A framework-place bid is not the same as a bid for a specific project: it gets your business admitted as a supplier; later call-off competitions determine who delivers particular work. The notice and ITT control the applicable rules, evidence, scoring, pricing format and deadline.
What a framework bid is—and what it is not
The Cabinet Office defines a framework agreement under the Procurement Act 2023 as a “contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers.” The Cabinet Office’s framework guidance explains that framework rules support later contract awards.
As an Amazon Associate I earn from qualifying purchases.
There are two distinct bidding stages to keep separate:
- Framework admission: you compete to become one of the suppliers eligible for future work under the framework.
- Call-off: once admitted, you compete for a particular contract under the framework’s terms and award mechanism.
Being appointed to a framework is not a guarantee of work. The opportunity documents explain how buyers can award later contracts, including when a further competition is required and whether any award without competition is permitted. Do not treat framework admission as a project award.

This guide concerns UK public procurement and the supplier’s bid to join a construction framework. The Procurement Act 2023 provisions discussed here should not be assumed to govern frameworks established under an earlier regime. Check the live notice and ITT to identify the legislation and requirements for the specific opportunity.
That distinction matters when interpreting guidance and dates. A framework can be established under an earlier procurement regime and continue to operate under its own terms; the existence of newer framework guidance does not, by itself, tell you which rules govern that particular competition. Start with the live notice and tender pack rather than applying a general rule from another opportunity.
Decide whether the opportunity is worth pursuing
Frameworks differ by construction specialism, location, buyer eligibility, value band and complexity. Public construction frameworks may be divided into lots around those dimensions, so a framework’s broad title is not enough to show that it fits your delivery capability. The Government Commercial Agency’s construction framework information illustrates this lot-based approach; its available opportunities and details can change.
Before committing bid time, compare each candidate against the opportunity documents:
- Scope and lot: Does the lot cover the work you actually deliver, and can you evidence the relevant experience?
- Geography and customers: Are the regions and eligible public buyers relevant to your operations?
- Value and complexity: Can your business deliver work at the stated scale, with suitable capacity and risk controls?
- Entry route and window: Is this a new framework, a scheduled chance to apply to an open framework, or a call-off reserved for suppliers already appointed?
- Participation burden: Can you satisfy the stated financial, legal and technical conditions and provide the requested evidence?
- Evaluation and pricing: How do the published criteria assess quality and price, and what pricing schedule or mechanism must you use?
- Likely work and obligations: Review any disclosed information about expected call-offs or volumes, framework terms, charges, supply-chain expectations and other costs.
Verify each point in the live notice, ITT and framework documents. There is no universal deadline, scoring split or qualification threshold that applies to every construction framework.
Use this comparison as a genuine bid/no-bid check, not just as a way to choose a lot name. A technically relevant lot may still be a poor fit if its geography, value range or buyer base does not match your operating model. Likewise, a manageable entry questionnaire does not make an opportunity attractive if the framework terms or expected call-off process are not workable for your business. Where likely volumes or future opportunities are published, treat them as information about that framework, not as a promise of work.
When comparing several opportunities, record the source for each conclusion—for example, the notice, a lot description, the selection questionnaire or the pricing schedule. This makes it easier to distinguish confirmed requirements from assumptions and to identify any point that needs clarification before the deadline. In particular, do not assume that a framework’s headline scope describes every lot or that a cost or charge applies uniformly across frameworks.

Check the route into the framework and the governing rules
A closed framework generally does not admit new suppliers after it is established. An open framework provides scheduled opportunities to apply again. A call-off competition is a separate procurement stage and may be restricted to suppliers already on the relevant framework or lot. The Cabinet Office’s framework guidance and the Government Commercial Agency’s supplier guidance explain these routes.
For a Government Commercial Agency opportunity, use its eSourcing portal to access the ITT pack and follow the stated process. Registering or expressing interest alone does not make a firm an appointed supplier. More generally, use official opportunity services and the relevant framework provider’s published opportunities to identify a live competition.

Read the notice and pack before deciding that you can bid. Confirm the applicable procurement regime, the precise lots, eligibility and participation conditions, response stages, award criteria, scoring method and submission deadline. Requirements belong to the live competition—not to a generic idea of what a construction framework bid normally includes.
Pay particular attention to what the notice says about the route. An open framework does not mean that applications are continuously available: the relevant opportunity documents determine when suppliers can apply again. Conversely, a call-off invitation is not an invitation for an unappointed business to join the framework. Check that the opportunity is actually open to your firm at the stage you intend to bid.

The Cabinet Office’s Framework Practice Guide, published on 10 September 2026, says that a large proportion of UK public procurement spending—stated in the guide as £400bn—is channelled through frameworks as a commercial tool. This is the guide’s characterization, not an independently verified expenditure estimate. It describes the role of frameworks generally; it does not indicate the volume, value or likelihood of work under a particular construction agreement.
Separate supplier qualification from tender scoring
Participation conditions test whether your business has the capacity and ability to perform the work. Depending on the opportunity, they may cover legal standing, financial capacity, technical capability or requested accreditations. These are not the same as the award criteria used to score your tender response.
The Government Commercial Agency says its procurement selection questionnaire is specific to each framework and may include accreditation requirements. Make a compliance matrix from the actual ITT so your team can see which items are pass/fail or otherwise required, which call for supporting evidence, and which are scored. Conditions must be proportionate to the contract, but do not assume a condition is optional because another framework did not require it.
Keep the qualification work distinct from the quality and pricing response. A strong narrative cannot cure a missing required declaration or unmet participation condition, while evidence of capacity alone does not answer a scored question about how you will deliver.
A useful matrix should capture the exact condition or question, its source in the tender pack, the response or evidence requested, the person responsible and the status of the evidence. Mark requirements that appear to need a formal declaration, certificate or other attachment so they do not get lost inside narrative drafting. If the pack makes a distinction between selection-stage information and scored tender answers, preserve that distinction in your response files and review process.
Do not transfer evidence assumptions from one framework to another. The selection questionnaire is specific to the framework, and the requested accreditations or supporting material may differ. The live selection conditions are the authority for what your business must demonstrate; no universal list of certificates, financial thresholds or technical qualifications applies to construction framework suppliers.
Build a compliant, evidence-led quality response
Public authorities must give suppliers sufficient tender information to prepare bids and publish the award criteria and assessment methods. Use those published materials as the structure for your response rather than writing a general company profile and hoping evaluators infer relevance.

- Break down every question. Record the criterion it addresses, the evidence requested, the word or page limit, required format and any prescribed attachment.
- Map evidence to the criterion. Use relevant project examples, named roles, delivery methods, controls and outcomes where requested. Explain what your team did and why it demonstrates the capability being assessed.
- Answer the question directly. Organise the response so evaluators can locate each required element. Avoid unsupported claims such as “best in class” or “fully committed” when the ITT asks for demonstrable arrangements.
- Show a workable delivery approach. Where requested, explain programme, sequencing, quality assurance, safety, risk management, supply chain and escalation arrangements in terms that fit the lot and contract.
- Validate the evidence. Check that examples, certificates, commitments and named resources are current, accurate and available to support the proposed delivery.
- Check compliance before upload. Confirm limits, formats, declarations and cross-references against the ITT, then have another reviewer check the final response against the question set.
Do not insert every possible corporate policy into every answer. Include what the ITT asks for and what helps prove the criterion; irrelevant material can obscure the evidence evaluators need.

For each scored question, work from the wording of the criterion and assessment method. Separate what the buyer asks you to explain from the evidence it asks you to supply, and make both visible in the response. If a word or page limit is stated, use it as a real constraint: a longer answer is not a substitute for a complete, relevant one. Where a requested example is intended to demonstrate a capability, explain its relevance rather than relying on the project name alone.
Keep proposed commitments consistent across the response. For instance, the delivery method, named roles, programme assumptions and any supply-chain arrangements should describe the same plausible approach. This is not a claim that every ITT asks for all those subjects; it is a way to check coherence when they are requested. Have someone review the finished answers against the published criteria, not only for spelling and presentation but also for whether each requested point has a clear, supported answer.
Prepare pricing that matches the proposed work
Complete the pricing schedule and model exactly as requested. Check that the rates, assumptions and exclusions are consistent with the scope and the delivery method in your quality response. The cost basis should be understood internally, including labour, overhead, risk and subcontract costs, so that the offer is deliverable rather than simply attractive on paper.
Do not assume the lowest initial price wins. Authorities assess tenders using the published criteria and seek the most advantageous tender under the applicable rules. The weighting, pricing mechanism and treatment of quality differ by opportunity; follow the ITT rather than importing a familiar split from another procurement.
If your price could appear abnormally low, be ready to explain its basis and how you will meet the specification and obligations. A low figure that depends on unstated assumptions, unpriced risk or an unrealistic supply-chain offer can undermine confidence in the bid and create delivery problems if appointed.
Before submission, reconcile the commercial response with your technical one: the work described must be achievable at the prices entered, and the prices must use the units, categories and assumptions requested. Check that any stated assumptions are allowed by the tender pack; do not rely on qualifications or exclusions that conflict with the stated requirements. No universal rate card or pricing model applies, so use the schedule and instructions for the specific lot.
Also review framework terms for any levy, charge or other cost that the documents disclose. These are comparison points, not standard charges that can be assumed for every framework. Where the terms describe such costs, include them in your commercial assessment alongside the pricing schedule and delivery obligations. A bid can be compliant yet commercially unattractive if its full framework obligations are not understood before submission.
Address construction value and risk where the ITT asks
The Cabinet Office’s Construction Playbook (September 2022) states: “Evaluation – and evaluation criteria – should focus on value over cost.” It emphasizes whole-life value and proportionate assessment of supplier financial standing in relation to project risk. Its approach recognises quality, performance, sustainability and social value alongside cost.

Translate that into the specific evidence requested by the opportunity. Depending on the ITT, a construction response may call for measurable commitments or project-specific information on carbon, payment practice, safety, building information modelling, social value or supply-chain arrangements. A commitment should be specific enough to assess and credible enough for the delivery team to fulfil. The ITT—not a general checklist—decides which of these matters must be submitted.
Use the Construction Playbook as policy context, not as a substitute for the tender’s requirements. If a buyer does not request a particular document or commitment, do not imply that the Playbook automatically makes it a mandatory bid attachment.
Whole-life value is broader than comparing initial prices alone, but the buyer’s published evaluation method still governs how the bid is assessed. Do not assume that a general policy discussion creates a scoring category, changes the weighting or overrides the ITT. If the tender asks for evidence on quality, performance, sustainability or social value, answer in the format requested and connect the evidence to the stated criterion.
Financial standing is also not a reason to make unsupported assumptions about a threshold. The Construction Playbook discusses testing it proportionately to project risk; the actual participation conditions and evaluation requirements for your opportunity set out what information you must provide. Respond to those requirements accurately and make sure any claims about capacity, resources or supply-chain support can be substantiated by the proposed delivery team.
Submit correctly and plan for call-offs
Portal submission is part of compliance. Follow the portal’s instructions and the ITT deadline, allow time to resolve upload problems, and retain the exact version submitted and the portal’s receipt or confirmation.
- Complete all required declarations and schedules using the requested formats.
- Check file names, formats, size limits, attachments and any portal-specific fields against the instructions.
- Confirm the response corresponds to the right framework, lot and version of the ITT.
- Upload and submit before the stated deadline; do not rely on a draft, saved response or expression of interest being treated as a submission.
- Save the final submitted files and submission confirmation for your records.
If appointed, read the framework’s call-off procedure before pursuing work. The Government Commercial Agency describes competition as the general route for call-offs, with awards without competition limited to the stated circumstances and an objective mechanism. The exact procedure is framework-specific, so the admission bid is only the first part of a potential pipeline.
Plan for that next stage without confusing it with the entry bid. Admission means that future opportunities may be available under the framework’s process; a call-off competition may require a separate response for a particular contract. Its instructions and the framework terms determine how that competition works. An award without competition is not a general entitlement: it is limited to the circumstances and objective mechanism stated in the framework.
Finally, retain a clear record of what you submitted and which framework version and lot it addressed. If the opportunity is updated or the provider publishes new information, use the current official documents for future decisions. An old copy of an ITT, a saved portal draft or a previous framework’s process is not a reliable substitute for checking the live material.

- The opportunity is open to your business now, and you have identified the correct framework or call-off stage.
- The lot covers your construction capability, operating geography and deliverable value range.
- You have verified the governing regime, notice, ITT, deadlines and portal instructions.
- Every participation condition has an owner, evidence and a clear pass/fail status.
- Each scored response maps to the published criterion and uses relevant, supportable evidence.
- The price schedule is complete, consistent with delivery assumptions and commercially sustainable.
- Any requested risk, quality, sustainability, social value or supply-chain commitments are measurable and deliverable.
- The final files, declarations and submission receipt have been checked and retained.
- You understand how later call-offs are awarded and what resources a successful call-off bid will require.
Use the checklist as a final control, not as an expanded list of mandatory attachments. Some tenders may not ask for every subject named above. The controlling test is whether the response meets the actual conditions and instructions for the opportunity, with no missing declarations, incomplete schedules or unsupported commitments.

What to verify before relying on a framework date
Framework notices and provider pages can change, and dated updates can conflict. For example, the Government Commercial Agency’s RM6088 page has shown different expiry information in updates dated 21 January 2026 and 21 November 2025. Do not rely on either date in isolation; check the latest official notice and the current framework documents before making a bid or delivery decision.
The Cabinet Office’s Framework Practice Guide, published 10 September 2026, says that a large proportion of UK public procurement spending—stated in the guide as £400bn—is channelled through frameworks. That is the guide’s characterization, not an independently verified expenditure estimate. It indicates why frameworks matter as a procurement route, but it does not establish the likely volume of work available under any individual framework.
Frequently Asked Questions
Can I join a public-sector framework after it has started?
