Before the truck is scheduled, confirm the model’s dimensions, weight, foundation and anchoring details, utility connection points, transport requirements, and lifting instructions with the manufacturer or installer. At the same time, verify local approvals, have the site professionally assessed, complete the designed foundation and drainage work, install approved service stubs, and prove that the truck and crane can reach the installation position.
The cottage contract, engineered drawings, site conditions, and local authority determine the final requirements. A modular dwelling, manufactured home, garden suite, cabin, and small cottage can fall under different codes and use different installation methods, so a checklist copied from another project is not a substitute for model-specific and site-specific coordination.

Start by identifying exactly what is arriving
“Prefab cottage” describes a delivery method, not one universal building category. A modular dwelling may arrive in factory-built sections for placement on a permanent foundation. A manufactured home follows a different regulatory and installation framework. A garden suite, cabin, or small cottage may be treated as an accessory building or another locally defined use. Those distinctions can change the permits, foundation details, utility connections, transport equipment, and inspections.
Ask the manufacturer or appointed installer for a current delivery and installation package before excavation begins. It should identify:

- Crane capacity, boom or radius limits, outrigger requirements, rigging arrangement, and the exclusion zone for the lift.
- Which tasks belong to the manufacturer, transporter, crane contractor, general contractor, utility trades, and homeowner.
- Required inspection hold points and the documents that demonstrate acceptance before dispatch.
Do not let a salesperson’s sketch substitute for the installation drawings. If the model, foundation system, or delivery equipment changes, have the site plan and contract responsibilities rechecked.
Map the approvals before work starts
Contact the building and planning department for the property’s jurisdiction with the cottage drawings and a site plan. Ask for a written list of applications, inspections, and agencies involved. The City of Surrey’s guidance for prefabricated garden suites is a useful example: its review considers setbacks, height, lot coverage, and parking, and a site-specific plan or arborist report may be required. Surrey lists building, plumbing, electrical, gas, and transportation/craning/staging permits in that context. Other jurisdictions may use different permit names or require additional approvals.
Confirm whether the project also needs approvals for any of the following:
- Well, septic, sewer connection, or private water and wastewater systems.
- Road occupation, oversize transport, escorts, temporary street parking, or traffic control.
- Tree removal, arborist supervision, conservation, shoreline, floodplain, or land-disturbance work.
- Retaining walls, extensive grading, blasting, or work near an easement or public right-of-way.
- Electrical, gas, plumbing, fire-safety, or communications connections.
Permit responsibility is a contract issue as well as a regulatory issue. State who applies, who pays, who supplies drawings, and who books each inspection. A permit obtained for the cottage itself may not cover a crane occupying a road or a new septic field.
Check the proposed location against the property
Set the cottage on a current survey or professionally prepared site plan. Mark property lines, easements, rights-of-way, existing structures, wells, septic components, drainage paths, trees, overhead and buried services, and the finished floor elevation. Then test the proposed footprint against the applicable setbacks, lot coverage, height limits, parking rules, and access requirements.
Resolve conflicts before ordering excavation. Moving a unit after the foundation is poured is expensive; moving an access route after landscaping or a fence is installed can make delivery impossible. Where the authority requests an arborist report or a site-specific plan, obtain it before removing vegetation or changing grades.

Have the ground, drainage, and foundation designed for this site
A qualified site professional should assess soil support, slope, groundwater, drainage, weather exposure, and any flood or seismic conditions relevant to the property. The foundation designer then uses those conditions and the manufacturer’s reactions, anchoring details, and finished elevations to produce the foundation plan. Do not select a slab, crawlspace, piers, piles, or another system solely because it was used for a different cottage.

Fannie Mae’s 2021 Manufactured Housing Construction Guide explains why this matters for the manufactured homes it covers: soil quality affects load-bearing and drainage, and inadequate support can lead to foundation and building defects. Its guide also notes that manufactured homes can weigh 20% to 30% more than comparable site-built homes in its discussion of site load-bearing. That figure is not a specification for every prefab cottage; obtain the actual weight and reactions for your unit.
Control surface water
Finish grades so water moves away from the foundation and does not pond beside the walls, steps, or utility entries. Fannie Mae’s guide gives a general rule for the manufactured homes in its scope: adjacent grade should slope away for 10 feet. It also notes that drains or swales may be needed where the available space or topography prevents that slope. Treat these as planning principles, not a universal code requirement for a cottage in every jurisdiction. Your local designer must set elevations, slopes, subgrade preparation, and drainage details.
Build and document the foundation
Use the issued-for-construction foundation drawings and the installer’s tolerances. Verify excavation depth, bearing surfaces, reinforcement, concrete strength, anchor locations, piers or piles, hold-downs, waterproofing, and access for inspection. Record photographs, concrete tickets, survey elevations, and inspection approvals where required. Keep the finished surface free of debris and protect anchors and connection points until the unit is set.
Plan utility routes before trenching
Put every service route and connection point on the same coordinated plan as the foundation. A Surrey garden-suite checklist includes electricity, water and sanitary service, and stormwater or drainage; a rural cottage may instead require a well, septic system, propane or gas, private electrical equipment, or a different wastewater arrangement. The manufacturer’s connection schedule controls where the stubs emerge from the ground and how much clearance is needed for final hookups.
Coordinate each trade
- Confirm utility-company requirements, meter locations, transformer or service clearances, and inspection stages.
- Use licensed trades where local rules require them, and identify who supplies conduits, sleeves, shutoffs, cleanouts, disconnects, and temporary protection.
- Cap and protect service stubs at the locations and elevations shown on the drawings.
- Keep trench locations clear of foundation footings, anchors, crane outriggers, and vehicle paths.
- Do not backfill or conceal work until the required inspections and tests are complete.
Final connections commonly occur after the cottage is placed. Surrey’s guidance describes service connections after installation and a final City inspection. Your authority and contract may use a different sequence, so obtain the inspection order in writing.

Prove that the truck can reach the site
Delivery feasibility is a route-engineering problem, not simply a question of whether a vehicle fits through the gate. The transporter should survey the complete route from the public road to the set position. Record bridge and culvert limits, road width and surface, grades, tight turns, gate openings, driveway bearing capacity, and places where the vehicle can stop or turn.
Check the full height and width envelope against overhead lines, signs, lights, tree limbs, balconies, roof eaves, poles, retaining walls, parked vehicles, and neighboring structures. Identify buried utilities and weak pavement that could be damaged by a loaded trailer. A route that works for an empty pickup may fail for the actual trailer and cottage.
Deal with route permissions
Ask the transporter or installer who obtains oversize permits, escorts, traffic control, time-of-day restrictions, and temporary street parking arrangements. Surrey’s guidance places route planning, oversize permits, time restrictions, and street parking coordination among the manufacturer or installer’s responsibilities. Confirm the same division for your project rather than assuming the homeowner is covered.

Prepare the property approach
Remove or protect fences, gates, landscaping, low branches, and other obstacles only after the route survey and local approvals. Stabilize the driveway and any temporary crossing for the expected axle loads. Keep the approach free of parked cars, stored materials, mud, snow, and standing water on delivery day. If a road, ditch, or sidewalk must be temporarily modified, obtain permission and define who restores it.
Design the crane position and lift zone
Many cottages require a crane even when the truck can reach the property. The lift plan must show the crane’s location, setup surface, outrigger loads, boom radius, pick points, travel path, landing area, and exclusion zone. The crane operator and rigging team—not a general estimate—must confirm capacity for the actual radius and unit weight.
Maintain the clearances required by the utility owner and crane plan from overhead lines, trees, buildings, scaffolds, and temporary structures. Surrey specifically advises planning crane clearance from lines, trees, and buildings. Never rely on a visual guess about line distance; have the responsible utility or qualified professional establish the safe arrangement.

Provide a level, compacted setup area that can carry outrigger loads without undermining foundations, septic components, retaining walls, or underground services. Keep the lift path clear of workers and the public. Establish radio communication, weather limits, a stop-work authority, and a contingency location if wind or lightning prevents the lift.
Clear the site without creating a new approval problem
Site clearing may include vegetation removal, demolition, stripping topsoil, excavation, and temporary erosion control. First check tree-protection, conservation, drainage, and land-disturbance rules. Protect trees that remain, mark underground services, and keep excavated soil from blocking drainage or the delivery route.
Use the grading plan to separate reusable topsoil from unsuitable material and to plan export, stockpiling, or import. Stabilize exposed soil and keep sediment out of ditches and neighboring property. Do not bury construction waste or leave loose fill beneath the foundation or crane path.

| Scope to compare | Questions to ask |
|---|---|
| Survey, soil assessment, and engineering | Who obtains the survey, geotechnical information, drainage design, foundation drawings, and engineered revisions? |
| Grading, drainage, and foundation | What excavation, fill, compaction, waterproofing, anchors, and restoration are included, and what happens if soil conditions differ? |
| Utilities and final hookups | Which party trenches, supplies sleeves and stubs, obtains utility approvals, makes connections, and attends inspections? |
| Permits and inspection coordination | Who files building, trade, road-use, crane, staging, septic, or other applications and pays their fees? |
| Route survey and transport | Who measures the route, secures oversize permits and escorts, removes obstacles, and pays for temporary traffic control? |
| Crane, rigging, staging, and restoration | Who supplies the crane and riggers, prepares the setup pad, protects services, and repairs roads or landscaping? |
| Schedule and weather contingency | What readiness date applies, what weather limits stop the lift, and who pays for standby or rescheduling? |
| Failed or delayed delivery | What happens if the truck cannot enter, the foundation is out of tolerance, a permit is missing, or the crane cannot set safely? |
Site conditions can materially change total cost. Require written change-order procedures, a named decision-maker for delivery day, and a record of the drawings and revisions used for pricing.

Before dispatch, verify:
- The correct model, finish configuration, lifting points, and transport dimensions are confirmed.
- The foundation is complete, within the manufacturer’s tolerances, and released for placement.
- Grades and drainage are finished enough to prevent ponding and to keep the route and lift area stable.
- Utility stubs are at the specified locations, protected, inspected, and accessible for final connection.
- The route, driveway, staging area, and crane pad are unobstructed and approved for the expected loads.
- Required building, trade, road-use, transport, crane, and staging permits are active.
- Neighbors, road authorities, utility owners, and emergency contacts have been notified where required.
- There is a documented plan for wind, rain, lightning, frozen ground, or other weather interruptions.
Fannie Mae’s guide recommends aiming to finish pre-delivery work at least one day before delivery for the manufactured homes in its scope. Use that as a scheduling discipline, not as a universal contractual deadline. Your installer’s contract and local inspection schedule control the actual cutoff.
What happens on delivery day
- Hold a short site briefing with the transporter, crane operator, riggers, installer, and site supervisor. Review the lift plan, exclusion zone, signals, communications, weather, and stop-work authority.
- Inspect the route and setup area again. A new parked vehicle, saturated shoulder, fallen branch, or utility change can make yesterday’s plan unsafe.
- Position the truck and crane only on the approved surfaces. Keep unauthorized people outside the exclusion zone.
- Check the unit and rigging for transport damage before lifting, and document any discrepancy under the contract’s notice procedure.
- Set the cottage on the prepared foundation, verify alignment and elevations, and complete the specified anchoring and connections.
- Protect openings and service connections while trades complete final hookups and required inspections.
Do not treat placement as occupancy approval. The authority may require trade inspections, life-safety checks, skirting or enclosure work, drainage completion, or a final building inspection before the cottage can be occupied.
Common failure points and practical recovery
The unit is wider or taller than the route allows
Stop dispatch and have the transporter revise the route survey. Obtain a permitted alternate route, remove an obstruction lawfully, or revise the delivery equipment. Do not attempt an improvised maneuver that risks a collision or utility contact.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe foundation is out of tolerance
Do not “make it fit” with unapproved shims or field cutting. Ask the foundation designer and manufacturer for a written correction, then repeat the required survey or inspection before rescheduling.
Soft ground appears after rain
Keep heavy trucks and cranes off the area until the responsible engineer or contractor confirms bearing capacity. Stabilization, matting, drainage, or a delay may be needed; document who authorizes the change.
A permit or inspection is missing
Pause the affected work, contact the issuing authority, and obtain the required approval. A truck and crane already waiting do not replace a legal permit or inspection release.
Utility stubs do not match the cottage
Compare the installed locations with the latest connection drawing. Have the licensed trade and installer agree on a documented correction before backfilling or closing walls.
Optional tools for the homeowner
A self-leveling laser level can help a homeowner understand layout or observe rough grade work, but it is optional. It does not replace a boundary survey, engineered elevations, soil assessment, compaction testing, or professional earthwork. Use it only as a supplemental check and keep the approved drawings and professional measurements as the controlling record.
The governing principle
City of Surrey describes site preparation as “the work done on your property before the unit arrives.” That work is successful only when the cottage, property, authorities, and delivery crew are working from the same current information. Fannie Mae’s guide states that “Thorough site preparation is critical to the long-term integrity and durability of the foundation and the home.” Treat the manufacturer’s drawings, local approvals, engineered site design, inspection releases, and written delivery plan as one coordinated package before you release the truck.
