A construction permit application is complete only when the authority having jurisdiction (AHJ) has received every form, drawing, calculation, approval, signature, file and fee required for your specific property and scope of work. There is no nationwide application package: a house inside a city may follow a different checklist from a similar house in the unincorporated county next door.
Start with the local building department, identify the correct permit path, download its current checklist and submission instructions, then assemble the application in the order the reviewer will check it. The workflow below shows what to verify, what plans and supporting documents commonly belong in the package, and how to avoid an incomplete submittal being returned before technical review.

“Complete” describes intake readiness, not approval. A building department can accept a package for review and later require corrections because a design conflicts with zoning, the building code, fire rules, energy requirements or site constraints. Conversely, a package that appears thorough can be rejected at intake if it uses the wrong application, omits an owner authorization, has missing sheets or ignores the portal’s file rules.
The AHJ, permit category and scope control the answer. A new dwelling, a kitchen alteration, a retaining wall, a demolition and a mechanical installation can require different forms, plans and related permits. Requirements also change with adopted code editions, local amendments, floodplain or historic status, utility service and the professional disciplines involved.

1. Confirm the authority having jurisdiction
Find out exactly which government office issues permits for the parcel before preparing drawings. Check the property address in the applicable city, town or county records and determine whether it lies inside a municipal boundary or in an unincorporated area. The responsible office may be called a building department, development services department or permitting department.
Boulder County, for example, states that its permitting department serves unincorporated county properties and directs owners inside a city or town to that municipality. A county checklist therefore cannot be substituted for a city checklist, even when the projects look alike. Code amendments, zoning procedures, portal requirements and review routing can change at the boundary.

- The issuing authority and the department or counter that accepts the application.
- The parcel address, legal description or assessor identification requested by that authority.
- Whether the property is in a city, town, unincorporated county area or special district.
- The current building-code edition and local amendments shown on the authority’s permit page.
- Any planning, zoning, historic, floodplain, fire or environmental office that must clear the work before building review.
Use the authority’s current webpage and checklist, not an old form saved from a prior project. If the address, ownership or scope is unusual, ask the department which office will coordinate the review before paying a fee or commissioning a final plan set.
2. Classify the work and choose the permit path
Describe the work in plain language first, then map it to the authority’s categories. A single project may need a building permit plus separate trade permits or planning approvals.
| Work description | Questions that determine the path | Documents commonly triggered |
|---|---|---|
| New construction | What is the proposed use, occupancy, construction type, floor area and site configuration? | Site plan or survey, architectural and structural plans, energy documents, utility evidence and possible zoning, fire or stormwater review. |
| Addition or alteration | Which existing walls, foundations, systems and occupied spaces change? | Existing and proposed plans, structural details, code analysis, energy forms and trade applications where systems are modified. |
| Repair or replacement | Is the work like-for-like, or does it change structural capacity, use, egress or equipment? | Scope-specific drawings, product or equipment information and any structural, electrical, plumbing or mechanical forms required locally. |
| Demolition | Is the whole structure or only part being removed, and are utilities, asbestos or historic resources involved? | Demolition application, site information, utility clearances and conditional environmental or historic approvals. |
| Installation or site work | Is the item a standalone installation, grading activity, retaining wall, accessory structure or utility connection? | Site plan, manufacturer information, engineering, grading or drainage documents and separate trade or utility permits. |
Some jurisdictions exempt limited work, but an exemption from one permit does not necessarily waive zoning, electrical, plumbing, fire or other approvals. Philadelphia, Orlando and Boulder County guidance each illustrate that different scopes follow different application routes. Confirm every exemption and every separate permit with the AHJ rather than relying on a contractor’s assumption.
3. Obtain the current checklist, forms and code instructions
Download the checklist for the exact project type and note its revision date. Gather the application form, plans checklist, fee instructions, file-upload standards and any separate instructions issued by planning, engineering, fire, utilities or environmental departments. Read the adopted code edition and local amendments cited on those pages.

Monterey County states that documents vary with the particular application and building code. San Diego and Boulder County likewise tie requirements to project type, applicable code and submission rules.

Make a project requirements matrix
Create a working table before drafting. List each required item, the person responsible, the file name or sheet number, the signature or seal needed, and the checklist line that proves it is required. Mark conditional items as “applicable,” “not applicable—basis,” or “awaiting confirmation.” This gives the reviewer a clear package and gives your team a way to find omissions.
4. Complete the application and project data
Enter the legal property information exactly as the AHJ records it. Most applications ask for the address, parcel or lot information, owner, applicant, contractor and authorized agent. If someone other than the owner signs or submits, include the authorization or owner-builder documentation required by that authority.
Write a complete scope of work
State what exists, what will change and what the finished project will contain. Include affected rooms or areas, structural work, floor-area changes, new or relocated systems, demolition, use changes and site work. “Remodel house” is not a reviewable scope; “remove the nonbearing kitchen partition, add a beam shown on structural sheet S2.1, relocate the gas range, replace the service panel and finish 180 square feet of interior area” gives the intake reviewer a usable description.

Philadelphia specifically requires a complete scope and current owner information. If the scope changes after submission, ask whether the authority requires an amended application or a new permit.
Supply requested project figures
Complete fields for proposed use, occupancy, construction type, floor area, number of stories, site area, estimated valuation and other project data listed on the form. Monterey County’s checklist includes project data and a documented cost estimate. Use the authority’s valuation method and identify whether the number is an estimate, contract amount or another measure defined by the form; do not substitute a generic national cost figure.
5. Prepare the site plan or survey
The site plan connects the proposed work to the parcel and neighboring constraints. Use a survey or other base information acceptable to the AHJ, then show existing and proposed conditions at the required scale.
Typical site-plan content
- North arrow, graphic or stated scale, parcel boundaries, dimensions and lot area.
- Property lines, rights-of-way, easements and required setbacks.
- Existing and proposed buildings, additions, accessory structures and distances between them.
- Driveways, roads, parking, emergency access and other circulation features.
- Utility locations and service connections, including water, sewer, septic or other systems where applicable.
- Contours, spot elevations, retaining walls, grading, drainage paths and stormwater facilities.
- Floodplain limits, environmentally constrained areas, trees or other site conditions requested by the authority.
Monterey County’s checklist describes this broad range of information, while Orlando’s residential guidance gives a detailed site-plan example for a particular application. Those examples show the level of detail a reviewer may expect; they do not make every item mandatory in every jurisdiction.

Scale is local. Boulder County specifies a minimum plan scale of 1/4 inch equals 1 foot for its plans. That is a Boulder County requirement, not a national standard. Confirm the scale, paper size, north orientation and whether a licensed surveyor must prepare or certify the base plan.
6. Assemble the construction drawing set
Organize drawings so a reviewer can understand the existing condition, proposed work and compliance path without guessing. Number sheets consistently and include the project address and revision information on every sheet.
Architectural sheets
- Demolition or existing plans when walls, openings or systems are removed or altered.
- Proposed floor plans with dimensions, room names, doors, windows, stairs, guards, plumbing fixtures and accessibility features where relevant.
- Roof plans or reflected ceiling plans when the scope affects them.
- Exterior elevations showing heights, openings, materials and grade relationships.
- Building sections and wall sections that explain assemblies, fire separations, insulation and weather protection.
- Schedules and details for windows, doors, finishes or other elements required by the checklist.
Structural and foundation sheets
Show foundations, framing, connections, beams, columns, lateral systems and the design information needed for the work. Add structural calculations or engineered drawings when the authority or project conditions require them. Do not label owner-prepared sketches as engineered plans.
Discipline-specific sheets
Include mechanical, electrical, plumbing, fire-protection, energy or civil sheets when those systems are part of the scope or the checklist calls for them. A small alteration may need only focused details; a new building may need a coordinated multi-discipline set. Identify deferred or delegated design only when the local rules permit it and explain how the remaining information will be submitted.

7. Add conditional reports, forms and approvals
Technical attachments are driven by the work and the site. Check every condition rather than adding documents indiscriminately.
Common conditional items
- Structural calculations, special inspection information and geotechnical or soils reports.
- Energy-code compliance forms, insulation details, equipment efficiencies and testing documents.
- Water, sewer, septic and sanitation evidence, including availability or capacity letters when required.
- Grading, drainage, stormwater or erosion-control plans and calculations.
- Zoning approval, use authorization, variances or other planning decisions.
- Fire and life-safety narratives, sprinkler information, fire-access plans or emergency-access approvals.
- Historic-resource review, floodplain documentation, environmental clearances or tree permits.
- Product data, equipment schedules and manufacturer installation instructions for regulated systems.
Boulder County lists soils, water, sanitation and energy-related documents for applicable projects. San Diego identifies conditional energy and stormwater forms and other project-related documents. Philadelphia lists zoning and conditional special documentation. The combination depends on the address and scope, so record the reason an item is or is not applicable.
8. Verify professional preparation and signatures
Ask the AHJ who may prepare and sign each document. Some jurisdictions require an appropriately licensed architect, engineer, surveyor or other professional to sign, stamp or seal plans and calculations. Requirements may differ between residential and commercial work and between ordinary and complex structures.

Match each seal to the discipline and scope it covers. Confirm that the professional’s license is valid in the relevant jurisdiction and that the drawing title block, calculation package and application signatures agree. An owner’s sketch can communicate intent, but it does not replace an engineered or professionally sealed document when one is required.
9. Follow file, naming and portal rules
Before uploading, read the authority’s technical instructions line by line. Confirm whether the portal accepts one combined plan set or separate PDFs for plans, calculations, reports and forms; whether files must be flattened, searchable or unlocked; and what naming, sheet-numbering, size and resolution rules apply.
Boulder County requests separate PDFs for specified documents and states that incomplete plans are returned without review. San Diego warns that ignoring PDF requirements delays plan review and approval and tells applicants to check sheet numbering before upload.
Use a final file audit
- Open every PDF after export and verify that pages are present, legible, correctly oriented and at the intended scale.
- Check that sheet numbers in the index match the numbers printed on the drawings and the portal entries.
- Confirm that revisions are clouded or otherwise identified as the authority requires, without leaving superseded sheets in the active set.
- Use the required file names and separate documents exactly as instructed.
- Verify signatures, seals, dates, bookmarks and any required digital-certification settings.
- Save a dated copy of the complete package, including the application, receipts and upload confirmation.
10. Submit, track intake and respond to comments
Submit through the prescribed portal, email channel or in-person counter and pay the fee using the authority’s instructions. A payment receipt or upload confirmation proves submission; it does not prove that the application is complete or approved.
Intake staff may return a package for missing forms, unreadable files, absent signatures, incorrect sheet numbering or an incomplete scope before a plan reviewer evaluates code compliance. Correct those issues through the stated resubmittal procedure.
Do these 3 things before closing this tab:

Keep a dated log of every comment, the response, the revised sheet number and the upload date. Submit a clean, coordinated revision set and a response letter or comment matrix if the authority requests one. Never remove an unchanged sheet merely to shorten the upload unless the department’s procedure allows it.

Fees, review routing, expedited services and turnaround vary by jurisdiction, permit type, valuation and project complexity. San Diego states that fees vary by project type. Do not rely on a national fee table or a generic processing-time promise.

Build schedule contingency for comments, resubmittals and information requests rather than treating the first upload date as an approval date.
Jurisdiction-specific examples to keep in perspective
Official examples are useful for understanding how detailed a package can become, but each must remain tied to its issuing authority.
| Example | What it demonstrates | How to use it |
|---|---|---|
| Boulder County code reference | The county identifies the 2021 International Building Codes and county amendments effective July 1, 2026, for the stated jurisdiction. | Use it only when the parcel is in the area covered by that county guidance; verify the code edition for your own AHJ. |
| Boulder County drawing scale | A minimum scale of 1/4 inch = 1 foot is specified on its current page, accessed October 13, 2026. | Treat the scale as a local submission rule, not a national design standard. |
| Boulder County thresholds | Sheds over 120 square feet and retaining walls over 48 inches are listed among examples requiring a permit. | Use these only as Boulder County examples and check local thresholds before relying on an exemption. |
| Monterey County checklist | Illustrates site-plan content, project data, documented cost estimates and the possibility of additional documents for a particular application. | Use the categories to prepare questions, then follow Monterey’s or your own authority’s current checklist. |
| Orlando residential guidance | Shows how a project-specific site plan and conditional owner-builder, notice-of-commencement or other documents may be requested. | Confirm whether those conditions apply to your project and jurisdiction. |
| Philadelphia application guidance | Emphasizes a complete scope, current owner information, zoning and conditional special documentation. | Make those fields precise, while recognizing that another authority may use different forms. |
| San Diego submission guidance | Emphasizes PDF compliance, sheet numbering, conditional energy and stormwater forms and project-specific fees. | Apply the same quality-control discipline to your own portal’s rules. |

Common failure modes and practical fixes
Using the wrong checklist
Symptom: The package follows a nearby city’s form or an old project template. Fix: Reconfirm the parcel’s jurisdiction and download the current checklist for the exact scope.
Vague scope or inconsistent owner information
Symptom: The application says “renovation,” while the plans show an addition, structural work or a use change; the owner name differs between documents. Fix: Rewrite the scope to match the drawings and use the owner’s current legal information everywhere.
Missing site context
Symptom: Floor plans are included, but setbacks, access, utilities, drainage or floodplain conditions cannot be verified. Fix: Add the required survey or site plan at the local scale and show existing and proposed conditions.
Unsealed or incomplete technical work
Symptom: A project needs engineering, calculations or energy documentation, but the package contains only conceptual sketches. Fix: Confirm the required professional discipline and obtain the signed or sealed documents before submission.
Portal rejection
Symptom: Files are combined incorrectly, exceed size limits, use wrong names or have sheet numbers that do not match the index. Fix: Re-export and audit every PDF against the authority’s upload instructions; retain the accepted file set.
Confusing intake with approval
Symptom: The applicant schedules construction after receiving an upload receipt. Fix: Wait for the permit and any required separate approvals, then respond to all review comments through the official process.
When to contact the reviewer before submitting
Ask for written clarification or a pre-application meeting when the project combines multiple scopes, has unusual soil or drainage conditions, lies in a floodplain or historic area, changes occupancy, crosses a jurisdictional boundary, or makes it unclear which professional must prepare the plans. Bring the address, a concise scope, preliminary site information and the questions generated by your requirements matrix.
The strongest application is not the longest one. It is the package that follows the correct local path, explains the work consistently, supplies the required evidence and arrives in the format the assigned department can review.
