Plan school construction as an operating plan, not simply a building schedule. Start with the school calendar and occupied spaces, then phase work so high-dust, high-noise, odor-producing, or utility-disruptive activities occur during breaks, evenings, weekends, or other low-occupancy periods whenever feasible. When people must remain in the building, isolate the work area, control air movement, check hazardous materials before demolition, preserve safe and accessible routes, and assign daily cleanup and communication duties.
U.S. Environmental Protection Agency (EPA) guidance supports this approach, but it does not replace a project-specific code review, accessibility determination, fire plan, or legal opinion. The district, design team, contractor, authorities having jurisdiction, and qualified environmental professionals must confirm requirements for the actual campus.

Set operating constraints before you set dates
A construction calendar should be built around the school’s operating constraints rather than fitted to them later. Gather the academic calendar, testing dates, athletic and community uses, meal service, transportation windows, special-education programs, child-care arrangements, and planned utility shutdowns. Mark spaces that must remain open and services that cannot be interrupted.

Bring the right people into programming
Include administrators, facilities and maintenance staff, designers, contractors, custodial personnel, teachers or program representatives, and, where appropriate, transportation and security staff. Custodians and maintenance employees often know which doors, grilles, controls, storage rooms, and service corridors create hidden conflicts. EPA school design guidance describes a sequence from programming and team selection through schematic design, design development, contract documents, construction, commissioning, and occupancy. Establishing performance and protection goals early makes them easier to carry into drawings, specifications, contracts, and field procedures.
Choose the occupancy strategy
There is no universal rule that every renovation must wait for summer. Compare the available strategies against exposure risk, continuity of instruction, duration, sequencing, access, utilities, and local approvals.
| Strategy | When it can fit | Advantages | Constraints to resolve |
|---|---|---|---|
| Work during breaks, evenings, or weekends | The work is disruptive but can be completed in a defined low-occupancy window. | Reduces the number of occupants exposed to construction activity and simplifies separation. | Short windows can pressure production; confirm deliveries, inspections, cleanup, commissioning, and reopening time before students return. |
| Phased work on an occupied campus | The project is too large for one closure or essential programs must continue. | Instruction and services continue while work advances in isolated zones. | Requires durable barriers, controlled access, air management, route changes, daily cleaning, frequent communication, and careful utility coordination. |
| Temporary relocation or full building closure | Work affects most of the building, major utilities, or life-safety systems, or cannot be reliably isolated. | Gives the contractor a larger uninterrupted work area and can reduce occupant-interface complexity. | Requires a suitable alternate site, transportation and accessibility planning, service continuity, approvals, and a realistic move-back plan. |
Use a full closure only after testing whether the work can be safely isolated; use occupied phasing only after the team demonstrates how students, staff, visitors, and contractors will remain separated and how emergencies will be handled. A school break is a scheduling opportunity, not an automatic exemption from environmental requirements.

Divide the project into isolatable phases
Map each phase
On a current plan, draw the work boundary, occupied rooms, construction entrances, worker circulation, material storage, waste removal path, temporary partitions, and emergency routes. Identify every door, grille, shaft, ceiling void, corridor, and service space that could connect the work area to occupied rooms. Define where contractors may park, unload, stage equipment, and dispose of debris without crossing student paths.
Make the boundary physical and durable
Use a continuous barrier appropriate to the work, with controlled doors and clear signs. EPA lists plastic sheeting as an example of a temporary barrier; the material alone does not make a site safe or compliant. Seal edges and penetrations, inspect the barrier after moves or deliveries, and provide a method for workers to enter without leaving openings. Keep occupants out of the construction area and keep tools, materials, ladders, and waste inside the controlled zone.
Control construction traffic
Set contractor arrival times that avoid student arrival, dismissal, meals, and major pedestrian movements. Establish a single point of entry where practical, require identification, and brief every worker on restricted areas and emergency procedures. Separate deliveries from family drop-off, buses, and accessible entrances. If routes must change, provide a continuous, signed, illuminated, and accessible alternative and verify it in the field before the original route is closed.

Check hazardous materials before demolition
Lead and asbestos surveys
Before disturbing existing finishes, check for lead-based paint and asbestos in accordance with applicable requirements. The survey and any required sampling, abatement, notifications, worker qualifications, and waste handling must be completed before demolition begins. Do not rely on the building’s age, a visual inspection, or a previous project’s report unless qualified professionals confirm that it covers the current scope.
Lead renovation communication
Where the federal Renovation, Repair and Painting (RRP) provisions apply, follow the applicable education, notification, training, and recordkeeping rules. EPA states that pre-renovation education requirements can still apply to a child-occupied facility during a temporary break in student visits. Therefore, “the students are away for summer” is not, by itself, a reason to omit required notices or procedures.
Plan for new-material emissions
Include ventilation and curing requirements for coatings, adhesives, sealants, flooring, and other products that may release odors or pollutants. The specification and phase plan should state when products may be installed, how the area will be ventilated, where exhaust will discharge, and what conditions must be met before occupants return. Follow product instructions and applicable environmental and safety requirements rather than assuming that a calendar deadline is sufficient.
Separate air and protect the HVAC system
Air movement can carry dust and pollutants beyond a visible barrier. EPA recommends protecting shared HVAC supply and return grilles when the renovation system also serves occupied rooms, and exhausting air from the construction area so pollutants cannot flow into occupied areas.
Write an air-control plan
- Identify supply, return, exhaust, relief, and transfer-air paths serving the work zone and adjacent occupied rooms.
- Determine which grilles must be protected, isolated, or temporarily relocated without compromising the building’s required ventilation.
- Use pressure and exhaust arrangements that direct air from clean occupied areas toward the work area, with discharge located so it does not re-enter the building.
- Keep doors and barriers closed except for controlled movement; inspect seals, penetrations, and temporary ductwork daily.
- Coordinate any shutdown or modification with the facilities team, because changing a shared system can affect temperature, ventilation, alarms, and other rooms.
The exact pressure, filtration, monitoring, and exhaust design depends on the building and work. Have the mechanical and environmental professionals document the design and operating limits in the project requirements.
Control dust and debris every day
Contain pollutants at their source. Use appropriate wet methods, local exhaust, covered containers, protected chutes, and sealed paths as required by the work and applicable rules. Keep demolition debris inside the controlled zone and remove it through the planned route. EPA recommends cleaning construction debris, dust, and scraps at least daily. Daily cleaning is a minimum routine, not permission to leave visible contamination between shifts.

Assign inspection responsibilities
The contract and phase plan should name who checks barriers, grilles, doors, exhaust, housekeeping, route conditions, and signs; when the checks occur; and how deficiencies are corrected. Record inspections and corrective actions in a log that the project team can review. Stop work and notify the responsible supervisor when a barrier fails, air-control equipment stops, an unauthorized person enters, or debris reaches an occupied area.
Protect access and life safety
Environmental separation does not answer every access or emergency question. Before approving a phase, the district and design team must confirm the actual temporary conditions with the authorities having jurisdiction.
Accessible routes
Verify a continuous route from public ways and parking to the occupied entrance, classrooms, toilets, assembly areas, and any relocated services. Check clear width, slopes, thresholds, surfaces, door operation, weather protection, signage, and temporary ramps or lifts. A route that works on a drawing may fail when fencing, stored materials, snow, mud, or a delivery vehicle is present, so inspect it at the times students and staff will use it.
Fire egress and emergency response
Confirm that required exits, exit access, fire doors, alarms, extinguishers, fire lanes, and emergency vehicle access remain available. Update evacuation maps and staff instructions whenever a route or assembly area changes. Coordinate impairments, hot work, utility shutdowns, and fire-protection system changes with the district and fire officials under the procedures that apply locally.
Traffic and public separation
Separate construction vehicles from buses, family vehicles, pedestrians, and mobility devices. Schedule deliveries outside peak movements where possible, use spotters when visibility is limited, and keep gates secured. Provide signs in locations people see before they reach a closed path, not only at the obstruction.
Coordinate utilities and essential services
List every planned interruption and its users. A short electrical or water shutdown can affect instruction, food service, laboratories, medical support, security, information technology, and fire protection. Define the shutdown window, notification lead time, temporary services, responsible person, restoration test, and contingency if the system does not return as expected.

Communicate before each phase and during the work
Issue a plain-language phase notice to staff, families, students where appropriate, contractors, and service providers. State:
- the work area and dates, including expected noisy or odorous activities;
- which entrances, routes, rooms, toilets, or services change;
- where students, staff, visitors, deliveries, and contractors should go;
- how accessible travel and emergency evacuation will work;
- what signs of a problem should be reported and to whom;
- when the next update will be issued.
EPA’s model program emphasizes familiarity with contractor occupant-protection procedures, including isolating and ventilating the work area, and appropriate contractor training and certifications. Hold a pre-phase meeting, provide the same instructions to substitute staff and new workers, and use one current drawing or map so conflicting versions do not circulate.

- Program the project: document educational priorities, occupied spaces, calendar constraints, essential services, environmental goals, and access needs.
- Select and brief the team: confirm designers, contractors, facilities staff, custodians, environmental professionals, and district decision-makers; assign protection responsibilities.
- Survey existing conditions: verify hazardous materials, utilities, HVAC connections, routes, fire systems, and hidden spaces before finalizing the sequence.
- Develop the phase plan: draw boundaries, barriers, traffic routes, storage, waste paths, air controls, utility changes, and emergency arrangements.
- Convert the plan into contract requirements: specify training, certifications, notifications, inspections, cleaning, records, stop-work triggers, and correction deadlines.
- Approve the phase: obtain district and authority approvals, complete required notices, brief occupants, and verify the site is ready.
- Operate and inspect daily: check separation, air control, housekeeping, routes, signs, utilities, and unauthorized access; correct deficiencies promptly.
- Commission and hand back: test affected systems, complete required hazard-specific procedures, clean the area, update drawings and manuals, and obtain district acceptance before reopening.
Commissioning and reopening
Do not treat the contractor’s last day as the reopening date. The project team should confirm that construction debris and dust are removed, barriers are taken down safely, affected HVAC and utilities operate as designed, doors and hardware function, routes are clear, signs and maps are current, and required inspections or approvals are complete. Hazard-specific rules and the project documents determine what testing, sampling, documentation, or clearance is required; there is no single EPA clearance protocol that applies to every school renovation.
Facilities staff should receive operating instructions, warranties, control sequences, filter information, test reports, and a list of unresolved items. Walk the area with administrators and custodians, record defects, and assign a completion date before students return.
Decision checklist for an occupied-campus phase
- Are the work area and all connections to occupied space physically identified and isolated?
- Can the highest-impact activities move to a break, evening, weekend, or other low-occupancy period?
- Have lead-based paint and asbestos concerns been addressed before demolition?
- Are shared HVAC grilles protected and is construction air exhausted away from occupied areas?
- Is dust, debris, and scrap removed at least daily, with a named inspector?
- Are contractors trained, appropriately certified, briefed on occupant protection, and controlled at entry?
- Do temporary accessible routes, exits, fire protection, emergency access, bus paths, and deliveries work in the actual field condition?
- Have utility interruptions and fallback arrangements been communicated to every affected service?
- Do staff and families know the phase dates, route changes, contact person, and reporting method?
- Are reopening inspections, testing, cleaning, documentation, and district acceptance scheduled before occupancy?
Common planning failures and corrections
“We will solve access after the fence goes up.”
Late route planning can create an inaccessible entrance, blocked fire access, or unsafe conflict with buses. Draw and walk every temporary route before installing barriers, then obtain the required local review.

“The HVAC is separate because the rooms have different thermostats.”
Thermostats do not prove that air paths are independent. Trace supply, return, transfer, and exhaust connections with the mechanical team before relying on separation.
“The break means no notices are needed.”
Temporary absence of students does not automatically remove lead-related pre-renovation education requirements for a child-occupied facility. Check the applicable RRP provisions and complete required communication.
“A final sweep is enough.”
Dust and debris can migrate while work continues. Make housekeeping, barrier checks, air-control checks, and route inspections daily duties with records and stop-work authority.

Commissioning, cleaning, inspections, staff orientation, documentation, and correction of defects require time. Put those activities in the baseline schedule rather than treating them as contingency.
What to document for the district record
Keep the approved phase drawings, calendar and occupancy assumptions, hazardous-material reports, notices, contractor training and certification records, barrier and HVAC plans, daily inspection and cleaning logs, utility shutdown notices, route and evacuation updates, incident reports, commissioning results, approvals, and handover documents. A clear record helps the next phase begin with verified conditions instead of assumptions.
Bottom line for school leaders
Schedule disruptive work for periods with few or no occupants whenever feasible. If classes must continue, make separation, air control, hazardous-material management, daily housekeeping, access, life safety, communication, and reopening verification explicit parts of the phase plan and contract. Confirm the temporary conditions with the district, qualified project professionals, and the authorities having jurisdiction; federal EPA guidance is a strong environmental-health foundation, not a substitute for site-specific approvals.
