Prepare an asphalt driveway in this order: establish the finished grades and drainage route, locate and protect buried utilities, excavate and compact a stable subgrade, install the specified base, and document the compacted asphalt section before paving begins. If an existing driveway will receive an overlay, repair structural failures first; new asphalt will not correct a weak foundation or a drainage problem.
The most important homeowner task is not choosing a surface color or thickness from a generic chart. It is getting the contractor to inspect the site, state the design assumptions, and put excavation, grading, compaction, drainage, thickness measurement, utility adjustments, payment, and any guarantee in a written scope.

What driveway preparation is supposed to achieve
Asphalt is the wearing surface, not the entire driveway system. Its performance depends on the soil below it, the aggregate or other base supporting it, the way water is directed through and away from the site, and the quality of construction. Preparation creates a platform that can carry paving equipment and traffic without excessive movement while giving surface water a dependable route to an appropriate outlet.
- Drainage: Finished grades should prevent ponding and direct water away from the garage, structures, and vulnerable edges.
- Safety around utilities: Buried lines must be located before excavation and protected or relocated if the work could damage them.
- Structural support: The subgrade and base must be shaped, moisture-conditioned where specified, and compacted so the pavement is not placed over soft or unstable soil.
- A defined pavement section: The bid should identify the base material, compacted asphalt thickness, and site assumptions instead of relying on a vague promise to “install a driveway.”
The Asphalt Institute places drainage, utility locating, and support checks in its driveway guidance. The Illinois Asphalt Pavement Association (IAPA) likewise tells homeowners to confirm slopes, avoid standing water, and document preparation responsibilities in the contract.

Identify the project before comparing prices
Preparation differs substantially between a new driveway, a complete replacement, and an overlay. Tell each bidder which situation applies and require an inspection of the existing surface, low spots, tie-ins, and signs of movement.
| Project type | Preparation focus | Decision that changes the scope |
|---|---|---|
| New driveway | Excavate as needed, establish grades, prepare and compact the subgrade, install the specified base, and pave the designed asphalt section. | Soil support, drainage route, access, and the selected full-depth or base-supported design. |
| Full replacement | Remove the old pavement and failed materials where required, then rebuild the foundation and surface to the agreed grades. | Whether the existing base or subgrade can remain or must be removed after inspection. |
| Overlay | Evaluate the existing pavement, repair or remove failed areas, correct drainage and distorted support, then place the overlay. | Whether distress is superficial or load-related; severe failures require removal and replacement rather than concealment. |
New construction
A new driveway still needs a site investigation. The contractor should identify the intended edge locations, the connection to the road, the garage threshold, nearby sidewalks, and the route water will take. A new surface can reproduce a bad grade just as easily as an old one if those elevations are not agreed before excavation.
Full replacement
Do not assume that removing visible asphalt automatically removes the problem. Ask what happens after demolition if the exposed soil is wet, pumping, or visibly weak. The replacement price should say whether unsuitable material is removed, what material replaces it, and how additional work is authorized if the actual conditions differ from the initial inspection.
Overlay
An overlay is a condition-dependent treatment, not a universal shortcut. Existing pavement may be suitable, but the contractor must distinguish cracks and minor surface defects from failures caused by traffic loads or a weak foundation. AAPTP’s pavement-preservation guidance calls for failed areas to be repaired and says severe load-related distress should be removed and replaced instead of simply covered.
Step-by-step preparation sequence
1. Establish the written scope and site assumptions
Before equipment arrives, ask the contractor to walk the entire route and mark the proposed edges, high and low points, transitions, and areas that may need extra excavation. The inspection should include:

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Existing asphalt or concrete condition, including cracks, potholes, ruts, heaves, and areas that move under load.
- Low spots and the route water currently follows during rain.
- Connections at the garage, street, sidewalks, retaining features, and property boundaries.
- Visible utility covers, valves, inlets, cleanouts, and other fixtures whose elevations may change.
- Access for trucks and rollers, including where equipment can turn without damaging adjacent work.
Have the contract identify who removes old pavement, performs excavation and grading, prepares the subgrade and base, handles drainage work, and pays for or approves unforeseen unsuitable soil. IAPA recommends multiple bids and a written agreement that assigns these responsibilities rather than leaving them as verbal assumptions.
2. Locate and protect buried utilities
Arrange the utility-locate process required in your jurisdiction before digging. The Asphalt Institute specifically warns that nearby buried utility lines should be located before construction and protected or relocated when excavation could affect them.
Give the contractor the locate documentation and point out private lines that may not be covered by the public locating service, such as homeowner-installed lighting, irrigation, or other private connections. Confirm who protects each line and who pays if a fixture must be moved. Do not allow excavation to begin merely because no utility is visible at the surface.
3. Resolve elevations and access details
Agree on the finished asphalt elevation at every tie-in. IAPA recommends deciding who will raise water valves or sewer inlets to meet the finished surface. The same discussion should cover garage thresholds, sidewalks, road edges, drainage inlets, and transitions to existing pavement.
Write down the transition treatment and the party responsible for adjusting each fixture. A driveway that meets the center of the slab but leaves a valve, inlet, or garage entry too low can collect water or create a trip hazard even when the asphalt itself is smooth.

4. Set grades for drainage
Use the proposed elevations to establish a continuous drainage route. Water may need to move toward the street, along an edge, or across the driveway to a suitable outlet, depending on the property. Check the garage, neighboring structures, retaining walls, property boundaries, and road connection so the new grade does not shift a problem onto another area.

The Asphalt Institute notes that some driveway methods using an untreated aggregate base may require underdrains, depending on site conditions. That is a site-design decision, not an automatic feature of every residential driveway.
Ask the bidder to describe how the finished grade will be checked and what happens if the proposed route cannot drain by gravity. Do not accept “the asphalt will shed water” as a substitute for a grade plan.
5. Prepare and test the subgrade
The subgrade is the shaped soil directly below the pavement structure. It must be graded and compacted to provide a stable working platform. After compaction, the contractor should check whether it supports construction equipment without pronounced deflection.
Soft or wet areas need a defined correction. Depending on the observed condition, the contractor may use additional rolling, allow moisture conditions to change, or remove and replace unstable material. The Asphalt Institute’s guidance treats persistent instability as a reason to address the soil rather than pave over it.

Ask these questions before the base is placed:
- What observation or test will identify a soft area?
- What material will be removed and what will replace it?
- How will the correction be priced and approved if it is outside the original allowance?
- What is the stopping point if the prepared ground moves under a roller or loaded truck?
The 2025 Asphalt Paving Handbook states that if subgrade distortion occurs during paving, placement should stop until the soil condition is corrected. That principle protects the finished pavement from burying a defect that was visible during construction.
6. Build the base to the specified profile
Where the design uses untreated granular base, the material should be placed to the intended grade and cross-section. The 2025 Asphalt Paving Handbook identifies moisture, density, structural strength, and smoothness as requirements for untreated granular base.
Request the base material description and the compaction approach in the bid. The contractor should also state how the finished base will be checked before asphalt placement. A smooth-looking surface is not proof that it has the required support or density.
Do not turn an isolated municipal detail into a universal residential rule. For example, an Oklahoma City repair packet refers to 95% Standard Proctor density and backfill lifts no greater than six inches for a particular repair detail. Those values are tied to that detail; they do not establish the correct target for every private driveway.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute7. Define the asphalt section and measure compacted thickness
The Asphalt Institute’s residential driveway guide states that a full-depth asphalt pavement should have a minimum compacted thickness of 4 inches (10 cm) on a properly prepared subgrade. The figure belongs to the full-depth method described in that guide, whose publication date is not stated in the indexed material and which is approximately 22 years old. It should not be applied automatically to a conventional aggregate-base design or an overlay.

Have the proposal identify whether the design is full-depth, base-supported, or an overlay; the asphalt mix or mixes; the specified compacted thickness; and how thickness will be verified. Ask what site conditions would require a change and how that change receives written approval. A truckload quantity or a loose placement depth is not the same as the compacted thickness promised in the contract.
8. Repair an existing driveway before an overlay
For an overlay, preparation follows the condition of the old pavement:
- Potholes: Patch them before the overlay.
- Cracks: Clean and seal them as appropriate for their type and severity.
- Ruts: Fill them or, preferably where practical, remove the distorted material by milling.
- Load-related failures: Remove and replace affected pavement and failed underlying materials instead of covering the distress.
- Distorted subgrade or water problems: Correct the support and provide subsurface drainage when site conditions require it.
Ask every bidder to mark the areas included in patching, milling, removal, replacement, and drainage work. A low overlay price can reflect a narrower repair allowance rather than a better solution.

Use the written scope to make comparable bids genuinely comparable. IAPA’s checklist supports documenting the following items:
| Contract item | What to have stated |
|---|---|
| Excavation and grading | Who removes material, establishes finished grades, and accepts responsibility for grade accuracy. |
| Subgrade | Compaction method, support check, treatment of soft or wet areas, and authorization for extra excavation. |
| Base | Material, intended profile, moisture and density requirements, and how smoothness or readiness is checked. |
| Asphalt section | Construction method, mix description, compacted thickness, and thickness-measurement procedure. |
| Drainage | Surface slopes, ponding prevention, tie-ins, outlets, and any underdrain work included. |
| Utilities and fixtures | Utility locating, protection or relocation, and responsibility for raising valves, inlets, or other covers. |
| Existing pavement repairs | Specific areas to be patched, milled, removed and replaced, or left in place before an overlay. |
| Commercial terms | Payment schedule, change-order process, completion conditions, smoothness expectations, and any guarantee. |
Questions to ask each paving contractor
- Is this proposal for a new driveway, full replacement, or overlay, and what did your inspection find?
- Where will water go at the garage, street, property edges, and adjacent structures?
- What utility-locate process applies here, and who protects or adjusts each fixture?
- How will you identify and correct soft or unstable subgrade?
- What base material and compacted asphalt thickness are included?
- Is the stated thickness for a full-depth section, an aggregate-base design, or an overlay?
- How will compacted thickness, grade, and smoothness be checked?
- If this is an overlay, which failures are patched, milled, or removed and replaced?
- What work is included if the exposed soil is unsuitable?
- Who performs excavation, grading, base compaction, drainage work, and fixture adjustments?
- How are changes priced and approved?
- What payment schedule and guarantee are written into the contract?
Common preparation failures and the correct response
| Observed situation | Why it matters | Response to require |
|---|---|---|
| Water remains in a low area after rain | The finished grade or outlet is not resolving surface drainage. | Recheck elevations and provide a suitable drainage route before paving. |
| Roller or truck causes visible deflection | The working platform or subgrade is unstable. | Stop placement, identify the weak material, and correct it before continuing. |
| Overlay proposal leaves deep ruts or failed patches in place | Load-related distress can reflect failure below the visible surface. | Define milling or removal and replacement for affected areas. |
| Utility cover will sit below the new surface | The transition can collect water and create a hazard. | Assign elevation adjustment in the written scope. |
| Bid gives only a total tonnage or “standard thickness” | You cannot compare the promised compacted section or assumptions. | Require the method, material, compacted thickness, and measurement method. |
| Contract says drainage is “by others” without naming the party | A critical part of preparation may be excluded. | Assign grading, outlets, underdrains if needed, and tie-ins explicitly. |
Before paving day: homeowner checklist
- Confirm the project type and marked driveway limits.
- Obtain the required local utility locate and share its results.
- Verify the finished elevations at the garage, road, sidewalks, inlets, valves, and other tie-ins.
- Confirm the route surface water will take and the treatment of any low spot.
- Review the subgrade and base correction procedure for soft or wet areas.
- Check that the bid states base material, asphalt method, compacted thickness, and measurement process.
- For an overlay, confirm the exact patching, milling, replacement, crack, rut, and drainage work.
- Make sure payment terms, change orders, smoothness expectations, and any guarantee are written.
- Ask who has authority to stop paving if the prepared ground distorts or fails support checks.
Exact base thickness, compaction targets, asphalt mix, drainage design, underdrain need, permits, and right-of-way rules depend on the site, construction method, loading, and local requirements. Have the bidder state those assumptions and consult the appropriate local authority for approvals and utility procedures.
