Plan the electrical connection before you commit to a data-center site or freeze the building schedule. A parcel beside a substation, a preliminary capacity number, or a utility email is not proof that the required megawatts will be deliverable on your energization date. Define the load and ramp, obtain written evidence from the relevant utility or system operator, and schedule studies, network upgrades, rights-of-way, permits, and long-lead equipment as part of the construction plan.
Use a staged or flexible supply only after engineers, regulators, and commercial teams confirm that it is technically feasible, permitted, financeable, and compatible with reliability obligations. The objective is deliverable power at the date and operating profile your campus needs—not the largest headline capacity near the property.

Why power feasibility must lead site selection
Electrical service can control the critical path of a data-center project. A utility may need to study short-circuit duty, load-flow, voltage, stability, system strength, protection, or transmission impacts before it can offer a connection. Network reinforcement may then require land, permits, design, procurement, construction, and commissioning outside the data-center owner’s fence line. Those activities can take longer than the building works and can move an otherwise complete facility’s energization date.

Treat the utility connection as a project with its own scope, owner, approvals, budget, risks, and acceptance tests. The building, cooling plant, backup systems, controls, and network connection are dependent on the point and quality of supply that can actually be energized.
Define the load before asking for capacity
A connection request is only as useful as the load basis behind it. Create a load register that distinguishes what the first operating phase needs from the ultimate campus buildout, and state the assumptions that can change both.
Set initial and ultimate demand
Record the expected maximum import in megawatts (MW) for the first phase and for full buildout. Identify whether figures are utility-meter demand, facility input, or an internal design value after losses. Separate critical IT load from cooling, pumps, fans, lighting, offices, battery charging, and other balance-of-plant demand. State the power factor and any harmonic or motor-starting characteristics that affect the connection study.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDescribe the ramp, not just the endpoint
Give the utility a year-by-year or phase-by-phase ramp. Explain when each building, data hall, chiller plant, and major electrical block will be energized. A site that cannot support the ultimate load on day one may still work if an enforceable staged-service plan matches construction and tenant commitments; conversely, a modest initial request can become a network problem if the ramp is compressed.
Model operating profiles and redundancy
Provide expected baseload, seasonal variation, startup behavior, maintenance transfers, and emergency operation. Define whether the campus requires dual utility sources, independent substations, diverse feeders, or a particular redundancy level. Include the effect of backup generators, batteries, onsite generation, and automatic transfer schemes on import and export behavior. Reliability requirements should be explicit before alternative supply options are compared.
Account for density and cooling assumptions
Rack density, liquid or air cooling, climate, water availability, and heat-rejection design can materially alter non-IT demand. Keep conceptual estimates labeled as such. Update the load register when the cooling strategy, server specification, tenancy profile, or phasing changes, and send the revision through the utility’s change-control process.
Screen candidate sites for connection evidence
Perform a utility and transmission screen at the same time as the land, planning, and geotechnical screen. A map showing a nearby substation is only a starting point.

Identify the electrical context
- Map nearby substations, feeders, transmission lines, and plausible connection points.
- Ask which voltage levels, transformer banks, bays, protection systems, and corridors could serve the initial and ultimate load.
- Request information on known thermal, voltage, stability, system-strength, fault-level, or congestion constraints that could trigger upgrades.
- Check the utility’s published expansion plans and distinguish funded projects from concepts or indicative dates.
- Reserve land for incoming lines, a customer substation, transformers, switchgear, protection and control, metering, access, fire separation, and future expansion.
Obtain written, project-specific evidence
Ask the responsible utility or system operator to state the connection point under consideration, the load assumptions used, the study stage, required technical data, and the next formal milestone. Keep a dated record of who issued each statement and whether it is an estimate, a conditional offer, an approved allocation, or a binding agreement. A preliminary capacity indication should not be presented to investors or contractors as a committed energization date.
Check non-electrical site constraints
Electrical viability does not override cooling and water needs, flood and wildfire exposure, seismic or other hazards, environmental approvals, noise, visual impact, land rights, road access, workforce availability, or community acceptance. A route for a transmission line or a substation expansion can require separate property interests and permits. Screen those constraints before selecting a site on the basis of a promising MW number.
Learn the local connection process and what reserves capacity
Every jurisdiction has its own sequence for enquiry, feasibility, system studies, offer, agreement, construction, testing, and energization. Ask the utility to provide the process map and the evidence required at each gate.
Questions to put to the utility
- What technical data and modelling format must accompany the request?
- Which studies are performed by the utility, the customer, or both, and in what order?
- What performance standards apply to voltage control, power factor, fault ride-through, protection, harmonics, telemetry, and communications?
- Which transmission, distribution, feeder, substation, or system-strength upgrades are likely?
- Who owns, designs, procures, funds, permits, and maintains each item?
- What agreement, approval, security, or financial milestone creates a formal allocation or connection right?
- Which dates are study estimates, which are target dates, and which are contractual commitments?
Texas example: ERCOT Batch Zero
ERCOT’s June 18, 2026 release describes a Texas process called Batch Zero for qualified large-user requests of 75 MW and above. Requests meeting that threshold are grouped for study, with transmission-upgrade identification and pathways for onsite self-supply or customers willing to accept curtailment under local transmission constraints. ERCOT President and CEO Pablo Vegas described it as “a fundamental shift in how ERCOT manages the significant growth of large load interconnection,” intended to provide a structured path while protecting reliability for Texans.

A project team considering it still needs to confirm eligibility, study inputs, upgrade responsibility, curtailment terms, and the formal milestones that apply to its specific request.
New South Wales example: Transgrid’s large-load policy
Transgrid’s relevant NSW policy covers inverter-based loads of at least 30 MW or 30 MVA. It states that capacity is allocated upon a signed Network Connection Agreement, illustrating why a preliminary enquiry or an informal capacity discussion is not equivalent to a reserved connection. Transgrid reported more than 10 GW of data-center connection enquiries within a 12 km radius of Sydney West since late 2024 and said Sydney-basin capacity is largely exhausted; other NSW options remain subject to technical studies and regulatory approvals.
Those figures describe a particular NSW area and a volatile status, not available capacity for every NSW site. Confirm the current position, agreement requirements, and study outcomes directly with the network operator.

Build one integrated grid-and-campus schedule
Put utility activities on the same integrated master schedule as design and construction. Give each dependency an owner, predecessor, required decision, evidence of completion, and float. Do not hide the grid work in a procurement note or treat it as an external date.
Connection studies and design
- Freeze the first load basis. Issue initial and ultimate MW, the ramp, operating profile, redundancy, power quality, and onsite-resource assumptions.
- Submit a complete enquiry. Provide the utility’s required models, site plan, connection-point alternatives, phasing, and requested energization dates.
- Track study gates. Record when feasibility, system-impact, facilities, protection, and commissioning studies are accepted, returned for correction, or superseded.
- Resolve the connection design. Confirm voltage level, feeder or line arrangement, substation scope, protection and control, metering, communications, and operating responsibilities.
Land, rights-of-way, and permits
Secure site control for the customer substation and future bays before the layout is fixed. Identify every off-site corridor, access road, construction compound, easement, environmental approval, noise consent, and fire or hazardous-material permit needed for utility assets. A building permit does not automatically authorize a transmission route or a utility-owned substation.
Procurement and construction
Align the approved electrical design with transformer, switchgear, breakers, protection, control, cables, and metering procurement. The available sources do not establish a universal lead-time number, so obtain supplier and utility evidence for the exact voltage, rating, specification, manufacturing slot, inspection, transport, and installation sequence. Link factory acceptance tests, delivery, civil readiness, installation, energization testing, and utility witness requirements in the schedule.
Commissioning and energization
Define the handoffs between the utility, the connection contractor, the owner’s engineer, and the data-center commissioning manager. Include protection settings, relay testing, communications checks, metering validation, insulation and high-voltage tests, synchronization or transfer tests, first energization, staged load pickup, and acceptance of operating procedures. A complete building cannot enter service until the utility’s conditions for energization are met.
Compare supply strategies against deliverable power
Use a decision matrix that compares what can be energized, when, under which constraints, and at whose cost. Options can be combined, but every combination requires technical, legal, environmental, commercial, and reliability review.
Phased energization
Split the campus into electrical blocks and align each block with a documented utility milestone. This can reduce the first connection requirement and let construction proceed in useful stages. It does not eliminate the need to prove the ultimate connection or to protect early operations from a later network constraint. Design temporary works, protection coordination, cooling capacity, and tenant contracts around the actual first-stage limit.
Alternative connection points or locations
Ask the utility to evaluate more than one substation, voltage level, or site where practical. A farther point can be faster or more expandable if it avoids a constrained node, but additional line length, land rights, losses, protection complexity, and cost may outweigh the benefit. Compare alternatives on the same load basis and milestone definitions.

Onsite generation and storage
Clean generation, firm generation, batteries, and other storage can reduce imported power, provide resilience, or support a constrained connection. Assess fuel or resource availability, emissions, noise, air permits, fire protection, water, interconnection protection, maintenance, autonomy, black-start behavior, and the commercial treatment of exports. Onsite resources do not automatically make a site grid-independent or guarantee an earlier utility date.
Flexible or curtailable demand
Some connection frameworks may offer a path for customers that accept curtailment under specified network conditions. Quantify which loads can be reduced, for how long, with what notice, and without violating service-level, safety, or backup requirements. Document automation, testing, compensation, penalties, and restoration. A nominally large connection with frequent or unpredictable curtailment may deliver less usable capacity than a smaller firm connection.

Grid expansion and proactive procurement
Utilities, regulators, and customers may pursue network expansion, resource planning, tariff changes, demand resources, or interconnection reform. Lawrence Berkeley National Laboratory’s June 2026 report organizes more than 40 potential solutions across load forecasting, interconnection, resource planning and procurement, markets and operations, and cost allocation and ratemaking. Use that framework to structure stakeholder discussions, but validate which mechanisms exist in the project’s jurisdiction.

Make the preferred site the one with the strongest combination of deliverable power, credible milestones, manageable upgrade exposure, and expansion room—not simply the shortest distance to a substation.
Manage the main failure modes
Confusing proximity with capacity
Symptom: The site is selected because a substation is visible nearby. Control: Require a written, project-specific utility assessment that identifies the connection point, study status, constraints, and upgrade path before the site passes the electrical gate.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Treating an indicative date as a commitment
Symptom: The construction baseline uses a date from an early enquiry. Control: Label every date as an estimate, target, or contractual milestone and tie the baseline to the agreement and utility-approved schedule.

Submitting an unstable load request
Symptom: IT density, cooling, phasing, or redundancy changes after studies begin. Control: Maintain a controlled load register, issue revisions promptly, and reserve schedule and budget for a restudy when the change is material.
Leaving off-site works out of the critical path
Symptom: The building is complete while a line, bay, transformer, permit, or rights-of-way package is unfinished. Control: Give each utility asset a named owner, design release, procurement date, permit, construction window, test, and energization predecessor in the master schedule.
Assuming an alternative supply is automatically firm
Symptom: Generators, batteries, or curtailment are counted as equivalent to firm grid import without a reliability analysis. Control: Model fuel or charging availability, autonomy, maintenance, emissions, controls, outage scenarios, and contractual obligations under the local rules.
Governance for a changing capacity position
Connection availability is location- and time-dependent. Establish a monthly or stage-gate review with the utility, system studies engineer, electrical designer, scheduler, permitting lead, commercial manager, and operations representative. At each review, update the load ramp, study assumptions, utility milestones, upgrade scope, land and permit status, equipment procurement, cost exposure, and energization confidence.
Use formal change control for any increase in MW, earlier energization request, new operating profile, altered redundancy, export capability, or change in onsite generation. Record the decision, the affected study, the responsible party, and the date on which the utility must confirm acceptance. Keep an alternate site or alternate connection strategy viable until the project reaches a milestone that genuinely secures capacity.
Technical standards and planning references to monitor
IEEE’s active P4134 substation guide project describes planned guidance covering interconnection, reliability and redundancy, onsite resources, power-system studies, transformer and switchgear strategy, expansion, and resilience. Its project page states scope limits of up to 800 kV AC/DC and up to 15 GW. Those are the project’s stated limits, not a design recommendation and not evidence that a completed standard is available; use the current status when deciding which requirements govern.
DOE material on data-center load growth identifies clean generation and storage, existing nuclear and hydropower, grid expansion, efficiency, demand resources, proactive planning, tariff approaches, and interconnection reform as possible ways to meet or manage demand. It also recognizes the need for clean firm power and the evolving nature of demand projections. Treat these as option categories for local evaluation, not as a promise that any particular resource can be permitted or delivered at your site.
