How to plan construction material deliveries around holiday shutdowns

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the programme by planning from the first post-shutdown activity backwards. For every material, confirm the supplier’s closure, production and dispatch dates; verify the carrier’s collection and delivery availability; reserve a receiving window the site can actually support; and decide deliberately whether to store the material before closure or order it for delivery after reopening. Keep a recovery plan for missed slots, communicate every change, and check the contract, planning conditions, noise rules, site restrictions and local holiday calendar before committing to holiday or out-of-hours work.

There is no reliable universal “Christmas buffer”. The correct allowance depends on the confirmed lead time, transport capacity, order terms, site access and the consequence of delay on your project.

Why holiday deliveries need their own plan

A supplier’s last dispatch date is not the same as the last date your site can receive a load. Four calendars operate separately:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the construction programme and the date a work package needs the material;
  • the supplier’s order cut-off, production and dispatch schedule;
  • the carrier’s collection, trunking and delivery schedule; and
  • the site’s closure, access, labour, unloading and storage arrangements.

Treating those calendars as one is how a vehicle arrives when the gate is closed, a load is dispatched before a crane is available, or a product sits outside during a shutdown and deteriorates. Highways England’s Raising the Bar 20: Transport and Logistics Management calls for a live logistics schedule calculated from the construction programme and resource quantities, together with plans for missed delivery windows. Read it alongside the Health and Safety Executive’s planning guidance, which includes deliveries and storage in construction planning: Highways England logistics guidance and HSE planning for construction work.

The guidance is mainly UK-based and should be applied as planning practice, not as a universal legal rule. Confirm the applicable contract, local planning and noise restrictions, supplier terms, site receiving rules and jurisdiction-specific holiday calendar for your project.

1. Map the shutdown against the live programme

Record the dates that control the work

Start with the current short-term lookahead, not only the master programme. Record the last day the site can safely receive materials, the date work stops, the first reopening date and the date each post-shutdown work package needs its materials. Include activities required to secure the site, temporary works, weather protection and any inspection or curing period that must occur before closure.

Calendar item What to record Owner to confirm
Last safe receiving date Latest date and time a vehicle can enter, unload and leave without extending the working day Site manager and logistics lead
Site closure When labour, security, lifting equipment and welfare facilities cease operating Principal contractor
Supplier closure Final order amendment, production and dispatch cut-offs Buyer or package manager
Carrier closure Last collection, delivery and terminal operating dates Transport coordinator
Reopening Date the site is staffed, inspected and able to receive loads again Site manager
First restart need date When each trade actually needs the material, not merely when it appears on a purchase list Package manager and trade supervisor

Link every order to a work package

Create a material register with one line for each critical item. Give it a package reference, required-on-site date, quantity, specification, responsible person, supplier, carrier, storage requirement and latest decision date. If the sequence changes, update the register and the delivery schedule together. A moved start date can make an early delivery sensible, unnecessary or unsafe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include materials needed to protect unfinished work during the closure, not just materials for the first production task after reopening. Conversely, do not bring forward an order simply because it appears in an old baseline programme; review it against the live lookahead.

2. Confirm the supply chain item by item

Questions for each supplier

Ask for written, order-specific answers rather than relying on a general holiday notice. Confirm:

  • the final date and time for placing or amending an order;
  • available production capacity before closure and any backlog expected after reopening;
  • the last dispatch date and the earliest dispatch date after the break;
  • whether the quoted lead time includes production, packing and loading;
  • whether an order already placed can be postponed, split or cancelled, and what charges apply;
  • product-specific storage, protection, inspection and shelf-life requirements; and
  • whether transport is included or must be arranged separately.

Ask the supplier to identify the named contact covering the shutdown and the person who will confirm a restart date. Keep the confirmation with the purchase order so that later programme changes can be checked against the agreed terms.

Check the carrier and the receiving operation

A supplier confirmation does not guarantee a truck. Confirm the carrier’s last collection and delivery dates, route or vehicle restrictions, driver instructions, waiting-time policy and arrangements for a failed or refused delivery. Then verify that the destination can receive the load:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the gate and approach route are open for the vehicle’s dimensions and weight;
  • a named receiver will be present and contactable;
  • the specified unloading plant, crane, forklift or labour is booked for the same slot;
  • the laydown area is clear, stable and large enough for the load; and
  • inspection, quarantine or damage-check procedures will not leave a vehicle waiting beyond its booked window.

Highways England recommends sharing logistics information with suppliers and other key parties and keeping relevant instructions available to drivers. Its guidance is available at Raising the Bar 20: Transport and Logistics Management.

3. Work backwards from the need date

Build a dated chain, not a single lead-time number

For each material, begin with the activity date and work backwards through every dependency:

  1. Set the date and time the trade must have the material ready for use.
  2. Allow time for receiving, counting, inspection, damage reporting and any required preparation or internal movement.
  3. Add the carrier transit and collection commitment, including the holiday operating days that are actually confirmed.
  4. Add the supplier’s production, packing and dispatch lead time.
  5. Set the latest order or amendment date and assign one person to make the decision.
  6. Set an earlier review date at which the team checks whether the programme, specification or availability has changed.

Use confirmed dates from the supplier and carrier, not an assumed number of days. The US Federal Acquisition Regulation identifies material and equipment lead times and availability as relevant scheduling factors, but that rule applies to US federal contracting and is not a general requirement for private or non-US projects. See FAR Subpart 11.4, Delivery or Performance Schedules for that limited context.

Example of a material-register entry

Field Decision to record
Material and package Exact specification, quantity and work package that will consume it
Need date First confirmed shift or activity when the trade requires it
Receiving date Booked site slot, with time for inspection and unloading
Carrier commitment Collection date, delivery date, vehicle type and driver contact process
Supplier commitment Production completion, dispatch date and post-holiday backlog status
Latest decision Last date to order, amend, postpone or choose an approved alternative
Owner and recovery action Person authorised to resequence, rebook, substitute or escalate

4. Book and control delivery windows

Make the slot operational

A delivery appointment is useful only when it states how the load will be handled. Put the following in the booking and send it to the supplier, carrier, gate team and trade receiving the material:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • maximum arrival window and the rule for early or late vehicles;
  • site entrance, route, turning or holding instructions;
  • named site contact and a working telephone number;
  • unloading point, plant or crane booking and operator responsibility;
  • staging, inspection and temporary holding arrangements;
  • vehicle, load, packaging and access information needed by the driver; and
  • the action and contact to use if the slot is missed.

Coordinate the slot with other site activities. A delivery that depends on a tower crane, traffic marshal or shared access route must be visible in those schedules as well as in procurement. Keep one live schedule showing the resource, quantity, vehicle, supplier, required date and receiving capacity. When a slot changes, update that schedule immediately rather than maintaining parallel spreadsheets.

Define the missed-window response

Decide in advance whether a late vehicle will wait, return to the depot, use an approved holding area or be rebooked. Do not let an unplanned vehicle block an access route or force an unsafe unloading operation. The responsible manager should be able to release a revised slot, notify the affected trade and record any programme impact without waiting for a holiday-period committee meeting.

5. Decide between early delivery and just-in-time delivery

Early delivery can protect a critical restart activity from a closed supplier, but it transfers risk to the site. Just-in-time delivery reduces stockpiling, but it relies on close coordination and leaves less tolerance if a carrier or production date slips.

Decision factor Bring material in before closure Deliver after reopening
Continuity risk Useful when a missed restart delivery would stop a critical-path activity Acceptable when the work can be resequenced or a confirmed post-holiday slot exists
Supplier and carrier certainty Reduces exposure to the closure once the load is safely received Depends on written production, dispatch and transport commitments after reopening
Storage capacity Requires suitable, secure laydown space and safe handling during the shutdown Avoids stockpiling but requires a functioning receiving operation on return
Material condition Only suitable when the product can be protected from theft, weather, damage or deterioration Preserves condition at the supplier, subject to post-holiday availability
Cost and contract exposure May add handling, storage, security or damage costs May incur rescheduling, cancellation or delay consequences if dates move
Recovery options Provides a physical fallback, but a wrong or damaged product can create rehandling Leaves more flexibility to change quantity or specification before dispatch

Use just-in-time only when the system is ready

Just-in-time means scheduling materials close to installation so the site carries less stock. An Australian industry guide describes it as coordination between the programme, procurement and site logistics, with delivery timing linked to storage and access: Procore Australia’s just-in-time delivery guide, updated August 30, 2026. That article is project-planning context from Australia, not a guarantee of performance on a particular project or jurisdiction. Retain a contingency for a missed slot even when the intended method is just-in-time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Make storage a deliberate engineering and logistics decision

Check the site before accepting an early load

Walk the proposed storage area with the site manager and relevant trade. Confirm access, ground or floor capacity, stacking limits, segregation, security, weather protection, fire or safety controls and the route for moving material to the workface. Follow the supplier’s safety and storage information; HSE guidance stresses planning deliveries and storage and obtaining and understanding that information at Planning for construction work.

Keep a record of what was received, where it was placed, its condition and who controls it during the closure. Protect packaging and exposed products from foreseeable weather and unauthorised access. If the site cannot provide suitable conditions, postpone or split the order rather than creating an unmanaged stockpile.

Review orders that the revised programme no longer needs

A temporary closure can change quantities and sequence. RICS temporary-closure guidance advises reviewing future deliveries, considering postponement or cancellation where the programme has changed, and storing retained materials to prevent damage or deterioration. Its original context was pandemic-related closure, so use the principles rather than treating it as holiday-specific law: RICS guidance on temporary construction-site closure.

7. Check restrictions before changing working hours

Do not assume that a holiday or night delivery is permitted because a supplier has a vehicle available. Check the contract, site rules, planning conditions, local authority agreements, noise-abatement requirements, environmental restrictions, neighbour commitments and the carrier’s operating hours. Confirm whether the receiving team, security and lifting equipment can legally and safely operate at the proposed time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The UK Department for Transport’s Quiet deliveries good practice guidance recommends identifying official restrictions and engaging affected stakeholders. It does not present quiet delivery as a blanket 24-hour solution; the relevant principle is to design a controlled arrangement for the particular location. Read the guidance at Quiet deliveries good practice guidance.

Where a holiday calendar differs from the UK calendar, or where the project is outside the UK, obtain the dates and restrictions from the local authority, contract administrator, suppliers and carriers serving that site.

8. Set a contingency with named authority

Agree the response before the shutdown

For each critical material, write one trigger, one decision-maker and one immediate action. A useful contingency register looks like this:

Trigger Immediate decision Possible recovery
Supplier cannot meet the confirmed dispatch date Package manager confirms impact on the need date Resequence work, use an approved alternative source or material where technically and contractually allowed, or move the delivery slot
Carrier cancels or misses the slot Logistics lead releases a revised receiving plan Rebook, use an approved holding arrangement or adjust the work sequence
Site cannot receive the load Site manager refuses unsafe or unauthorised unloading Return or hold the vehicle under agreed terms and set a new slot
Material arrives damaged or out of specification Receiver quarantines and records the issue Supplier replacement, approved substitute or resequencing after technical review
Programme moves and the order is premature Buyer checks amendment, postponement or cancellation rights Defer dispatch, reduce quantity or retain only what can be safely stored

State who can approve a substitute, who can change the programme and who contacts the trade. An alternative product must remain technically compliant and contractually approved; urgency is not approval.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep one communication trail

Issue a dated update whenever a need date, supplier commitment, carrier slot or receiving condition changes. Send the same revision to procurement, the site gate, the relevant subcontractor, the supplier, the carrier and the programme manager. Record acknowledgements for critical loads. During the closure, nominate an on-call contact for genuine delivery or security issues and tell every party when that person is available.

  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking

9. Prepare the site for closure

Before the last working day, complete a closure review:

  • cancel, postpone or confirm every outstanding delivery against the live programme;
  • verify that stored materials are counted, labelled, protected and secured;
  • finish temporary works and weather protection needed to keep the site safe;
  • remove or isolate equipment that would obstruct a restart delivery;
  • confirm security, inspection and emergency contacts for the shutdown period; and
  • send the final delivery and restart schedule to all affected parties.

Do not leave a “provisional” delivery date in the system without an owner. Either confirm the slot, amend the order or record the reason it is intentionally on hold.

10. Restart in a controlled sequence

Verify the site before releasing deliveries

On reopening, inspect access routes, unloading areas, storage zones, temporary works and lifting equipment before the first vehicle is dispatched. Confirm that the named receiver and required labour are present. A supplier may have reopened while the site is still unable to accept a load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reconcile stock and condition

Count stored materials against the register, inspect for damage or deterioration and resolve discrepancies before allocating stock to a trade. Release only material that matches the specification and remains suitable for use. Update quantities so the first post-shutdown orders reflect what is physically available.

Reconfirm the first week’s sequence

Hold a short restart coordination meeting with the programme, procurement, logistics and trade leads. Reconfirm the first activities, delivery windows, crane or unloading bookings and any supplier backlog. If a delivery is no longer required on its original date, change it promptly; leaving an obsolete slot can block a more urgent load.

A practical decision rule

Choose early delivery when the restart activity is critical, the supplier or carrier cannot provide a dependable post-holiday commitment, and the site can store and protect the material safely. Choose post-reopening delivery when storage would expose the product or site to greater risk, the work can be resequenced, and the supplier, carrier and receiving team have confirmed a workable slot. In either case, document the need date, commitment, owner and recovery action in the live logistics schedule.

This process protects continuity without pretending that every project, supplier or holiday calendar behaves the same way. Confirm the facts for your contract and location, then make the delivery decision that the programme and the site can actually support.
