How to Plan and Budget a Large Headquarters Construction Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan a headquarters as a gated capital program, not as a single building estimate. Define the workforce, space and adjacency requirements first; confirm the site and delivery strategy; create a scope-linked estimate; and re-estimate at every design milestone. Keep shell, tenant fit-out, security, sitework, technology, professional fees, escalation and contingency visible as separate cost lines. Early figures are screening ranges, not promises: the U.S. General Services Administration (GSA) lists an order-of-magnitude estimate at +75%/-40% accuracy, while a construction estimate based on complete documents is listed at +10%/-5%.

This method gives executives a defensible funding decision, gives designers a cost target, and gives the construction team a controlled baseline for procurement and change management.

Treat the headquarters as a gated capital program

A large headquarters combines real estate, workplace planning, information technology, physical security, brand experience, employee amenities, parking, sustainability and long-term operations. A decision that appears inexpensive during planning can create significant construction or operating cost later. Use formal gates so the project does not move into design, procurement or construction with unresolved requirements.

Recommended project gates

  1. Requirements: approve workforce projections, space standards, adjacencies, technology, security, sustainability, parking, resilience and occupancy dates.
  2. Site and options: evaluate candidate sites, existing conditions, utilities, access, entitlements, environmental constraints and expansion potential.
  3. Feasibility and prospectus: document scope, implementation plan, schedule, delivery method and initial budget.
  4. Funding and approvals: secure internal authorization, financing and any statutory or authority approvals.
  5. Pre-design: confirm the project brief, surveys, investigations, performance criteria and cost plan.
  6. Design: develop and review the concept, schematic, design-development and construction-document packages.
  7. Budget verification: reconcile the estimate with the latest scope, drawings, specifications, schedule and risk register before procurement.
  8. Procurement and construction: award packages, control changes, track contingency and report forecast cost to complete.
  9. Occupancy and closeout: commission systems, complete training and move activities, resolve deficiencies and capture final cost and lessons learned.

GSA’s delivery sequence follows this same logic. For a private headquarters, assign start-to-finish accountability to an owner’s project manager and a team representing the sponsor, cost management, architecture and engineering, real estate, operations, technology, security, finance, procurement and legal. GSA says management requirements should scale with scope, estimated construction cost and risk.

“Timely requirements development,” a well-defined scope and continuous communication are among the factors GSA identifies for aligning expected and actual project costs.

Define the brief before asking for a price

An estimate cannot be more reliable than the scope behind it. Turn the business plan into measurable requirements and record each assumption. At minimum, establish:

  • Workforce: current headcount, growth by department, attendance patterns, shift work, visitors and contractors.
  • Space: target area, workplace standards, enclosed offices, collaboration rooms, training, conference, wellness, food service, storage and support spaces.
  • Adjacency: which teams must be near one another, controlled-access zones, public-facing functions and loading or service routes.
  • Technology: network rooms, power density, audiovisual standards, device charging, radio systems, data resilience and future capacity.
  • Security: site perimeter, screening, access control, monitoring, secure parking, protective construction and any classified or restricted areas.
  • Sustainability and resilience: energy targets, water strategy, embodied-carbon objectives, backup power, flood or wildfire resilience and continuity-of-operations requirements.
  • Parking and mobility: parking counts, structured versus surface parking, fleet needs, transit connections, cycling and electric-vehicle charging.
  • Occupancy: phased move-in, furniture and equipment, commissioning, training, operational readiness and the date the facility must function.
  • Expansion: future floors, swing space, vertical or horizontal expansion zones and spare capacity in utilities and technology.

Convert every requirement into one of three states: included in the current scope, an explicit allowance, or an approved exclusion. This prevents “small” additions from accumulating as untracked change.

Evaluate the site and delivery strategy early

Site selection is a cost decision as much as a real-estate decision. Compare purchase or lease terms separately from construction cost, then test the physical site for surveys, geotechnical conditions, contamination, demolition, utilities, stormwater, access, traffic, entitlement, easements, flood risk and neighboring properties. Existing-space information improves an early estimate; document what is known and what still requires investigation.

Decide how the project will be delivered while the brief is being developed. The choice determines when design becomes contractually fixed, when prices are committed and how much coordination risk remains with the owner.

Delivery method Price certainty Schedule and early work Design flexibility Owner-side burden and risk
Design-bid-build Competitive price after complete design; later commitment Usually starts after documents are complete High before bidding, limited after award Owner coordinates separate designer and contractor and carries more interface risk
Construction management Trade-package pricing can be committed progressively Useful for early works and phased packages Design can develop while packages are released Requires strong owner cost, scope and package coordination
Design-build Earlier single-point price commitment is possible once performance requirements are clear Can accelerate procurement and construction Owner must define outcomes clearly; changes after award can be costly Less interface coordination for the owner, but greater reliance on the design-builder’s proposal and controls
Phased strategy Varies by package and market timing Allows enabling works or priority buildings to start early Supports a campus or occupancy plan that evolves by phase Interfaces, temporary conditions and escalation require disciplined governance

Base the decision on schedule certainty, market capacity, design maturity, appetite for owner risk, ability to package early works, need for price certainty and the owner’s internal coordination capability. Before award, complete value engineering, code, constructability and owner reviews and verify that the estimate remains within the approved budget.

Build a work-breakdown structure the board can audit

Use a cost structure that mirrors the way the headquarters will be designed, procured and operated. For a campus, estimate every building and each site-development package separately, then roll them into an overall summary. GSA’s P-120 guidance calls for separate reporting of building shell, tenant-agency fit-out and security upgrades, with separate estimates for each structure and site development on multi-structure projects.

Use estimate classes honestly

Every estimate cover sheet should state its class, base date, location, escalation assumption, inclusions, exclusions, design maturity and contingency basis. Reconcile every major requirement to a cost line or an explicit exclusion.

Estimate stage When it is appropriate Accuracy range stated by GSA Decision use
Order of magnitude Requirements are sparse and options are being screened +75% / -40% Test whether a site or concept is financially plausible
Budgetary Scope and blocking plans are defined and existing conditions have been verified ±30% Set a preliminary funding target and compare options
Conceptual design Design is commonly 25–40% complete and costs are checked against the developing documents ±20% Approve or redirect the design before detailed development
Construction estimate Drawings, specifications and relevant information are 100% complete +10% / -5% Validate the bid or procurement baseline

These are decision controls, not guarantees. Contractor bids can vary with contractor appetite, competition, procurement timing and market conditions. An estimate that appears precise but omits escalation, security, site risk or fit-out is less useful than a wider estimate with transparent assumptions.

Start with a square-foot model, then replace it with quantities

For early screening, a square-foot model is a practical way to compare options. GSA’s January 2024 estimating Q&A notes that space area and general location are useful starting points and recommends breaking out tenant improvement, core shell and building security. Show the area basis, location, date, building type, fit-out level, site scope and escalation assumptions alongside the rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

As the design develops, replace the blended rate with quantity- and specification-based estimates: concrete and steel quantities, façade area, equipment counts, electrical capacity, air-handling capacity, room types, finishes, security devices and technology systems. Track design quantities against the brief so that a lower rate does not conceal a larger building or a reduced scope.

Re-estimate at defined design milestones

Cost reviews belong in both the scope and the schedule. The Project Management Institute (PMI) milestone pattern calls for reviews at the end of conceptual design and schematic design, at 50% and the end of design development, and at 50% and 95% of construction documents.

Milestone Required cost action Decision record
Concept or option selection Compare options on area, systems, site work, security, sustainability and lifecycle implications Selected option, rejected alternatives, scope assumptions and funding range
End of schematic design Update quantities, site information, systems narratives and escalation Estimate variance, approved scope and risks requiring investigation
50% design development Price major systems, room standards, envelope, technology and security packages Value-engineering actions, contingency movement and schedule effects
End of design development Reconcile the coordinated design with the target budget Scope freeze or documented exceptions and decision owners
50% construction documents Check details, specifications, quantities, code compliance and procurement packaging Open design decisions, bid-package strategy and remaining risk
95% construction documents Confirm the pre-bid estimate, allowances, alternates and completeness Authorization to bid, final contingency position and approved alternates

After every review, issue a short decision log showing approved scope, estimate variance, value-engineering decisions, risk changes, contingency drawdown, schedule effect and the person authorized to decide unresolved items.

Make contingency a risk model, not a hidden percentage

Do not apply one unexplained percentage to the entire project. Maintain separate allowances for design development, unknown existing conditions, market escalation, owner changes, permitting or utility uncertainty and identified high-risk packages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control each allowance

  • Record the opening balance and the risk or assumption that created it.
  • Assign a probability or confidence basis and identify the cost impact if the risk occurs.
  • Require approval before drawing down an allowance; name the approving authority.
  • Show approved uses, remaining balance and forecast cost to complete at every estimate update.
  • Remove obsolete allowances rather than allowing them to become an untracked slush fund.
  • Keep owner reserve separate from the construction estimate so leadership can see both the project exposure and the amount still under executive control.

Escalation is time-related price movement, not contingency. Carry it from the estimate base date through the expected procurement and installation dates, with assumptions for the project location and package timing.

Use value engineering without damaging the brief

Value engineering is most effective before procurement, when the team can change systems or layouts without rework. Rank proposals by first cost, schedule effect, operating cost, resilience, employee experience, security, sustainability, embodied carbon and future flexibility. A cheaper façade that increases maintenance or reduces energy performance is not automatically a saving.

Test alternatives against the approved requirements. If a proposal removes capacity, redundancy, acoustic performance, accessibility, security or expansion capability, record that consequence explicitly and obtain sponsor approval. Preserve a clear distinction between a genuine design optimization and a scope deletion that creates a later change order.

Govern construction, procurement and closeout

Before procurement

  • Complete code, constructability, security, technology and owner reviews.
  • Confirm drawings and specifications are coordinated and that alternates are priced consistently.
  • Check the estimate against the approved budget, schedule and contingency register.
  • Define bid packages, long-lead items, allowances, escalation treatment and owner-furnished equipment.
  • Set the change-control threshold and the process for sponsor approval.

During construction

  • Track committed cost, approved changes, pending changes, forecast cost to complete and remaining contingency.
  • Report site discoveries separately from design changes so the risk register remains meaningful.
  • Protect long-lead equipment decisions and review substitutions for performance, warranty, security and lifecycle effects.
  • Update the schedule impact of every major change and connect time extensions to escalation exposure.
  • Maintain a current list of owner decisions, responsible parties and due dates.

At commissioning and occupancy

  • Commission mechanical, electrical, life-safety, security and technology systems before turnover.
  • Complete training, operating manuals, warranties, spare parts and preventive-maintenance plans.
  • Reconcile furniture, equipment, move costs and temporary facilities against the budget.
  • Close contracts, release unused allowances under formal approval and record the final cost by work-breakdown category.

What a headquarters costs per square foot

There is no defensible universal current headquarters cost-per-square-foot figure. A useful rate depends on location and date, program and density, site conditions, building systems, security level, fit-out standard, technology, parking, market capacity and escalation. Two projects with the same gross area can have very different costs if one includes a high-performance envelope, structured parking, redundant power, secure zones or extensive tenant improvements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a rate only as an early transparent model. State whether it covers shell, fit-out, security, sitework, professional fees, furniture, technology, escalation and contingency. As design advances, report both gross and usable area and replace the rate with quantities and specifications. Never use a single rate to compare options that have different scope boundaries.

Governance that keeps the budget credible

Name one accountable sponsor and one owner’s project manager. Give the cost manager authority to maintain the estimate and assumptions, while the architect, engineers, operations, technology, security, finance, procurement and legal leads own their requirements. Establish a change-control board with a written delegation of authority.

Use a monthly dashboard during planning and construction with:

  • Approved budget by work-breakdown category
  • Current estimate and variance from the approved budget
  • Committed cost, pending changes and forecast cost to complete
  • Opening, approved-use and remaining contingency
  • Schedule milestones, procurement status and escalation exposure
  • Top risks, required decisions and overdue actions

GSA’s cost-management approach emphasizes standardized reporting, markup methodology and contingency application as estimates mature. Consistent definitions let executives compare one update with the next instead of debating whether a variance is a real change or a change in accounting.

Common failure modes and their fixes

  • Pricing before requirements: produce a signed brief and an assumptions register before selecting a cost basis.
  • Blending shell and fit-out: report them as separate packages so workplace changes do not obscure building cost.
  • Ignoring security and technology: involve those leads in concept design and carry their systems as explicit line items.
  • Using stale escalation: identify the estimate base date and update package timing at every milestone.
  • Holding one large contingency: allocate allowances to named risks and show every drawdown.
  • Waiting until 100% design to discover an overrun: follow the milestone cadence and make decisions at 50% design development and earlier.
  • Starting construction with unresolved interfaces: complete constructability and owner reviews and define package boundaries before award.
  • Treating occupancy as the end of construction: budget commissioning, training, move management, furniture, equipment and closeout from the start.

A practical planning checklist

  1. Appoint the sponsor, owner’s project manager and discipline leads.
  2. Approve workforce, space, adjacency, technology, security, sustainability, parking and occupancy requirements.
  3. Investigate candidate sites and record existing-condition certainty.
  4. Select a delivery strategy against schedule, market and risk objectives.
  5. Build the work-breakdown structure with separate shell, fit-out, security, site and building packages.
  6. Issue an order-of-magnitude estimate with its +75%/-40% GSA accuracy band and documented assumptions.
  7. Advance to a budgetary estimate when blocking plans and existing conditions are defined.
  8. Review costs at conceptual, schematic, design-development and construction-document milestones.
  9. Maintain separate contingency, escalation and owner-reserve accounts tied to a live risk register.
  10. Complete value engineering, code, constructability and owner reviews before procurement.
  11. Control commitments, changes, forecast cost and contingency through construction.
  12. Commission, occupy, close contracts and capture final costs by category.
