1. Check live conditions before you leave
Begin with official information, not a familiar navigation route. A downtown closure can change by block, time of day or phase of construction, while a winter storm can make a normally open side street unusable.

- Read your city or state transportation agency’s construction advisories for planned closures, lane shifts, bridge restrictions and ramp changes.
- Open the agency’s live street-closure or traffic map and note the time it was last updated.
- Check the winter-weather, snow-response or road-condition map for untreated, icy or restricted streets.
- Review transit alerts for suspended routes, stop relocations, reduced service and station access changes.
- Check emergency notifications for collision-related closures, plowing operations and rapidly changing restrictions.
Examples of useful official resources include NYC DOT’s construction advisories and street-closure map, Caltrans QuickMap and CHIN, Portland’s winter-response information, and Seattle’s closure and snow-route maps. These agencies publish different map names and update schedules, so use the sources serving your actual route.

Record what is closed and when
Write down the closure’s limits, direction and operating hours. A restriction may affect one lane, an entire block, a ramp, a bridge approach or a turn that your route depends on. Note whether the cause is construction, weather or both. If a map shows a closure but the street appears open in a navigation app, follow the official notice and physical signs; consumer routing data can lag behind field conditions.
2. Draw the closure boundary
Before choosing an alternate route, mark the smallest area you must avoid. Identify the last usable intersection before the work zone, the first intersection beyond it and every affected approach. Then check whether construction has also removed a turn, loading area, bus stop or pedestrian crossing.
Separate the three kinds of restriction
- Construction restriction: A planned closure, lane shift, temporary signal or detour that may remain in place for days or weeks.
- Weather restriction: Snow, ice, flooding, fallen branches or plowing that makes an otherwise open street unsafe.
- Combined restriction: Construction narrows capacity while weather reduces traction or blocks the signed detour.
Use the signed detour whenever one is provided. Do not assume a shortcut through a parking lane, alley or adjacent block is legal or open. Downtown projects often change curb access and turn movements even when through traffic continues.
Check the approach, not just the destination
A destination address can remain accessible from one direction while every approach you normally use is blocked. Trace the entire door-to-door path, including the final two or three blocks, a garage entrance, a bus stop or a pedestrian crossing. Look for one-way streets, temporary no-turn signs, height limits and streets that are likely to be left untreated because they are not priority corridors.
3. Prefer treated and priority corridors in winter
When you must drive, favor roads that agencies identify as critical for emergency services, buses and downtown access. These routes receive attention before many residential or minor streets.

How agencies define priority
Portland Bureau of Transportation describes its “snow and ice” routes as the most critical connections for police and fire stations, hospitals, frequent bus routes, the downtown core and major business districts. Those routes cover about one-third of Portland’s street grid, according to the agency. Portland aims to keep at least one passable lane in each direction on these critical routes.
Seattle Department of Transportation distinguishes gold and emerald snow routes by regional or citywide importance. Seattle says it clears 1,200 lane miles of critical streets for buses and emergency services. The year of those figures is not stated on the agencies’ retrieved pages, so treat them as descriptions of the agencies’ designated networks rather than a promise about today’s treatment level.
What a priority corridor does and does not mean
- It is more likely to be plowed, salted or monitored first than a minor street.
- It can still be covered in packed snow or ice, especially during active snowfall.
- It may carry heavier traffic, buses and snow-removal equipment.
- Its intersections and ramps can remain hazardous even when the main lane is passable.
Use a priority corridor for as much of the trip as practical, then make the shortest possible transition to your destination. Avoid building a route that depends on several untreated side streets at the beginning or end.
4. Build a primary route and a real backup
A backup is useful only if it avoids the same failure. Create two routes with different crossings, ramps or downtown approaches rather than two navigation-app variations that share the same bridge or construction zone.
Route-planning checklist
- Start outside the closure boundary on a road that is likely to be treated.
- Follow the official detour or a parallel priority corridor.
- Identify a safe point where you can turn around before entering the downtown core.
- Mark a second route that uses a different approach, not merely a nearby block.
- Confirm where you can legally park, load or access a garage after the detour.
- Save the official map or advisory so you can review it without repeatedly handling your phone while driving.
Give yourself an exit option. If the alternate road becomes blocked, you should be able to leave the area without making a sudden lane change or crossing an untreated side street.

5. Set a realistic winter time buffer
There is no universal number of extra minutes or percentage that applies to every winter detour. The correct allowance depends on the live closure, storm intensity, surface treatment, traffic volume and how many independent alternatives remain.
A practical way to calculate your allowance
- Measure the normal door-to-door time, including walking from parking or a transit stop.
- Estimate the detour’s added distance and the number of additional signals or turns.
- Add time for lower speeds, longer stopping distances and possible queues behind snow-removal equipment.
- Add a second allowance if the route includes untreated side streets, steep grades, bridges or a downtown garage entrance.
- Keep a separate contingency for a route change at departure. Do not use the same buffer to cover both predictable detour time and an active emergency closure.
Caltrans advises an early start because winter trips can take longer and says a full tank may be needed if a route changes or a delay develops. Instead of promising a fixed buffer, compare the live map with your normal travel time and choose a departure that leaves room for one failed route decision.
When to increase the allowance sharply
- Snow is still falling heavily or temperatures are near freezing, allowing refreezing.
- The detour crosses a bridge, ramp or elevated roadway.
- Construction has removed a lane from a corridor that normally carries buses and commuters.
- Several alternate streets converge on the same downtown bottleneck.
- You are required to arrive at a fixed time and cannot safely turn back.
6. Prepare the vehicle before moving
Clear the entire vehicle, not just a small viewing area on the windshield. Remove snow and ice from windows, mirrors, roof, hood, trunk, lights, license plates and sensors. Snow left on the roof can slide onto your windshield or another vehicle when you brake.
Carry the basics
- Ice scraper and snow brush, or commercial de-icer.
- Winter-rated washer fluid and enough fuel for a changed route or delay.
- Flashlight, first-aid kit, blanket, shovel, sand or another traction aid.
- Water and snacks in case traffic stops for an extended period.
- Charged phone and a way to keep it powered without handling it while driving.
These items reflect examples in winter-preparation guidance from Caltrans and the North Carolina Department of Transportation. Check local requirements before carrying tire chains or other traction devices; the correct equipment and when it may be used vary by road and weather conditions.
Driving the detour safely
Approach the first closure slowly
Reduce speed before the last intersection ahead of the work zone. Read every temporary sign, cone pattern and police or flagger instruction. A construction detour can move across lanes or change from one day to the next. Never drive around a barricade because the pavement beyond it appears clear.

Control speed, space and steering
- Leave substantially more following distance than on dry pavement because snow and ice increase stopping distance.
- Avoid sudden braking, acceleration and steering; make each input gradual.
- Do not use cruise control in winter conditions.
- Expect polished ice at intersections, shaded areas, bridge decks and places where vehicles repeatedly stop.
- Stay in a lane that has been cleared, but do not pass a plow simply because traffic is slow.
Caltrans recommends staying at least four car lengths behind snow-removal equipment. Keep that distance even when a queue forms; plows may stop, reverse or push material across the lane.
Handle signals and temporary traffic control
If a signal is dark or flashing, treat the intersection as a four-way stop where local guidance requires that behavior. Approach slowly, make eye contact where possible and yield according to the temporary signs. Construction workers, pedestrians and buses may be using a pattern that differs from the permanent roadway design.
Manage downtown parking and the final blocks
Confirm that your garage entrance, curb space or loading area remains open. A detour can add a legal turn restriction or remove short-term parking even when the destination building is accessible. If the final blocks are untreated, park at a safer location on a priority corridor and walk only if the sidewalk is open and reasonably cleared.

| Option | Use it when | Main advantages | Risks or checks |
|---|---|---|---|
| Drive the detour | The official map shows an open, treated or priority corridor and you can keep a safe exit option. | Door-to-door flexibility; ability to carry equipment; no dependence on a changed transit schedule. | Longer stopping distance, untreated side streets, parking restrictions, queues and limited ability to turn around inside downtown. |
| Take transit | Transit alerts show service is operating and the route avoids the blocked approach or uses a priority corridor. | Reduces individual driving exposure; buses may be prioritized on treated routes; you avoid searching for parking. | Check stop relocations, reduced frequency, station access, crowded platforms and the safety of the walk at each end. |
| Postpone or work remotely | Maps show worsening conditions, multiple closures, untreated streets or no safe way to return. | Eliminates exposure during the most hazardous period and prevents a forced trip through a changing work zone. | Confirm your workplace’s policy and communicate the delay early; reassess before making a later trip. |
Taking transit around construction
Transit is not automatically unaffected by a road project. A bus may share the construction detour, skip a stop, turn back early or run slowly in snow. Check the transit agency’s alert immediately before leaving and again at the stop.

Verify the complete transit journey
- Confirm the route is running, not merely listed in a trip planner.
- Check whether your normal stop or station entrance has moved.
- Allow time for a slower walk on snow or ice and for waiting outdoors.
- Identify an alternate route or nearby stop before you leave.
- At the destination, verify that the final sidewalk and building entrance are open.
If a bus route follows a designated snow corridor, it may be a more reliable choice than driving on untreated side streets. However, a transit alert that reports severe delays or suspension is a reason to postpone, not a reason to walk into an unsafe roadway.
When postponing is the safest plan
Delay the commute when you cannot identify a safe, legal route that remains open from your door to your destination. Warning signs include a new closure on both your primary and backup corridors, untreated streets with visible loss of control, emergency notifications advising against travel, or a transit system reporting suspension with no safe alternative.
Tell your employer or client before the normal departure time, preserve the official alert that explains the change, and set a specific time to check conditions again. A delayed trip should be a reassessment, not an assumption that the route will be safe later.

Check the official map one final time before starting. If it shows a new closure, a worsening storm or unsafe untreated streets, switch to transit, delay the trip or turn back. Seattle’s guidance is direct: obey all street closures and detours, and do not drive if you do not have to.
If conditions change after you leave
- Pull over legally before reviewing alerts or changing the route.
- Do not cross a barricade or enter a road marked closed, even if other vehicles do.
- Use the nearest safe exit from the closure area rather than improvising through alleys or parking lots.
- If visibility or traction becomes unsafe, stop at a lawful location and notify your workplace.
If you become stranded
Remain with the vehicle unless emergency personnel direct you elsewhere. Conserve fuel while staying warm, and keep the exhaust pipe clear of snow to prevent carbon-monoxide buildup. Use emergency supplies, make your location known and avoid repeatedly leaving the vehicle in poor visibility.
A printable departure checklist
- Official construction advisory and closure map checked.
- Winter-weather, road-condition and transit alerts checked.
- Exact closure boundary, direction and operating hours identified.
- Primary route uses a treated or priority corridor where practical.
- Independent backup route and safe turnaround point identified.
- Parking, garage access, loading restrictions and final walking route confirmed.
- Vehicle cleared completely: glass, mirrors, roof, hood, lights and plates.
- Scraper, brush, washer fluid, fuel and emergency kit ready.
- Extra time set from current conditions rather than a fixed percentage.
- Final map check completed before departure.
The decision in one sentence
Use the official map to avoid the exact construction boundary, stay on a treated or priority corridor, prepare for a slower trip and keep a separate backup; if the live information no longer shows a safe path, choose transit or postpone instead of forcing the detour.
