price, scope, form, date, or delivery, update the matrix, estimate, and final package together so an old attachment cannot survive in the submission.
A complete federal HVAC package is therefore a controlled response to one specific solicitation: eligible company, correct form, complete scope, project wage rates, required security, accurate price, and demonstrable compliance with every current instruction.
