How to Plan a School Construction Budget That Accounts for Reimbursement Delays

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A school construction budget is incomplete until it shows when money leaves the district and when each reimbursement can actually arrive. Build a month-by-month cash forecast, keep total project cost separate from eligible cost and the local share, and treat every reimbursement as conditional until the administering agency approves the claim. The forecast should identify the largest cumulative cash deficit, the date it occurs, and the legally available way to cover it.

Start with four separate numbers

Put these values on the first page of the budget and maintain them as distinct fields in the project ledger:

As an Amazon Associate I earn from qualifying purchases.

  • Total project cost: the complete expected cost of the approved scope, including construction, design, testing, permits, furniture or equipment where applicable, contingency, financing costs if permitted, and closeout.
  • Eligible cost: the portion the administering program confirms can support a claim. Do not assume that every project expense is eligible merely because it appears in the approved project budget.
  • Reimbursement or award share: the amount or percentage the program may pay after its eligibility and documentation review. The share is program-specific and may be capped.
  • Temporary cash need: the peak amount the district must fund between paying an eligible cost and receiving the associated reimbursement. This is a timing requirement, not proof that the project is underfunded.

A project can be fully funded on paper and still become unable to pay a contractor on time. Conversely, a short-term loan can cover a timing gap but cannot cure a permanent shortfall caused by an over-budget scope, disallowed costs, or a reimbursement reduction.

Confirm the governing program before setting assumptions

Identify the state, grant, bond, or other funding program for every dollar. Pennsylvania’s PlanCon process, Connecticut’s school construction progress-payment process, and Massachusetts School Building Authority procedures all require different submissions and controls. Do not carry a rate, deadline, or payment promise from one program into another.

Questions to answer in writing

  • What project scope and cost categories are approved?
  • How is the award ceiling or reimbursement percentage calculated?
  • When may a cost be incurred and still remain eligible?
  • Can the district submit progress claims, or only a final claim?
  • What forms, invoices, proof of payment, procurement records, and certifications are required?
  • How are retainage, change orders, contingency, design costs, and owner purchases treated?
  • What review, audit, holdback, closeout, and record-retention rules apply?
  • Is there a stated processing cadence or only an estimated review period?
  • What happens if the claim is reduced, denied, or submitted late?
  • What local approvals are required before using reserves, appropriations, or borrowing?

Record the answer, the responsible agency contact, and the date of confirmation. A budget assumption without a source or confirmation date should be marked as unverified and excluded from available cash until resolved.

Build the full project budget before modeling reimbursement

Start with the project’s obligations, not the grant percentage. Reconcile the approved budget with executed contracts and the latest construction schedule. Keep eligible and potentially ineligible lines visible rather than hiding uncertainty inside a blended reimbursement rate.

Recommended budget structure

Budget layer What to include Control
Base construction Executed contract amounts, allowances, and owner-directed work Reconcile monthly to contractor applications for payment
Professional and project costs Architecture, engineering, inspection, testing, commissioning, permitting, legal, and project management where permitted Confirm each category’s eligibility before committing it
Contingency Uncommitted reserve for unknown conditions and scope risk Track separately; do not treat it as eligible until the program approves its use
Change orders Approved, pending, and rejected changes Show approval status and whether prior program approval is required
Owner-furnished items Furniture, equipment, technology, moving, temporary facilities, and commissioning items Check procurement and eligibility rules before purchase
Financing and cash costs Interest, issuance, bank, and counsel costs only if the program and law permit them Keep outside reimbursable cost until confirmed
Closeout Final testing, documentation, audit, warranty, and retainage release Reserve cash for final requirements and any holdback

The Massachusetts School Building Authority’s construction guidance cautions that inaccurate budget alignment can delay reimbursement and produce disallowed costs. Use a line-by-line reconciliation: approved budget, committed amount, paid-to-date amount, forecast-to-complete, projected final cost, and eligibility status.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate commitment, expense, and payment

A signed contract is a commitment; an approved application for payment is an expense request; a cleared check or electronic transfer is a payment. Reimbursement rules may require evidence of the last step. Connecticut’s progress-payment process specifically calls for invoices and proof of payment, so a claim based only on an approved invoice may be incomplete.

Turn the budget into a month-by-month cash forecast

Build the forecast for the entire project period, including closeout. Use one row per month and separate operating cash from restricted project funds. Update the model with actual transactions at least monthly and whenever the schedule, scope, award, or claim status changes.

Minimum monthly columns

Column Purpose
Opening project cash Cash available at the start of the month by funding source
Contractor payments Expected cash payment date, including retainage where applicable
Design and other project payments Invoices for professional services, testing, permits, equipment, and closeout
Local funding receipts Tax receipts, appropriations, bond proceeds, transfers, or other committed local sources
Reimbursement claims submitted Date and amount submitted, linked to the cost ledger
Reimbursement receipts Cash expected only after the program’s review and payment timing are supportable
Financing proceeds Draw date, permitted use, fees, and available balance
Debt service and financing cost Interest, issuance costs, and repayment payments
Ending cash Opening cash plus receipts minus payments
Cumulative deficit Lowest projected ending cash before any emergency funding action

Use actual payment dates when known. If a contractor invoice is received on the 25th but paid on the 10th of the following month, place the cash outflow in the payment month. A reimbursement claim date is not a receipt date.

Calculate the peak temporary need

For each month, calculate:

Ending cash = opening cash + local receipts + financing proceeds + reimbursement receipts − project payments − financing costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The temporary cash requirement is the largest negative cumulative balance after applying only funds that are legally available and realistically timed. If the model reaches a negative balance of $4.2 million in October, the district needs at least that amount of available coverage before adding a prudent operating cushion. No universal reserve percentage or national average delay applies, so do not substitute a generic percentage for this project-specific calculation.

Model a base case and downside cases

The base case should use the current construction schedule and the administering agency’s stated process. Add separate scenarios rather than quietly changing the base case:

  • Late submission: a claim is filed one month after the planned date.
  • Longer review: payment arrives after an additional one or two review cycles.
  • Partial disallowance: a defined portion of a claim is not eligible and must be funded locally.
  • Schedule acceleration: invoices arrive earlier or in larger monthly amounts.
  • Local funding delay: an appropriation, bond draw, or transfer arrives later than planned.
  • Holdback or closeout delay: final reimbursement remains unavailable until audit or completion requirements are met.

Show the peak deficit and its month for every case. Management can then approve a financing limit or a phasing decision against a visible risk rather than an optimistic single forecast.

Plan the reimbursement pipeline as a controlled process

Assign an owner to every handoff from invoice to cash receipt. A useful workflow has these stages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Code the cost: assign the project, budget line, contract, funding source, and eligibility category in the accounting system.
  2. Review the invoice: verify quantities, retainage, approved change orders, lien or certification requirements, and contract terms.
  3. Confirm payment: preserve the cleared check, bank record, or other proof required by the program.
  4. Reconcile the claim: tie each claimed amount to the project ledger, invoice, payment evidence, and approved budget line.
  5. Assemble the submission: use the current form and include required certifications, schedules, and change-order information.
  6. Submit and log: record the submission date, amount, covered period, reviewer, and expected decision date.
  7. Resolve questions: log every agency question, response, revised amount, and change in eligibility.
  8. Record approval and receipt: distinguish approved, pending, reduced, denied, and actually received amounts.

Connecticut allows estimated progress-payment requests as work advances and notes that smaller projects may use a final request instead. That option changes cash timing and should be reflected in the forecast. Massachusetts says submitted budgets should track actual expenditures; a claim that does not reconcile to the ledger can be delayed or reduced.

Build an audit-ready documentation file

Maintain a single indexed file, with access for finance, facilities, project management, auditors, and the administering agency. At minimum, retain:

  • The current award, funding agreement, approved scope, and amendment history.
  • The current budget showing eligible, potentially eligible, and ineligible lines.
  • Procurement solicitations, bids, evaluations, contracts, insurance, and required approvals.
  • Contractor applications for payment, invoices, schedules of values, certified payroll where required, and change orders.
  • Proof of payment for every claimed cost.
  • Claim forms, cost-level reconciliations, certifications, and submission confirmations.
  • A correspondence log with reviewer questions, responses, approval status, and expected payment date.
  • Records for the local share, reserve transfers, debt proceeds, interest, fees, and repayments.
  • Closeout, audit, retainage, warranty, and record-retention documentation.

California Department of Education guidance for federal stimulus-funded capital work warns that costs found unallowable may have to be repaid from unrestricted funds. Federal awards also carry award-specific procurement, allowability, labor, and deadline requirements; read the actual award terms instead of assuming that a state reimbursement rule controls a federal component.

Decide how to pay contractors while reimbursement is pending

First identify cash already available: restricted project cash, committed local appropriations, bond proceeds, permitted capital reserves, and scheduled transfers. Then compare project phasing with the forecast. Deferring a noncritical package may reduce the peak deficit, but delaying a payment without contractual authority can create claims, interest, or schedule damage.

The Puyallup School District describes its own timing gap as a “cash flow challenge, not a funding shortfall.” That statement explains the district’s circumstances; it is not a guarantee that every reimbursement-backed project can be financed safely.

Evaluate interim financing without assuming authority

A bridge facility is appropriate only when the district has a verified temporary gap, a credible reimbursement or other repayment source, and legal authority to borrow. Ask finance staff and counsel to confirm state law, board approvals, debt limits, permitted uses, disclosure, bidding, and repayment requirements.

Funding method Questions to test Main exposure
Existing project cash Is it restricted to this project? Will using it create another shortfall? Loss of liquidity and possible restriction violation
Capital reserve or appropriation Has the governing body authorized the use and later replenishment? Political, statutory, or budget-control limits
Bond or other long-term proceeds Are proceeds available on the required date and for the exact scope? Issuance timing, debt capacity, and repayment cost
Short-term note or line Is borrowing permitted, what approvals are required, and how is it repaid? Interest, fees, maturity pressure, and refinancing risk
Project phasing Can work be resequenced without contract, safety, or grant consequences? Escalation, delay damages, and loss of economies of scale

Compare options on speed and certainty, total interest and transaction cost, maturity, repayment source, effect on future debt capacity, restrictions on use, and the consequence if reimbursement is late, reduced, or denied. Never assume that the program reimburses interest or that a lender can legally “borrow against” an award without additional approval.

New York State Education Department guidance describes capital reserves, budget appropriations, and borrowing methods, including statutory constraints on bond anticipation notes. New Jersey’s June 2026 guidance addresses a specific process for borrowing during delayed state school-aid payments and asks districts to assess unreimbursed federal grants. Those documents illustrate controls and options; neither creates universal authority for another state or project.

Understand the program differences that change cash timing

Program feature Why it changes the forecast Illustrative official guidance
Eligibility and reimbursement share Determines how much of each paid invoice can return and what local share remains Connecticut publishes fiscal-year rates and a statutory calculation; Pennsylvania’s PlanCon establishes state participation through its process
Claim frequency More frequent claims can reduce the gap, but each submission adds preparation and review work Connecticut describes progress requests as work advances and a possible final request for smaller projects
Payment timing Sets the lag between payment and cash receipt Massachusetts says its Pro-Pay process typically processes a request within 15 calendar days after receipt; Connecticut describes regular payment batches
Budget alignment Incorrect lines can delay or disallow reimbursement Massachusetts School Building Authority warns that inaccurate budgets can cause delayed reimbursements and disallowed costs
Audit and holdback Final cash may remain unavailable after construction appears complete Connecticut states that grant-assisted projects are subject to audit and references grant retention before release
Federal conditions Procurement, labor, deadlines, and allowability may impose additional cash and documentation requirements California guidance says unallowable federal costs may require repayment from unrestricted funds

The Massachusetts 15-calendar-day statement is a program-specific description accessed in 2026, not a nationwide reimbursement guarantee. Likewise, a Connecticut batch schedule should not be converted into a fixed payment date unless the agency confirms one for the project.

Reforecast throughout construction

At each monthly close, replace assumptions with actuals and preserve the prior forecast for variance analysis. The project manager should explain schedule and scope changes; finance should explain cash and claim changes; the reimbursement owner should explain eligibility and review changes.

Monthly review agenda

  • Compare earned work, invoiced work, paid work, and forecast-to-complete.
  • Reconcile the approved budget to commitments, change orders, contingency use, and projected final cost.
  • Update each claim’s submitted, questioned, approved, reduced, denied, and received status.
  • Move expected receipts to the date supported by current agency correspondence.
  • Refresh the base, late-payment, partial-disallowance, and schedule-change scenarios.
  • Check the remaining local share and the maximum cash deficit.
  • Escalate any forecast that breaches available cash, borrowing authority, or board-approved limits.

Common planning failures and fixes

Counting an award as cash

Failure: The budget subtracts the expected grant from project cost even though no claim has been approved.

Fix: Show award, approved claim, and receipt as separate statuses. Only the receipt enters available cash.

Fix: Apply eligibility by category and preserve the local share for excluded or capped costs.

Forecasting invoice dates instead of payment dates

Failure: Cash is assumed to leave when an invoice arrives or when work is earned.

Fix: Use the contractual payment date and include retainage, disputed amounts, and approval lag.

Submitting claims without proof of payment

Failure: The district has an invoice but cannot show cleared payment.

Fix: Make payment evidence a required workflow attachment before submission.

Ignoring change-order approval

Failure: The district spends contingency and expects reimbursement before confirming that the change is eligible.

Fix: Track pending changes separately and obtain required program approval before incurring the cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Borrowing without a repayment test

Failure: A short-term facility is sized to the award rather than the timing gap.

Fix: Size it to the downside peak deficit, verify legal authority, and test repayment if the claim is reduced or delayed.

A practical approval checklist

  1. Obtain the current award or funding agreement and agency rules.
  2. Approve a budget with total, eligible, local-share, contingency, and change-order fields.
  3. Load the construction schedule and payment terms into a monthly cash model.
  4. Assign owners for coding, invoice review, proof of payment, claim assembly, and follow-up.
  5. Set a claim calendar and a document naming and retention standard.
  6. Run late-payment, partial-disallowance, schedule-change, and local-funding-delay scenarios.
  7. Document available cash, permitted reserves, appropriations, and financing capacity.
  8. Obtain finance and legal approval before relying on interim borrowing.
  9. Report peak deficit, date, source of coverage, and unresolved eligibility issues to the governing body.
  10. Reforecast monthly until every claim is received and closeout requirements are complete.
