Start with the placement window, then match the approved cement requirement to supplier capacity, confirm the route and unloading operation, provide dry storage, and monitor every order through receipt. Build a project-specific buffer and a written response for missed slots, route restrictions, equipment failure or weather.
What a reliable cement delivery plan must achieve
A delivery is reliable only when the correct cement or cementitious material arrives in the required quantity, in usable condition, when the site can receive it. A truck that reaches the gate while the silo is full, the access road is closed or no trained receiver is present is still a failed delivery.

Plan backward from the work that will consume the cement. A continuous concrete pour, roller-compacted concrete operation or blockwork programme has a different receiving pattern from a small, intermittent project. The governing specification, approved mix or material schedule, supplier agreement and local transport rules determine the details. There is no universal lead time, minimum load, delivery-slot duration or storage buffer that applies to every market.
Use these outcomes as the plan’s acceptance criteria:

- Cement is protected from moisture in transit and after receipt.
- Inventory is visible, stock is rotated and a project-specific reserve covers credible disruptions.
- Named people can change the schedule and notify the supplier, site crews and transporters quickly.
Step 1: Convert the construction sequence into delivery demand
Start with the approved material requirement
Use the approved mix design, concrete production plan or other project material schedule to establish the cement requirement. Do not estimate from a generic tonnes-per-cubic-metre assumption. Cement content varies by cement type, strength, durability requirements, supplementary materials and the governing specification.
Map that requirement against the construction sequence. Identify the dates and shifts when cement will be consumed, the expected production rate and the latest acceptable arrival time for each operation. Include planned interruptions such as curing periods, inspections, crane moves or restricted working hours. Reissue the delivery forecast whenever the programme changes; a supplier cannot protect a slot that has not been updated.
Set receiving windows, not just delivery dates
A date on an order is too vague for a critical pour. Define a receiving window with a start time, a cut-off time, expected quantity, unloading duration and the person authorised to accept or reject the load. Coordinate the window with the site’s actual storage headroom and transfer rate. If several vehicles are scheduled, stagger arrivals so they do not queue on a public road or overwhelm the unloading crew.
Ask the supplier to state the dispatch point, product availability, planned route, vehicle type and any conditions attached to the slot. Lead times and minimum loads are contract- and location-specific; obtain them directly rather than publishing a generic number.
Step 2: Confirm supply, responsibilities and change control
Record the commercial and technical details
Before the first dispatch, create a delivery schedule that both parties can identify by order or pour. At minimum, record:
- Cement type, grade or approved designation, and any required conformity documentation.
- Quantity by delivery and the total forecast for the work package.
- Dispatch location, delivery address, route constraints and site contact details.
- Vehicle or packaging format, unloading method and receiving equipment.
- Requested slot, supplier confirmation and the latest time a change can be made without disrupting production.
- Procedure for shortages, damaged packaging, wet material, a late vehicle or a rejected load.
Assign one site person and one supplier person to own the schedule. State who may move a slot, stop a dispatch or approve an alternative delivery. For a critical pour, require immediate notification of a plant issue, route closure, vehicle breakdown or forecast delay; do not rely on an unmonitored email inbox.

Build a backup arrangement
A credible contingency identifies what will happen if the primary route, plant, vehicle or receiving system is unavailable. Options can include a second confirmed dispatch point, a different transport leg, an intermediate silo or a revised placement sequence. The option must be checked for cement compatibility, quality documentation, transfer equipment, capacity and travel restrictions before it is needed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteHolcim’s Switzerland city-delivery case illustrates the principle. A production schedule and backup plans were combined with rail and truck movements to silos outside the city, followed by truck deliveries to the site. It demonstrates a possible linked logistics chain; it is not a guarantee of current capacity or a standard service for every project.
Step 3: Make the site ready before dispatch
Confirm access and traffic controls
Walk the delivery route with the transport coordinator. Check bridge, weight, height and width limits; construction traffic permits; one-way systems; school-zone or city time restrictions; turning radius; overhead lines; gradients; and the location where a vehicle can wait without blocking emergency access. Give the driver a current gate plan and a contact number that will be answered during the slot.
Prepare unloading and transfer equipment
For bulk cement, verify that the receiving silo has the correct inlet, filters, pressure-relief arrangements, level indication and capacity for the planned load. Confirm that hoses, couplings, compressors, conveyors or pneumatic transfer equipment are compatible with the tanker and cement. Test the transfer path before the first critical delivery and keep a safe isolation procedure for blockages or over-pressure.
For bagged cement, clear a dry receiving area, provide pallets or another method that keeps bags off the ground, and assign a team to count and inspect them. Keep damaged or wet bags segregated pending a technical decision; do not blend questionable material into approved stock.

Confirm people and communications
Name the receiver, unloading operator, stores controller and supervisor for every shift covered by the schedule. Give them the order reference, expected quantity, product description, delivery window, emergency number and rejection criteria. The receiver should be able to record arrival time, vehicle identification, quantity, condition, silo or storage location and any discrepancy before the vehicle leaves.

Step 4: Protect cement from moisture
Cement quality can be compromised by moisture during transport or storage. The American Cement Association’s Guide for Developing RCC Specifications (EB214) states, in its roller-compacted-concrete specification context: “Transport cement and/or pozzolan from the railhead, mill, or intermediate storage to the mixing plant in adequately designed weather-tight trucks, conveyors, or other means that completely and thoroughly protect the cement or pozzolan from exposure to moisture.”
The same guide calls for cement and pozzolan to be stored in a dry, weather-tight and properly ventilated structure. That guidance is written for RCC specifications, so apply the governing project specification and supplier instructions to other types of work. A temporary waterproof cover can protect a short handling interval for bagged material, but it is not a substitute for a weather-tight storage structure.
Bulk-storage controls
- Inspect silo roofs, access hatches, seals, filters, pressure-relief devices and discharge points before filling.
- Keep fill connections capped when not in use and prevent rainwater from entering transfer lines.
- Confirm that the silo has enough empty capacity for the full planned load, including any material already in the line.
- Label each silo with product identity and status so different cements or pozzolans are not cross-connected.
- Check level readings against received quantities and investigate an unexpected change before ordering more material.
Bagged-stock controls
- Store bags inside a dry, weather-tight, ventilated building on pallets or a raised platform.
- Keep walls and roof free of leaks, and maintain enough clearance to inspect for dampness or damage.
- Use a first-in, first-out issue sequence unless the project specification requires another method.
- Record batch or lot identification and quarantine torn, hardened or wet bags.
Step 5: Set a project-specific inventory buffer
The right reserve depends on consumption rate, supplier replenishment time, storage capacity, transport risk, work criticality and the cost of stopping production. Calculate the reserve from the approved production plan rather than adopting an internet rule.
Recommended Free Tools
The American Cement Association RCC guide includes a bracketed example of storage for at least five hours of placement at the typical production rate. That is a selectable specification value in that guide, not a universal inventory standard. If the project adopts a five-hour value, document the production rate used, the usable silo capacity and the conditions under which the reserve may be consumed.
The guide also includes a bracketed example for materials stored 60 days or more before newer material is consumed. Treat 60 days as a project-specification stock-age example, not as a general expiry period or shelf-life claim. Your specification and supplier should define stock rotation, testing or disposition for older material.
A practical buffer calculation
- Determine the planned cement consumption rate for each critical operation.
- Choose the interruption period the project can tolerate, based on supplier replenishment and credible transport failures.
- Multiply the rate by that period to obtain the required usable reserve.
- Subtract material that is inaccessible, segregated, under test or below the minimum operating level.
- Check that the resulting volume fits the silo or dry store while leaving room to receive the next load.
- Write an escalation trigger for when stock reaches the reserve threshold.
Recalculate after a change in pour rate, cement content, working hours, storage capacity or supplier route.

Holcim describes HOLCIM+ as providing order management, delivery scheduling, real-time tracking, delivery-status updates, notifications and direct dispatcher communication. Availability and functionality depend on the region, product and supplier agreement, so confirm that it covers the cement and site in question. The value is a shared status trail, not the software name itself.
Holcim also describes Nanolike’s SiloConnect for monitoring cement levels and supporting inventory and logistics. Treat it as a supplier-specific example: verify current availability, integration, connectivity and responsibility for acting on an alert before relying on it.
Define useful status messages
Agree whether “confirmed,” “loaded,” “departed,” “arrived at gate,” “unloading,” “received” and “closed” have precise meanings. A status should identify the next action and owner. If an estimated arrival moves outside the receiving window, the site should decide immediately whether to hold the crew, move the pour, redirect the vehicle or use reserve stock.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose the delivery mode that fits the site
Finished cement may travel in bulk by silo truck, rail or ship, while a smaller portion is shipped in bags. The correct mode depends on volume, supplier availability, site access, unloading capacity, dry-storage footprint, handling labour and resilience—not on a universal quantity threshold. No generally applicable published threshold establishes when a project should switch from bags to bulk.
| Delivery arrangement | What it requires | Advantages | Principal risks to plan |
|---|---|---|---|
| Direct bulk truck to site silo | Truck access, compatible silo, transfer equipment, trained operator and spare capacity. | Efficient transfer for sites using cement continuously and avoiding bag handling. | Blocked access, tanker delay, silo overfill, failed filters or incompatible connections can stop receipt. |
| Rail or ship to an intermediate silo, then truck to site | Coordinated transport legs, intermediate storage, transloading and final-mile permissions. | Useful where city restrictions, distance or road capacity make direct delivery difficult. | Each hand-off needs a schedule, capacity check, quality control and a contingency for a missed leg. |
| Bulk delivery to a temporary or remote silo | Temporary foundation and silo, transfer system, power or compressor capacity and maintenance support. | Can support remote or unusual projects when permanent infrastructure is limited. | Setup time, maintenance, weather exposure and responsibility for monitoring must be assigned. |
| Bagged cement | Dry, weather-tight storage, pallets, counting, manual or mechanical handling and stock rotation. | Flexible for small or intermittent requirements and sites without bulk equipment. | More handling, storage space and exposure to torn or damp packaging; receiving labour can become a bottleneck. |
Compare options against the actual site rather than assuming that one mode is always cheaper or faster. Include the cost and availability of unloading equipment, traffic management, labour, storage and a second route if the primary arrangement fails.

Design a receiving operation for the delivery day
- Pre-dispatch check: The supplier confirms product, quantity, vehicle or packaging, driver instructions and departure time. The site confirms clear access, available storage and an operator on duty.
- Gate check: The receiver verifies order reference, vehicle identity, product description, seals or packaging condition and the safe unloading location before directing the vehicle.
- Capacity check: Confirm silo headroom or dry-store space before opening a valve or unloading bags. Stop if the quantity cannot be accepted safely.
- Controlled unloading: Follow the supplier’s transfer procedure, monitor pressure or flow for bulk material, and keep people clear of moving equipment. For bags, count units and move them promptly into protected storage.
- Receipt record: Record actual quantity, arrival and completion times, storage location, batch or lot information, damage and any rejected quantity. Obtain the required delivery ticket or electronic confirmation.
- Close-out: Update the inventory and delivery log, report discrepancies before the vehicle leaves where possible, and release or reschedule the next slot based on actual capacity.
Plan for disruptions instead of improvising
Late or missed vehicle
Use the agreed escalation time to contact the supplier and obtain a revised arrival estimate. Compare the delay with available reserve and the placement cut-off. The authorised site person should decide whether to continue with existing stock, alter the sequence, postpone the operation or activate the backup route. Record the decision and notify every affected crew.
Blocked route or restricted access
Keep an approved alternate approach route and a safe waiting location where local rules permit. If the final approach cannot accept the vehicle, do not send more trucks into a queue. An intermediate silo or transload point may be appropriate only if the equipment, capacity and documentation were arranged in advance.
Wet, damaged or unidentified material
Isolate the load, prevent it entering the silo or approved stock, photograph and record the condition, and obtain a technical disposition from the responsible engineer or supplier. Never relabel an unidentified product or mix questionable material into conforming stock.
Silo or transfer failure
Stop the operation safely, isolate energy sources as required by the site’s procedure and notify the equipment owner. Use reserve capacity or an alternate receiving point only after confirming compatibility and available headroom. A temporary repair should not bypass pressure-relief, filtration or moisture-protection controls.
Use project examples correctly
Large case-study quantities show the scale that logistics teams can coordinate, but they are not reliability benchmarks. Holcim reported supplying more than 300,000 tonnes of cement for the Chenani–Nashri tunnel project in remote Jammu and Kashmir in 2017. That is a project quantity, not a promised delivery rate or a standard allowance for another tunnel.
Holcim also reported delivering 63,000 cubic metres of concrete to Hamburg’s Elbphilharmonie project; the surfaced page does not show a publication date. This is concrete volume, not cement tonnage, and it should not be used as a general planning metric.
Common planning mistakes and their fixes
| Mistake | Why it causes failure | Fix |
|---|---|---|
| Ordering from the pour date alone | The supplier and site cannot see the required production window or receiving capacity. | Issue a dated, quantity-based schedule with a receiving window and update it when the programme changes. |
| Using a generic lead time or buffer | Local routes, supplier capacity, storage and specifications differ. | Obtain contract-specific timing and calculate reserve from actual consumption and interruption tolerance. |
| Checking access after dispatch | A vehicle may be unable to reach the unloading point or may create an unsafe queue. | Survey the route, restrictions, turning area and waiting location before confirming the slot. |
| Filling a silo without verifying headroom | Overfill, contamination or a blocked transfer can damage equipment and stop production. | Record usable capacity and perform a pre-dispatch capacity check for every bulk load. |
| Storing bags under a temporary cover for weeks | Rain, ground moisture and condensation can damage cement. | Use a dry, weather-tight, ventilated structure and rotate stock by the approved method. |
| Relying on a tracking screen without an owner | A status change does not automatically trigger a site decision. | Assign an escalation owner and define the action for each missed or delayed status. |
Final delivery-readiness checklist
- Approved cement type and quantity match the current construction sequence.
- Supplier has confirmed dispatch point, slot, vehicle or packaging and change procedure.
- Route, permits, restrictions, gate instructions and driver contact are current.
- Silo, transfer equipment or bag store is inspected, compatible and empty enough for the load.
- Receiving staff, unloading operator and escalation contacts are assigned for the whole window.
- Weather-tight moisture protection is in place and damaged material can be quarantined.
- Reserve quantity and stock-age rules are documented for this project.
- Order status, arrival, quantity, condition and storage location will be logged.
- Backup route, intermediate storage or revised work sequence has an owner and activation criteria.
Reliable cement supply comes from joining the placement plan, supplier commitment, transport route, receiving operation, dry storage and contingency decision into one controlled process. Review that chain whenever the programme, product, access conditions or production rate changes.
