Plan temporary access as a phased Transportation Management Plan (TMP), not as a last-minute road closure. For every construction phase, identify who must still reach the bridge, homes, businesses, transit, emergency destinations and pedestrian facilities; choose the least disruptive feasible strategy; design traffic control and an accessible pedestrian route; communicate each change; and inspect the route until normal access returns.
Start with the access decision, not the detour sign
Bridge work can change vehicle lanes, sidewalks, crossings, transit stops, driveways and emergency routes several times before the project is complete. A route that works during demolition may be unsafe during girder placement or utility relocation. Build the access plan around those phases and record, for each one, the route, permitted users, connections, controls, responsible party and change date.

FHWA’s work-zone TMP guidance organizes the response into three complementary groups: temporary traffic control, transportation operations and public information. The plan should address motorists and non-motorists together, then test how diverted traffic affects the surrounding network.
Users and destinations to map
- Through motorists, local residents and property access.
- Emergency responders and incident-management vehicles.
- Transit vehicles, stops, passengers and paratransit service.
- Businesses, deliveries, freight and temporary entrances.
- People walking, using wheelchairs or other mobility devices, bicycling or using mobility aids.
- Schools, parks, public buildings and other destinations connected to the bridge approaches.
- Construction vehicles, workers, staging areas and access points.
Map the bridge and approaches, sidewalks, crossings, bicycle facilities, transit stops, local streets, driveways, utilities, drainage, property limits, environmental constraints and likely staging areas. Record closure limits, anticipated duration, work hours, traffic and pedestrian demand, available right-of-way and nearby alternate routes.

Choose a strategy for each construction phase
Do not assume that a full closure and a long alternate route are the only choices. Compare feasible ways to keep or restore access, including:
| Strategy | When it can help | Issues to verify |
|---|---|---|
| Maintain traffic on the existing bridge | The structure and remaining width can safely carry the required users while work is staged elsewhere. | Structural capacity, lane and shoulder constraints, worker exposure, separation from work, and emergency access. |
| Staged construction or traffic shifts | Work can be divided so some vehicle or pedestrian movement remains available. | Phase transitions, turning movements, queues, barriers, temporary markings, and whether each stage still serves all required destinations. |
| Temporary access road or broader alternate route | A nearby roadway can provide a continuous connection around the work. | Right-of-way, pavement and drainage, vehicle types, intersections, capacity, environmental effects, property access and maintenance. |
| Temporary detour bridge | The site and bridge configuration allow a temporary structure or a bridge-staging solution to carry traffic around the work. | Foundation and approach feasibility, permits, load requirements, construction access, duration, inspection and removal. |
| Short full closure with a managed alternate route | A concentrated closure can substantially shorten the overall disruption. | Network diversion, emergency response, transit and business access, public notice, route legibility and incident resilience. |
Compare every option for access continuity, traffic effects, pedestrian safety and accessibility, emergency and business operations, construction feasibility, duration, public disruption, coordination, cost and maintenance. A route that is inexpensive to build can create unacceptable queueing or emergency delays; a sophisticated staging method can fail if the approaches or right-of-way cannot support it.
What slide-in construction can and cannot establish
FHWA describes slide-in bridge construction as building a new bridge on temporary supports while traffic remains on an existing bridge, then briefly closing the route to move the new bridge into position and connect it to the approaches. A variation uses an existing bridge shifted parallel to its alignment as a temporary detour bridge. FHWA identifies reduced traffic disruption as an advantage, but suitability is site-specific. The method does not replace structural, geotechnical, traffic-control, environmental or permitting analysis.
Build a phase-by-phase TMP
1. Define constraints and affected users
Set the physical and operational limits before drawing a detour. Identify bridge condition and staging needs, approach geometry, utilities, property and environmental limits, available construction access, expected traffic and pedestrian demand, work hours, seasonal conditions and the longest credible closure. List destinations that must remain reachable and the users who need them.
2. Test the surrounding network
Trace each candidate route from the first advance message to the final destination. Check intersections, turning movements, lane capacity, queue storage, signal operations, sight distance, grades, drainage and conflicts with schools, transit or freight. Consider where diverted traffic will re-enter the network and whether a problem at one location will block the entire route. FHWA notes that diversion may require operational measures such as signal-timing adjustments.
3. Select controls and responsibilities
Show the temporary route and its approach connections on the traffic-control plans. Assign responsibility for signs, barricades, barriers, markings, signals, flagging, inspections, repairs, phase changes, emergency notifications and public updates. Define who can authorize an unplanned closure and how field staff will communicate it.
4. Review before every phase change
Hold a phase review before moving barriers or opening a new route. Confirm that the route is built as shown, signs lead users to the correct decision point, pedestrian connections are complete, emergency services have current maps, transit and businesses know the change, and old devices are removed or covered.

Design the temporary vehicle access road
A temporary access road is a project-specific roadway, not a generic strip of pavement. The responsible design professionals and road authority must set its geometry, pavement section, structural capacity, drainage, speed environment, lighting and control devices using site data and applicable state and local standards. The general federal guidance does not provide a universal cross section, load rating, speed or pavement design.
Confirm who and what must use it
- List passenger vehicles, buses, fire apparatus, ambulances, delivery trucks, school vehicles, bicycles and construction equipment that require access.
- Identify the largest vehicle and the route’s most restrictive turns, bridges, culverts and gates.
- Decide whether access is two-way, alternating or limited to specific classes of users and hours.
- Provide a plan for oversize, hazardous-material, agricultural or other special movements if they occur on the existing route.
Connect the road to the network
Place advance guidance before drivers reach a choice they cannot safely reverse. Make the route legible through each intersection and phase. Verify turning paths, queue storage, driveway access, sight lines, signs, markings and any signal or flagging operation. Coordinate detour operations with incident response so a stalled vehicle, crash, flood or work vehicle does not eliminate the only connection.
Keep construction activity out of the travel path
Separate moving traffic from excavation, equipment, material storage and worker access. Use the traffic-control devices and barriers selected by the project traffic-control plan; do not improvise a barrier or remove a device without authorization. Where traffic must pass close to work, examine speed management, exposure time, night visibility and escape routes for workers and road users.
Design a continuous, accessible pedestrian detour
First ask whether the existing sidewalk or shared path can remain open safely. If not, establish a usable alternate route before closing it. A sign that only says “sidewalk closed” is not an accommodation unless people are given a clear, understandable and usable way to reach their destinations.

Apply the MUTCD temporary-facility rule
The FHWA MUTCD 11th Edition, Part 6, Section 6C.03, paragraph 4, states: “When existing pedestrian facilities are disrupted, closed, or relocated in a TTC zone, the temporary facilities shall be detectable and include accessibility features consistent with the features present in the existing pedestrian facility.”
In practice, the temporary route must be detectable and retain accessibility features appropriate to the facility it replaces. A barrier detectable by a person with a vision disability using a long cane must extend across the full width of a closed pedestrian facility. Temporary channelization should prevent people from entering the work area while still making the intended route obvious.
Trace the route from destination to destination
- Mark the closure and identify every destination on both sides of it, including transit stops, crosswalks, businesses, residences and public facilities.
- Choose an alternate path that remains continuous through the entire phase, not merely at the bridge itself.
- Provide accessible crossings when the route requires a street crossing. Check crossing location, signal operation, curb ramps, detectable warnings, surface condition and traffic separation.
- Guide pedestrians at an accessible decision point before they reach the closed facility.
- Carry the route through each phase and remove conflicting signs, barricades and markings when the phase ends.
FHWA’s TMP training says pedestrian accommodations should be at least similar to those that existed before construction and must comply with the ADA. Exact dimensions, slopes, surfaces, clearances and detectable-warning details depend on the existing facility and applicable standards; have the responsible agency and accessibility professionals approve the design.

Separate people from traffic and work
Keep pedestrians away from moving vehicles and the active work area. Consider rerouting the path or installing temporary barriers where vehicle intrusion is a significant potential. Maintain continuous channelization, keep edges detectable, prevent gaps at transitions and make the route usable in the conditions in which it will operate, including darkness and wet weather. If pedestrians are directed to a temporary traffic-control signal, evaluate whether accessible pedestrian signals are needed.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCoordinate traffic control and operations
Temporary traffic control, transportation operations and public information must work as one system. The plan should show:
- Advance warning, route confirmation and decision-point signs.
- Temporary markings, barriers, barricades, signals and flagging locations.
- Vehicle and pedestrian separation, including transitions between phases.
- Emergency access and a method for responders to pass or bypass queues.
- Transit stop relocation, passenger access and operator communications where applicable.
- Signal-timing or intersection-operation changes needed for diverted traffic.
- Incident procedures for crashes, flooding, debris, equipment failure or an inaccessible route.
Check the plan from a driver’s and pedestrian’s viewpoint. A route can be technically open yet functionally closed if the first sign appears too late, a queue blocks a crossing, or a barricade points toward the work zone.
Protect emergency, business and resident access
Emergency services
Give fire, emergency medical and law-enforcement agencies current phase maps, gate or barrier instructions, contact information and a method to report a blocked route. Test the route with the vehicles and turning movements that responders actually use. Define how a closure will be extended, shortened or reversed during an incident.
Businesses and deliveries
Identify every affected entrance, loading area and delivery window. If an entrance must move, provide a temporary entrance that is signed, accessible where required and connected to the pedestrian route. Give businesses advance notice of phase dates and explain how customers, employees, freight and waste collection will reach them.

Residents, transit and community destinations
Coordinate with residents, transit providers, schools, adjacent jurisdictions and other affected organizations. Explain what changes, when it changes, who can use each route and where to report a problem. Resident access and transit continuity should be evaluated in the same phase review as vehicle traffic.
Communicate changes clearly and early
Use one verified set of dates, maps and route names across field signs, project notices, agency channels, transit alerts and stakeholder messages. FHWA cautions that inaccurate, untimely or inconsistent information can undermine trust. Update the message when a phase date, route or access rule changes rather than allowing old information to remain in circulation.

Minimum information for a phase notice
- Exact closure or shift location.
- Start date, expected duration and hours of any restricted movement.
- Who is affected: through traffic, local access, pedestrians, bicycles, transit or deliveries.
- The alternate route, including accessible pedestrian connections and temporary entrances.
- Emergency and after-hours contact instructions.
- What users should expect at the work zone, such as flagging, one-way operation or a relocated stop.
Inspect and maintain the route throughout construction
Assign inspection responsibility in the project requirements and agency plan. The sources cited here do not establish one universal inspection interval for every work zone; set a frequency appropriate to traffic, weather, construction activity and risk, with additional checks after incidents and phase changes.
Vehicle-route checks
- Signs are visible, legible, correctly placed and consistent with the current phase.
- Markings, barriers, cones and signals match the approved traffic-control plan.
- Queues do not block intersections, driveways, crossings or emergency access.
- Drainage, pavement, shoulders and temporary structures remain serviceable.
- Construction equipment, debris and materials stay outside the travel path.
Pedestrian-route checks
- The path is continuous, passable and separated from traffic and work.
- Channelization and edging remain detectable, stable and free of gaps.
- Surfaces are free of mud, debris, standing water and trip hazards.
- Temporary curb ramps, crossings, signals and detectable warnings remain usable.
- Lighting supports safe night use where required.
- Signs direct people to the current route, and obsolete signs are removed.
Document deficiencies, the person assigned to correct them, the deadline and the verification that the repair worked. If a route cannot be made safe immediately, establish a controlled interim condition and notify the affected users.
Approvals and standards to verify
Use the MUTCD 11th Edition Part 6 as the federal work-zone traffic-control reference identified for this planning framework. Before implementation, check the adopting state’s edition, supplements, standard drawings and project contract requirements.
U.S. DOT’s 2024 final rule adopts Public Right-of-Way Accessibility Guidelines (PROWAG) as regulatory standards for new construction and alterations of transit stops in public rights-of-way. That stated scope concerns those transit-stop facilities; it is not a blanket specification for every temporary pedestrian detour. Confirm applicable ADA, accessibility, state and local requirements with the responsible agency and project professionals.
Use a decision matrix when several options work
| Decision axis | Questions to answer |
|---|---|
| Access continuity | Which users and destinations remain served in every phase? Are local and emergency connections reliable? |
| Traffic effects | Where will diverted vehicles queue, turn and merge? Are intersections and alternate routes able to handle the change? |
| Pedestrian accessibility and safety | Is the route continuous, detectable, separated and connected to crossings and destinations? |
| Emergency and business operations | Can responders, deliveries, employees, residents and customers reach the area under incident conditions? |
| Construction feasibility | Are staging, utilities, right-of-way, foundations, environmental constraints and worker exposure acceptable? |
| Duration and disruption | How long is each closure or shift, how certain is the schedule, and how much maintenance does it require? |
| Coordination and cost | What approvals, equipment, staffing, stakeholder coordination and ongoing operations are required? |
Record the assumptions behind each score. A preferred option should remain workable if the schedule slips, weather changes, an incident occurs or a pedestrian facility must be adjusted.
