How to Prepare a Surface Before Applying Protective Coatings

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Successful protective coating starts with a surface that is compatible with the specified coating system, free of harmful contamination, correctly profiled, and accepted by inspection. The preparation method is not universal: concrete, carbon steel, galvanized metal, stainless steel, previously coated surfaces, and damp substrates each require different decisions. Before work begins, align the substrate condition, preparation class, cleanliness, profile, environmental limits, and inspection tests with the project specification and the coating manufacturer’s instructions.

Why surface preparation controls coating performance

A coating can fail even when the surface looks clean. Oil, grease, dust, laitance, loosely attached material, soluble salts, excess moisture, inadequate tensile strength, or an unsuitable surface profile can prevent adhesion or shorten service life. Preparation therefore has two separate objectives:

As an Amazon Associate I earn from qualifying purchases.

  • Remove anything that can interfere with adhesion or cure.
  • Create the surface condition required by the coating system. That condition may include a specified roughness, strength, pH, moisture level, and cleanliness grade.

AMPP’s concrete guidance places responsibility for selecting the preparation class on the specifier, based on the intended protective coating and service conditions, with agreement among the owner or specifier, manufacturer, and contractor. That allocation matters: no single blast grade, solvent, abrasive, profile, or moisture limit is correct for every project.

AMPP states that “The specifier is responsible for choosing the appropriate class of surface preparation from Table 1 for the intended protective coating and intended service conditions and these should be agreed upon by all parties involved (owner and/or specifier, manufacturer, and contractor).”

1. Identify the substrate and coating system first

Record the conditions that determine preparation before selecting equipment or media. Use the product data sheet, project specification, applicable AMPP standard edition, and the owner’s acceptance requirements as the controlling documents.

Item to identify Questions to answer Why it changes preparation
Substrate Is it concrete, carbon steel, galvanized metal, stainless steel, or another material? Each substrate tolerates different cleaning energy, chemicals, abrasives, and moisture conditions.
Current condition Is it bare, previously coated, corroded, damaged, dusty, oily, salt-contaminated, or damp? Existing films and unsound material may need removal before the specified preparation can begin.
Coating system What primer, intermediate coat, or lining is being applied, and what does its manufacturer require? The system determines the required cleanliness, profile, moisture, pH, and recoat conditions.
Service environment Will the coating face immersion, chemicals, abrasion, weather, condensation, or another exposure? More severe service generally requires tighter control of preparation and verification.
Acceptance documents Which specification, standard edition, inspection plan, and product instructions govern the work? These documents establish the pass/fail criteria and who can approve a prepared surface.

When documents conflict, stop and obtain a written resolution from the responsible specifier or engineer. Do not let the applicator silently substitute a familiar preparation grade.

2. Inspect the surface and remove unsound material

Check whether the substrate is sound enough to coat

Look for loose, weak, delaminated, friable, or otherwise unsound material. Dust and debris must be removed, and damaged areas must be treated according to the repair specification before coating. A preparation machine cannot turn weak concrete or poorly bonded old coating into a sound substrate.

Remove visible oil, grease, and deposits

On metal, visible oil and grease are a distinct cleaning problem. AMPP’s SSPC-SP 1 solvent-cleaning listing identifies visible oil, grease, and other visible deposits as the target of solvent cleaning before coating or before subsequent surface preparation. Select the solvent or detergent process from the project documents and product instructions; do not assume abrasive blasting will safely or completely deal with heavy oily contamination.

For concrete, the AMPP listing describes acceptable prepared concrete as free of contaminants, laitance, loosely adhering concrete, and dust. Remove these materials before evaluating profile or applying primer.

Consider contamination that cannot be seen

A surface may appear clean while retaining soluble salts or other residues. Because nonvisible contaminants can undermine adhesion and accelerate coating damage, the inspection plan should state whether soluble-salt testing is required and what result is acceptable. AMPP’s metal-preparation portfolio includes soluble-salt testing, while its concrete preparation listing includes residual-contaminant checks.

3. Select a preparation method and a defined target

Choose the method only after the substrate, coating, service exposure, contamination, access, environmental constraints, and acceptance criteria are known. The method must produce the condition required by the specification; “clean enough” is not a measurable target.

Concrete preparation methods

The 2024 AMPP concrete listing covers mechanical and chemical methods, including vacuum cleaning, low-pressure water rinsing, detergent scrubbing, steam cleaning, acid etching, waterjetting, grinding, abrasive blasting, shot blasting, and scarifying. The listing gives different concrete surface profile (CSP) ranges for some methods:

Method listed by AMPP Profile information in the 2024 listing Important qualification
Dry grinding CSP 1–2 This is a listing entry, not a universal target.
Acid etching CSP 1–3 Use only when the coating and project documents permit the chemical method and require appropriate neutralization and cleanup.
Dry abrasive blasting CSP 3–7 The required value depends on the specified coating and service conditions.
Vacuum cleaning, low-pressure water rinse, detergent scrubbing, steam cleaning, waterjetting, shot blasting, and scarifying Not stated in the supplied AMPP listing summary Obtain the governing standard’s requirements rather than inferring a profile from the method name.

Do not select the highest profile simply because it is available. Excessive roughness can increase coating consumption or leave peaks insufficiently covered, while inadequate profile can reduce mechanical adhesion. The specified coating system and AMPP preparation class must decide the target.

Metal preparation methods

For metal, AMPP lists separate requirements for solvent cleaning, white-metal blast cleaning, and commercial blast cleaning. Its committee scope also covers power-tool cleaning, abrasive media, waterjet cleanliness, surface-profile evaluation, and soluble-salt testing. Confirm the exact standard and edition required by the contract; some metal standard listings are older editions.

Solvent cleaning addresses visible oil, grease, and deposits. It does not, by itself, establish a blast cleanliness grade or surface profile. Conversely, a blast operation should not be treated as a substitute for removing substantial oily contamination first.

Waterjetting grades

Waterjetting uses pressurized water to remove coatings and other material. AMPP separates four cleanliness grades:

Grade Meaning Selection caution
WJ-1 Clean to bare substrate Use only when the specification and coating system call for this degree of removal.
WJ-2 Very thorough cleaning Define the permitted remaining staining or residue in the governing standard.
WJ-3 Thorough cleaning Do not assume it is interchangeable with abrasive-blast cleanliness.
WJ-4 Light cleaning Suitable only where the project documents accept a limited cleaning level.

Waterjetting does not automatically create the same surface profile as abrasive blasting. If the coating requires a particular profile, specify how that profile will be achieved and verified after waterjetting.

4. Verify the prepared surface before coating

Inspection is a hold point, not a visual formality. AMPP’s concrete preparation listing identifies surface tensile strength, profile, cleanliness, residual contaminants, pH, and moisture content among the verification topics. AMPP’s metal-preparation work also covers profile evaluation and soluble-salt testing.

Use a written acceptance checklist

  • Soundness: loose or weak material has been removed and repairs meet the project requirements.
  • Cleanliness: the specified visual cleanliness grade has been achieved, with no prohibited dust, oil, grease, laitance, or other residue.
  • Profile: the measured profile matches the coating manufacturer’s and specification’s required range.
  • Strength: concrete surface tensile strength meets the stated acceptance limit where required.
  • Residual contaminants: soluble salts or other specified residues are tested and within the stated limit.
  • pH: concrete pH is checked when required by the coating system.
  • Moisture: the substrate is within the product’s permitted moisture condition; use the specified test method and limit.
  • Environmental condition: temperature, humidity, condensation risk, ventilation, and other product-specific conditions are acceptable at the time of application.

Do not invent a numeric limit when the specification or product data sheet does not provide one. Record the test method, instrument or procedure, location, result, date, and inspector’s disposition. A surface that passes appearance but fails profile, strength, salts, pH, or moisture is not ready.

5. Control timing, moisture, and the work area

Preparation and coating are linked in time. Dust, condensation, fresh contamination, or moisture can return after cleaning. Plan the work so the prepared surface remains within the accepted condition until the first coat is applied. Follow the coating manufacturer’s environmental and recoat instructions rather than relying on a generic waiting period.

Water-based cleaning and waterjetting require particular attention to drying and moisture verification. Ventilation, dehumidification, and environmental monitoring may be necessary, but the required equipment and limits depend on the product and site. The AMPP SSPC Pocket Guide to Coating Information (listed by AMPP as a 2021 print and digital reference) includes information on abrasive selection, dew-point factors, dehumidification, ventilation, concrete standards, soluble salts, and inspection. It is a reference aid, not a replacement for the governing standard or product instructions.

Plan abrasive blasting as hazardous work

OSHA identifies several hazards associated with abrasive blasting: toxic dust and metals from the abrasive or the existing coating, high noise, eye and skin injuries, electrical hazards, and explosion potential from accumulated dust. Employers must protect workers from hazardous dust levels and toxic metals. The control plan should be prepared by qualified personnel for the actual substrate, old coating, abrasive, enclosure, ventilation arrangement, and site.

Because the required controls vary with the material and operation, this guide does not prescribe a universal personal-protective-equipment specification. Use the applicable OSHA requirements, exposure assessment, respiratory-protection program, containment plan, housekeeping procedures, and electrical controls for the project.

Substrate-specific preparation workflows

Concrete

  1. Confirm the coating system, service exposure, required CSP range, moisture limit, pH requirement, strength requirement, and approved preparation class.
  2. Inspect for weak concrete, laitance, dust, curing compounds, oil, grease, and other contaminants; remove unsound material and complete specified repairs.
  3. Select an approved method such as grinding, abrasive blasting, shot blasting, scarifying, waterjetting, detergent cleaning, steam cleaning, or acid etching, based on the required result.
  4. Clean the prepared surface thoroughly and remove process residues, including dust or rinse water.
  5. Measure the required profile and perform any specified tensile-strength, pH, residual-contaminant, and moisture tests.
  6. Obtain acceptance before coating and protect the surface from renewed contamination or moisture.

Carbon steel and other metal

  1. Identify the base metal, existing coating, corrosion condition, contamination, and specified cleanliness and profile grade.
  2. Remove visible oil, grease, and deposits with the approved solvent-cleaning process before further preparation.
  3. Select the specified combination of solvent cleaning, power-tool work, abrasive blasting, or waterjetting.
  4. Use the exact AMPP cleanliness designation required by the project; do not replace white-metal, commercial, or waterjet grades with informal descriptions.
  5. Check profile and, where required, soluble salts or other residual contamination.
  6. Apply the coating within the manufacturer’s environmental and timing limits after the surface is accepted.

Galvanized and stainless substrates

Do not transfer a carbon-steel blast procedure automatically to galvanized or stainless metal. Confirm the coating manufacturer’s preparation instructions and the project’s specified method for that substrate. The correct treatment depends on the existing surface condition, coating system, and required service performance.

How to compare two feasible preparation methods

When more than one method appears possible, compare each option against the same decision axes:

Decision axis Questions for the project team
Substrate and existing coating Will the method damage the substrate, smear contamination, or leave poorly bonded material?
Cleanliness and profile Can it produce the exact cleanliness grade and profile accepted by the coating system?
Contamination removal Will it address known oil, grease, dust, salts, and other nonvisible residues?
Moisture and environment Can the site manage rinse water, drying, humidity, condensation, and ventilation?
Worker exposure and containment What dust, noise, toxic-metal, electrical, and explosion controls are needed?
Access, production, and cleanup Can the equipment reach the work, maintain the required rate, and leave the area clean?
Approval Do the manufacturer and project specification explicitly accept the resulting surface?

These comparisons do not establish a generally superior method. The best choice is the one that reliably produces the specified surface under the actual site and safety constraints.

Common preparation failures and corrective actions

Observed problem Likely missing control Corrective action
Coating fails despite a clean-looking surface Profile, strength, moisture, pH, or soluble salts were not verified. Stop coating, test the governing acceptance properties, and re-prepare or repair as the specification requires.
Dust remains after blasting or grinding Final vacuuming, air cleaning, or housekeeping was inadequate. Remove residue and repeat the specified cleanliness check before application.
Waterjet-prepared surface is not accepted The selected WJ grade or resulting profile did not match the coating requirement. Confirm the required grade and profile with the specifier and manufacturer; use an approved additional preparation step if permitted.
Concrete coating is rejected after preparation Laitance, weak concrete, moisture, pH, or tensile strength remained outside limits. Correct the substrate condition, then repeat the required tests.
Workers or bystanders are exposed during blasting Hazard assessment, containment, ventilation, dust control, or access control was incomplete. Pause work and implement the applicable OSHA controls for the actual dust, metal, noise, electrical, and explosion hazards.
Different parties specify different preparation grades The owner, specifier, manufacturer, and contractor did not agree on one governing requirement. Resolve the conflict in writing before preparation continues.

  • Is the substrate correctly identified and sound?
  • Was the approved preparation class selected for this coating and service?
  • Were visible contaminants removed before the main preparation operation?
  • Does the surface meet the specified cleanliness grade?
  • Is the profile within the required range?
  • Have required tests for salts, pH, moisture, tensile strength, or other residual contaminants passed?
  • Are the environmental and timing conditions acceptable for the product?
  • Are the blasting, cleaning, ventilation, containment, and worker-protection controls in place?
  • Has the result been documented and accepted by the designated authority?

Surface preparation is complete only when the measured and documented condition matches the coating system’s requirements. Appearance is one observation; it is not the acceptance criterion by itself.
