Plan a three-unit property as one movement system: people walk from the street, residents drive in and out, carts travel to a pickup point, delivery drivers stop briefly, and emergency responders must reach every required entrance. The correct parking count, driveway geometry, waste enclosure, collection method, and delivery arrangement depend on the municipality, zoning district, collection provider, street, and building design. Use the workflow below to create a workable plan, then confirm the address-specific rules with planning, building, transportation, waste, and fire-safety officials before construction or physical changes.
Start with a site-and-movement map
Draw the entire parcel before choosing a parking layout or buying bins. Include the street frontage, sidewalk, driveway or crossover, property lines, entrances, likely parking stalls, waste-storage area, collection presentation point, utilities, trees, grades, retaining walls, lighting, and any shared access. Add arrows for each movement:

- Residents and visitors walking from the sidewalk to each entrance.
- Vehicles entering, turning, parking, reversing, and leaving.
- Waste carts moving from storage to the collection point and back.
- Delivery drivers stopping, walking to the entrance, and returning to the vehicle.
- Emergency vehicles approaching and positioning without blocked gates, stalls, carts, or parked cars.
Mark conflicts in a different color. A driveway that works for resident cars may force a cart across a pedestrian path. A bin enclosure that fits beside the garage may narrow the route needed by a fire appliance. A delivery vehicle stopping at the only curb cut may trap a resident or obstruct collection. Resolve these conflicts on paper rather than after paving and fencing.

Confirm the governing jurisdiction
Ask the local planning or building office which zoning district, occupancy classification, and permit rules apply. Municipal examples show why a national or internet “triplex standard” is unreliable. Kitchener guidance addresses parking quantity and dimensions, driveway number and width, setbacks, driveway materials, and possible driveway-widening permits. Coquitlam has a separate process for triplex and fourplex proposals. Toronto provisions cited for a Residential Apartment Zone apply to that zone and building context, not to every three-unit property.

Record the official contact, date, applicable bylaw or program name, and any written interpretation in the project file. Rules can differ between a new build, a conversion of an existing house, and a change to an established driveway.
Plan parking around movement, not just stall count
Do not begin by assuming three units require three, four, or six spaces. The cited municipal examples do not establish a universal number. Kitchener notes that minimums are lower in some walkable areas with strong transit service, while other locations may have different requirements. First establish what the local code requires; then test whether the proposed spaces can actually be used safely.
Check these parking variables
- Number: Confirm the minimum and any visitor, accessible, bicycle, or shared-parking provisions for the exact zoning and use.
- Dimensions: Obtain the local stall, aisle, maneuvering, and accessible-space dimensions instead of importing measurements from another city.
- Driveway width and count: Verify how many driveways or curb crossings are allowed and whether widening an existing one needs a transportation or curb-cut permit.
- Setbacks and surface: Check required distances from property lines and buildings, permitted paving materials, drainage, and landscaping or tree-protection conditions.
- Grades and visibility: Keep sightlines clear at the sidewalk and street. Test whether a driver can reverse without crossing a busy pedestrian route.
- Shared access: Identify easements, neighboring driveways, laneways, and rights that could restrict gates, turning, or storage.
Compare layout options
| Arrangement | Advantages | Risks to test |
|---|---|---|
| Side-by-side spaces from one driveway | Simple entry and direct access to vehicles. | Wide curb crossing, limited frontage, and possible conflict with the sidewalk or a waste-presentation point. |
| Tandem spaces | Uses a narrow frontage and can preserve yard area. | One vehicle may block another; residents need an agreed sequence and enough maneuvering room. |
| Rear or laneway access | Keeps the primary frontage more pedestrian-friendly. | Depends on a lawful rear connection, shared-maintenance terms, lighting, winter access, and emergency-route clearance. |
| Limited on-site parking with transit-oriented design | May fit a walkable, transit-served location where local minimums are reduced. | Cannot be assumed; confirm eligibility, visitor management, bicycle storage, and spillover parking effects. |
Draw vehicle turning paths at the largest vehicle reasonably expected, not only a compact car. Keep the pedestrian route legible and avoid forcing residents to walk behind reversing vehicles. If parking relies on a gate, show its open position, controls, queue space, and backup power or manual release where required by local rules.

Protect emergency access
The UK National Model Design Code states, “All developments need to be accessible to emergency vehicles.” It also warns that unregulated on-street parking can cause problems where access points are limited. This is England-specific design guidance, not a substitute for your local fire code or fire-service review, but the principle is broadly useful: do not let resident or visitor parking narrow the only approach, block a hydrant, or prevent a responder from reaching the building.
Design waste storage and collection as one route
Ask the waste authority or contracted hauler four questions before sizing an enclosure: what service is available at this address, which carts or containers are accepted, where must they be presented, and who moves them on collection day? Storage rules and collection rules are linked. A compliant enclosure in the wrong location can create an unsafe or unserviceable route.
Use local examples only as examples
Kitchener states that waste containers at residential properties with three or four units must be kept within a building, structure, or enclosure. Its regional program says curbside pickup is available for properties with up to six units by request. A three-unit owner in that service area therefore needs both an enclosed storage solution and a service request; neither fact automatically applies elsewhere.

Coquitlam gives a different local specification for triplexes and fourplexes: each unit receives one 240 L organic cart and one 240 L garbage cart, plus a blue recycling box and a glass recycling box. The municipality says garbage and green-waste carts must be kept in a fully enclosed, wildlife-resistant garage or structure and advises limiting stairs between the enclosure and garbage pickup location. These cart sizes and enclosure requirements are for that program, not a general triplex standard.

Choose a collection model
| Model | How it works | Design questions |
|---|---|---|
| In-curtilage collection | Carts stay on the property and are presented at the frontage or another approved point. | Can the route be rolled without stairs? Is the presentation point clear of parked cars, snow, gates, and the sidewalk’s accessible path? |
| Communal enclosure | Residents share a secure room, garage, or outdoor structure. | Who has access? Is it ventilated, washable, wildlife-resistant where required, and large enough to maneuver every cart without lifting? |
| Bring point | Residents carry materials to a separate communal or neighborhood point. | What is the carry distance and lighting? Does the point require a specialist collection vehicle, and is its location approved? |
England’s design guidance identifies in-curtilage, communal, and bring-point approaches and says communal storage should be considered alongside carry distances and distance to collection points. It also notes that collection-vehicle size and turning requirements vary with the local authority and collection system. Do not specify underground containers, a shared bin store, or a particular truck turning circle until the provider confirms the operating method.
Size the enclosure from operations
Count every container the provider requires, including organics, garbage, recycling, glass, and seasonal or replacement carts. Allow room to open lids, pull one cart out without moving all the others, and stand safely while rolling it. Keep the route firm, well drained, and as level as practical. Where a wildlife-resistant enclosure is required, treat the roof, doors, latches, ventilation, and gaps as one system rather than adding a loose cover to an otherwise open rack.

Place storage where residents can reach it without passing through a dwelling, but do not put it in the only pedestrian or emergency route. If carts must cross a driveway, mark the crossing and check that collection day does not coincide with resident parking patterns. Limit stairs between storage and pickup; if a grade cannot be avoided, ask the provider how carts will be handled and whether an alternate presentation point is allowed.

Three-unit buildings rarely justify a dedicated loading bay, and the cited guidance does not establish a universal parcel locker or delivery policy. Instead, plan a lawful stopping location and a short, obvious route to the entrance.
Draw the delivery sequence
- Identify where a courier, grocery vehicle, or tradesperson can stop without blocking a travel lane, sidewalk, hydrant, driveway, or emergency access.
- Show the walking route from that stopping point to the correct entrance, including gates, stairs, intercoms, lighting, and weather protection.
- Check whether a stopped vehicle would prevent a resident from leaving, block waste carts on collection day, or force pedestrians into moving traffic.
- Provide unit numbers and an address marker visible from the lawful approach. Keep the entrance route free of stored packages and loose items.
- For recurring deliveries, set a building rule for where packages are left and how bulky items are handled; do not rely on drivers improvising in the driveway.
The National Model Design Code treats deliveries as a street-servicing function and says the road network must account for refuse collection and emergency vehicles. Use that as a coordination test, while checking your own curb, stopping, and access regulations.

Keep common circulation clear and fire-safe
For certain small blocks in England, the Home Office guide covers eligible buildings up to three storeys and six flats and says common parts should be kept clear of combustible materials and rubbish, with a zero-tolerance approach to belongings and rubbish in those areas. That scope does not cover every three-unit building or every country. The responsible person should follow the applicable local fire-safety guidance and risk-assessment process.
Regardless of jurisdiction, establish a management routine: inspect the bin room and shared paths, remove abandoned items, keep doors and gates operable, maintain lighting, and address snow, leaves, and spills before they narrow routes. Do not store spare bins, furniture, bicycles, fuel, or cardboard in a protected escape or responder route unless the applicable authority expressly permits it.
Follow an approval workflow before construction
- Prepare the base plan. Show property lines, existing conditions, proposed building footprint, entrances, parking, waste storage, collection point, delivery stopping area, utilities, grades, and emergency approach.
- Request zoning and parking confirmation. Ask for the applicable parking count, stall and aisle dimensions, driveway limits, setbacks, surface rules, and visitor or accessible-space requirements.
- Confirm driveway and curb permissions. In Kitchener, widening a driveway or creating a curb cut may require a permit. Other municipalities may use different names or thresholds.
- Contact the waste provider. Obtain written confirmation of service eligibility, cart types and quantities, storage or enclosure rules, presentation location, collection-day practices, and vehicle access needs.
- Submit the required development or building applications. Kitchener identifies building permits and, where applicable, zoning or occupancy certification. Coquitlam describes pre-application and development-permit steps for its triplex/fourplex process.
- Check fire and emergency access. Ask the local fire authority or building official to review responder approach, turning or positioning, hydrant clearance, gates, and shared routes.
- Update the plan after comments. Recheck every movement arrow after changing a driveway, enclosure, stair, wall, or parking stall. A small relocation can make a collection route unusable.
Use a practical decision checklist
Parking
- Have the exact zoning district and approved use been identified?
- Are the required spaces, dimensions, aisles, setbacks, and driveway limits documented?
- Can every vehicle enter and leave without blocking the sidewalk or another resident?
- Is overflow parking likely to obstruct a narrow street or emergency approach?
Trash and recycling
- Has the provider confirmed service for three units at this address?
- Are all required carts counted and stored in the required building, structure, or enclosure?
- Can carts roll to the pickup point without unreasonable stairs, steep grades, or conflicts?
- Are wildlife resistance, ventilation, drainage, access control, and cleaning addressed?
Deliveries and access
- Is there a lawful stopping location that does not block residents, carts, pedestrians, hydrants, or responders?
- Can a driver identify the correct entrance and reach it without crossing a hazardous maneuvering area?
- Are package drop-off and bulky-delivery rules clear to residents and managers?
- Do gates, bollards, planters, or parked cars leave the emergency route usable at all times?
Plan for operations, not only approval drawings
Before occupancy, walk the finished site with empty and full carts, a typical resident vehicle, and a delivery parcel. Test the route in daylight and after dark. Observe where a vehicle actually stops, whether a cart door can be opened without moving another cart, and whether a visitor can find the right entrance. Repeat the walk after snow or heavy rain if those conditions affect grades and drainage.

Assign responsibility for moving carts, cleaning the enclosure, reporting damage, and keeping gates or doors functional. A layout that depends on everyone making the same assumption will fail when one unit changes occupants.
The reliable three-unit plan is therefore not a universal diagram. It is a documented local approval, a short and maintainable cart route, parking that does not compromise walking or emergency movement, and a delivery arrangement that remains clear when several activities occur at once.
